Top Class Electric Wheelchair Hockey
We are proud to present our bid to host the IWAS Electric Wheelchair
Hockey European Championships 2016. We believe we have an engaging
concept which combines a top class electric wheelchair hockey tournament
with a compact programme of side events.
The Koninklijke Nederlandse Hockey Bond (KNHB) and the City of
Eindhoven want hockey players and fans from all over Europe to enjoy
the Electric Wheelchair Hockey European Championships 2016. So alongside this top-flight tournament featuring the best electric wheelchair
hockey teams in Europe, we intend to organise a celebration of the sport
involving all members of the International Wheelchair & Amputee Sports
Federation IWAS.
We want the Electric Wheelchair Hockey European Championships 2016
to be a milestone in European hockey by inspiring and uniting old and
new fans of the game, wherever they come from.
We are pleased to present our ideas to you in this bid book.

Electric wheelchair hockey in the Netherlands
Electric wheelchair hockey is advanced in the Netherlands. Over the
years we have built up considerable expertise and experience, allowing us to develop a strong programme to further expand the sport.
More about wheelchair hockey in the Netherlands see the appendices.
The results of the Dutch teams in international competitions speak for
themselves.
The official tournament will run from June 29 to July 3, 2016.
Sunday: the classifiers’ programme starts in the evening.
Monday: the teams and officials arrive and there will be meetings for
referees and jury members.
Tuesday: practice and control day for the teams. There will also be
meetings for officials and the welcome dinner.

EWHEC 2016 offers enormous opportunities to share our expertise and
experience with others. We are therefore offering a platform to various
sports associations, including the Dutch Olympic Committee and
National Sports Federation NOC*NCF, to organise meetings and
seminars about adapted sports. Trainers, coaches and referees are
potential target groups.
These meetings will be timed so that the participants will be able to
watch EWHEC 2016 matches afterwards.
Wednesday: practice and control day, meetings for officials and the
opening ceremony. The day will end with the opening match of the
tournament (if the IWAS/ICEWH agree and the two teams are physically
capable of doing this).
Thursday and Friday: group stage matches and meetings for officials
in the evening.
Saturday: semi-finals and meetings for officials in the evening.
The Dutch Floorball and Unihockey Association will organise a floorball
event to promote their sport. This will include demonstrations and
training sessions and will be timed to fit in with tournament matches.
Supporters will be able to find out what it is like to take part in sport
with a physical handicap by playing wheelchair floorball hockey
for themselves. This event will be organised by wheelchair floorball
players.
All these activities will be combined into a compact
programme of side events.
Sunday: final and play-offs. The closing ceremony will take place
immediately after the final, followed by a farewell dinner and party.
Monday: teams and delegations leave.

The venue and its surrounding facilities
Indoor Sports Centre Eindhoven offers many opportunities
Indoor Sports Centre Eindhoven is one of the largest indoor multipurpose sports centres in the Netherlands. Its unique domed roof
stretching 79 meters by 119 meters
ensures that athletes and spectators are
not affected by pillars. Indoor Sports
Centre Eindhoven is located in Genneper
Parken, a 200-acre sports and recreational
area in Eindhoven.
Interior Indoor Sports Centre Eindhoven
The interior is modern and meets the highest standards. The advanced
lighting system, designed by Philips, guarantees optimal visibility.
The brightness can be adjusted, ranging from approximately 350 to
1500 lux. The sports centre also has a professional control room for
perfect radio, TV and internet (live-stream) broadcasts. The main pitch,
which can be up to 50 meters wide and 80 meters long, has a permanent
stand for over 2,000 spectators.
Telescopic grandstand
Apart from the permanent stand the sports centre has a telescopic stand
with 1,500 seats. This creates an attractive centre court: an inspiring
environment for sports performances at the highest level.

The 4,000 m2 area can accommodate six tennis courts, three indoor
soccer fields, three indoor hockey pitches, three handball courts, three
netball fields or eleven volleyball courts.

Easy accessibility
Indoor Sports Centre Eindhoven is very easy to reach. It is located close
to the A2 / A67 motorways and is just two kilometers from the centre
of Eindhoven. Eindhoven Airport is 10 minutes away by car and there is
a bus stop right in front of the building.
The tournament hotel (Van der Valk Hotel Eindhoven) is situated at less
than 900 meters from Indoor Sports Centre Eindhoven.

