An Introduction to Coolamon Shire
Community Profile
Coolamon Shire enjoys the best of both worlds – the friendly, relaxed atmosphere of
rural living, with the services and facilities normally found only in much larger
centres.
Although wheat has been cultivated in the area since 1850, the town of Coolamon
which the Shire is centred on - was established about the time when the railway
arrived in 1881. The Shire was proclaimed on 3 March 1906.
Today, Coolamon Shire has an area of approximately 2494 square kilometers and a
population of 4099, comprising the three larger towns of Coolamon, Ganmain and
Ardlethan and the smaller villages of Marrar, Matong and Beckom. Whilst the area
has grown since its establishment, the value of past effort is nevertheless
appreciated with many heritage buildings and items receiving protection and being
maintained under Council’s Local Environmental Plan. Chief amongst these is the
Up-To-Date Store – incorporating the Mavis Furner Collection, the Garth Jones
Collection, and the Lamson Cash Conveyance System, which are of State heritage
value.
The Coolamon Shire is one of the riches agricultural and pastoral districts in the
Riverina. Surrounded by Bland, Narrandera, Junee and Temora Shires and the City
of Wagga Wagga the district is renowned for its production of wheat, canola,
barley, oats and other cereal crops, as well as hay and chaff. Wool, lamb and beef
are also important products from the area, with emerging agricultural enterprises.

WELCOME TO COOLAMON SHIRE
On behalf of the Coolamon Shire Council "Welcome".
The name "Coolamon" is an Aboriginal word meaning "dish or vessel for holding
food or water" and on an 1870 map of the area, a cluster of numerous water holes
were referred to as "Coolamon Holes", prior to the gazetting of the town of
Coolamon in 1881.
The Coolamon Shire is reputed to be one of the richest agricultural and pastoral
districts in the Riverina and enjoys the best of both worlds - the comfortable
relaxed atmosphere of rural living, whilst having a close proximity to the facilities,
amenities and entertainment of Wagga Wagga.
The Shire has a total population of 4,099 separated into the three larger towns of
Coolamon as the main centre, Ganmain and Ardlethan, and the smaller townships of
Marrar, Matong and Beckom.

COUNCIL MEETINGS
Council conducts the majority of its business in an open forum. The only exceptions being those
matters pertaining to staff, litigation and the private business of individuals where confidentiality
has been requested.
Ordinary Meetings of Council are held on the third Thursday of every month commencing at 2pm
pm and generally conclude around 6.00 pm. All ratepayers are welcome to attend.
A Business Agenda for each meeting is prepared on the second Wednesday of each month which
will be available on Council’s website. Any person wishing to bring a matter before Council
should lodge it with the General Manager by that day.

EMERGENCY SERVICES
NSW RURAL FIRE SERVICE
All fire calls are to be directed to "000" (Emergency Calls Only)
Coolamon Shire Council administers 13 Rural Fire Brigades in its area.
Persons
interested in joining their local Rural Fire Brigade are asked to contact Rural Fire
Service on 6931 5855. The Bushfire Danger Period for the whole of the State is from
1st October to the 31st March.
Duties of owners and occupiers of land to prevent bushfires.
Under Section 63 Rural Fires Act, 1997 (2)
It is the duty of the owner or occupier of land to take the notified steps and any
other practicable steps to prevent the occurrence of bushfires on, and to minimise
the danger of the spread of bushfires on or from, that land.
FIREBREAK REQUIREMENTS
At present Council requires the owner or occupier of any land within the Shire,
exceeding 4 hectares (10 acres) in area, to make and maintain firebreaks
surrounding the entire property, or as near as practicable thereto by ploughing to a
width of not less than 3 metres. Such work must be completed by 31st October and
where land is under crop by 30th November. Where stripping is carried out prior to
30th November, firebreaks must be established prior to such stripping.
Where it is intended to carry out clover harvesting and the clover paddock to be
harvested is located on the boundary of a property, landholders are required to
establish a firebreak by ploughing to a width of not less than 10 metres along such
boundary.
Where a property has an area of less than 4 hectares and is a bushfire risk to
adjoining land and the community, the owner and/or occupier will be issued a
bushfire hazard reduction notice. If this notice is not complied with, within the said
timeframe an infringement notice will be issued consisting of 2 Penalty Units (1
penalty unit equals $110)
FIRE HAZARD COMPLAINTS
Regarding overgrown blocks of land – if land is privately owned please phone Wagga
RFS (Rural Fire Service) on 6931 5855 to report. If land is owned by Coolamon Shire
Council please phone Council on 6930 1800.

