DEPARTMENT UPDATES
2015 Quacquarelli Symonds (QS) World University Ranking
CEE is placed among the top 10 spots in the latest 2015 Quacquarelli Symonds (QS) World University Rankings by
subject. The subjects “Civil & Structural” and “Environmental Sciences” (a multidisciplinary subject involving colleagues
from many departments in NUS including our environmental engineering colleagues) are ranked #3 and #10, respectively
in the world. These rankings reaffirm the quality of our education and research programmes as well as the dedication,
commitment, and outstanding quality of our faculty, staff, and students in CEE. I am confident that our collective and
concerted efforts will continue to create value for our profession, Singapore and beyond.
I take this opportunity to thank all of you for coming together as Team CEE to make this global recognition possible with
your continued contributions and collaborative efforts over the years.

BIRTHDAY CELEBRATION
Emeritus Professor Lee Seng Lip’s 90th Birthday dinner, organised by the department was held at Goodwood Park Hotel
on 20 Mar 2015. The dinner was attended by a hundred and ninety three guests comprising alumni, industry and friends.

RETIREMENT
Mrs Theresa Yu- Ng Chin Hoe, Laboratory Technologist from Traffic Lab has retired on 30 Jun 2015.
Mr Roger Koh Seng Chee, Laboratory Technologist from Hydraulics Lab will be retiring on 30 Aug 2015. A farewell
lunch has been organised for them on 15 Jun 2015. We thank them for their dedication and their long years of service
to the department.
Prof Andrew C. Palmer has retired on 30 Jun 2015. Prof Palmer came to the Department of Civil and Environmental
Engineering in 2006, first for one semester after his retirement from Cambridge, and then as Keppel Professor (20072009) and Professor thereafter. The department would like to thank him for his contributions to our offshore and marine
engineering programme, in both teaching and research.
Prof Cheong Hin Fatt has relinquished his Professorial Fellow with effect from 30 Jun 2015. The department would like
to take this opportunity to thank him for his valuable and dedicated contributions to teaching and service over the past
year as a Professorial Fellow with the Department of Civil and Environmental Engineering. Students and young faculty
have benefitted from his years of administrative and teaching experience. Prof Cheong will continue his service in our
department as Emeritus Professor.
Prof P Paramasivam will relinquish his Professorial Fellow with effect from 30 Jun 2015. The department would like to
take this opportunity to thank him for his contributions, particularly in recruitment of top talented students from India for
undergraduate admission through presentations and discussions with Principals. We also recognized his effort in
assisting several Singapore companies Buro Engineers, Semb Corp, Prescrete etc. to set up their companies in India.
We have enjoyed having Prof Paramasivam as a colleague and trust that he will continue to share his knowledge and

experience as well as to inspire others in the same way as he has done at NUS.
Miss Gan Fern Siang, Assistant Manager who was managing Research administration and Finance portfolio has
resigned and her last day was 24 Jul 2015. Our department thank Fern Siang for her contributions to our Deputy Head
(Research) office.
“To me, CEE has become my home in Singapore, rather than a former work place. People in CEE are
equivalent to my family members. Although I have left my position for weeks, I am still actively being
invited to CEE private events.
I am proud to be one of CEE members and hope the relationship does not cease from my leaving. Thanks
CEE for giving me opportunities, growing me and completing me.”

