December 20th 2014 at 25th Bn Ghitorni
Campus. The Minister of State for Home
Affairs, Shri Haribhai Parthibhai Chaudhary took
the salute during a spectacular march past. Later,
he felicitated the awardees of the President’s Police
Medal and Indian Police Medal. The Minister of State
for Home Affairs lauded the performance of SSB
in border guarding duties on Indo-Nepal and IndoBhutan borders, Internal Security duties in J&K and

5000 odd audience when they performed incredibly
daring acts individually and perfectly synchronised as
a group. The Mass PT to the tune of ‘mile sur mera
tumhara’ with umbrellas was engrossing as they used
the prop to create formations that were eye catching.

Earlier, on 17th Dec 14, the Director General’s
Parade was organised at the extensively decorated 25th
Bn Ghitorni ground. Displaying appreciable fitness
and complete coordination, the smart marching
contingent comprising of personnel of all five
Frontiers and operational battalions led by Parade
Commander Shri Sudhir Verma crisply saluted DG,
SSB Shri B.D. Sharma IPS, who took the grand salute.

The Hon’ble Minister of State (Home) also
met a group of 40 children who had come specially
from Lakhimpur Kheri (Uttarakhand) on Study Tour
to witness the celebrations. He interacted with them
and advised them to become not just good citizens
of the country, but also work to make the nation
progressive.
While speaking on the occasion, DG SSB
appreciated all the achievements, initiatives and
dynamism of the Force, at the same time exhorting
the personnel in all the strata of the Force to rededicate
themselves to the force and fine tune their skills to rise
up to the greater expectations of the nation.

Rescue and Relief Works
SSB reaches out to Devastated Nepal
O
n 25th April 2015, a devastating earthquake
jolted Nepal and the whole of North India
with a magnitude of 7.3 on the Richter Scale.
It was the worst natural disaster to strike Nepal since
1934. More than 9000 people were killed and over
23,000 people were injured. On hearing the news, all
the field formations of SSB were immediately put
into Rescue and Relief Operation mode and to
be on high alert to prevent anti-social elements to
take advantage of the situation and conduct illegal
cross-border activities. Accordingly, SSB field units
extended all kinds of help and assistance to the
people of affected regions both in India and Nepal.
 On the request of NDRF HQ 38 SSB
vehicles alongwith 100 personnel including, Officers
were sent on 26th April 2015 to Kathmandu to
assist the NDRF in carrying out Humanitarian
Assistance and Disaster Relief (HADR) Operations
in earthquake affected areas of Nepal.

 The field units were directed to set up Relief
Camps at Immigration Points/Authorized Routes
with medical facilities, Canteens/Langars to help
the people coming from Nepal who had suffered

21 SSB Medical Teams consisting of Doctors and
Para-medical staff with sufficient medicines treated
the affected persons.
 69073 victims including, 994 foreigners were
provided food, medical facilities and transportation
in these camps, 3473 victims were provided medical
help and 39 people were also evacuated to nearest
Hospitals for better treatment. 289 units of blood
were also donated by SSB personnel for Earthquake
affected people.

Besides, SSB vehicles transported 22468
victims from bordering stations in Nepal to nearest
rail/road head in Nepal for their safe movement.
 Apart from undertaking HADR on the IndoNepal border, SSB also facilitated other government
and private agencies in sending their relief materials
to Nepal.

After assisting the affected people of Nepal
at the border and inside Nepal, SSB Officers and
men sent 52 trucks loaded with relief materials worth
` 83.05 lakhs to Nepal, in quick time.
Our swift and empathetic approach helped
SSB earn accolades for the Humanitarian Assistance
and Disaster Relief (HADR) in Nepal and in the

Rescue Operation during landslide in Darjeeling
rescue operation. BOP Bagkhore was also informed
and directed to immediatly join the rescue operation.
Shri Sudhir Verma, Commandant, 41st Bn supervised
the rescue operation effectively and camped at the site
of incident till 2nd July 2015. One Ambulance along
with medical staff and medicines were dispatched
from 41st Bn, SSB, Ranidanga on 1st July at around
1100 hrs to provide medical assistance to the landslide
victims and support the bereaved and distressed
citizens.

