Forward Sioux Falls has never been about repeating the same things over and
over. Throughout each of our six programs, we’ve reimagined our priorities for our
community based on current challenges and opportunities. Our programs focus on a
diverse set of initiatives to create the longest lasting impact. The successes from each
initiative build on each other, helping the entire Sioux Falls area grow and prosper.
Our efforts in business retention and national marketing help forward our workforce
development efforts. The work we’re doing in creating a culture for research and
entrepreneurship also helps retain businesses and attract more people to our
community. By focusing on how we can continue to enhance our quality of life,
we make our community better for our future residents and current residents.
Collectively, our Forward Sioux Falls initiatives build a strong foundation for a strong
community.
As we close out the final year of the 2011-2016, it’s exciting to look to the future at
new opportunities and to reflect on successes in our current program. The following
pages detail some of the progress we’ve made in the last year. Thank you for helping

Forward Sioux Falls is managed by the Joint Venture Management Committee (JVMC), which is
made up of the executive committees of the Sioux Falls Area Chamber of Commerce and the Sioux
Falls Development Foundation, plus two at-large members.

RESEARCH, TECHNOLOGY & ENTREPRENEURSHIP
GOAL: To maximize the economic impact of high growth businesses,
entrepreneurs and innovators in the Sioux Falls MSA.
SOUTH DAKOTA TECHNOLOGY BUSINESS CENTER
•The SDTBC staff implements the Forward Sioux Falls Research,
Technology & Entrepreneurship initiative and has taken the
lead role in developing and managing the USD Discovery
District.
•In 2015, the SDTBC expanded its staff and hired Tom Stengrim
as its Vice President to implement the organization’s new
strategic plan.
•The SDTBC completed 11 years of operation in 2014 and has
graduated 23 companies, including nine during the current
FSF program, into the greater Sioux Falls area. Preliminary
economic impact data for 2014 shows SDTBC clients and
graduates employ more than 720 people and secured nearly
$8.9 million in additional equity funding.
CULTURE OF ENTREPRENEURSHIP
•Forward Sioux Falls continues to sponsor Innovation Expo, the
region’s leading entrepreneurship event that attracts more than
400 attendees to Sioux Falls every year. In 2015, Innovation
Expo will showcase all of the 2015 Accelerator Challenge
participants with the top Accelerator companies getting the
opportunity to pitch for investment to angel and venture capital
investors..
The SDTBC secured a $50,000 SBA grant to assist with
the 2015 Accelerator Challenge that runs May 20-Sept. 18. More
than 20 companies applied for the program and up to 10 will be
selected to participate in this program that includes a $50,000
project funding pool provided through a partnership between
FSF and the Governor’s Office of Economic Development.
Fifteen of the 20 previous Accelerator participants are still
growing their businesses in South Dakota. These companies
have a combined 60 employees and have secured more than
$2.5 million in funding since participating in the program.

START-UP AND EARLY-STAGE CAPITAL
•Through the SDTBC, FSF invested $200,000 in South Dakota
Innovation Partners. This early-stage fund is investing in several
start-up companies with novel technologies including Medgene
Labs, Tranzderm Solutions and Prairie Aquatech. Both Prairie
Aquatech and Medgene labs plan to construct production
facilities in South Dakota.
•SDTBC supported angel investor educational events and
the Enterprise Institute’s efforts to create new angel funds
throughout South Dakota. Four new South Dakota angel funds
have been launched and are actively seeking investments. A
fifth South Dakota angel fund will be launched in Sioux Falls in
2015.
RESEARCH AND DEVELOPMENT INFRASTRUCTURE
•Assisted USD in securing $500,000 to plan for expansion of
the USD GEAR Center in Sioux Falls. The team of Architecture,
Inc. and Perkins & Will have been hired to develop the program
for the GEAR expansion.
•Worked with USD to establish and promote the use of the
Aseptic GMP Production and Training Center located at the
GEAR Center in Sioux Falls. This 835 sq. ft. clean room suite
will be used for the production pharmaceuticals, medical
devices and biologics for phase I and phase II clinical trials.
Four companies are currently planning on using the space for
these purposes.
•USD is planning a GLP/GMP certificate program for Sioux Falls
to develop the workforce necessary to launch, grow and attract
life sciences companies in the region.
The master plan for the newly named University of South Dakota
Discovery District was completed in early 2015 and planning is
currently underway for the first phase of infrastructure and the
District’s first facility.
The master plan calls for creating an 80-acre mixed use, urban
environment to foster interaction between students, researchers
and entrepreneurs. When completed the District will include 26
two-story buildings totaling more than 1.1 million sq. ft. of research,
high-tech office, production, retail and residential space.
David Green with Perkins & Will, said establishing an integrated
district is vital to its success. “The Discovery District needs to be a
platform for bringing together a strong cross-section of the great
research and commercial opportunities in South Dakota from
around the United States and the world,” Green said. “This is a
model for global innovation and long-term investment in the future
of the region.”
The Discovery District is now working with Confluence and
Sayre & Associates to design the first phase of road and utility
infrastructure. Construction of the 2,039 linear ft. of street and
utilities is planned to start as soon as funding is available. A
general fund appropriation from the South Dakota Legislature
secured $500,000 for infrastructure construction.
At the same time, a feasibility study is underway for the first
potential new building. A need for pharmaceutical and biologic
production space was identified last during the master planning
process. The feasibility study will evaluate the requirements of
potential tenants; model a facility design and construction costs;
and recommend strategies for developing and operating a facility.
“2015 is an exciting year,” said Rich Naser, USD Discovery
District President. “The USD Discovery District is transitioning
from a concept and plans to a physical development and ongoing
operation.”

