Section 504ofthe Rehabilitation Act of 1973 focuses on the non-discrimination ofindividuals with disabilities. The initial purpose of§504
(with referenceto education) was to provide meaningful access to the public schools forstudents with disabilities. Some ofthat roleis now
shared with the IDEA, underwhich students with the most severe disabilities are nowserved. §504 is an anti-discrimination statute that
addresses the educational needs of disabled students.
Technical assistance and training is provided to local school districts and charterschoolsto address issues relating to Section 504ofthe
Rehabilitation Act of 1973and the Individuals with Disabilities Education Act (2004).

TheAdministrative Leadership programs and services are developed and offered forcentral office administrators; campus principals
and assistant principals; and other administrative leaders. The planned programs and services are based on a comprehensive needs
assessment resulting from advisors inthe field; feedback from assessment centers (professional growth plans); and othersources.
TEC 21.054requiresthat administrators have 200 hours over a five-year period in order to retaintheir Standard Certificate. State
required training is offered by Region 5 ESC and includes:
• CAMPUS IMPROVEMENT PLANNING / COMPREHENSIVE NEEDS ASSESSMENT: Thisworkshop is forthose
individuals who, alongwith the campus administrator, are stakeholders in the Campus Improvement Plan. Topics such as require
ments for campusplans, critical components ofthe campusplan, integrated planning, and basicassumption abouteffective planning
will be discussed. Participants will also receive and discuss Comprehensive Needs Assessment Tools created by Region 20 ESC.
• INDUCTION/MENTORING ACADEMY (Re5PASS): This program is designed to address the SBEC induction require
ments. Ithelps principals and assistant principals inthe profession by providing mentors and specific programs and services as
support. The mentors will be leaderswho currently serve as principals and superintendents. The goalis to learn, develop and use key
skills and behaviorswhich are considered "best practices"in leadership.
• ADVANCING EDUCATIONAL LEADERSHIP (AEL): Foraspiring administrators, this program is a 24 hour prerequisite to
the Texas TeacherEvaluation and Support System(T-TESS) and is required of alladministrators who serve as appraisers.
• SITE-BASED DECISION MAKING (SBDM): This program provides leadership, staff development, technical assistance and
on-site support for campus anddistrict SBDM teams for the purpose ofimplementing site-based decision making throughout the year.
• SURVIVAL KIT FOR ASSISTANT PRINCIPALS: Survival Kit for Assistant Principals is designed to answer all the ques
tions you've always wanted to ask, butwere afraid to. Topics to bediscussed will include pastexperiences, current issues, andpos
sible problemsyou will face in the future.
•TIME MANAGEMENT FOR THE CAMPUS ADMINISTRATOR: Principals face many demands ontheir time eachand
every day. Principals are busy, overwhelmed and frustrated about getting things donein the allotted time. In order to become more ef
ficient and maximize their time, principals need to understand Time Management" principles as they relate to their job. In this training,
wewill discuss time saving strategies along with how to prioritize and plan their time.
•CHAPTER 37 - DISCIPLINE UPDATE: Requires administrators complete professional development atleast every three
years in thearea ofdiscipline. Administrators who oversee discipline must attend professional development training in theareaof
Chapter 37. Training must include the distinction between discipline management techniques and the discretionary authority of a
teacher to remove distruptive students. This training meets the requirements ofH.B. 1952.
•TEXAS TEACHER EVALUATION AND SUPPORT SYSTEM (T-TESS): T-TESS isthenew teacher evaluation
system that replaces the existing Professional Development and Appraisal System (PDAS) in Texas and will befully implemented in the
2016-17 School Year. This isa required training for those who will beevaluating teachers in the classroom. Astate certificate will be
issued to thosewho complete and pass the training.
•TEXAS PRINCIPAL EVALUATION AND SUPPORT SYSTEM (T-PESS): T-PESS isthe new state principal evalua
tion system that replaces the current principal appraisal instrument used in Texas and will befully implemented in the 2016-17 School
Year. This training is required for those individuals who will beevaluating campus principals. Astatecertificate will beissued for those
completing and passing the training.

