Our board is back on the quarterdeck. Our membership has
responded to the cry “all hands.” By dead reckoning, though the
water is shallow, our organization remains afloat. By definition,
when the draft of a vessel exceeds the depth of the water, she is
aground. When expenses exceed revenues, measures must be taken.
The current and past years expenses have included sloop
restoration, staff salaries, utilities, and cost of events.
The current and past revenues include membership, donations,
grants, and earned income (vessels, events).
Solution to insufficient cash flow: more members, more
member organized fundraisers, more development prospecting,
new education revenues, new partnerships, new grants.

Thank you to everyone who made Clearwater’s first ever gala honoring Annie and
Fred Osborn with the Spirit of the Hudson award a huge success! There were over
140 guests, a special performance by Paul Winter including a group howl, the Master of
Ceremonies was Jimmy Buff from Radio Woodstock, auctioneer Nicho Lowery from
Antiques Road Show, all in the beautiful riverside setting of The Garrison.

Clearwater’s Environmental Activism to Protect the Hudson

For Clearwater’s Environmental Action projects and initiatives, it has
been a busy and productive year – but one that leaves us with major
challenges ahead.
Our efforts have included working to get General Electric to
complete a comprehensive cleanup of the PCBs it discharged into
the Hudson and working to protect the Hudson from the dangers of
Indian Point and the proposed Algonquin Pipeline. At last year’s Great
Hudson River Revival, we focused our advocacy on issues relating to
the impending impact of climate change on the Hudson Watershed.
All three issues are still very much at the forefront of our concerns
and in the focus of our attention.
Because of our concerns about the potentially disastrous
consequences on the Hudson of water-supply contamination from
fracking, we also joined the voices speaking out successfully in favor
of a New York State ban on fracking. We were pleased that a ban of
fracking in New York State was finally instituted during the year.
Clearwater’s Environmental Action/Green Cities Initiative has

also been working on a local level with many river
communities, joining and supporting them, for
example, in the prevention of the Rockland County
desalination plant and in trying to limit industrial expansion along the
Coeyman’s Creek. We have been working on Environmental Justice
for the past eight years, including implementing Federal Environmental
Protection Agency (EPA) and NYS Department of Environmental
Conservation (DEC) watershed protection and Environmental Justice
(EJ) grants in Poughkeepsie, Beacon, Newburgh, Peekskill and Kingston.
These initiatives – the Peekskill Community-Based Environmental
Justice Inventory and Urban Watershed Report, a Climate Justice
project in four river cities, a DEC EJ grant in Newburgh to promote
community watershed awareness and build a fitness trail along the
Quassaick Creek, and an Urban Forestry grant in Beacon – are all
featured on the Clearwater website under our Green Cities Initiatives.
One significant project worthy of highlighting was an initiative
under the Fallkill Urban Waters grant entitled Engaging the Community
in Watershed Stewardship and Green Infrastructure is an innovative
model that has the potential inspire a regional green jobs pipeline
initiative. For the past several years, as part of our Green Cities
Initiative, Clearwater has been working with Nubian Directions and
their AmeriCorps YouthBuild high school equivalency students to
create a template of a Green Jobs pipeline in Poughkeespie. This
pipeline includes teaching the theory behind watershed awareness
and green stormwater infrastructure, hands-on construction
experience, community engagement via design consultations with
neighborhood homes and businesses, and now an apprenticeship
program to be paid for by on-the-job-training funds that will lead to
employment in real green jobs.
Clearwater and Partners Call for Comprehensive Cleanup of Hudson River PCBs

to a call by the Campaign for a Cleaner Hudson (CCH) by passing

of PCB contamination and to
ensure navigational dredging
and comprehensive testing and
remediation of floodplains and
backwaters, including the Old
Champlain Canal.
Unfortunately, because
Governor Cuomo is courting
GE to move their headquarters
to New York State, his office
has not been helping to
ensure a comprehensive cleanup. Editorials in The New York Times,
Poughkeepsie Journal and Times Union all agreed that GE must do a
more comprehensive cleanup. Unfortunately, EPA has not heeded the
public’s unified call for the robust
remediation the Hudson River
deserves.

