The ARTNeT secretariat is pleased to welcome the 37th and 38th institutional member:
the Department of Economics, International Islamic University, Malaysia and Center for
Industry, SME and Business Competition Studies, Faculty of Economics, Trisakti University,
Indonesia. Brief information on both members are given below.
The Department of Economics, International Islamic
University Malaysia (website: http://www.iium.edu.
my) was established together with the Faculty of
Economics & Management Science in 1983, the
same year of establishment of the University. The
Department of Economics has 33 academic staff
members, 30 of which hold a doctoral degree. There are three programs offered by the
Department: the Bachelor of Economics, Masters in Economics, and PhD in Economics. Currently
there are about 500 students representing various countries of the world including Bangladesh,
Bosnia and Herzegovina, China, Gambia, Ghana, India, Indonesia, Sri Lanka, Sudan, Thailand,
Singapore and New Zealand. In terms of collaborations with ARTNeT, the Department has
already contributed as a partner and was the Regional Workshop on Intellectual Property,
Public Health and Environment Policy for Asian and Pacific Region, held on 10-12 July 2012. The

Secretariat on the move
The Center for Industry, SME and Business Competition
Studies, Faculty of Economics, Trisakti University (website:
www.fetrisakti.ac.id/pusatstudi_industri) was established in
2002. The Center’s mission is to undertake research and policy
analysis and provide recommendations to the Indonesian
government on topics including industrial development,
international trade, ASEAN, APEC, development of micro,
small and medium enterprises and economic development. The Center also fosters policy research capacities for researchers inside
the faculty of economics and provide forum for policy dialogue among researchers, policy makers, business community and civil
society. Staff members of the Center have contributed to ARTNeT publications (policy briefs, a working paper and a monograph
titled “Rising Non-tariff Protectionism and Crisis Recovery”). They also participated in several of ARTNeT workshops and conferences,
including the Asia-Pacific Trade Economists’ Conference: Trade-led Growth in Times of Crisis (Celebrating the 5th Anniversary of
ARTNeT), ESCAP/UNCTAD/WTO/ARTNeT Research Workshop on Trade Diversification in the Context of Global Challenges and the

ARTNeT Multi-Stakeholder Steering Committee
Meeting 2012, it is an inclusive forum for
discussing the development and activities
of ARTNeT and communicating with
researchers and users of applied research
with a goal to strengthen its network and

series. In recent months we have welcomed:

A session on Promoting the Use of Traditional
Knowledge to Support the Creative Economy
at the OVOP/OTOP International Seminar:
Creative OVOP/OTOP for
Sustainable Community,
15 December 2012, Bangkok,Thailand
Organized as part of the OTOP Fair held at
IMPACT in Bangkok, “Creative OVOP/OTOP for
Sustainable Community” seminar was held as
a platform for discussion about opportunities
and development of OTOP products.
ESCAP and ARTNeT secretariats contributed
a session with the title “Promoting the use of
traditional knowledge to support the creative
economy”. Participants were informed about
how intellectual property rights, such as
traditional knowledge, and trade facilitation
measures can positively contribute to the
creative economy. Moreover, participants
were made aware of the vast areas of
ESCAP capacity building, normative and
analytical work, especially in areas relevant
to strengthening the impacts of creative
economyon community sustainability. The
seminar was attended by more than 300
people from 20 countries with a shared sense
of optimism and pride for the OTOP project.