• Superintendents' Study Group Meetings: At least nine times annually the ESC coordinates meetings for superintendents in theregion.
These meetings provide information ofcurrent interest and provide a forum for idea exchange.
• Joint meeting with Board ofDirectors: Each August theservice center invites Region 5 Superintendents andtheir Board Chairmen to attend
a joint meeting with the Region 5 Board ofDirectors.
•Administrator Technical Assistance: Administrators may request assistance throughout theyear with virtually anyaspect ofschool manage
ment. Inquiries regarding program requirements andpossible alternatives areencouraged.

The Region 5 ESC Adult Education andLiteracy program provides educational opportunities to undereducated adults in Jefferson, Hardin
and Orange Counties. These services include adult education classes for out ofschool individuals, program planning, recruitment ofstudents,
teacher training, ongoing technical assistance, provision ofbooks, materials, teacher salaries and a variety ofother supportive functions to
regional schooldistricts and institutions.

The Educator Certification Program strives to maintain positive, opencommunication with public and charter schools inthe Region 5
area to continually meettheir needs.
The Principal Leadership Certification Program (PLCP) isa one-year program for individuals who already hold a Master's
Degree. Candidates are provided real-world, performance-orientated field experiences.

The Teacher Certification Program (TCP) was established July 27,2007. Since its inception, the Region 5 TCP has gradu
ated hundreds ofteachers, some ofwhich have achieved Teacher ofthe Year or local commendations afteronly a few years ofteaching.
Superintendents, assistant superintendents, principals, and human resource directors continually applaud the preparedness and quality
ofTCP graduates. Through word ofmouth and reputation, theRegion 5 ESC Teacher Certification Program hasbecome thealternative
teacher certification program of choice by many.

The Field Service Agent's responsibility at Region 5 ESC isto assist in the development and implementation ofaneffective communica
tion network between local school districts, the ESC, and the Texas Education Agency. Region 5is offering a Field Service Cooperative to
include School Board Member Training Credit. Region 5is a state-approved sponsor and will issue credit for programs facilitated through
the service center. Its purpose is to assist each participating district in improving student outcomes by being kept abreast of legislative
mandates, State Board ofEducation Rules and Regulations, TEA requirements, andtrends in education.
The Coop alsooffers a variety ofservices to meetlocal district needs in thearea ofmandated and elective school board member train
ing. Districts may select one or more of these areas to satisfy their unique requirements. School Board Member Training credit services

networking opportunities.
School counselors are offered multiple opportunities to receive updates from TEA todevelop their counseling skills, to learn current

through workshops, staff development, andon-site technical visits as requested. Technical assistance andtraining for implementation of

TheMaster Reading Teacher (MRT) Training Program is an SBEC approved program which preparesthe classroom teacher to becomean expert
reading teacher in Grades K-12. After successful completion ofthe training, the teacher is recommended to take the MRT TExES exam and, upon
receiving a passing score,will be recommended byRegion 5 instructors to receive the Texas Master Reading Teacher Certificate. Acampusmay
apply for the Master Reading Teacher stipend of$5,000 ifthe campus qualifies as a high-needs campusas designated bythe Texas Education
Agency. Theindividual school must apply on behalf ofthe MRT to receive thestipend. Teachers wishing to enroll must submit applications for ac
ceptance into the Region 5 program. Region 5 Master Reading Teachers serveas interventionists, teacher mentors, reading coaches, and district
reading specialists. Master Reading Teachers are trained to provide staff development in the area ofreading and reading difficulties.

The State of Texas Assessment of Academic Readiness (STAAR™) in math and science calls for ustofocus on
increasing student learning with the Texas Essential Knowledge and Skills. With the implementation of new math TEKS, graduation require
ments, and STAAR Assessments for both math and science, we believe it ismore important than ever that we provide pertinent information
and training to teachers that will allow them to meet the needs of their students and their districts. While working closely with our co-op
districts, we provide training ontheimplementation ofbest practices and strategies ontheuseofdatatoinform instruction, as well as train
ing for both general and special education teachers. We believe that a district's participation in this cooperative will encourage teachers to
renew their commitment to learning andteaching and to reenergize their instruction.

The Region 5ESC acts asthe fiscal agent for the Coop and coordinates the bid process for the Coop which consists of over 75 school districts.
The Region 5Bid Coordinator manages the Coop under the direction of the Coop Steering Committee of one representative from each ofthe
member school districts.

