In many homes, it is possible to save over half the energy
you use on heating and cooling with weatherization and
efficient equipment. The Directory analyzed a 1960s single
family home with a 1990s air conditioner and minimal
ceiling insulation. With weatherization (duct sealing, solar
screens, weatherstripping, and more ceiling insulation)
and an efficient Heating, Ventilation, and Air Conditioning
(HVAC) upgrade, the home saved over half its cooling and
heating energy at a cost of less than $4,000 and a payback
of less than 4 years. Savings can be as high as 72% with a
very high efficiency HVAC unit, though the payback will
be much longer because of the increased cost. While every
home is different, the majority of existing homes and apartments can achieve noticeable energy reductions.

customers financial incentives to
encourage the purchase and installation of high efficiency equipment in
a wide range of technologies. Area
vendors work in partnership with
Austin Energy to help all participants select qualifying
equipment and apply for available rebate funds. Eligible
technologies include:

Since 1897, Austin Energy, the City of Austin’s municipal power company, has been providing electricity to the
region. It provides affordable power and lowers Austin
taxes because its profit goes to support City services, and
it assists Austin citizens in another important way.
Austin Energy’s Power Saver™ Program provides some
of the most comprehensive energy conservation services
in the country. This program, delivered directly to home
and business customers, is designed to conserve energy
and save utility costs. Since the program began in 1982, it
has provided conservation rebates, low-interest loans, and
expert advice to the majority of its customers.
Austin Energy can help you complete energy conservation projects
by providing rebates that offset part
of the cost of new, more efficient
equipment. These incentives also
improve the payback period associated with conservation projects. To

Austin Energy also supplies renewable energy. The
GreenChoice® Program allows a customer to buy renewable energy from wind power and biomass at a special rate.
Austin has been the national leader in retail renewable
energy sales for seven years (from 2002 through 2008). At
the beginning of 2010, about 10,500 homes and businesses
were using this rate, with about 11% of the utility’s power
provided by renewable energy.

total of 45% of its energy needs from renewable resources
or energy efficiency measures by the year 2020. This also
sets the stage for Austin to advance clean energy industries as
a source of new employment.

If you plan to build a new building or
renovate an existing one, Austin Energy
would like the opportunity to review the
construction plans, make energy efficiency
recommendations, determine rebate eligibility, and estimate the potential rebate for
qualifying equipment that is incorporated
into the design of the facility.

As of October 1, 2007 the baseline for all new construction
related incentives is the IECC 2006 energy code. Equipment installed must exceed IECC 2006 minimum efficiency
standards in order to be qualified for incentives.

Standard rebates are offered for the equipment and
systems listed below. However Austin Energy is willing
to consider custom rebates for any technology or strategy
that reduces summer on-peak electrical demand.

• A lighting compliance certificate is required, showing
actual and allowable lighting wattage loads.
Rebate applications must be received and plans reviewed
prior to 50% of building completion. Payment occurs after
the facility receives its Certificate of Occupancy and Austin
Energy performs a final inspection. Qualified non-profit
organizations, both Limited demand and Non-demand
customers, may qualify for an additional 20% Small Business Bonus Rebate.
H-E-B’s most efficient store to date is its newly built
grocery in Southwest Austin. Opened in May of 2006,
energy use is 45% better than building energy code requirements in Texas. A number of strategies contributed
to this accomplishment.
H-E-B Utilizes Energy Efficiency Programs
H-E-B is always looking for ways to reduce
its environmental
footprint, add value
to its operations and
pass savings on to
customers. Over the
past two years, every
store in the Austin
Energy service territory has participated
in the utility’s commercial rebate program and has made
system improvements in the stores to use energy more
efficiently.
These include use of natural daylighting supplemented
by efficient fluorescent lamps, a heat reflective roof, high
efficiency ACs and refrigeration, and an energy management system. Its reuse of waste heat from refrigeration
compressors reduces water heating energy use by about
70%. Green electricity from wind and biomass is purchased for the balance of the store’s needs.
Retrofits to H-E-B’s 17 Austin stores include changing
high-ceiling HID lamps to fluorescents, A/C replacements,
motor retrofits, relamping existing fluorescents, and new
store construction measures. These measures combined
have reduced over 740 peak kW from the grid, and resulted
in a payback on investment of less than 2 years. It has
saved enough electricity to power 300 houses.
In addition, H-E-B is participating in Austin Energy’s
Load Co-op Program. At several stores throughout Austin,
H-E-B sheds non-critical load during peak hours when
asked by AE, receiving savings on their electric bills while
lowering as much as 660 kW of peak demand (enough
for 228 residences).