PERMITS TO BURN
During the bushfire danger season 1st October to 31st March, any person who wishes
to light a fire in the open during this time is required to obtain a permit. The
decision as to when permits will be issued, subject to the standard conditions on the
permit book rests entirely with the Group Captain of each group in consultation with
each brigade Captain in the group. The imposition of a Total Fire Ban renders a
"Permit to Burn" null and void.
Coolamon Shire Council encourages all residents to take a
pro-active approach towards fire safety.

COMPANION ANIMALS
DOGS
ALL dogs must be micro-chipped and registered. They can be micro-chipped by a
Vet or authorised agent by 12 weeks of age and then registered after the age of 6
months at your local Council. (This gives you the option of de-sexing or not). Your
dog is required by law, when in a public place, to have a collar around its neck with
a tag attached that shows the dog’s name and the address or phone number of the
dog’s owner.
Noisy dogs and the law Council have brochures available which outlines
procedures you can follow about how you can look after your dog to prevent
excessive barking or visit www.rspca.org.au/animal/petcare_dog.asp. If you
are annoyed by the noise from your neighbours dog, Council has several
brochures on restricted & dangerous dogs in NSW which includes information
for dog owners in NSW and Dogs in Rural Communities.
If you suspect a dog is being mistreated, contact RSPCA inspectors on
(02)9709 5433 or visit www.rspcansw.org.au, go to ‘what we do’ and then
select ‘inspectorate’.
CATS
Cats must be micro-chipped by 12 weeks of age and registered. If the cat is microchipped it can be identified on the Companion Animals register but no registration
fee is required.
Un-desexed registration fee is $192.00. A dog/cat that has been de-sexed
(veterinary proof required) is $52.00. Registered breeders $52.00. A dog/cat that is
de-sexed & owned by an eligible pensioner is $21.00, not de-sexed is $192.00.
Assistance animals require no registration fee.

ALLAWAH COMMUNITY CARE
Allawah Community Care is administered by the Coolamon Shire Council.
The
program is available to the frail aged, younger people with disabilities (physical and
intellectual) and caters for both. Allawah Community Care offers residents of the
Shire to have a single point of contact for the in-home/community services that
Council provides to disabled and frail aged people. Feel free to contact Ms Jamayne
Tunks to find out about the full range of services available including meals on
wheels, respite, community transport, social support, Community Aged Care
Packages etc. Monthly Community Meals are held each month in Ganmain,
Coolamon and Ardlethan – open to everyone over 65 – enjoy a great meal,
conversation & news. To find out more about these services, please contact Jamayne
Tunks on 6927 3521 during office hours.
COMMUNITY TRANSPORT
Community Transport provides transport for the frail aged, people with disabilities
and their carers. Services may also be available to isolated people who have
difficulty accessing public or private transport. Services are mostly provided by
volunteers using safe, modern cars or wheelchair accessible vehicles.
Important Information

You must register with your local Community Transport Service by phoning
02 6927 3521. This will involve an assessment to see whether you are
eligible to receive services.

A relative or friend acting as a carer can travel with you if necessary.

Other people may be travelling in the vehicle with you.

Passengers must comply with stated health and safety requirements such as
disclosing relevant information about their destination and medical or access
needs.

A service for eligible residents of Coolamon Shire travelling to Temora,
Griffith, Narrandera, Wagga Wagga, Junee and other destinations are available
by arrangement

Community Transport needs time to make the necessary arrangements to provide
your transport. You will need to give 24 hours notice for your trips.
Service types: Service is for HACC registered clients who require transport to
Daycare, medical appointments, shopping, social, recreational and leisure
activities. Transport is also available for health and DVA clients.
Cost: Contributions are kept to a minimum – contact Coolamon Community
Transport Service for a schedule.