ue to unprecedented heavy rainfall in
Darjeeling District throughout the night
of 30th June and early morning of 1st July
2015 incidents of landslides occurred at several places
under the jurisdiction of Siliguri Frontier. At least 33
persons were killed and many more went missing. The
torrential rains that lashed Darjeeling Hills triggered
landslides and swept away houses and buried people
in all the three sub-divisions of Darjeeling, Kurseong
and Kalimpong.
Personnel of 29th Bn SSB, Khaprail, local
police and administration also reached the site and
extended cooperation to the rescue team. 47 personnel
of SSB joined hands for recovering bodies of
landslide victims at Limugaon in Darjeeling. During
rescue work, SSB rescued one person alive from the
landslide and recovered 15 dead bodies. Hon’ble MoS
(Home) Shri Kiren Rijiju and MP of Darjeeling also
visited and appreciated the relief work of SSB. 
A hamlet of 95 houses in between Singbuli
and Thingling Tea Garden lost several houses in the
landslide. Under the supervision of Shri Kuldiep
Singh, Inspector General, Siliguri Frontier Hqrs. SSB,
Shri AK Mallick, Dy Inspector General, Ranidanga
Sector Hqrs, Shri Sudhir Verma, Commandant 41st
Bn SSB Ranidanga and Shri Kiran Rizal, Staff Officer
(Ops) Ranidanga Sector Hqrs rushed to the affected
site to oversee the rescue work.
Limugaon is approximately 150 Mtrs from
BOP Tingling and consisted of 150 houses with a
population of around 600. In the intervening night
of 30th June and 1st July 2015 at around 03:3004:30 hours eight houses were flushed/covered by
mud and stones due to landslide. BOP Tingling was
informed by the villagers at about 0500 hrs regarding
the incident and personnel of BOP Tingling
immediately rushed towards the devastated site for
SSB personnel searching for dead bodies

23 Persons Rescued from 100 ft Gorge
On receipt of the information at 1645
hrs on 24th July 2015, SSB rescue team comprising
of 250 personnel including, Doctors and SOs led
by Shri Sanjeev Yadav, Commandant, reached the
spot and started rescue work with their available
equipment i.e., life jackets, rope, carabineer,
binocular, prodder, night vision device, dragon
lights, tubes and ambulance. On the same night they
evacuated 23 injured passengers to the Civil Hospital
in Kullu after first- aid at the site. Five dead bodies
were also recovered on that day. According to the
driver, 52 passengers were in the ill fated bus. The
remaining passengers could not be traced out due to
SSB Jawan negotiating steep slope at accident site during rescue operation

SSB Restores Power Supply in Kullu

132 KV High Tension Line, the only electric feeder
line which provides electricity to entire Kullu district
was broken due to contraction because of acute dip in
the temperature resulting in power failure in the entire
surrounding area.

Workshop on HT with UNODC at Siliguri

two day Workshop was organized by
United Nations Office on Drugs and Crime
(UNODC) in alliance with SSB to sensitize
SSB personnel and Bhutanese officials regarding
various matters pertaining to Human Trafficking and
Smuggling of Migrants at Hotel Sarovar, Siliguri on
27-28th May 2015.

resultant ramifications are even more disastrous. To
counter human trafficking and smuggling of migrants
down to its root he called for all the stakeholders to
come shoulder to shoulder to combat this menace.

the Role of scanning and spotting of perpetrators and
victims of SOM and Human Trafficking and delved
upon Identification Techniques and Observation

Skills and Interrogation Techniques. Mr Michael

Human Trafficking in India
The phenomenon of Human Trafficking has
increased significantly over past two decades all over
the world and India is no exception. Nepal is a major
source of trafficking of women and children. The
large unrestricted movement of people across the
porous Indo-Nepal border and the clandestine nature
of the crime, makes Human Trafficking a difficult
crime to detect. The Ministry of Women, Children and
Social Welfare of Nepal has identified 26 of Nepal’s

The girls are first taken from their native
villages to Kathmandu and kept in guest houses. From
there they are taken to border towns in Nepal like
Birganj, Kakarbhitta, Bhairawaha, Mahendernagar,
Krishnanagar, Nepalganj, Pashupatinagar and
Biratnagar, where they are sold to brokers. The brokers
then take them to the cities like Bombay, Kolkata,
Delhi or even to smaller cities and sell these girls to

on Indo-Nepal and Indo-Bhutan border, SSB personnel
are first responders to the incoming traffic from these
countries. They are effectively preventing Human
Trafficking with the help of State Police and other
stakeholders at local level. SSB works on detection of
trafficking, detention of the perpetrators and handing
over of the culprits to the police, rescue of victims and
their rehabilitation with the help of NGOs, and follow
up of Human Trafficking cases.

Banaras, Agra, Bengaluru, Pune and Kanpur are fast
emerging as destinations that are industrial transit hubs
for trafficked girls and children. Besides, women and
children are trafficked to middle east counties from
India.
Routes
Main routes through which most of
the trafficking has been observed are through
Mahendranagar-Banbasa in Uttarakhand, DhangarhiPalia, Nepalganj-Rupediah, Krishnanagar-Barhni,
Bhairhawa-Sonauli, Maheshpur- Thoothibari in
Uttar Pradesh, Birganj-Raxaul, Biratnagar-Birpur in
Bihar and Kakarbhitta-Panitanki in West Bengal. As
the prospects of Human Trafficking are increasing,
new routes for Trafficking are being adopted by the
traffickers. Latest route is from Srilanka to Lucknow
–Kathmandu to Paris and other European countries.
The peak trafficking months are between June
and late August or early September when the traffickers
return to the villages to participate in local festivals to
recruit girls. These months are known as the ‘hungry
months’ and precede the harvest, when poverty is felt
most acutely, making it easy to lure. At this time, every
mountain village of Nepal suffers from more than
the usual level of poverty, while they wait for the new
harvests.
Role and Achievements of SSB
SSB has categorized Human Trafficking as one