Thermal Energy Storage
Free Vending Misers
Approximately 40% of the energy used in
refrigerated vending machines and reach-in
coolers, and about 80% in unrefrigerated
snack machines, can be saved with the free
installation of devices called Vending Miser™, Cooler Miser™, and Snack Miser™.
This program offers large commercial customers a method of reducing
their air-conditioning expenses without compromising building comfort.
Thermal Energy Storage is a proven
technology using conventional refrigeration equipment and storage tanks
to shift all or most of the chiller operation from on-peak
to off-peak periods. Austin Energy provides commercial
customers with rebates for thermal energy storage systems
that are custom-designed to each building requirement.
Incentives for feasibility studies are available to qualified
commercial customers.
These devices use occupancy sensors to keep machines
or coolers “off” if nobody is in the area. But the devices
will turn them “on” when a customer approaches, or periodically to keep products cool. Thousands have already
been installed in the Austin area. For more information,

Building Tune-up Program
Austin Energy is offering its
commercial and industrial customers, or their building owners,
the opportunity to make significant operational performance
improvements in their buildings
by participating in the Building
Tune-Up (BTU) Program. The
Program has been added to the list
of building improvements eligible
for rebates.
Small Business Incentives
The Small Business Lighting Program offers customers discounted lighting retrofits
that average over 70% of the cost. Instead of a
traditional rebate, the work is done under an
Austin Energy contract with a local lighting
contractor who is bonded and insured with
full manufacturer’s equipment warranties.
Customers have the advantages of volume discounts, avoiding bidding and contractor selection hassles, low up-front
costs, no rebate paperwork, and sales tax advantages.
Eligible building owners can receive the benefit of implementing the Continuous Commissioning® services offered
by the Texas Engineering Experiment Station’s (TEES)
Energy Systems Laboratory at Texas A&M University.
On top of Austin Energy’s extensive rebate offerings,
small businesses and non-profit organizations may be eligible for an additional 20% bonus, with the sole exception
of solar rebates. For more information, call 482-5346.
BTU is designed to achieve demand and energy savings
in commercial and industrial buildings. Typical savings
may be 15-20% annually, with a payback of 6 months to
2 years. After going through this program IBM realized
energy savings of $263,000 a year, resulting in a simple
payback of 6 months.
Power Partner Program
This program offers free programmable thermostats that
allow businesses to schedule the
“on-off” operating schedule of
the air-conditioner as well as preprogram setback temperature schedules. Additionally, the
programmable thermostats have radio-controlled devices
that can cycle off your air conditioner on about a dozen
days each summer. These Power Partner air conditioners
may be cycled off as needed for no more than 10 minutes
every half-hour from 3 to 8 p.m., Monday – Friday, June
through September.
Funding is awarded on a first-come, first-served basis.
Last year, all commercial rebate funding was awarded by
June, so don’t delay. For additional information contact

RENEWABLE ENERGY PROGRAMS
GreenChoice Renewable Energy Program
The GreenChoice Program offers customers the opportunity to buy renewable energy instead of conventional
electricity, and also offers them a hedge against fuel price
increases. Thanks to GreenChoice® subscribers, Austin
Energy obtained 11% of its electricity from renewable energy
in 2010. Austin Energy sells more renewable electricity at
the retail level than any other utility in the U.S. Established
in 1999, about 10,000 residential customers and 500 commercial customers in Austin now buy green power.
Participation in the program is voluntary, offered on a
first-come, first-served basis. By participating in the Power
Partner Program, you agree to allow Austin Energy to cycle
your air conditioner during these times of peak demand.