Upcoming events
ARTNeT Capacity Building Workshop on Use of Gravity Modeling 19-22 March 2013, UNCC, Bangkok
The ARTNeT capacity building workshop on the use of gravity modelling will be held on 19-22 March 2013 at UNCC, ESCAP. The
event aims to develop participants’ capacity to use gravity modeling tools to conduct research on trade policy and facilitation issues
contributing to input for improved evidence-based policy making. The four-day event will be dedicated to hands-on training on gravity
modeling, including dataset preparation, estimation, interpretation and policy applications.
Emerging trade policy and related issues in the Asia-Pacific and regional research priorities: Experts’
consultation on the phase IV research agenda for ARTNeT (planned for 25 March 2013 in Bangkok)
The purpose of this consultation is to elaborate on the major factors expected to shape the trade policy of developing and least developed
Asia-Pacific countries over the next decade. It will also help in formulation of the phase IV research programme of ARTNeT. Participants are
from ARTNeT institutional members, advisers, policymakers and other experts.
Trade Facilitation for Poverty Reduction: Building Capacity for the Implementation of
Pro-Poor Trade Facilitation Policies and Measures in Developing Asian Countries, 26 March 2013 in Bangkok
Research team and advisers working in the final stage of the project “Trade Facilitation for Poverty Reduction: Building Capacity for the
Implementation of Pro-Poor Trade Facilitation Policies and Measures in Developing Asian Countries” will meet on 26 March 2013. The
purpose of the meeting is to discuss the current outputs of the project for further improvement and to plan dissemination activities in
particular the use of the research by policymakers.

Partnership for Economic Policy-Laval
6th South Asia Economic Summit
Intensive Graduate School in
Development Economics
In collaboration with Université
Laval, the Partnership for
Economic Policy (PEP) team is
offering the Third Edition of the
PEP-Laval Intensive Graduate School in Development Economics,
to be held at Université Laval, in Quebec City (Canada) in June
2013. This third edition offers a component on linking macro and
micro simulation models. This is essential to conducting distributive
(poverty, inequality, etc.) analysis of the results of macro policy/
shock simulations. For further information, please visit the School’s

The 6th South Asia Economic Summit (SAES) will be
held in Sri Lanka from 2-4 September 2013 by the
Institute of Policy Studies of Sri Lanka. With the summit
theme of ‘Towards a Stronger, Dynamic, and Inclusive
South Asia’, the three days of deliberations will cover
what South Asian states need to do to strengthen
their economic growth prospects while managing risks and challenges,
and building a stronger region as a whole. The other partners in the
Srocess include the Centre for Policy Dialogue (Bangladesh), South Asia
Watch on Trade, Environment and Economics (Nepal), Sustainable
Development Policy Institute (Pakistan) and Research and Information

New project
Beginning from January 2013 ARTNeT will be deeply involved in a United Nations project for Facilitating the
Effective Integration of Developing Countries in the Global Economy through Aid for Trade Schemes. ARTNeT
will be closely cooperating with not only the secretariat of ESCAP but also other regional commissions such as
the African UNECA and European UNECE, in a collaborative project aiming to stimulate inter-subregional
trade. During the course of the project, several ARTNeT associated researchers will be engaged in surveying
and evaluating existing frameworks for Aid for Trade implementation assessment and, based on the findings, will develop an improved
framework for a development impact assessment. The project will span calendar year 2013 including several activities such as a
regional workshop and an expert group meeting. The project will culminate in a handbook on methodologies for assessing the
development impacts of Aid for Trade to which ARTNeT associated researchers are expected to contribute in depth.
New initiative
Media Advocacy Group of ARTNeT (MAGNeT), United Nations ESCAP
Established at the beginning of 2013, MAGNeT is the most recent initiative of ARTNeT. The objective of MAGNeT is to ensure that the
analyses and research produced by the researchers of ARTNeT reach the intended users, including governments, and remain relevant
to them. The role of media representatives in MAGNeT is to bring the findings of ARTNeT to interested users and the public at large
including through newspapers, specialized magazines and other appropriate channels.

Senior fellow visitor
Professor Sisira Jayasuriya from Monash University spent some time at the ARTNeT secretariat as senior fellow
visitor. Professor Jayasuriya provided advisory assistance to the secretariat to improve research outputs
and translate them into material more readily accessible to policy makers and other stakeholders.
Contributions of ARTNeT researchers to ESCAP work
ARTNeT researchers were invited to participate as discussants and speakers at the
ESCAP EGM on Inclusive and Job Enhancing Trade, on 14 December 2012 at UNCC,
Bangkok. As a result from interplay of several factors and an ongoing economic crisis,
the shift from export-led to inclusive growth is challenging. The EGM therefore served as
a platform to define inclusivity and growth and to review emerging issues in trade and
investment in the Asian and Pacific region. Experts, government officials and academia
discussed related policy responses including possible regional cooperation initiatives,
as well as areas requiring further analytical study, mostly through the Asia-Pacific Trade
and Investment Report, wherein its 2012 online report launch was announced.

