Barwick, (02-16-16), Central Park to get a Fit Trail. At the regular scheduled council
meeting the Council voted unanimously voted to purchase an exercise Fit Trail consisting
of 10 stations. Once completed it will consist of 10 stations and will enable outdoor recreation for all ages and from walkers to mothers with babies in strollers, from young to old.
Estimated to be finished sometime in April 2016.
In other news the council voted to sell their two aged police cars to the City of Abbeville,
Ga for $8500, as is.
Georgia Regents announce no tuition increase for the 2016-2017 academic year.
Parents and college students got a break on tuition Tuesday when the University System of
Georgia’ chancellor announced a one-year freeze as lawmakers are considering legislation
to cap tuition at the inflation rate. (Ga Trend)
Georgia Craft Breweries Want To Sell You Beer
Craft beer breweries in Georgia are fighting to get their beer directly to consumers. Distributors, called Wholesalers, are responsible for getting beer from the brewery to the market.
Now brewers are saying they need more control. Orpheus Brewing in midtown Atlanta
has an impressive outfit. They are launching a dark bitter Ale, something Founder Andrew
Lorber wants to sell to customers. (Ga Trend)
Dublin VA to build multi-million dollar mental health building
The Carl Vinson VA Medical Center in Dublin is planning to build a new mental health
clinic expected to cost between $5 million and $10 million. The center already has issued
a pre-solicitation, which gives builders a heads up that bids will soon be accepted for the
project. Fred Williams, the hospital’s chief engineer, said he hopes to award a bid in March,
and construction would begin sometime this summer.

Senators Isakson, Perdue Blast Troop Cuts in President Obama’s Budget Proposal
Call for action to restore Army funding, troop levels to meet current needs of military
WASHINGTON – In the face of growing global threats to our national security, U.S. Senators Johnny Isakson, R-Ga., and David Perdue, R-Ga., are denouncing the continued drawdown in U.S. Army troop levels after President Barack Obama’s final budget request to
Congress last week included a $1.4 billion reduction from the Army’s approved fiscal year
2016 budget. The president’s fiscal year 2017 budget provides funding for an Army end
strength number of 460,000 troops, down from its height of 566,000 in fiscal year 2014.
The cuts included in the president’s budget request would affect military bases in Georgia
as well as in Alaska, Hawaii, Texas and Washington. The Georgia senators are urging action to reverse cuts in the Army’s budget proposal and restore funding to keep Army end
strength at levels necessary to meet increasing threats around the world. In July 2015, the
Department of Defense announced the reduction in Army forces included cuts of 4,350 soldiers from military installations in Georgia as part of the Department’s plans to reduce the
Army nationwide by 40,000 soldiers, from the current level of 490,000 soldiers to 450,000,
by the end of 2017. Those cuts included a net loss of approximately 950 soldiers at Fort
Stewart in Hinesville, Ga., and a net loss of 3,400 soldiers at Fort Benning in Columbus,
Ga.
The senators vowed to continue to demand more answers and to push for soldiers to be
added to Georgia bases.

Florida Winners of Historic $1.58B
Powerball Jackpot Revealed

The Florida winners of the historic $1.58 billion Powerball
drawing stepped forward Wednesday to collect their portion of
the prize.
Maureen Smith and David Kaltschmidt, Long Island
transplants who have lived in Melbourne Beach since 1991,
made their debut more than a month after the Florida Lottery
announced that one of the winning tickets in the Jan. 13
lottery was purchased in their town.
The married couple has opted to take a lump sum of $327
million.
“No,” Smith said, when asked if she had any plans for the
money beyond getting a massage. “We have to think about it.
... I just know I want to help the special people in my life.”
“I will be retiring,” added Kaltschmidt, a longtime engineer with
Northrop Grumman, who intends to replace his aging truck.
Kaltschmidt said he didn’t believe it when his wife told him
they were winners. “I thought, she’s messing with me,” he
said.
Smith said it was hard to keep their secret from their family
and friends. Her husband agreed.
“I lost 10 pounds,” he said. “There was a lot of pacing at
night.”
The couple has set up a trust called the Nickel 95 Trust to
manage the dough. They declined to explain the name,
divulge whether they have children, or discuss their MayDecember marriage — he’s 55. She’s 70.
Two other lucky families also picked the winning numbers
8-27-34-4-19 and 10: John and Lisa Robinson of Munford,
Tennessee; and an as-yet-undisclosed ticket-holder in Chino
Hills, California.
The Robinson family also chose to take their jackpot in the
form of a lump sum.
“We’re not guaranteed tomorrow. You just can’t sit down,
lay down and not do nothing anymore,” John Robinson told
TODAY. “How long you going to last?”
Odds of having a winning ticket were placed at 1 in 292

Apple Pecan Cream Pie
INGREDIENTS
1 (21 ounce) can apple pie filling
2 tablespoons firmly packed brown sugar
1⁄2 teaspoon ground cinnamon
1⁄2 cup chopped pecans
1 prepared 9-inch graham cracker crust
1⁄2 cup cold milk
1⁄2 cup half-and-half or 1⁄2 cup light cream
1 (3 1/2 ounce) packagevanilla instant pudding and pie filling
1 1⁄2 cups frozen whipped topping, thawed (1 8oz container
equals 3 1/2 cups)
DIRECTIONS
In a large bowl combine the apple pie filling, brown sugar and
cinnamon; stir in pecans.
Spread half of the mixture in the pie crust; refrigerate the
remaining mixture.
Place the milk and the half and half in a medium sized bowl; add
the pudding mix.
Beat with a wire whisk until well blended, about 1 to 2 minutes.
Gently stir in the whipped topping.
Spoon the pudding mixture over the apple mixture in the pie
crust.
Freeze for at least 2 hours before serving.
Remove from freezer about 10 minutes before serving and
garnish with reserved applie mixture and additional whipped
topping.