These renewable sources include wind energy, landfill
methane, and small hydro. But bio-fuel, geothermal, and
direct solar are options for future supply. Austin Energy’s
Strategic Plan calls for 30% of its energy to come from
renewable energy by 2020.
When a customer signs up for GreenChoice®, the Fuel
Adjustment Charge line on the utility bill changes to a fixed
GreenChoice® line that is locked in for the long term, often
10-15 years. GreenChoice® is often higher at first. But the
fuel charge for non-subscribers is adjusted periodically to
cover fluctuating fuel costs. In recent years, conventional
fuel prices have risen considerably.

solar power to its system by the year 2020. One of the
ways to achieve this is the Power Saver Solar PV Rebate
for photovoltaics (solar cells).

Residential rebates are given at a maximum of $2,500
per Kilowatt (kW) of solar. This represents about 40% of
the total cost. Rebates are capped at $15,000 per year. A
federal tax credit running concurrently in 2010 covers an
additional 30% of the installed cost. Alternatively, Velocity
Credit Union offers loans of up to $20,000 to defray upfront
costs. A prerequisite for the rebate requires the home to be
energy efficient, including attic insulation, solar screens or
windows treatments, tight ducts, low air infiltration, and efficient or solar water heating (if using electric water heating).

A typical residential PV system ranges in size from 1 to
6 kW, covering 120 to 720 square feet. The panels can be
installed on roofs, poles, or on the ground. Depending on
the size, orientation and amount of sunlight, a 1 kW system
produces 1,200 to 1,400 Kilowatt hours per year, with the
maximum output being in the summer. Rebates will be
denied because of roof shading. Other limiting factors include the age of your roof and deed restrictions in your area.

Option 1: Home Performance with Energy Star®
RESIDENTIAL EFFICIENCY
Home Performance with ENERGY STAR®
Homeowners can borrow money for energy improvements and a high efficiency central air conditioner or heat
pump. Equipment must have a minimum 14 SEER (Seasonal Energy Efficiency Ratio, which reflects energy use)
and a minimum 11.5 EER (Energy Efficiency Ratio, which
reflects efficiency during peak demand).
Home Performance with ENERGY STAR® is a program
for ensuring that your home is as energy-efficient as it can
be. Many homeowners are not getting the comfort they
are paying for. Their homes suffer from high-energy bills,
moisture problems, rooms that are too hot or cold, drafts,
and dust. Skilled companies under this program can assist
you in eliminating those problems.
Option 2: Residential Flex Option
The first step is to have a participating contractor complete an onsite evaluation of your home’s energy efficiency
to determine which improvements will give you the most
benefit for your dollar. The contractor will examine the
whole house – the windows, attic insulation, heating and
cooling equipment, and duct system.
This option is for customers who install a new central
AC system or heat pump system (14.0 SEER/11.5 EER or
higher) and include Duct System Performance Testing
All loan options are unsecured and do not require a lien
on the property. The loan will cover:
Home Performance with ENERGY STAR® Loans
• New energy-efficient air conditioner, or heat pump
(if home is all electric);
• Weather-stripping and caulking;
• Attic insulation up to R-38;
• Radiant barrier (reflective material installed on under
side of attic roof to block incoming heat);
• Duct improvements – Duct System Performance Testing Required;
• Duct system performance commissioning (duct leakage, duct airflow analysis, balancing, and return air
size evaluation);
• Solar screens or window film;
• Sealing of ducts and final duct leakage test;
• Installation of Low-E Windows – Energy Star® labeled with 0.27 shading co-efficient (or better)

Austin Energy offers some of the lowest-interest loans
anywhere to encourage Austinites to invest in energy
efficiency. In partnership with Velocity Credit Union,
Austin Energy offers low-interest loans for home energy
improvements. For immediate credit pre-approval, call
Velocity Credit Union’s toll free number at 1-800-933-2029.
Customers can use the loan to install energy improvement
measures, plus energy-efficient air conditioning and heating equipment. Replacing your air conditioner and heater,
together with making key energy efficiency retrofits, can
dramatically reduce energy costs.
Home Performance with ENERGY STAR® Rebates
This program covers the same energy-efficiency improvements as the Loan program, but it is a rebate program
that requires you to pay for the work yourself and wait
for a rebate check in the mail. A Participating Company
is required to schedule a visit to your home by an Austin
Energy representative to provide final approval of the
audit and bid before beginning any work. Austin Energy
provides attractive rebate amounts when installing energy
improvement measures and sizing air conditioners correctly
(at approximately 600 square feet per ton).
To participate, you need to have an energy audit performed by an Austin Energy Participating Company to
identify which measures are needed. A list of these companies, program requirements, and loan information can

