can establish their Internet presence. He has authored many
articles that have appeared in virtually every insurance industry
publication. Anderson has more than 30 years of experience in
the insurance community.
Joshua Hilgers
Health Partners America, President
Josh Hilgers is America’s leading authority on the strategic use
of tax and legal structures of benefit plans, private exchanges,
and plan design. Since 2007, he’s been pioneering the training
concept of Defined Contribution Plans to minimize risk, increase
profits and provide tax free raises to employees without
costs to employers. His visionary strategies – long before the
Affordable Health Care Act was even a bill – have made him
a sought after speaker for Associations, Unions, Fortune 500
companies and many more. His articles have been featured
in Employee Benefits Advisor, Benefits Selling Magazine, and
CDHC Solutions, and he’s a frequent expert for Radio stations
nationally such as The Lee Davis Show, and The Michael Hart
Show. In 2012, Hilgers was inducted into the League of Leaders
of the Institute for Healthcare Consumerism for his leadership
on national healthcare issues. He has trained over 10,000
insurance professionals, financial advisors and benefits experts
in the past three years. He is a member of the Professional

Paul Martin, CPCU is ProjectCAP’s State Association Liaison.
Martin works with the various Big I associations around the
country, helping them communicate the message of how CAP
will positively impact the industry. He assists independent
insurance associations in their efforts to educate members
regarding the goals, resources, benefits and operations of the
CAP Project, and gaining adoption by the agencies in the various
states. Martin has spent his entire career in the industry serving
in a variety of roles including: multi-line adjuster, commercial
underwriter, independent agent, company manager, association
education director, and industry consultant.
Marjorie McColl Petty
Department of Health and Human Services,
Regional Director
Prior to her appointment as HHS Regional Director in 2009,
Marjorie McColl Petty served as director of public affairs and
consumer protection for the Kansas Corporation Commission
for six years. She also served as chair of the board of directors
of the Delta Dental of Kansas, beginning in August 2008 after
serving on the company’s board of directors since 2001. From
2006-2008, she was president of the board of directors of the
Delta Dental Foundation, where she reviewed and granted $2.9
million for oral health projects for Kansans. Previously, she
served as a subcontractor for two regional offices of the U.S.
Department of Health and Human Services as a public policy
manager. The Hon. Petty has also served as a State Senator in
Kansas, and a member of the Topeka City Council. She received
a JD from Washburn University School of Law and a Masters in
Education/Counseling from the University of Kansas.

lending industry, Owen has traveled the country sparking clients’
enthusiasm for boosting their careers. Approachable and
outgoing, Owen brings an intensity to her presentations that

With a background in marketing, Owen began her career in the
marketing industry in London. These days she particularly loves
any time work takes her to the Pacific Northwest. When she’s
not helping clients, you can find Owen training for a triathlon or
in the yoga studio.

Dan Meylan has more than 40 years insurance experience. His
primary responsibility at Allied National is to expand distribution
channels for Allied’s products. He formerly was Chief Executive
Officer of Western Pacific Insurance, a wholesale insurance
operation, and was owner of Tapadero Partners, a consulting
firm to small business owners and insurance agencies.
