Public Comment: Public questions and comments regarding items that are on the agenda may be allowed by the Board as
each agenda item is discussed during regular board meetings. Individuals who want to address the Board must complete a
Guidelines for Public Comments form with the date, topic addressing, name and address and give it to the board clerk prior to
the meeting. Anyone wanting to address the Board may do so if recognized and called upon by the presiding officer. When
called upon by the presiding officer they shall state their name and address for the record. Comments of an individual may not
exceed three (3) minutes, and total time for all individuals who wish to speak regarding a specific agenda item shall not exceed
30 minutes unless a majority vote of the Board approves extending allocated time.

Board of Education Proceedings
May 23, 2016
The Board of Education of the School District of Papillion La Vista, in the County of Sarpy, in the State of
Nebraska, met in open and public session at 6:00 p.m., Monday, May 23, 2016. The meeting was held at the
Papillion La Vista Community Schools Administration Office, 420 South Washington Street, Papillion, Nebraska.
Notice of the meeting was provided in advance by publication in the Papillion Times May 18, 2016. Notice of the
meeting was simultaneously given to all members of the Board of Education. Their acknowledgment of receipt
of the agenda is maintained at the Papillion La Vista Community Schools Administration Office. The proceedings,
hereafter shown, were taken while the convened meeting was open to the attendance of the public.
Call to Order
President Jeremy Kinsey called the meeting to order and publicly stated a copy of the Nebraska Open Meetings
Law was posted at the entrance to the Board Room. Mr. Kinsey led the group in the Pledge of Allegiance and
took roll call. Board members present: Mr. Jeremy Kinsey, Mr. Lee Denker, Ms. Connie Bowne, Ms. Valerie
Fisher, Ms. Pat Conway Boyd, and Mr. Bill Gess.
Communication
There were no public comments regarding items not on the agenda.
Action Items
A motion was made by Ms. Conway Boyd and seconded by Ms. Fisher to approve the Action by Consent items:
meeting agenda, finance, out of state travel and personnel items as presented. There were no comments from
the Board or audience. Roll call vote was taken. Ayes: Denker, Bowne, Fisher, Conway Boyd, Gess, and Kinsey.
Nays: None. The motion carried.
A motion was made by Mr. Denker and seconded by Ms. Bowne to approve the Board meeting minutes of May
9, 2016. There were no comments from the Board or audience. Roll call vote was taken. Ayes: Bowne, Conway
Boyd, Gess, Kinsey, and Denker. Abstain: Fisher. Nays: None. The motion carried.
Mr. Kinsey stated the Board of Education’s ad hoc committee had met May 18, 2016 to review the allegations
from Edward Hamilton Individually and as Next Friend of His Children. Mr. Hamilton was a former assistant
wrestling coach. Mr. Hamilton’s attorney presented his case during the May 9, 2016 meeting. Mr. Kinsey
introduced Mr. Greg Perry, Attorney at Law, legal representative for the District. Mr. Perry gave the Board five
points to consider regarding the appeal. They were as follows:
1. Marital Status: At a family barbeque at Coach Creighton’s home in the summer of 2015, Mr. Hamilton
said he “lost” his wife. Coach Creighton and his wife were sympathetic, and took Mr. Hamilton and his
children under their wing.
In October, Coach Creighton was invited to be a presenter at the Olympic Training Camp in Colorado.
Coach Creighton invited Mr. Hamilton to be a guest at the camp. During 30-45 minutes of the eight hour
drive to Colorado, Coach Creighton and Mr. Hamilton had a conversation about personal matters. The
essence of the discussion was not why are you divorced, or why are you not married as alleged by Mr.
Hamilton. Rather, the question was why did you mislead me into thinking your wife was dead, when
you had gotten a divorce? In the back of anyone’s mind would be—how can I trust you?
Parenting: Questions, such as why did you hold your son back a grade and why did you decide to home
school, are the type that parents commonly ask of each other. Mr. Hamilton’s action to hold his son
back a grade had an effect on Coach Creighton as caused their two sons to be at the same grade level,
when they would compete in wrestling.
Coach Creighton also expressed concern that Mr. Hamilton was allowing his 9 and 12 year old children
to be over-trained. Overtraining young athletes was an issue that was also addressed in a session at the
Olympic Training Camp.