APPOINTMENT
Prof Philip L.-F. Liu will join the Department of Civil and Environmental Engineering at NUS as
Distinguished Professor on 31 Aug 2015. He will also be appointed as Vice President (Research
and Technology) at NUS. Liu is also the holder of Kwoh-Ting Lee Chair Professorship at the
National Central University, Taiwan, where he is affiliated with the Institute of Hydrological and
Oceanic Sciences. After graduating with a B.S. degree in Civil Engineering from National Taiwan
University in 1968, Liu studied at Massachusetts Institute of Technology and received a S.M.
degree in Civil Engineering in 1971 and a ScD degree in 1974. He joined Cornell faculty as an
Assistant Professor in the School of CEE in 1974 and was promoted to Associate Professor in
1979 and Full Professor in 1983. He served as the Associate Director of the School in 1985-1986
and as the Associate Dean for Undergraduate Studies of Engineering College in 1986-1987. Liu was the Director of the
School of CEE from 1 Jul 2009 to 30 Jun 2015.
Prof Christine A. Shoemaker will be joining Department of Civil and Environmental Engineering
and Department of Industrial & Systems Engineering as Distinguished Professor on 31 Aug 2015.
After Prof Shoemaker has obtained her Ph.D. in Mathematics from the University of Southern
California with minor in Economics, Specialty: Nonlinear Optimal Control with application to
Population Ecology. Upon her graduation, she joined the School of Civil and Environmental
Engineering and School of Operations Research and Information Engineering at Cornell University,
Ithaca, NY, USA and was promoted to full Professor in 1985. Since 2002, Prof Shoemaker was also
appointed as Joseph P. Ripley Professor of Engineering, Cornell University. From 1985 to 1988,
Professor Shoemaker was the Chairperson in Department of Environmental Engineering, Cornell
University.
Dr Bae Sungwoo has joined us on 9 Jun 2015 as an Assistant Professor with the department.
His research interests include various aspects of environmental microbiology and ecology in
natural and engineered systems, and Dr Bae is particularly interested in understanding biological
processes using molecular techniques (DNA- and RNA-based) for clean water, biotransformation
of contaminants, sustainability, and human health. Before joining NUS, Dr Bae was a postdoctoral
researcher in the Department of Civil, Architectural, and Environmental Engineering at The
University of Texas (UT) at Austin. Dr Bae received his BS and MS degree in Environmental
Engineering at Korea University, South Korea and his PhD degrees in Environmental Engineering
(Major) and Microbiology (Minor) at The University of California at Davis.
Miss Lin Yun Joey has joined us as Laboratory Technologist in TLab on 12 May 2015.

APPOINTMENT
Dr Yuan Jing has been appointed as supervisor and Prof Chan Eng Soon as co-supervisor for our Hydraulics Laboratory
with effect from 19 Jan 2015. We thank Dr Bai Wei for his service as past supervisor from Jan 2013 to Jan 2015.
Dr Ong Ghim Ping, Raymond will assist Prof Leung Chun Fai as Programme Co-Manager for Ph.D./M. Eng.
Programme with effect from 1 Aug 2015.
A/Prof Pang Sze Dai will be appointed as Deputy Head (Academic) as of 1 Aug 2015. A/Prof Pang steps off as
Associate Head (Academic) as of 31 Jul 2015. He will be assisted by A/Prof Chin Hoong Chor, who was appointed as
Associate Head (Academic) as of 1 May 2015 and Chair of Curriculum Committee effective 1 Aug 2015. We thank A/Prof
Pang Sze Dai for his past leadership in the Curriculum Committee.
The department is deeply indebted to Prof Somsak Swaddiwudhipong who has served as Deputy Head (Academic)
tirelessly and with devotion since 1998. His sustained academic leadership and exemplary service to the department
are deeply appreciated. Prof Somsak will continue to play an important advisory role in our Office of Deputy Head
(Academic). Prof Somsak Swaddiwudhipong has been appointed as both the CPE Coordinator & BTech Programme
Manager for the Continuing Professional Education (CPE) Task force.
Dr Vivien Chua has been appointed as the Programme Manager for MSc and Double Degree Programme, Hydraulic
Engineering & Water Resources Management (HEWRM) with effect from 1 Apr 2015. The Department would like to
extend our appreciation to Emeritus Professor Cheong Hin Fatt for his valuable contributions.
A/Prof Meng Qiang has been appointed as member of the CEE Department Management Committee from 1 Aug 2015
to 30 July 2016. He will also act as the Group Coordinator for Geotechnical Engineering, Transportation Engineering,
and Project Management. We thank Prof Lee Fook Hou for his service as group coordinator and DMC member.