The Coop usesa Sealed Discount Catalog Bid system for bidding products andservices. This means thatineach bid, vendors are asked to
guarantee a percent discount off their catalog prices for theperiod ofoneyear for all Coop members. Bids arereleased yearly for over 40separate
bid categories. Vendors areawarded a contract for oneyear with the exception ofthePaper Bid which isreleased twice a year. When bids are
released, all current vendors automatically receive a bid packet in the mail orelectronically via email. Before each bid isreleased, Region 5 will ask
each Coop member to send a list of potential new vendors to be sent a bid packet Region 5will then post a legal notice in the paper describing the
bids being released. At thesametime, bid packets are mailed tocurrent vendors andpotential new vendors.
The Coop maintains a webpage on the Region 5website. When bids are released, they are also posted on the webpage where any interested
party can view and download the bid packets. When vendors areawarded contracts, a list ofawarded vendors isposted on the webpage along with
their bid information. To view the new vendors, interested parties can gotothe Southeast Texas Cooperative Purchasing Organization webpage on
the Region 5website atwww.esc5.net When the Region 5website opens, the Coop webpage can bereached by clicking on S.E. Texas Purchas
ing. Then click on Search Our Vendor Database toaccess vendor information. If you are interested in the most currently released bids,
click onCurrent Bids ontheCoop webpage.
When a member needs to make a purchase, they go to the webpage and look under the bid category for the product they require. They can then
look at various vendor prices andshipping information until they find thebest"deal". Members will then issue a POfrom their district andorder
directly from thevendor.
Cost of Membership: $400 yearly for Region 5school districts and $600 yearly for out-of-region school districts. Other public entities may join the

The Southeast Texas Telecommunications Education Network began in the spring of1997 with a vision toconnect educational entities
in the Southeast Texas area together for the purpose ofoffering Internet access, data transmission capability and distance education for
students andteachers through videoconferencing.
SETTEN gives public school districts in a seven-county areahigh-speed access totheInternet, email service, Internet 2 and access to
TETN (Statewide Telecommunications Network) through a hub located at Region 5 Education Service Center in Beaumont. The network
infrastructure iscurrently expanding toinclude additional connections to other educational entities, such as community colleges, private
schools and other districts outside the Region 5service area. Currently SETTEN offers students attending member districts the opportunity
to take dual-credit classes, and share instructors/classes between districts. The network also offers professional development opportunities
toeducators acrossthe videoconferencing system. This allows districts tocutdown ontravel and substitute costs,and also minimizes time
the teacher isout of the classroom. SETTEN utilizes H.323 videoconferencing, which benefits districts by increasing T1 bandwidth when a
videoconference is not in session, allow schools to connect via the Internet to partake in educational electronic fieldtrips atlower costs, and
stream video across the network.
Educators can benefit by taking advantage of graduate courses, curriculum training, staff development, and regular updates from TEA, Re
gion 5,SETTEN and other schools. Districts also have statewide access tocooperative ventures with remote districts, access tostatewide
collaborative videoconferences, and much more.
Colleges benefit by enrolling students in degree plans while still enrolled in high school, and by having access to a wider audience, includ
ing students, educators, and community members.
Students benefit by gaining the opportunity to enroll in dual credit courses. These students obtain college credit while attending high school
by participating in freshman and sophomore courses presented by local university and college professors. They also may take advantage
of shared instruction courses that may otherwise not be available, and allow the expertise of other educators to be shared throughout the
Region.
Communities, especially rural ones, benefit from having a local educational facility that offers access to such programs asGED, college
credit, adult literacy, etc. Region 5 provides access and support for Internet, filtered Email, Point-to-Point Videoconferencing and
associatedequipment.
Region 5and SETTEN staff are dedicated to providing member districts with consistently good service and quick response time when prob
lems arise. SETTEN members also have the opportunity to purchase Internet Filtering through Region 5 at a reasonable cost.
Cost of Membership:
The SETTEN project is a true collaborative in that each member shares in the cost of maintaining a hub site atthe regional service center
anda local distance learning classroom at their site.
Members share ongoing costs for maintaining a network staff atthe hub location, maintenance contracts on the system and periodic
upgrades.
In addition, all classroom sites require a trained facilitator to monitor/troubleshoot the local equipment and towork with the network staff
to ensure proper operation of the system. The facilitator isalso required to bein attendance during all classes and meetings offered in the
distance learning videoconferencing rooms.