2. End of the assistant coaching -- Mr. Hamilton attempted to undermine Coach Creighton. Mr. Hamilton
went to the Athletic Director, Coach Creighton’s boss expressed concern about Coach Creighton asking
wrestlers to drop too much weight. The AD looked into the concerns. The trainer confirmed that they
were using the NSAA computer program to manage athletic weight loss. The NSAA program is one of the
nation’s most restrictive weight loss management programs, the Monarchs were in compliance with it.
There were no NSAA rule violations.
Mr. Hamilton allegedly said Coach Creighton was running the wrestling program like a college program,
because he was working with a small group of varsity wrestlers in the mornings. Having morning
workouts with the most skilled wrestlers was not a “college program”, rather it is an excellent tactic.
Coach Creighton told Mr. Hamilton that, in order for them to continue to coach together, he needed to
not undermine him by going to the Athletic Director with those types of complaints for which there was
no foundation. Mr. Hamilton refused to agree to not undermine Coach Creighton. He instead chose to
resign.
3. Roles -- Coach Creighton is the head wrestling coach and he is a certified teacher. Mr. Hamilton was
employed only in the position of an assistant coach. As head coach, Coach Creighton controls program
philosophy.
4. Not Bullying – Rather than bullying Mr. Hamilton, Coach Creighton and his wife took a dad and his four
children under their wing. They entertained the children at their home, swimming and took Nick
Hamilton to a camp, paying for everything except the entry fee.
5. Not Team Player -- Mr. Hamilton was with the team for the benefit of his kids, not for the benefit of the
team. Coach Creighton’s decision to not include Mr. Hamilton’s son on the Unity Council was a turning
point in the relationship between Mr. Hamilton and Coach Creighton.
Mr. Kinsey ask the Board of Education for a motion on the Appeal of Edward Hamilton Individually and as Next
Friend of His Children. Mr. Denker made a motion as follows: After reviewing the appeal, the Superintendent’s
determination, and the investigative documentation and decision in accordance with policy, the appeal of
Edward Hamilton is denied for the reasons set forth in the decisions of the Assistant Superintendent for Human
Resources and the Superintendent. Motion was seconded by Ms. Bowne. There were no board comments.
Mr. Kinsey asked the audience if they had any comments. Ms. Abbey Osborn, attorney from Shiffermiller Law
Office and representative of Mr. Hamilton reiterated that Mr. Hamilton was bullied during his employment as an
assistant wrestling coach. Ms. Osborn told the Board there is no procedure set to move forward with the appeal.
Dr. Jack Stark stated that he is a sports psychologist who has known Coach Creighton since he was twelve years
old and that the allegations that have been made against Coach Creighton are contrary to the person he knows
Coach Creighton to be. He has observed Coach Creighton working as a wrestler and as a coach of young athletes
and these allegations are not consistent with anything he knows Coach Creighton to be.
Mr. Robert Sanders stated that he was in the car during the trip to Colorado with Coach Creighton and Mr.
Hamilton. He confirmed that there was a conversation about Mr. Hamilton’s “lost” wife, and overtraining. He
characterized their conversation as trying to help Mr. Hamilton. Mr. Sanders also stated that Mr. Hamilton has
asked Mr. Sanders for free training sessions for his two younger sons.
Mr. Jason Edwards said he met Coach Creighton in January. He said his 12 year old son gravitated to Coach
Creighton and that Coach Creighton took his son under his wing, providing wrestling instruction with no
payment or expectations for anything in return. Coach Creighton is a man of character.
With no further comments from the audience, the motion to deny Mr. Hamilton’s complaint was read again.
Roll call was taken: Ayes: Gess, Kinsey, Denker, Bowne, Fisher, and Conway Boyd. Nays: None. The motion
carried.
After the motion was approved, Dr. Rikli addressed the staff in the audience. He stated that when allegations
are made by individuals against an employee of the District, the Administration will listen to all sides of the
story. When the allegations are untrue, the Administration will be there to support employees. It is very
important for our employees to know that the process does not support the notion that somebody can throw
out an unfounded accusation and it will go unchallenged.
A motion was made by Ms. Conway Boyd and seconded by Mr. Gess to approve the interlocal cooperation
agreement with S.I.D. 300 for the Highway 370 and Wittmuss Drive intersection improvements. There was no
comments from the Board or audience. Roll call vote was taken. Ayes: Conway Boyd, Gess, Kinsey, Denker,
Bowne, and Fisher. Nays: None. The motion carried.