Trustees and to EPA. We are now
calling for an immediate Five-Year

checking to see if there are any
grounds to reopen the 2002 Record of Decision.
Here are some highlights from the past year:
l
Revised modeling indicates that the recovery of PCB levels in
Upper Hudson River sediment and in Lower Hudson fish is slower
than originally predicted. A more rigorous cleanup would improve
this outcome.
l
GE has been using a skewed fish sampling protocol that has
resulted in a 16 – 75% underestimation of the levels of PCBs in
fish sampled.
l
l
In August, the Natural Resource Damage Trustees issued an Injury
Determination re: Hudson River Groundwater Resources, which
found PCBs and VOCs in groundwater at the Hudson Falls and Ft.
Edward plant sites to be in excess of water quality standards, as
well as PCB exceedances at the Village of Stillwater well field.
Premature Decommissioning: In August we also learned that
EPA was allowing GE to dismantle parts of the dewatering
facility prematurely – prior to allowing public input on a required
Decommissioning Plan. CCH urged EPA them to make GE
cease and desist this “demobilization” – at least until they had the
benefit of public input. Unfortunately, EPA has now approved the
Decommissioning Plan for the Hudson River PCB remediation and
the dewatering facility us being cleaned and taken apart, making
our collective call for a comprehensive cleanup very unlikely.
What does all this means for New York’s iconic river? Unless we
can find a legal way out, the recovery of the Hudson River will be
considerably delayed, and people – especially subsistence fisherman
and their families – will be eating PCB-contaminated fish far longer
than is necessary. The NYS Canal Corporation will spend more than
$10 million building a smaller dewatering facility at the Ft. Edward site,

which our bridge and highway tolls will pay for, they will use trucks rather
than rail to transport the material to hazardous waste landfills, and it will
take decades longer to restore full navigational use of the Champlain Canal.
HUDSON RIVER DREDGING FACTS:

In 2015, 231,000 cubic yards were removed in 22 weeks of
dredging (similar to previous years)

the mass anticipated.

Total Rail Transport: 29,918 rail cars loaded onto 343 trains
l
Material shipped to hazardous waste and other double-lined
landfills: 3.2 million tons
l
In 2015, 16 trainloads met Toxic Substance Control Act
(TSCA) standards of >50 ppm and 9 trainloads of NonTSCA sediment and other dredge material were sent to
landfills

Restoration Update

As we expose parts of the sloop that have not touched air in many
years, I’ve been thinking a lot lately about the vessel’s rebuild in 1976.
It’s enlightening to read issues of this very publication (its title since
shortened from The North River Navigator) from forty years ago. I
think Clearwater members might be interested in the similarities
and differences between the work done in 1976 and the current
restoration project.
What are the reasons for the work? According to an
article in the September 1975 Navigator titled “Constant Maintenance
- Boat Slated for October Repairs,” the boat committee “met Aug.4
and decided that the sloop should go to Maine in October for [a]
major maintenance overhaul through the winter.” The reason was
that severe rot had been found in several areas (notably the stem,
transom, and centerboard trunk) of the barely six-year-old sloop.
Since that rebuild was completed, the sloop has been sailing every
spring to fall (with at least one salt water deckwash every day), and
has been meticulously maintained every winter. However, as the 1975
“Constant Maintenance” article stated, “the problem of rot is one that
attacks every wooden boat.” Over time, the rot inevitably returns. In
2015, we again shortened the fall
sailing season in order to make ready
for a “major maintenance overhaul.”
The current project targets the
midships section of the hull, including
the frames and planks beneath the
waterline, and the centerboard trunk,
some of which is original wood from
1969, some from the 1976 rebuild,
and some that has been replaced in
the years since. In fifty years, at least