Clean Energy - Residential Conservation
High-Efficiency Air Conditioner Rebates
Austin Energy customers are eligible for a rebate when
they purchase qualifying high-efficiency central or windowunit air conditioners. In all-electric homes, heat pump and

heat recovery water heaters, also qualify for a rebate. No
City verification is required for this rebate, and you may
purchase the appliance from the contractor or retail store
of your choice—they can assist you in applying for the
rebate. All you need to do is ask for qualifying units when
you purchase the equipment. Generally, qualifying units
must be higher in efficiency than what is required by City
of Austin’s building code. You may qualify for a weatherization bonus rebate through the Home Performance
with Energy Star® Rebate program if you are also making
weatherization improvements (such as adding insulation
or repairing ductwork).

Power Partner Program
Stay cool and save up to 15% on your energy bill without paying one cent! When you allow Austin Energy to
install a Power Partner-Free Programmable Thermostat in
your home, you become part of an energy-saving program
between Austin Energy and its customers called “Power
Partner.” The Power Partner thermostat plus installation,
is a $200 value and is FREE.

When the demand for electricity is at its highest, Power
Partners agree to have their air conditioners cycled off for
short periods of time. This helps to avoid the purchase of
peak power and keeps rates low for everyone. Cycling is
limited to no more than 10 minutes every half hour from 3
PM to 7 PM, Monday-Friday from June though September.
There is NO cycling on holidays or weekends. Both homeowners and renters can participate in this program.
There’s an added benefit in turning in your old refrigerator or freezer: you could save $90 to $150 a year on your
electric bill. Older refrigerators and freezers use 2-3 times
as much energy as new ones. Energy savings could be even
higher if seals are damaged or the appliance is located in
an unairconditioned garage.

When you buy a new refrigerator or freezer, look for the
ENERGY STAR label for the greatest energy savings.
Free Home Energy Improvements
Austin Energy offers home energy improvements absolutely free to customers who are elderly, disabled, or
low-income and meet income guidelines. Improvements
can include insulation in attics, sealing and repairing ductwork, weather-stripping exterior doors, caulking plumbing
penetrations, adding solar screens, and compact fluorescent
bulbs. For safety, smoke detectors and carbon monoxide
detectors are installed as needed.
To participate, you must follow these guidelines.
• You must be an Austin Energy electric utility customer.
• Your refrigerator or freezer must be in working condition (cooling).
• Your refrigerator or freezer must be between 14–27
cubic ft. in size.
• You can turn in no more than two refrigerators, two freezers, or a combination of each appliance per residence.
• You will receive a cash incentive for each appliance
turned in, with a maximum of two per household;
• You will receive a rebate for each appliance turned in,
with a maximum of two appliances per household.
To qualify, you must be an Austin Energy customer
and occupy the home to which the improvements will be
made. Renters can qualify if they have lived in the home
for a minimum of three (3) months and the landlord signs a
rental release form. Local contractors perform all the work.
To ensure quality, Austin Energy personnel will inspect the
work when completed.

as individual gas meters because tenants do not pay the
bill directly and are not as careful about their use.
Multi-Family Conservation Program
The City’s Multi-Family energy conservation program has been working
since 1989 to help tenants reduce their
energy bills. The list here was selected
by the Environmental Directory as the
most efficient apartments. Information
was derived from participation records
in the City's Multi-Family program,
interviews with apartment staff and
knowledgeable people, and educated
estimates of the features required by
Austin’s building code when these
complexes were constructed or remodeled. However, only
an onsite inspection will confirm the information in this list.
The most energy-efficient residences are weatherized.
Most apartments built after 1985 were required to have
high levels of insulation, weather-stripping, and window
shading. But some older units have been remodeled or
retrofitted to include these features.
Advanced duct sealing programs have been instituted
in the last 3 years. Other efficiency features include
fluorescent lighting, ceiling fans, and energy-conserving
refrigerators, dishwashers, and washing machines. With
the exception of lighting, there is not enough common
information about these items to include in this list.
All complexes in the list participated in the Multi-Family
Program to install air conditioners (AC) or heat pumps
(HP) that cool with efficiencies of 12 SEER or higher.