Following the 8th ARTNeT/WTO Capacity Building Workshop on Trade Research on 23-27 July 2012, ARTNeT has received
several high-quality proposal for research. After a selection process, the secretariat selected the following proposals to

The Gravity Model of International Trade, by Ben Shepherd
The purpose of this user guide is to
provide a “hands-on” introduction to
gravity modeling for applied policy
researchers. It is designed to be used in
conjunction with a dataset of bilateral
trade in services available for free

ARTNeT CENSUS newsletter
ARTNeT CENSUS is an open access knowledge platform on IPRs. At present our members include individuals
and organizations from legal, economic and development backgrounds. With the objective to provide our
members with access to the most recent and most relevant information on IPRs in Asia-Pacific, we have issued
a periodical newsletter “ARTNeT CENSUS Newsletter on Intellectual Property Rights”. The newsletter aims to be
an informative source of insights and relevant information on intellectual property rights, with a special focus
on the needs in Asia and the Pacific. The ARTNeT CENSUS Newsletters will be issued on a bi-monthly basis and we have by far already

Review of Sam Laird’s “A Review of Trade Preference Schemes
for the World’s Poorest Countries”, Issue paper no. 25, ICTSD
The reviewer, Dr. Zdenek Drábek is an independent consultant in
international economics and former senior advisor at the World Trade •
Organization. Through the concerns on LDCs’ poor performance in
international trade, Dr. Drábek guides us through Duty Free-Quota Free

Tool for researchers
ESCAP- World Bank Trade Cost Database
In late 2011, United Nations ESCAP and the World Bank (WB) joined hands to develop a common standard methodology for
calculating comprehensive international trade costs and provide the research and policy community with a global reference. The
resulting ESCAP-World Bank Trade Cost Database covers 178 countries and is available through the link below, as well as on the WB
website. The purpose of the trade cost database is to increase understanding of the cost of trading between countries in Asia and
the Pacific and beyond. The trade cost measure is a comprehensive all-inclusive measure based on micro-theory and calculated
using macro-economic data, providing an alternative measure of trade facilitation performance. The trade cost database can be

ARTNeT secretariat on the move
Mia Mikic participated in the 1st International Research Forum on “Trade and ASEAN
Economic Committee” organized by Economic Research Institute for Trade (ERIT),
Ministry of Industry and Commerce, Lao PDR on 20-21 Dec 2012. Mia also visited ERIT and
gave a lecture to first generation of ERIT Commerce College students on the Challenges
after WTO accession.
On 5-6 September 2012, ARTNeT Deputy Coordinator Yann Duval was among the panel
members at the UNESCAP Expert Group Consultation on Connecting Asia-Pacific’s Digital
Society for Building Resilience. He also joined as a speaker at the Third Development
Partner Meeting on 27 September 2012, Phnom Penh, Cambodia. This meeting was
organized by the General Department of Customs and Excise of Cambodia.
Mia Mikic and Yann Duval accompanied Dr Ravi Ratnayake, Director Trade and Investment
Division to the Seminar and Roundtable Discussion: Understanding the Linkage between
Trade and Investment Policy in Jakarta, Indonesia on 30 August 2012. They were invited by
Bappanas and SEADI who jointly organized this event.
ARTNeT would like to give a warn welcome to a new ARTNeT
secretariat team member, Adam Heal, who joins the team as
the Assistant Coordinator.
ARTNeT secretariat assistant, Chaveemon (or Ning), is going to
bid farewell to ARTNeT and starting her work with Environment
and Development Division of ESCAP. Her last day with ARTNeT
will be on 29 March 2013. Here’s wishing her all the best !