ISIS targets in Libya after
months of debate
U.S. warplanes carried out airstrikes Friday that targeted an
ISIS base and a senior militant believed to be behind two deadly
attacks against Western tourists in Tunisia last year.
A senior U.S. official told Fox News that the target of the
airstrike was Noureddine Chouchane, a senior ISIS figure in
Libya. A defense official speaking to The Associated Press said
Chouchane was “likely killed.”
The airstrike on the base in Sabratha, west of Tripoli, was
carried out by F-15s.
Local reports initially suggested that more than 30 people had
been killed. However, it was not immediately clear how many
ISIS terrorists were among the dead.
Chouchane is thought to have directed the March 18 attack on
the Bardo Museum in Tunis, in which 24 people were killed,
many of them foreign tourists. He is also believed to have some
connection to the June 26 attack on a resort hotel near the
Tunisian city of Sousse, where an ISIS gunman killed 38 people.
President Barack Obama last week directed his national
security team to bolster counterterrorism efforts in Libya while
also pursuing diplomatic possibilities for solving its political crisis
and forming a government of national unity. While ISIS has
emerged in other places, including Afghanistan, Libya is seen as
its key focus outside of Syria and Iraq.
The U.S. military has been closely monitoring ISIS movements
in Libya, and small teams of U.S. military personnel have
moved in and out of the country over a period of months.
British, French and Italian special forces also have been in
Libya helping with aerial surveillance, mapping and intelligence
gathering in several cities, including Benghazi in the east and
Zintan in the west, according to two Libyan military officials
who are coordinating with them. The Libyan officials spoke on
condition of anonymity recently with The Associated Press on
this matter because they were not authorized to speak to the
press.
U.S. officials predicted early this month that it would be weeks
or longer before U.S. special forces would be sent, citing the
need for more consultations with European allies. Additional
intelligence would help refine targets for any sort of military
strikes, but surveillance drones are in high demand elsewhere,
including in Syria, Iraq and Afghanistan.
Adding to the concern in Washington and Europe is evidence
that the number of ISIS fighters in Libya is increasing - now
believed to be up from about 2,000 to 5,000 - even as the
group’s numbers in Syria and Iraq are shrinking under more
unrelenting U.S. and coalition airstrikes.

Actually, there was no
real person calling for
help. It was a television
commercial advertising personal security systems
for people who live alone and might need help
if they were to fall or were having a difficult time
and had no one to rescue them.
All of us know that feeling of being helpless,
perhaps even hopeless at times. Problems
surface, or seem to descend from the sky when
we least expect them. We know they are beyond
us, recognize our limits and cry out for help.
Life’s demands are beyond us. They force us
to see that we cannot take care of ourselves by
ourselves. We are forced to reach out and up.
There is something inside all of us that tells each
of us that life is beyond every one of us. That
“something” is a gift from God. He wants us to
search for Someone. It begins at birth when we
utter that first cry for help not knowing who will
respond. It only ends when we turn to Him.
Most of us have turned to God recognizing His
power and strength and desire to help us. That
need for Him is normal and natural because He
planted it there when He created us. He knew
we would search for Him and He also knew that
He would respond in love when we call on Him to
make us complete in Christ.
David said those who say “there is no God are
fools.” Are they dumb or stupid or ignorant? No!
They are fools because they choose to live life
without God.

Pea, Ham, and Potato
Ingredients
2 1/2 lbs fresh uncured ham
1 bay leaf
1 tbsp. olive oil
1 onion, finely chopped
Salt and freshly ground black pepper
1 tbsp. Dijon mustard
3 garlic cloves, finely chopped
Handful of thyme leaves only
3 cups hot beef stock for the slow cooker
About 4 cups frozen peas
3 potatoes, peeled and chopped into bite-sized pieces
Directions
Slow cooker method:
Prep, 15 minutes; Cook, Auto/Low 8 hrs or High 4 hours; THEN
Auto/Low 8 hrs or High 4 hrs
Preheat the slow cooker, if required. Sit the ham and bay leaf in
the slow cooker and cover with 3 cups of water. Cover and cook
on auto/low for 8 hours or on high for 4 hours, then remove the
ham and set aside. Discard the stock, or strain and reserve a little
to add to the soup.
Heat the oil in a large heavy-based pan over medium heat, add
the onion, and cook for 3-4 minutes until soft. Season with salt
and pepper, then stir in the mustard, garlic, and herbs (reserve
some thyme leaves for garnish). Add a little stock and bring to a
boil, then add in the peas (if you prefer pureed, pulse them gently
in a food processor or use an immersion blender). Transfer to the
slow cooker, add the remaining stock and the potatoes, cover,
and cook on auto/low for 8 hours or on high for 4 hours. Remove
any fat from the ham, chop into bite-sized pieces, and stir into the
soup. Taste and season as needed. Garnish with reserved the
thyme leaves and serve with whole grain bread.
Freezes for 3 months.