The Board of Regents provided 80 acres of land for $1 per year

developing, operating and marketing the Discovery District.
The City of Sioux Falls provided $67,500 for the Discovery
District Master Plan.
USD committed $500,000 of a $1 million general fund
appropriation for construction of Discovery District road and utility
infrastructure.

QUALITY GROWTH & ADVOCACY
GOAL: To advocate for the policies, infrastructure and amenities necessary to
ensure the Sioux Falls MSA grows effectively and sustainably.
SIOUX EMPIRE HOUSING PARTNERSHIP
AIR SERVICE/PORT OF ENTRY
Forward Sioux Falls has partnered with the Sioux Falls Airport
Authority in marketing the Sioux Falls Regional Airport. Through
the recession, the airport not only maintained service but even
added flights.
Improvements at the airport in the last five years include the
new AeroStay Hotel with 75 rooms, which will open in June 2015.
A security checkpoint and lobby expansion is also underway and
will be finished in 2016.
Forward Sioux Falls also supports the state’s only International
Port of Entry located at the airport. Five of the state’s larger
manufacturers export close to $200 million each year combined —
which doesn’t include live animals or food. Selling internationally
benefits South Dakota businesses by providing new markets for
their high-quality, American-made products.
South Dakota exported $1.6 billion in goods in 2014, a 91
percent increase in the past decade. A report from the U.S.
Department of Commerce found that the state had 939 companies
exporting goods in 2013 and that 75 percent of the exporters were
small or medium-sized businesses.
The Sioux Empire Housing Partnership was established in
1997 by the Sioux Falls Area Chamber of Commerce and the Sioux
Falls Development Foundation to promote affordable housing for
workforce development.
The Partnership’s programs include homebuyer and rental
education. SEHP staff advise clients on credit repair, debt
reduction, budgeting and goal setting. The budget process is also
important for renters. The Partnership is working with The Costello
Company in one of their Tax Credit projects to bring all aspects of
financial literacy to their tenants. The SEHP conducts sessions with
The Dunham Company clients who have participated in their lease/
purchase homes. Affordable Housing Solutions has also agreed to
allow the SEHP to provide homebuyer education to their tenants.
Expanding homebuyer education to more Sioux Falls area
residents remains a priority. The SEHP continues to maintain its
Spanish website and promote bilingual education programs to the
Spanish-speaking community.

WORKFORCE
GOAL: To leverage and expand existing resources to create a skilled workforce
pipeline for the area’s diverse business sectors and to optimize the resources
from the Sioux Falls MSA public and private school systems to two- and fouryear degree programs and beyond.
How can we best develop our workforce to ensure that we are
fully prepared for the opportunities to come?
To answer this question and take stock of the region’s overall
progress, Forward Sioux Falls leaders have engaged Market Street
Services to facilitate a six-month process to leverage recent and
existing studies and initiatives. It’s led by a task force comprised of
business, government and education leaders, as well as investors
and volunteer leaders from the Sioux Falls Area Chamber of
Commerce and Sioux Falls Development Foundation.
The process kicked off in January 2015 with focus groups,
interview sessions and an online survey to drill down on issues
related to short- and long-term workforce needs and opportunities.
Market Street completed a competitive assessment of how Sioux
Falls compares to peer and aspirational communities, as well as
evaluating how the Sioux Falls area is doing now compared to
its performance in years past. A variety of data was analyzed in
the areas of Economic Performance, Workforce Competitiveness,
Innovation and Entrepreneurship, Business Environment, and
Quality of Life and Place.

In the summer of 2015, the task force will share the
recommended Strategic Workforce Action Agenda, building on
the first three phases. It is expected that there will be strategies
that focus on immediate, mid-term and long-term needs and
opportunities. Once the strategic items have been identified,
guidelines can be developed to implement the action agenda.
The work being conducted by the task force complements
efforts already underway at the local and state levels to study
workforce and promote opportunities available here and across
the state. In the end, Sioux Falls will have clear answers to
questions like: Do we have a sustainable workforce capable of
supporting job growth in the decades ahead? Where are there
more immediate workforce training needs? What parts of the
country are workers coming from? The results will help drive future
initiatives.
