band campaign
Signage and enthusiastic MADD volunteers provided a colorful backdrop for a routine HPD roadside checkpoint on
the fourth of July weekend at Ala Moana Park.

awaii’s Mothers Against Drunk
Driving (MADD) kicked off their
campaign designed to combat drunk
driving and underage drinking this summer with support of a Honolulu Police
Department 4th of July weekend roadside
checkpoint.
HPD office and MADD volunteers

MADD officials and volunteers provided
a visual support for the checkpoint with
signage and then awarded a watermelon
donated by Foodland to all those drivers
who passed the seven inspected issues,
including (1) seatbelt (2) child safety seat
used, if applicable (3) driving under the
influence of alcohol or drugs (4) current
safety check / registration (5) insurance
current (6) current driver’s license (7)
proper window tint.
Dealerships are asked to call MADD
at (808) 532-6232 to participate in the
HADA-MADD wristband campaign.
Participation starts with a minimum
purchase of one hundred dollars in wristbands.
HADA officials attended the event to
mark the simultaneous kickoff of the HADA-MADD
wrist band campaign. As
support for the campaign,
participating dealerships will
be distributing red wristbands. The wristbands are
purchased by dealerships
from MADD at $1 each,
in lots of 100. The program
serves as a fundraiser for
the MADD organization.

HADA Automotive Tech Scholarship (HATS)
Each year, at the HADA convention, HADA auctions 10-12 donated items to raise funds for the HADA Automotive Tech Scholarship (HATS) tech training program. Scholarships are provided to the University of Hawaii community college auto tech programs at
Honolulu Community College, Leeward Community College, Hilo Community College, and Kauai Community College. The
program is “seeded” each year by a donation of $5,000 from the Manheim / Aloha Auto Auction. See scholarships that were donated in the names of $1000 bidders and other donors.

HADA Health Plan Launches With
Premium Cost Savings Averaging 17%
Per Dealership
The HADA Health Plan has been in the works for just about two years, and has officially launched
with the quote offerings to dealers provided by Summerlin’s Kalani Ayau on August 17, 2005.
Those who requested bids from Summerlin through the HADA Health Plan program received
quotes with average savings of 17% compared their current HMSA plans.

A review of the 2006 Rate Comparison of Summerlin Life & Health Insurance Company, compared to dealership premiums paid to current health carriers, showed that double-digit annual percentage decreases in health premium costs
for auto dealership premiums could be obtained by a seamless transition to this new health care provider. The numbers
for each company comparison are confidential but percentage premium variance compared to dealership current plans
are shown:

Heavy Rail (with heavy tax burden) vs.
I
t’s been a spirited debate. Rail vs.
HOTLanes.
The heavy rail concept and its accompanying heavy tax, recently enabled by the
legislature’s passage of HB1309 and the
Council’s passage of Bill 40, seems to be
moving forward even though a strong alternative proposal from HADA and others
is starting to get some public attention.
The reason for HADA’s alternative
proposal: Rail doesn’t do the job of traffic
relief nearly as well as HOTLanes, which
don’t require an additional tax. Congestion-relieving elevated High Occupancy /
Toll lanes are like a heart by-pass operation
….with a high success rate at speeding the
flow of traffic, while allowing busses to
carry commuters more smoothly at higher
rates of speed for express service in the
Leeward corridor. Toll paying single occupancy vehicles could fill the spaces between
the buses.

HOTLanes, like those successfully
installed in San Diego and Dallas could
provide us with a traffic relief system
that works. Our clogged Leeward traffic
corridor, which now sees travel by 16,000
vehicles per peak hour in the peak direction, with HOT Lanes, could drop to
12,000 vehicles at peak
hour rate—a drop of
4,000 vehicles per peak
hour. This is equivalent
to the current no-school
summer rate of traffic
flow – a 25% reduction in
peak hour traffic.
Rail, on the other hand,
has not been shown to
significantly reduce traffic
congestion in any city.
With the passage of
the legislature’s enabling
bill and the Council’s tax
increase bill the process now moves to the
Alternatives Analysis stage. HOTLane’s
proponent Cliff Slater says that process is
skewed heavily for costly rail. His recent
op-ed on the subject is reprinted here, with
his permission.