some of the work we’re doing now will probably need to be redone,
but for now we can have confidence in the scope and quality of the
work, and will rebuild what we’ve torn out, and expect to be sailing
again by early June 2016.
Who is doing the work?
In 1976, shipwrights from Billings Marine, in Stonington, Maine,
replaced the stem, transom, centerboard trunk, quarterdeck, and
much of the after hull planking. Meanwhile Clearwater crew and
volunteers cleaned and oiled the vessel’s 15 tons of iron bilge weights,
rebuilt the yawl boat, and completed a list of annual maintenance
items. This winter, the sloop gets to stay home on the Hudson (the
Rondout Creek, if you want to be technical), and have professional
shipwrights from the new Riverport Wooden Boat School, in Kingston,
as well as shipwrights trained and hired by Clearwater, replace the
centerboard trunk, trunk bedlogs, keelson section, and midships hull
frames and planking, assisted by the sloop crew and volunteers. We
have so far hosted three public volunteer days; it took two full days
to move those same iron bilge weights ashore to expose the pieces
to be replaced. The crew are excited to help with the restoration
project, and are also tackling an ambitious list of other projects.
In a letter to the Navigator in March 1976, Debbie Suran,
a volunteer onboard for the rebuild wrote “I think most of us
[Clearwater members] don’t realize what condition the boat is in and
how much time, labor and money are needed to bring her back.” In
2016, this sentiment again rings painfully true. I encourage everyone
reading this to come to a potluck in Kingston this winter, enjoy the
company of fellow Clearwater supporters, see the work that’s going
on, and support the people’s boat in whatever way you can, so she
can get out on the river again in 2016, and continue her mission of
connecting people to the river. We can’t do it without your help.

of Winter Open Boat Events in Kingston, NY. Open Boats
provide an opportunity to meet the captains and crew, enjoy
local music, and visit the iconic sloop Clearwater as she winters
at the Home Port. Crew members lead tours of the sloop
as she undergoes the restoration of her hull. Open Boats
are family friendly, community events. Children will have the
opportunity to create arts and crafts. Guests are asked to
bring a potluck dish to share!

We are looking for volunteers to help with annual maintenance work
such as sanding, painting, inspecting and servicing all parts of the
vessel. No prior experience is necessary and we welcome individual

We are saddened to announce that Clearwater will not
be holding its Great Hudson River Revival this year. As
you may have heard, the sloop is undergoing its largest
restoration ever. It is a restoration that costs $5,000 a day
and will run until at least June 2016. We must take this
time to focus our effort on making sure the boat can sail
again this year. The sloop Clearwater is the foundation of our
organization, the vessel that brings people to the Hudson
River and an inspiration to all who love her. Our work to
protect the Hudson River is still our primary mission.
While we will not be having a Revival this year, we will
be holding a number of smaller fundraising concerts and
events up and down the River throughout the year. Stay tuned

Help Us Float the Boat!
Each fall, with uncanny regularity, the Clearwater sailing season
comes to an end and the winter crew’s work begins. However,
this year’s haul out is unprecedented, as Clearwater is currently
undergoing the largest, most expensive ($850,000) and
complicated overhaul in her storied history. This third
and final phase of a five-year hull restoration project
involves replacement of the entire center portion
of the sloop below the water line. Construction
is scheduled to be completed by the end of May.
Clearwater is emblematic of the modern
environmental movement. The importance of her
presence on the Hudson cannot be overstated. While
many other historic replicas can no longer afford to keep sailing,
we’re determined to keep Clearwater on the Hudson in perpetuity.
We have secured $425,000 from New York State and are working
on other major sources of funding. However, it’s going to take
each person who has ever experienced her majesty and enjoyed a
cleaner Hudson River to keep this impossible dream alive.

Cycle through the Five Boros with ‘Team Clearwater’
The Five Boro Bike Tour is one of
the biggest communal bike rides in
the world: riding 40 miles through
New York City including stretches
through Central Park, on FDR
drive, and over the VerrazanoNarrows Bridge. It is exciting and
exhausting and above all inspiring
to see so many human-powered
vehicles taking to the streets. Registration for the tour has
closed, but if you’re already a
registered cyclist, you can join in
to raise funds for your favorite