Discussion/Information Items
Mr. Paul Bohn, Director of Student Services, shared that there are no proposed changes to series 5000 Board
Policies, which were up for annual review. Procedural changes have been made to the following procedurals:
5001, 5003 (New Form), 5007, 5102, 5205, 5207, 5301, 5501, 5503, 5601, 5602, 5604, 5606, and 5701. Mr.
Edward Weinger addressed the Board with concerns regarding the #5001 – Admission Procedures expressing
concern that there needs to be first grade assessments in place to address students who have not completed an
accredited kindergarten program.
Dr. Rikli and Mr. Doug Lewis introduced to the Board the Facility Fundraising Board Policy Recommendations.
The four recommendations that were presented were:
1. A policy should be written and adopted which addresses what types of projects the District considers
acceptable for purposes of fund raising.
2. A policy should be written and adopted which addresses what types of fund raising practices the District
considers acceptable.
3. The policy should clearly de-lineate between purchasing equipment/improving a current facility and
building/expanding a pre-existing facility.
4. The policy should include the other following considerations:
a. Title IX equity
b. Program and facility equity
c. The role of the Foundation in fundraising and accepting funds
d. Who approves proposed projects and fundraising efforts
e. Must funds be raised prior to the start of the project
f. Does the proposed project address an extracurricular or curricular need
The Board had several points of interest that were discussed.

Ms. Conway Boyd was concerned that the Board would create a bureaucracy between the buildings
meaning some buildings prefer to fundraise while others do not. She would prefer that the policy
be written in a simpler language.
Ms. Conway Boyd explained that fundraising is essential however items over $50,000 would need
board approval.
Mr. Gess is concerned that the community businesses are being asked for fundraising assistance
more than they should be. He recommended to limit the number of fundraising opportunities.
Mr. Kinsey wants to make sure the Board mitigates inequity.
Mr. Denker is in agreeance with some of the policy language presented. However, he would prefer
that if fundraising was to happen the Papillion-La Vista Schools Foundation be involved. Mr. John
Erickson, Executive Director of the Foundation explained how the Foundation has implemented the
process for each of the schools that are fundraising. He assured the Board that the District is
informed of all fundraising through the buildings.
Ms. Fisher asked Mr. Lewis why the need for the new policy. Mr. Lewis explained with the federal
tax cuts happening the District will see a greater need to fundraise to cover some of the needs at the
schools.
The Board would like some consideration of ongoing maintenance, equity, and Title IX.
Dr. Rikli told the Board he would take their concerns to his Administrative Staff to discuss simplifying the
language and bring the policy back for additional discussion.
Dr. Rikli gave an overview to the Board of the new meeting format that was implemented November 2015 after
the annual board retreat was held. He asked the Board their opinion on the new format and if any changes are
needed. All board members agreed they liked the new format. However, they would like to see implemented
on the second board meeting of the months’ agenda each of the five committees that were previously used,
Americanism Curriculum, Buildings and Grounds, Student Services, Finance, and Human Recourses. All
Discussion/Information items will then be categorized under one of the five committees. The Board also
discussed changing the seating arrangement for the second board meeting of the month to a circle formation so
that each of the Board Members can have an improved sight of each other. The consensus of the Board is to
begin the changes at the June 27, 2016 meeting. Additional discussion would then take place at the Board
Retreat September 12, 2016.
Mr. Lewis told the Board each year the District contracts with ESU #3 to provide drivers’ education for our
students. ESU #3 will provide the instructor, automobiles and all costs relating to maintenance, insurance, and
behind‐the‐wheel training for driver education students. The curriculum consists of 20 hours of classroom and 3‐
4 hours of behind‐the‐wheel instruction. The $350 cost per student is covered by the student and represents no
increase over the previous year. Action at the June 13, 2016 meeting for approval of the contract.
Board President Kinsey reviewed the future board calendar, a change to the last entry was made; June 13, 2016
– Board of Education Meeting @ 6:00pm.
Board President Kinsey adjourned closed session at 7:24pm.

Background: The Nebraska Department of Education approved new English Language Arts standards in the fall of
2014. The PLCS Board of Education subsequently adopted these standards in the spring of the 2014-2015 school
year. Since that time the K-6 English Language Arts Toolbox has been unpacking standards, piloting curriculum
resources, building curriculum documents, and developing common assessments in preparation for a 2016-2017
implementation. The purpose of this presentation is to share with the Board of Education a summary of the
process that has been utilized to navigate these important decisions as well as to highlight the work that has been
done by PLCS staff involved.