The ESC Information Management Services Department offers LEA staff training and assistance with theimplementation and use
oftheelectronic student records exchange system (TREx). This system enables theexchange ofstudent records between Texas
public school districts for transferring students as well as thetransmission ofhigh school transcript records from Texas public school
districts toTexas public colleges and universities for students transitioning topost-secondary education. H.B. 1 requires each public
school district, open-enrollment charter school, and public institution ofhigher education toparticipate in theimplementation and use
ofthe newstudent records exchange system.

Region 5 ESC provides access todigital copies ofinstructional materials under consideration for adoption.
The digital content and online passcodes arrive in late spring before theselection year. This allows educators and thegeneral public the
opportunity to have input into thestatewide hearings which take place each summer. Then, during thefall andwinter months, theinstruc
tional materials areavailable tolocal adoption committees to aid them in their selection. Instructional materials are available from May
-March each yearandthen are replaced by the next year'sadoption.
Instructional materials may bepreviewed at any time during thecycle upon request. During themonth ofJanuary, Region 5 ESC will host
an Instructional Materials Fair at ourservice centerfor all Region 5 school district personnel to view instructional material and meetwith
company representatives.

School BusDriver Training is a state mandated program to provide 20 hoursofcertification training to all school bus drivers and an 8 hour
recertification training to all drivers every threeyears. The purpose ofthistraining is to reducethe injury/death ofschool-age students
while beingtransported to and from schooland on schoolsponsoredtrips. Online training is available forthe 8 hourcertification class.

3D printers are changing the way we create and learn. These printers will impact education by providing student
opportunities for experimentation and real-world applications. The goal of Region 5 ESC is to provide teachers
with engaging and motivating ideas and best practices for integration in the classroom.
HOW TO MAKE YOUR SCHOOL A GREAT PLACE TO WORK
This training outlines a process to accomplish the goal of making your District the best place your employees have
ever worked. It begins by identifying the ideal employee, establishing the desired school culture and climate, and
continuing with specific strategies for the implementation of hiring and retaining the highest quality employees.

CLI ENGAGE
CLI Engage is a comprehensive professional development and child progress monitoring system for pre-k
teachers in Texas public schools and Head Start programs. The system will launch in Fall 2015. Access to the
online professional development resources and child progress monitoring tools is free to all pre-k teachers at
Texas school districts, charter schools, and Head Start programs. Following the launch of the CLI Engage
platform in public schools and Head Start programs, there will be opportunities for child care programs serving
at-risk children to access these Texas School Ready! resources.
MATHEMATICS INTERACTIVE JOURNALING, GRADES 3 - ALGEBRA I
In this workshop, teachers will experience how to use the TEKS based Math interactive journal
(foldable ®) Foldables ® and how they can be integrated into daily lessons, into station activities or used as a spiral
review during the year. This tool is invaluable for teachers and students to successfully implement our more rigorous
math TEKS and prepare for the Texas STAAR assessment.
VGO VIDEOCONFERENCING ROBOT
The Vqo Robot will allow students who will be off campus or homebound for a significant period of time due to
illness to be fully active participants in their classrooms. The Vgo robot allows students and teachers simple and
safe participation during classroom instruction just like students who are physically present in the class.
T-TESS & T-PESS
T-TESS is the new Texas Teacher Evaluation Support System and T-PESS is the new Texas Principal Evaluation
Support System. These are required trainings for those that will be evaluating teachers/principals and will be fully
implemented in the 2016-17 School Year.
YOUTH SOLUTIONS CAREER EXPO
The Youth Solutions Career Expo will present students with job readiness skills, and they will have access to an
event center full of business and industry professionals. The event is based around HB5 and post-secondary
options for students in our area. Plans are to make this an annual event.

USING GUIDED MATH TO STRENGTHEN STUDENTS MATH LEARNING
Need more information on what Guided Math really looks like? This professional development, based on the National
training from the Bureau of Education and Research, defines what occurs during a Guided Math Session and includes
many videos of real classrooms implementing it. This training helps teachers understand the difference between Guid
ed Math and Math Stations.