The team comprising Prof Wang Chien Ming, Prof Chow Yean Khow, Prof Leung Chun Fai, Prof Tan Kiang Hwee,
A/Prof Gary Ong Khim Chye, Prof Choo Yoo Sang, A/Prof Ang Kok Keng, Dr Bai Wei, A/Prof Qian Xudong and
Prof Allan Ross Magee, has been awarded $7,130,546.68 to conduct a 3-year research programme on multi-purpose
floating structures (in particular floating fuel storage facility and floating bridge) by the Land and Livability National
Innovation Challenge (or L2 NIC) Directorate. This research will be conducted jointly with SINTEF/MARINTEK/NTNU
and JTC. Six research fellows and six research engineers will be hired to assist the PI, Co-PIs and Collaborators of the
project.
Prof Chan Eng Soon was appointed as Director at DSO Laboratories, Board of Directors effective 1 Apr 2015 – 31 Mar
2017. He was also appointed as Board Member at Public Utilities Board effective 1 Apr 2015- 31 Mar 2017.
Prof Arthur Cheng Chuen Hon was awarded the Award for Distinguished Technical Achievement by the Society of
Petrophysicists and Well Log Analysts (SPWLA), in recognition of significant technical contribution in formation
evaluation. The award was given to me at the SPWLA’s Annual Symposium held in Long Beach, California, on 19-21
Jul 2015.
Prof Arthur Cheng Chuen Hon was an invited Key Note speaker at the Earth Model Forum, organized by Society of
Exploration Geophysicists (SEG). The Forum was held on 3-5 August, 2015, in Vail, Colorado. The Key Note Address
was titled: “Towards an Unified Rock Physics Model”.
Dr Chew Soon Hoe was nominated by HDB as an Expert Advisor as part of the winning team on project “Reuse of soft
clay for Infilling Works at Pulau Tekong” which has been awarded the Minster Award 2015 (Team) on 6 Aug 2015.
Dr Chian Siau Chen, Darren has received the SAC Assessor Award (Bronze) on Quality & Standards (QS) Conference
& SAC Customer Day 2015 on 12 Aug 2015 from the Singapore Accreditation Council (SAC), in recognition of his
significant contributions to the assessment work of SAC programme and in raising the standard of conformity assessment
practices.
Prof Choo Yoo Sang, Dr. Harrif Santo, former CEE PhD student, now at Department of Engineering Science, University
of Oxford and Prof Paul Howard Taylor, Visiting Professor at CEE and Professor at Department of Engineering Science,
University of Oxford, their project titled “Current Blockage In Offshore Engineering – Morison Revised On The 65th
Anniversary Of The Famous Equation” has been selected for the IES Prestigious Engineering Achievement Awards
2015. The Awards Presentation was held during the World Engineers Summit 2015 Gala Dinner and IES Awards Night
on 23 Jul 2015 at Resorts World Sentosa.
Prof Choo Yoo Sang, Lloyd’s Register Foundation Chair Professor, CEE & Environmental Engineering and Centre for
Offshore Research & Engineering, received the prestigious Kurobane Award at the 15th International Symposium on
Tubular Structures (ISTS) in Rio de Janeiro, Brazil from 27 to 29 May 2015.
In recognition of his outstanding contributions and achievements in this field, Prof Choo Yoo Sang was also invited to
give the 8th Kurobane Lecture. Entitled “Tubular Connections – NUS Research and Applications”, it highlighted findings
on various tubular connection types, nonlinear responses of tubular frames, wave-current blockage and associated
structural integrity management considerations. Some of the R&D, through close international collaborations with
academic and industry experts, have provided significant insights and bases for code development, and applied to
structural design and construction.
Prof Choo Yoo Sang was reappointed as Deputy Chairman of the Marine and Offshore Technology Advisory Committee
by the Ngee Ann Polytechnic Council on 30 Apr 2015.
Prof Chow Yean Khow has been selected by editor of International Journal of Geomechanics as an American Society
of Civil Engineers (ASCE) 2014 Outstanding Reviewer on 30 Apr 2015.
A/Prof Chua Kim Huat, David was appointed by Building and Construction Authority (BCA) as a member to the Second
International Panel of Experts on Building Information Modelling (BIM) from 1 Jul 2015 to 30 Jun 2018.
A/Prof Hu Jiang Yong co-organised The Asia-Europe Meeting (ASEM) on Sustainable Management of Wastewater
and Sanitation with the Ministry of Foreign Affairs on 26- 27 Jun 2015. The event was co-sponsored by the Republic of
India and the Kingdom of Norway.

Prof Leung Chun Fai was appointed as Visiting Professor in Department of Civil Engineering at Tokyo Institute of
Technology 1 Apr to 31 Jul 2015. Prof Leung provided advice to geotechnical graduate students on research issues and
to deliver several seminars/guest lectures on geotechnical engineering during his stay.
Prof Richard Liew Jat Yuen received the best paper award for the paper on “Design and Construction of Spectacular
Steel Structures” presented at the 11th Asian Pacific Conference on Shell and Spatial Structures-APCS2015 from 14 16 May 2015 at Xi’an, China.
Prof Richard Liew Jat Yuen was appointed as Honorary Professor and elected as the fellow of the Academy of
Engineering of Nanjing Tech University (NTU), China, on 21 Apr 2015. He will be receiving 7.5 million RMB research &
development fund within the appointment term. This serves as a platform to collaborate with Nanjing Tech University
on research in fire and blast engineering and protective structures, and facilitate student and staff exchange between
the two Universities.
A/Prof Liya E Yu together with A/Prof Wei Yi Ong from Department of Anatomy, SoM had their Scientific findings in
their collaborated publication entitled “The effect of primary particle size on biodistribution of inhaled gold nanoagglomerates” (Biomaterials, 2013) cited in “Guidance on the Determination of Potential Health Effects of Nanomaterials
Used in Medical Devices” which was published by European Commission in Jan 2015.
A/Prof Liya E Yu was appointed as advisory board member for the journal of Aerosol & Air Quality Research in Jan
2015.