Indoor Sports Centre Eindhoven is the home base of electric wheelchair hockey association GP Bulls and is used by the Dutch national
team for training. The centre has hosted many major top sports events,
including for less able athletes. It is highly regarded by both the
International Wheelchair and Amputee Sports Federation (IWAS) and
the International Paralympic Committee (IPC). In particular, it offers
excellent facilities, including spacious dressing rooms and adapted
showers. The training area surface is the same as that of the competition pitch.
The GP Bulls organise an international electric wheelchair hockey
tournament every two years so it is likely many EWHEC 2016 competitors will already be familiar with Indoor Sports Centre Eindhoven.
St Anna Hospital
Genneper Parken and surroundings
In short, Indoor Sports Centre Eindhoven is a state-of-the-art indoor
venue with an experienced staff situated within easy distance of both
the tournament hotel and the St Anna Hospital, with excellent access
by road and with a wide range of other facilities on offer.
Indoor Sports Centre Eindhoven is situated in Genneper Parken, which
is home to 12 different sports, cultural and outdoor facilities. It offers a
wide variety of sports.
The nearest hospital is 900 meters from Indoor Sports Centre
Eindhoven, and 1.6 km from the Van der Valk Hotel Eindhoven. Staff at
the St Anna Hospital have ample experience in treating less able
athletes due to the many disabled sports events that have taken place
in the city over the past four years.
The EWHEC 2016 medical team will be operational from the preparatory
phase onwards and will be in direct contact with specialists at the
St. Anna Hospital.
Professionals from the regional rehabilitation centre Blixembosch will
be on stand-by as well.

3. Hotel
The Van der Valk Hotel Eindhoven is situated in the Genneper Parken
recreational area. This impressive, state-of-the-art hotel offers 270
rooms and en-suites, a conference centre with 23 multifunctional
rooms, one of which is over 900 m2 in size, an extensive sports and
wellness centre, and three restaurants including a hotel bar, all with
free wi-fi and ample parking space.
In addition to standard facilities, the rooms are equipped with a
comfortable, spacious workplace.
The Van der Valk Hotel Eindhoven is completely accessible to disabled
athletes and to wheelchair-bound athletes in particular. Hotel staff
have plenty of experience catering to the needs of disabled athletes
because many other sports events have been held in Genneper Parken.
These include the IPC Swimming World Championships in 2010 and
the IPC European Swimming Championships in 2014. The hotel is less
than 900 meters away from Indoor Sports Centre Eindhoven.
Restaurant ‘Het Buffet’ is ideal for large groups. The restaurant’s buffet
tables can be adjusted to the required height.
Athletes and staff members have free access to the Toucan Sport &
Wellness centre with its fitness centre and indoor pool. The hotel also
houses a branch of Jack’s Casino.
Other possibilities are Poelman Hotel in Eindhoven and Putse Hoeve
in Bergeijk. Both locations are approximately 25 minutes from the
sports venue.

To organise the EWHEC 2016 on the scale we envisage will require financial backers, including
sponsors and local and provincial government.
We have drawn up a draft budget of €280,000, taking IWAS regulations into account. We have
also included several ‘nice to haves’.

This bid book contains the shared knowledge
and experience of sports federations and
organisations who have hosted major top
sports events for disabled athletes in the past.
Many of these recently took place in
Eindhoven and have added to our store of
knowledge.
We feel that the knowledge and experience
we will gain from organising EWHEC 2016
should be made available to the countries
who host the World Championships in 2018
and the European Championships in 2020.
The city of Eindhoven is known for its innovation and technology and has been named the
smartest region in the world. Our partners in
innovation, technology and knowledgesharing are the Eindhoven University of
Technology, Field-Lab Blixembosch and the
Centre for Sports and Technology. Together
we have committed ourselves to finding a

The briefing
To develop a method to measure the speed of an
electric wheelchair

Explanation
Currently speed is measured using a rollerbased speedometer. A description of the
method in place and the consequences of any
infringement of the rules by players are laid
down in a document entitled ‘Speed Control
Systems for Teams ICEWH2014’.
The term ‘method’ should not be taken
literally. It may refer to the use of a device
(such as a speedometer used on bikes), an app
(a GPS device on an iPad) or other applications. The term is used intentionally in order to
create space for innovative ideas within the
limits of the briefing.

6. Eindhoven
Technology, design and knowledge are embedded in the DNA of Eindhoven. This city is
the beating heart of Southeast Brabant, which was voted “smartest region of the world”.
But Eindhoven is also progressive in the field of sports.
Welcome to Eindhoven
Eindhoven is the fifth largest city in the Netherlands and a dynamic
urban centre in the south of the country. Located 120 kilometres south
of Amsterdam and 60 kilometres from the German border, Eindhoven
is a vibrant and lively city. It has a wide variety of shops, numerous bars
and restaurants, welcoming terraces, lively nightlife, an overflowing
events calendar and art, culture and sport of the highest quality. But
Eindhoven also has a rich history. At first sight it is a young and modern
city, but in reality it is one of the oldest in the Netherlands.
Eindhoven is undergoing major development. Traditionally,
Eindhoven’s economy was based on industry – the city is home to
Philips and DAF trucks, for example. Today it is a boundary-pushing
and inventive region where technology, design and knowledge take
centre stage. These three elements represent the strength of
Eindhoven and act as a magnet to attract talented individuals,
students, start-ups and international businesses to the city.