City’s Rail Analysis Must Reflect Reality

S
ince the incredible expansion of
suburbs after World War II, we
have radically changed our means
of getting to work. Not only getting there,
but also what we do on the way there —
and on the way back. We take our children
to school, go for exercise, or go shopping
and we no longer shop downtown.
Nor do we shop at the small local store,
but in supermarkets, and lately, the big box
stores such as Costco, which are even more
distant.
As we move from town to the distant
suburbs we find that bus service is now
every hour instead of every few minutes,
and so we use it less.
In addition, our time is more valuable
than it used to be. Accordingly, it plays a
bigger role in the decision about how we
commute.
It is not that we are in love with our
automobiles; it is that we value our time
more.
These factors are the reasons why the
percentage of commuters using public
transportation has declined both in Hawaii
and on the Mainland every decade since
the U.S. Census began measuring it in
1960.
We must bear this in mind as the City
undertakes the Alternatives Analysis,
which is to determine whether we go for
rail or HOT lanes, the high occupancy
tollway option that gives priority to buses
and vanpools.
For each of these alternatives, the city
must forecast transit ridership and effects
on traffic congestion. However, potential
errors in forecasting ridership will be the
single most important element of the
formal Alternatives Analysis.
Earlier this year the prestigious
American Planning Association Journal
published the results of a comprehensive
worldwide study of 210 transportation
infrastructure projects in 14 countries with
total costs of $59 billion. The study found
that “for 9 out of 10 rail projects, passenger
forecasts are overestimated; the average
over estimation is 106%.” They added,
“Our data also show that forecasts have not
become more accurate over the 30-year period studied, despite claims to the contrary
by forecasters.”
In analyzing the reasons for overestimating ridership they say, “Forecasts
here become part of the political rhetoric
aimed at showing voters that something
is being done—or will be done—about
the problems at hand. In such cases it may
be difficult for forecasters and planners to
argue for more realistic forecasts, because
politicians may use forecasts to show political intent, not the most likely outcome.”
The city has projected ridership for
their various past transit projects and, at
the same time, and using the same model,
forecast for what is called “no-build,” that
being the anticipated ridership if the City
was to do nothing beyond already planned
road improvements and merely expanded
the bus system.
The HART rail plan, the Hali 2000
study, and the 1992 rail study all forecast
bus ridership to be between 85 and 100
million annually. All dramatically overestimated ridership, which today is less than
70 million.
The real significance is that since the
city’s computer models were grossly in
error forecasting the “no-build” bus option, then the same models would have
produced similar errors in the rail transit
forecasts and are likely to do so again.
There have been two major defects in
all of the City’s earlier forecasts for new
transit projects. First has been the lack of
comparison with other metro areas that
have already built rail, to review what they
have experienced and reconcile the differences between their actual results and our
forecast.
The second defect has been the lack of
backcasting. That is, using today’s computer
models and the data from earlier studies
to try to forecast today’s actual ridership. If
the City’s models cannot do it accurately,
they should seek ones that do.
As an example of the difficulties the
city faces, consider that of the five metropolitan areas that built rail between
1990 and 2000 -- Los Angeles, St. Louis,
Denver, Dallas, and Salt Lake City – at
the end of the period only one showed an
increase in the percentage of commuters
using transit of any kind – Denver from
4.0 to 4.3 percent.
Even more discouraging for rail proponents is that these five places experienced
860,000 new commuters driving to work
while only 22,000 more commuters used
transit resulting in a further decline in the
percentage using transit – and increased
traffic congestion.
In short, if the city does not instruct the
consultant to do the Alternatives Analysis using comparables or backcasting, or
some similar safeguards, you will know it is
“same old, same old.”

has donated more than 25 free
cars as door prizes for Hawaii high
school Project Grad events over the years,
and is approaching his personal goal of
donating $1 million to the Hawaii schools.
All this didn’t go unnoticed by the
American International Automobile Dealers
Association and Newsweek magazine who
have honored McKenna in May by naming
him the National Dealer Of The Year in
ceremonies held at the JW Marriott Hotel,
in Washington D.C.

The McKenna car giveaways were at
the headwaters of the Hawaii Automobile
Dealers Association’s involvement, three
years ago, in advancing legislation that
created annual SAT9 testing in grades 3-8
and one year in high school, and this year,
resulted in a proposal for $1 million in State
funding and $5 million in federal funding for development of a grade-by-grade
sequenced language arts / core content
curriculum.
Request for a $100 check led to
car giveaway
Although McKenna didn’t realize it at
the time, this business-advanced statewide
education reform traces its beginning to a
time in 1996 when Kalaheo High School’s
Project Grad chair Kathie Wells approached
McKenna for a $100 donation. She wanted
to use the money as a door prize for the
high school’s annual alcohol-free, drug-free
graduation party, sponsored by the school’s
parents. Concerned about the low attendance at the party, McKenna said, “what if I
give you a car?”

was a bad question,” McKenna said.
Approaching 90 mph, the car missed the
turn, flipped, hit a telephone pole and some
of the occupants were thrown into the sand.
The eight came off with slight concussions
and some broken limbs. “I had a concussion
and a broken elbow,” McKenna said.
Success leads to more car giveaways
The news of the success of the McKenna
car giveaway in raising attendance soon
spread and parent coordinators at other
Windward high schools in the dealership’s
area, asked for free cars. Mike’s response to
each request was: “Sure.” Today, the McKenna free car door prize is offered at all four
Windward high schools and at Kailua-Kona
high school near his dealership located on
the island of Hawaii.

In 1999, while attending a Hawaii
Volkswagen Dealers Association meeting,
McKenna pointed out that free cars are
good motivators that will increase participation in worthwhile programs. He suggested
that the dealers donate use of a free

reward to be offered for the
Hawaii State Teacher of the
Year. Soon, more teachers
were being nominated
for the honor.