A/Prof Rajasekhar Balasubramanian has delivered a keynote lecture on “Urban Air Pollution: Causes, Impacts and
Mitigation Strategies” in the International Conference on Environmental Pollution and Remediation, held at Barcelona,
Spain in Jul 2015.
A/Prof Rajasekhar Balasubramanian has been awarded outstanding reviewer status by “Atmospheric Environment”
Journal in May 2015 as he is in the Top 10th Percentile in terms of the number of reviews completed for Atmospheric
Environment in the past two years.
A/Prof Rajasekhar Bala delivered invited lectures at the Air Quality Regional workshop for ASEAN countries, jointly
hosted by The World Meteorological Organization (WMO) and the GAW Urban Meteorology and Environment
Programme (GURME) in Apr 2015.
A/Prof Rajasekhar Balasubramanian was appointed to the Asian Aerosol Research Assembly (AARA) Board of
Directors in Mar 2015 in recognition of his contributions to the field of atmospheric aerosols.
A/Prof Rajasekhar Bala was appointed as the Editor of the journal of Aerosol & Air Quality Research in Feb 2015.
A/Prof Vladan Babovic gave a Key Note address at 36th World Congress of International Association for Hydraulic
Research, Hague, Netherlands (28 Jun to 3 Jul 2015) and was invited to participate as one of guest speaker in Science,
Technology and Innovation (STI) Workshop on ASEAN Water Management System, Phuket, Thailand from 20 to 30
May 2015.
Prof Wang Chien Ming has received invitation to serve in the International Scientific Committee of the 24th Australiasian
Conference on Mechanics of Structures and Materials, 6 - 9 Dec 2016, Perth, Western Australia.

Prof Wang Chien Ming has been awarded the status of Outstanding Reviewer for Engineering Structures (one of the
best international journals in structures). This status, achieved in December 2014, is given for those reviewers within the
top 10th percentile of reviewers for the Journal, in terms of the number of manuscript reviews completed in the last two
years. For Engineering Structures, this meant a minimum of 6 reviews in two years.
Prof Wang Chien Ming collected the 2015 Alumnus of the Year award from Monash University on 16 Jun 2015 at
Clayton Campus.
Prof Yong Kwet Yew was appointed as Chairman, International Panel of Advisors (IPA) to Land Transport Authority
from 1 May 2015 to 30 Apr 2017 and Chairman, Technical Committee and Scientific Lead, Land & Liveability Programme,
National Innovation Challenge (L2 NIC), MND/NRF. He is also a Member of the Ministry of National Development (MND)
Minister’s R&D Award Evaluation Panel 2015.
Dr Justin Yeoh Ker-Wei has been awarded the NUS-Overseas Postdoctoral Fellowship 2015/2016 to complete the
postdoctoral programme: Risk-based Management of Smart Infrastructures at Carnegie Mellon University, Pittsburgh,
Pennsylvania, USA from 1 Aug 2015 to 31 Jul 2017.

The paper “Hencky bar chain model for buckling and vibration of beams with
elastically restrained ends” presented by PhD student Zhang Hong (supervisor:
Prof Wang Chien Ming) was awarded the First Paper Award (i.e. best paper
among 150 papers) in the International Conference on Advanced Materials,
Structures and Mechanical Engineering (ICAMSME 2015) held from 29-31 May
2015 at the Incheon National University, South Korea.
Ph. D. students Wang Le and Li Si (supervisor: A/Prof Hu Jiang Yong) and
M. Eng. student Goh Sin Zhi (supervisor: Prof Ong Say Leong) received
the Best paper award (Honor mention) at the 24th Joint KAIST-KYOTONTU-NUS Symposium on Environmental Engineering held on 18 – 20 Jun
2015 in Taipei, Taiwan.
Yu Yang under A/Prof Paul Chen’s supervision has been selected by the Board of Graduate Studies for a President's
Graduate Fellowship (PGF) tenable from 3 Aug 2015 to 13 Jan 2017. This is awarded to PhD candidates who show
exceptional promise or accomplishment in research on the basis of competition among eligible candidates.