Eindhoven and sport
Eindhoven has a leading position in both domestic and international
sport. Take hockey club Oranje Zwart and football club PSV Eindhoven
for example, not to mention the city’s swimming and athletics success.
The city also plays an exemplary role in encouraging recreational
sports at all levels: an impressive 67% of all people living in Eindhoven
take part in regular sport and exercise. The city council works with
educational institutes and businesses to ensure a well-balanced and
versatile sports environment for young and old. This approach led to
the creation of Eindhoven Sport in mid-2011.
Eindhoven Sport offers facilities for everyone: the professional as well
as the recreational athlete. After all, Eindhoven is the place where
sport and innovation meet and strengthen each other. Eindhoven
Sport also uses its core strengths to make sport more accessible, help
athletes to reach the top of their game, and deliver a more effective
design and management of sports facilities.
The city is also home to the Fontys University of Applied Sciences and
the Summa College Sports & Education, which offer a range of qualifications in sports and movement.
Eindhoven and hockey
The city has three hockey clubs with a total of 3,600 members. Two
clubs (national champion Oranje Zwart and Eindhovense Mixed
Hockey Club) are based in the Genneper Parken and together they
have 2,550 members.
Electric wheelchair hockey has a prominent role in the region with
three clubs and 50 players – more than any other part of the country.
Electric wheelchair hockey is a popular sport in the region and many
players come from elsewhere to play or join local clubs because of the
excellent facilities.
The Dutch national team regularly train in the Indoor Sport Centre
and prepared here for the IWAS Electric Wheelchair Hockey World
Championships 2014.

7. Media
By 2016, hockey fans will be using internet and other platforms and
devices to watch the games. Watching sport online is a major growth
area and appeals to a new generation of viewers. As organisers of the
EWHEC 2016, we will use the latest communication technologies to
ensure the biggest possible audience. Popular social media tools
(Twitter and Facebook) and live streaming will be part of the total
package.
Live and non-live events are in general equally attractive to sponsors
and will reach a big audience.
The official tournament website will be the main platform to reach
hockey fans throughout Europe and will also be available on mobile
devices. The website will include integrated elements such as
• Live match streaming
• Tournament news
• Background information about the teams (provided by the teams)
• Social media platform to involve fans
• Unique statistics including screen graphics
• Fun and interaction with the fans
Dutch websites knhb.nl*, hockey.nl* and NOCNSF.nl will carry an
EWHEC 2016 banner linking to the tournament website. This has the
potential to generate considerable traffic.
Regional attention will come from pages on Eindhoven city council
website, that of Noord-Brabant province and via local broadcaster
Omroep Brabant.
Broadcaster SBS6 included the performance of the Dutch team at the
electric wheelchair hockey World Cup in Munich on the national news.
We are in talks with SBS6 about developing this further in 2016.

8. Unique Selling Points
The EWHEC 2016 are being organised by the
same event managers who were behind the
Rabobank Hockey World Cup 2014 in The
Hague. They will be assisted by an experienced team of people routinely involved in the
organisation of the GP Bulls international
wheelchair hockey tournament.
The local council and the provincial authorities
are keen to promote disabled sports and are
directly involved in the organisation of the
event.
The EWHEC 2016 organisers have consulted
sports federations and organisations that have
organised large-scale top sports events for
disabled athletes in the past. Many of these
events took place in Eindhoven.
The organisers are happy to share their
knowledge and experience with the organisers
of the World Championships in 2018 and the
European Championships in 2020.
The KNHB core values, such as good sportsmanship and respect, as illustrated by the
‘shake-hands’ protocol, will play an important
role at the event.
Cooperation with the Dutch Floorball and
Unihockey Federation (NEFUB): the side
events programme will include floorball
demonstration games and training sessions.
There will also be a programme for referees.
Work is underway to develop technology to
measure the speed of wheelchairs, involving
Eindhoven University of Technology, Field-Lab
Blixembosch and the Centre for Sports and
Technology.
The brief is to develop a method that measures
the speed of an electric wheelchair:
1) At any moment (by countries themselves
between tournaments)
2) During the games
3)By the player himself and, at the same
time, by a third party ( i.e. a referee or a
member of the jury).
We are learning and taking inspiration from
previous events that have taken place in
Eindhoven, such as the IPC Swimming World
Championships and the IPC Swimming
European Championships.
Many students will be present to help out at
the event, thanks to local sports education
institutions Fontys University of Applied
Sciences and the Summa College Sports &
Education.
As part of the side events programme
able-bodied people will be challenged to take
part in a game of wheelchair floorball hockey.
They will be coached by wheelchair floorball
hockey players.
The interesting programme of side events and
the involvement of sports federations and
organisations will attract a larger audience.

