This directory is designed to provide helping professionals with
an understanding of the availability of treatment and prevention
services in the state and to assist them in making appropriate
referrals.
The directory was compiled from the lists of facilities licensed
by the South Carolina Department of Health and Environmental
Control (DHEC). All licensed facilities that provide alcohol and
other drug abuse services have been listed alphabetically by
county.
Although most of the information included in the directory is
self-explanatory, four items warrant further explanation. First, the
item identified as “Type of Facility” designates each service
provider as private, private/non-profit, public (with responsible
agency in parentheses) or county alcohol and drug abuse authority. This final designation refers to the 33 agencies authorized by
South Carolina Act 301 of 1973, which required each county council to designate an authority to provide mandated services in cooperation with the South Carolina Commission on Alcohol and Drug
Abuse (now the South Carolina Department of Alcohol and Other
Drug Abuse Services [DAODAS]).
Second, the item identified as “Level of Care” lists the specific
type(s) of treatment provided by the respective programs. The six
most common levels of care are: outpatient treatment; social
model detoxification; freestanding medical detoxification; halfway
house; residential treatment; and inpatient treatment. Also identified within the “outpatient” designation are more specialized services offered on an outpatient basis, including intensive outpatient
treatment, day treatment, partial hospitalization and transitional
housing, a relatively new service that provides safe and supportive
housing for women and their children, as well as on-site outpatient
treatment and continuing care services.
The “Level of Care” is listed for the practitioner’s use. All referrals for services will be based upon a clinical assessment of an
individual’s “problem severity” or “level of need.”
Third, the “Number of Beds” is provided for each program, with
the number reserved for each level of care given if available.
Fourth, the item identified as “Accreditation” indicates whether
a program has been accredited by either CARF: The
Rehabilitation Accreditation Commission or the Joint Commission
on the Accreditation of Hospital Organizations (JCAHO).

South Carolina’s system for dealing with alcohol, tobacco and
other drug related problems had its inception in 1957 when the
General Assembly authorized the creation of the South Carolina
Alcoholic Center. Today, South Carolina is one of the few states in
the nation to recognize the merits of supporting a single state
authority on alcohol and other drug abuse — the South Carolina
Department of Alcohol and Other Drug Abuse Services
(DAODAS) — as a cabinet-level governmental agency. This cabinet-level status, together with its dedicated leadership and quality
services, has fostered the development and refinement of a comprehensive, statewide service-delivery system designed specifically to deal with problems related to the use of alcohol, tobacco and
other drugs.
Today, DAODAS contracts with 33 single- and multi-county
alcohol and drug abuse authorities to provide state and federally
mandated prevention, intervention and treatment services in all 46
counties of the state. To ensure the provision of quality services,
DAODAS monitors each of these programs in accordance with
specific standards required for program implementation. The
department provides consultation and technical assistance for program development and maintenance, and coordinates training and
other continuing educational activities for professionals who work
with individuals who are experiencing problems with alcohol,
tobacco and other drugs.
A wide array of treatment services is available through the
state’s 33 county authorities. Specific services include outpatient
treatment, social model detoxification, freestanding medical detoxification, halfway houses, residential treatment, inpatient treatment
and transitional housing. These programs are designed to arrest
the disabling effects of the misuse of or addiction to alcohol,
tobacco and/or other drugs, including smoking cessation.
In addition, specialized services are available at the local level
for individuals and families who are experiencing problems related
to gambling addiction. Counselors throughout the state have
received extensive training in this area and provide a range of services to address the unique and critical needs of this population.
Services include an individualized assessment and treatment plan
for each individual. Group sessions are available to deal with the
nature of compulsive gambling, denial and recovery, and the
relapse process.

According to patient and service information reported for fiscal
year 2006, approximately 48,000 individuals in this state received
direct or indirect intervention and/or treatment services through
DAODAS and its statewide network of county authorities between
July 1, 2005, and June 30, 2006.

Substance abuse prevention programs are available through
the 33 county alcohol and drug abuse authorities, as well as certain other public and private entities. The county authorities offer
and implement prevention programs and strategies that create or
enhance environmental conditions within communities, families,
schools and workplaces. These programs and strategies aim to
protect individuals from the dangers of using alcohol, tobacco and
other drugs (ATODs). The programs also seek to help people
develop personal decision-making skills to reduce the risk of
ATOD-related problems such as violence, delinquency, unplanned
pregnancies, sexually transmitted diseases and poor academic
performance. Available in communities throughout South Carolina, prevention services are based upon principles of sound
research and are designed to identify and reduce factors that
place an individual or a community at risk of experiencing problems, while at the same time, strengthening other identifiable factors that can help protect individuals and communities from
developing such problems. The following are the categories for
prevention services provided throughout the state as defined by
the federal Substance Abuse and Mental Health Services Association (SAMHSA):
• Information Dissemination – This strategy focuses on key
and valid facts about the nature and extent of ATOD use,
abuse and addiction, and their effects on individuals, families
and communities, as well as information to increase perceptions of risk. It also provides knowledge and awareness of
prevention policies, programs and services. It helps set and
reinforce norms (e.g., underage drinking and drug dealers
will not be tolerated in a particular neighborhood); it helps
establish true norms of use (everyone is not using); and it
helps increase perception of risk of use among a target population (e.g., I really could get caught for underage drinking
and lose my driver’s license; people really do die from alcohol poisoning).

• Prevention Education – This strategy aims to develop critical
life and social skills, including decision-making, refusal skills,
critical analysis (e.g., of media messages), and systematic
and judgmental abilities.
• Alternatives – This strategy provides for the participation of
targeted populations in activities that exclude ATOD use by
youth. The theory is that constructive and healthy activities
offset the attraction to – or otherwise meet the needs usually
filled by – ATOD use. Evidence indicates that this strategy is
more effective when it: (1) serves as an alternative to an
event that would normally involve alcohol use and therefore
helps to modify community norms (usually on a college campus); or (2) integrates key risk or protective factors into a
long-term program. “One shot” events have generally not
proven to be effective.
• Problem Identification and Referral – This strategy calls for
identification, education and referral to services for those
youth who have indulged in age-inappropriate use of tobacco products or alcohol, or who have indulged in the first use
of illicit drugs. Activities under this strategy would include
screening for tendencies toward substance abuse and referral for preventive treatment for curbing such tendencies.
• Community-Based Processes – This strategy aims to
enhance the ability of the community to more effectively provide prevention services for ATOD problems. Activities
include organizing, planning and enhancing the efficiency
and effectiveness of service implementation, interagency collaboration, coalition building and networking. Building
healthy communities encourages healthy lifestyle choices.
• Environmental – This type of strategy establishes, modifies
or enhances written and unwritten community standards,
codes and attitudes that influence the incidence and prevalence of problems related to ATOD use in the general population. This includes community norms, local ordinances and
laws to restrict availability and access, price increases and
community-wide actions.
In fiscal year 2006, according to the KIT Prevention System
Annual Report, more than 327,353 educational materials were disseminated by the 33 county authorities throughout the state. The
KIT Prevention System Annual Report showed that county authoriv
ities provided services to 8,414 non-duplicated individual participants in South Carolina. The leading group served was youth
ages 12 to 14 (middle school), totaling 4,170 participants. Together with youth ages 6 to 11 (elementary school) and youth ages 15
to 17 (high school), the three school-aged groups made up 88% of
the total registered participants. The largest adult group was ages
25 to 54, with a total of 595 participants.