A/Prof Vladan Babovic was one of the proud winners of the Urban Water Rebels
programme, Singapore-Netherlands Water Challenge 2014-2015, 31 Mar 2015.
At the 10th Student Achievement Award (SAA) 2015,
Operation Orion 2013 was awarded the GOLD AWARD
for Community Service Projects. Operation Orion is an
annual expedition which emphasizes the application of
the students' engineering skills and knowledge to
contribute to needy communities in regional countries
close to Singapore. There were 34 people in the team in
total. The students who have helped to plan and execute
the project are Usha Kumaran, Chong Zhi Hong, Alvin
Foong, Aditi Bisen, Haikal Filza, Janice Soon, You Ha
Nul, Eu Yan Lin, Alif Razali, Yow See Wei, Liu Zetong,
Joyce Kiong and Gwee Chia Hong.

COMING EVENTS
Dr. Coby Wong, Senior Consultant from Environmental Resources Management (ERM) will be sharing with us
the topic: “In Anticipation of What’s Next” Our environment is changing. Our lifestyles are changing. Our
expectations are evolving. As an environmental engineer (or anyone sharing this “home”), what do we
anticipate? How do we contribute “positively” to preserve the lifestyle and environment we currently have? The
talk on 27 Aug 2015 is organised by ESE Student Club.
A Career Talk to CEE Students: Insiders' Advice for your future Development by members of IES/IStructE
Joint Committee will be held on 18 Sep 2015 at 3pm at LT2.
Public Lecture by Mr BH Tan, Leadership Consultant and President at Lead Associates on 13 Oct 2015 will be
a joint event with ISE.
Dr. Shahzad Nasim, Group, CEO of Meinhardt, our Alumni will be having a sharing session with us on 20 Oct
2015.
We have invited Dr Cheong Koon Hean, CEO(HDB) & Deputy Secretary(Special Duties), MND Housing &
Development Board who is also a member of our NUS Board of Trustees to have a sharing session with our
students in a public seminar on 29 Jan Fri 2016.
CEE Retreat including participants from Academic, Executive & Professional, Non Academic groups will be held
on 23 Sep 2015 at University Town Plaza.
NUS Faculty of Engineering 60th Anniversary Gala Dinner 2015 will be held on 16 Oct 2015 Fri, Shangri-La
Hotel.
PAST EVENTS
A Student Award Agreement Signing Ceremony took place on the 18 Aug at our CEE conference room. Two
engineering societies, namely the Geotechnical Society of Singapore (GeoSS) and the Society of Rock
Mechanics and Engineering Geology (SRMEG) generously offer to give out awards to deserving CEE students
who excel in geotechnical modules. The agreement was signed by our Deputy Head (Academic) A/Prof Pang
Sze Dai and the Presidents of the societies, Dr Ng Tiong Guan (GeoSS) and A/Prof Zhao Zhiye (SRMEG).
Deputy Head (Admin) A/Prof Gary Ong was also present to grace the ceremony. Student leaders of the CE Club
also attended the ceremony and teas session where they had a hearty conversation with the Presidents of the
societies on the career prospects of being a civil engineer in Singapore.

CESE Camp 2015 from 22 to 25 Jun 2015 was jointly organised by the CE and ESE Student Clubs to welcome
the new undergraduate students joining the Civil Engineering and Environmental Engineering programmes in
Aug 2015.
Mr Liew Mun Leong, Chairman of Changi Airport Group was our Commencement Guest Speaker on 9 Jul

Prof Andrew C Palmer’s public lecture on “Codes Yesterday, Today and Tomorrow, and How to make them
more useful” held on 20 May 2015 at Engineering Auditorium, NUS was well received by the industry, staff and
students before his retirement on 30 Jun 2015.
The two laboratories Hydraulics Lab and T-Lab participated in the annual NUS-MOE Amazing Lab Race 2015
on 12 Aug 2015. The laboratory activities were “Flow Measurement” and “Water Quality and Filtration”.
First Orientation Game of its kind for new MSc students
The MSc Inter-Programmes Orientation Futsal Game was a success on 22 Aug 2015 with some 15 students &
staff battling it out in 4 teams at Golazo, Jurong West. Team A emerged as the champion while Team C was
the runner-up after a hard-fought friendly yet exciting matches. The game created a great opportunity for
students from different MSc programmes to get to know each other and at the same time to initiate closer