COOLAMON SHIRE LANDFILL SITES
In order to ensure that only ratepayers or residents are using the Landfill facilities
free of charge, changes will occur regarding providing information to the Landfill
Operator.
The following methods of identification are required to permit access to the landfill
free of charge:
1)
Drivers Licence - clearly showing residency in the Coolamon Shire.
The address is acceptable if it is located within one of the towns. Should
there be some discrepancy (ie. “Emoh Ruo” via Marrar), then a rate notice is
required.
2)
Rate Notice – A copy of the properties current or most recent rate notice.
Failure to produce either of these documents will mean that the waste will incur a
fee, regardless of where the person is from, or where the property is located.
As mentioned previously, certain waste will receive a charge regardless of who
disposes of the waste.

RECYCLING – Designated recycling bins have been provided at all four landfill sites.
These bins are available to all tip users and can take the same recycling as the
domestic recycling pick up. Council encourages all residents to use these facilities
to reduce greenhouse gas emissions and extend the life of Council’s landfill
resources.
The landfill depots are open every week of the year, excluding Christmas Day, New
Years Day and Good Friday & other Public Holidays when the landfill sites will be
closed.
The days and times upon which the landfill sites are to be open to the
public may be varied by negotiation between Council and the Contractor.
Waste Oil Collection Coolamon and Ardlethan landfill sites accept used motor oil on
the above days and times. The waste oil collection facility was installed with the
help of an Australian Government grant under the Product Stewardship for Oil
Programme and REROC.
RECYCLING can be taken to the Lions Club recycling shed which is located behind
the Scout Hall in Loughnan Street Coolamon. Bins are clearly labeled indicating the
placement of each bottle type. Paper, cardboard (with boxes flattened), glass
bottles and aluminium cans only handled at this facility. Further information on

COUNCIL RECYCLING
Use your 240lt GREEN bin which is for ‘co-mingled’ recycling.
All garbage
receptacles are required to be placed on the street kerb the night before the
nominated collection day.
Co-mingled recycling is where you will place all your
recyclable items including glass, paper, cans, plastic, cardboard.
Do not tie

(Australia) Pty Ltd to provide the service which will see e-waste drop off
zones placed in council landfills across the region.
Residents and small businesses are able to drop off their old televisions,
computers and computer components at the Coolamon Landfill. There are 12

SWIMMING POOLS AT HOME
The most important aspect of owning a pool is the responsibility of providing and
maintaining the pool fence to an appropriate standard that restricts the entry of
small children.
Drowning statistics every year reveal that toddlers drowning in pools are the most
common. The lack of appropriate supervision or an inadequate pool fence is the
cause of this statistic.
The fencing of private swimming pools is regulated under the Swimming Pools Act
1992 and Australian Standard 1926. For example, the pool must be surrounded on
all four sides by a fence, a minimum of 1.2 metres high. There are to be no footholes in the fence closer than 900mm apart and any gate must open outwards. Each
pool has individual requirements and must be approved by Council.
Council has a responsibility to ensure that all swimming pools are fenced in
accordance with the Acts and Regulations. The definition of swimming pool is any
excavation, structure or vessel that is principally used for swimming, wading etc.
with a depth greater than 300mm.
The safety of all residents in the Coolamon Shire is considered important and it is
for this reason that Council places importance on any issue that will reduce the
number of serious injuries or death.
Recent law changes in NSW have introduced a requirement to register all backyard
swimming pools at www.swimmingpoolregister.nsw.gov.au .Under the same laws,
Council are also required to conduct inspections on pool fences at least once every
3 years, & prior to the sale, renting or leasing of a property with a swimming pool.
For any information on how to fence the pool, determining the safety of an existing
pool or assistance in registering your pool, please contact the Environmental Health
Department of Council who will be willing to help.

ALLAWAH LODGE AGED PERSONS HOSTEL
In June 1991 Allawah (aboriginal word for resting place) Lodge was opened to cater for aged
residents who require little help in their day to day tasks. There are 23 self contained rooms for
permanent residents and accommodation for one respite care patient. In 2004 Council and the
Community completed a 10 bed Low Care Dementia Unit extension bringing the total number
of beds at Allawah Lodge to 33. Fully trained staff look after all resident’s needs in friendly
surroundings. To be eligible to become a resident, please lodge your name with the Hostel
Manager, Mrs Dianne Suidgeest who will make arrangements for assessments etc.

Trains depart