As mayor of Eindhoven and chair of Brainport, I am proud of this city’s
candidacy to host the IWAS Electric Wheelchair Hockey European
Championships 2016. It is with pleasure that I hereby present the
Eindhoven bid.
Eindhoven is the fifth largest city in the Netherlands with over 210,000
citizens and the city is famous for her outstanding reputation in
technology, design and knowledge. Initiated by Philips with the invention
of the light bulb, the region turned into a technological hotspot in Europe in
nearly a century. At this moment, Eindhoven is the second largest
economic region of the country. Technology, design and knowledge are
embedded in the DNA of Eindhoven. This city is the beating heart of
Southeast Brabant, which was voted “smartest region of the world” in
2011. The city of Eindhoven is also progressive in the field of sports.
Eindhoven takes a leading position in sports, with soccer, swimming and
hockey in the forefront. The city hosts a range of (sport) events throughout
the year. As a partner in organization and communication we started
facilitating large international sport events decades ago. For example in
the last few years we organized the European Championships Swimming
2008, the European Championships Water Polo 2012 and the Euro
Hockey League 2014. We also hosted the GP Bulls international EWH
tournament in 2013, a fantastic event for the players as well as the staff
and spectators. This event took place in Indoor Sports Centre Eindhoven.
This green area of over 200 hectares is the perfect area to organize a
high-end sport event like the IWAS Electric Wheelchair Hockey European
Championships 2016. It is suitable for excellent top sport activities as well
as for leisure activities. Genneper Parken, Indoor Sports Centre
Eindhoven and Hotel Eindhoven are ideal venues for you and all your
participants to experience an unforgettable stay in Eindhoven.
Eindhoven is also well known for the model of cooperation. Because of
this typical Eindhoven approach and the presence of high-quality sport

Appendices
Electric wheelchair hockey in the Netherlands
Some 400 people with a physical disability take part in the national electric wheelchair hockey
competition. The players are dependent on an electric wheelchair as a consequence of a bone
or (progressive) muscle disease.
The game is played by mixed teams (men and women, juniors and seniors) and there are five
players in a team. It is an indoor game, involving a plastic ball, derived from the ball used in
floorball. As with ice hockey, the pitch is lined with hoardings and the ball can be played behind
the goal posts.
The game is played internationally and there are both European and World Championships.
Strong classification rules apply during the championships and the rules are adapted and
amended every two years during a so called ‘general assembly’.
There are 19 electric wheelchair hockey clubs in the Netherlands and a further 10 that offer
both electric wheelchair hockey and wheelchair floorball hockey.

Genneper Parken
In chapter 2 we touched on Genneper Parken
and the 12 facilities available there. Here is a
more extensive description.
De Kempen and De Meijerij. The Heempark
botanical garden makes for a lovely walk or
ride with the whole team.
National Swimming Centre De Tongelreep
(sports)
De Tongelreep in Eindhoven is one of the
biggest swimming centres in Europe. It has a
wave pool, an Olympic-size swimming pool
(named after Olympic champion Pieter van
den Hoogenband), a 25-meter pool, a 4-lane
training pool and lots of slides.
Genneper Hoeve (nature)
De Genneper Hoeve is an organic farm in the
middle of town where cows, chickens and
pigs have plenty of space to roam. The farmer
will show you how he looks after his animals,
fields and gardens.
Eindhoven Museum (culture)
A lost city comes to life in Eindhoven Museum.
The Heritage Park with its life size farms and
houses shows what pre-historic and medieval
Eindhoven looked like. Meet the people from
those ancient times and take part in their
day-to-day activities. The museum’s collection
contains artefacts from the 17th century
onwards.
Ice Sports Centre (sports)
The Ice Sports Centre is home to many sports
clubs and offers plenty of skating fun to
nearby schools and businesses. The centre will
be closed during EWHEC 2016.
Indoor Sports Centre Eindhoven (sports)
Indoor Sports Centre Eindhoven is one of the
largest indoor sports centres in the Netherlands. It provides state-of-the-art facilities to
athletes, public and press during (top) sports