Dealers Propose Annual SAT9
Student Testing and Curriculum
Development Legislation
Through the help of these top teachers,
who volunteered to staff the auto dealererected curriculum display at the First Hawaiian International Auto Show, members
of the general public became familiarized
with the complex issues surrounding core
content curriculum. The Department of
Education teachers also used the event
to introduce the new state tests and they
helped students take sample grade-level
tests—with prizes for participation offered
by the auto dealers. In 2002, the auto dealers
were led to introduce a proposal for grade-

State and Federal Funding is
Sought
The auto dealers’ request for $1 million
state funding for the project made it all the
way through this year’s legislative session,
but was eliminated by House and Senate
conference committee members in the last
days. Speaker of the House, Calvin Say, has
offered to help dealers continue the effort by
asking that the Department of Education
to allocate some of its own funds. Meanwhile, McKenna, who has made the trip to
Washington to support this effort, is asking
our members of Congress to support allocation of $5 million in accompanying federal
funding. Hawaii Congressman Ed Case has
already proposed the earmarking of these
federal funds in the FY 2006 budget.
Best-selling education author, E.D.
Hirsch, Jr. has said “if (the funding) passes
and the program is used, we can expect a
new era in our nation’s education, one in
which Hawaii will have led the way.”
McKenna’s Spirit of Giving to the
Schools Nears $1 Million Goal
Today McKenna also provides multiple
$100 donations to help the schools. He is
approaching his personal goal of giving $1
million in monetary donations through his
individual checks awarded to the schools in
his new-car customers’ names. So far, 430
Hawaii schools have received from $100 to
$31,100 each through his dealership’s Spirit
of Giving to the Schools program. Donations have been made in the names of 9,456

by the funds. McKenna makes no requirements and is pleased to hear that the money
has been used for such wide-ranging school
needs as cookies for the parent-teacher
meetings, supplemental funding to help
some students from low income households
take field trips with the rest of the class,
extra equipment for the science labs, books
for the libraries, and more.
“The $100 donation keeps on giving
when it goes to a school,” said McKenna.

All this came from a parent’s request for
a single $100 donation and an auto dealer’s
willingness to help.
“You just never can tell what will happen when people in the community work
together,” says McKenna.
“All of Hawaii’s auto dealers are very
involved in helping their communities,” he
adds. “It’s something we auto dealers feel
a need to do for having been given the privilege of operating businesses in Hawaii.”
HADA’s Mike McKenna was the only one of 200
auto dealers to visit the Capitol in an aloha shirt,
during AIADA’s Automotive Congress held in July.
In the sea of dark suits everyone knew Hawaii
was represented.

donations for Hurricane Katrina relief
NADA director Damien Farias suggested a $5,000 donation from HADA to jumpstart a statewide campaign here in
Hawaii for employees of dealerships affected by Hurricane Katirna. Damien also plans to send $10 per employee at
his dealerships to support the relief efforts for the dealership employees located in the stricken areas.
HADA has a history of helping affected dealership employees after hurricanes have hit the islands. Hurricane Iniki hit
Kauai hard, and HADA dealers donated $40,000 for the relief effort to help the employees of the dealerships there.
NADA’s Foundation has a disaster relief fund specifically designed for emergencies.
According to Louisiana Auto Dealer Association Exec Director Bob Israel, “the auto industry in Louisiana has been
devastated.” He expects that 75-100 dealerships are completely shut down right now, and round 50 will be out of
business for “months and months.”

Gustav Emil “Dutch” Schuman
August 2, 1929 – August 24, 2005
H
e was the one of the founders of
HADA when the state association was formed in 1959, and was
one of the Association’s early presidents.
Dutch was a third generation auto
dealer. The Schuman Carriage Company
was founded by his grandfather Gustav
Schuman in 1893.
Dutch went to work during summer
breaks at age 16 as a part-time apprentice mechanic, changing tires, servicing
gasoline and assisting with repairs. He
graduated from Punahou School, and went
on to college, but when his father became
ill, Dutch left college his Sophomore year
to come home and work for the company
full time. He became company president
in 1959, steering Schuman Carriage well
into the 1980s, and continuing his family’s
entrepreneurship by acquiring NAPA Auto
Parts in 1955 and the Subaru distributorship for Hawaii in 1974. He remained as
chairman of the Board until his passing.
He also served on the NAPA Board of
Directors from 1960 until he sold the business in November 2003.
Dutch also served as a member of the
Hawaiian Home Lands Commission in
the 1970’s as a gubernatorial appointee.
He is survived by wife Kerry: children
Michael “Skip” (Taryn). Duchess, G.
Richard (Diane), and Heidi; grandchildren Alex, Kaleolani, Philip, Kawena and
Mahealani; and sisters Carroll Leilani
Schuman and Dr. Manulani. Lyall.
In 1974, Dutch started S.C. Ranch Co.,
an 8000-acre working ranch on the Big
Island where he raised cattle and horses.
One of the most progressive ranchers in
Hawaii, he was one of the first to introduce embryo transplants, now a common
practice.