It has been noticed that people are vulnerable
to trafficking during ‘distress migration’ and from
‘disaster prone areas’ during floods, earthquakes, crop
failures, riots, terrorist activities, etc. In the aftermath
of the devastating earthquake that rattled Nepal on
25th April, 2015, a spurt in the human Trafficking
cases was noticed. Director General, SSB particularly
emphasized on checking Human Trafficking across
the borders during his field inspection of Relief and
Rescue works on Indo-Nepal border after the Nepal
earthquake. SSB intercepted 14 cases of trafficking,
apprehended 23 traffickers and rescued 59 victims
from Indo-Nepal border within a span of two months
after the earthquake in Nepal.
Sashastra Seema Bal apprehended numerous
traffickers from the Indo-Nepal borders and rescued
a number of victims from their clutches as detailed
below (figures upto July, 2015) :

NGO’s working in the field of Human
Trafficking
SSB works in tandem with numerous
NGOs active in the field of Human Trafficking
along Indo-Nepal border. Prayas, Maiti Nepal and
Manav Seva Sansthan are three such NGOs which
have achieved considerable success in rescuing
and rehabilitation of the victims of trafficking on
Indo-Nepal border in coordination with SSB. Apart
from these, there are some other NGOs working
in different border towns on Indo-Nepal border.
These organisations mainly function on the aspects
of rescue, apprehension, counseling, rehabilitation
and sensitization.
What can be done ?
Human Trafficking is a multifaceted activity
that involves a chain of offenders. To eliminate
this menace we will have to work on many fronts.
There has to be a close coordination between the
different Government agencies, NGO’s and people.
Apart from the preventive measures we will have to
sensitize people on this issue to make the vulnerable
sections of the society aware about the dangers and
educate them about their human rights so that they
are not tricked by the traffickers.
SSB is making all out efforts in achieving
these objectives by keeping a close watch on the
borders and at the same time organizing various
awareness programmes in the bordering villages
of Indo-Nepal and Indo-Bhutan borders. SSB
also organised a seminar on Human Trafficking on
26th December, 2014 at Vigyan Bhawan that was
attended by representatives of various stake holders
and NGOs from India and Nepal. On the initiative
of Director General, SSB, MHA has agreed to
make SSB a member of the AHTUs (Anti Human
Trafficking Units) of the bordering districts on IndoNepal border for better co-ordination between SSB
and other stake holders.
It is a widely accepted thought that simply
rescuing the victims and sending them back to their
respective countries will not resolve the issue. A
comprehensive approach is required to deal with
the menace of trafficking along with discreet stigma
reduction measures for the trafficking victims and
SSB in all its sincerity is committed to it. 

SSB in performing yoga to celebrate International Yoga
Day at 106 field locations which included, Frontier,
Sector and Battalion Headquarters, Srinagar Academy

participated in the International Yoga Day
Celebrations held on 21st June 15 at Rajpath in the
presence of the Prime Minister of India, Shri Narendra
Modi and several dignitaries. More than 5000 para
military personnel participated in the event. Thus,
SSB was not only a part of the mega event, but also
contributed to the event’s entry into the Guinness Book
of World Records for having held a demonstration of
Yoga exercises in which 35,985 people participated in
perfect synchrony at one location.
SSB also went on to match the number by
conducting similar activities across all its formations in
the field along the entire length of the International
borders with Nepal and Bhutan in addition to areas
under insurgency, left wing extremism and challenging
internal security areas.
At TC Bhopal
Yoga is a gift of India’s ancient heritage and
there is a need to preserve it by adopting it as a part of
daily activity to ensure physical and mental well being.
As per the instructions of MHA, SSB has included
yoga in the standard curriculum in all Training Centre’s,
Battalions and formations.
On the occasion of the International Yoga Day,
the Jazz, Brass and Pipe Bands of SSB performed at
the Central Park in Connaught Place in New Delhi and
dedicated the event to fitness and health. As 21st June
was also World Music Day, the same was celebrated

ith the motto of Service, Security,
Brotherhood and harmony among the
populace, SSB organized a successful
Bandhutwa Rally (combining Trekking, Cycling and
River Rafting) from 1st March 2015 to 21st April 2015.
The rally started from Kalapani BOP of Ranikhet
Frontier and concluded at Kalikhola BOP of Siliguri
Frontier.
20 personnel of every Frontier participated
in the 52 days Bandhutwa Rally in their own areas
of Jurisdiction. During the Rally 175 BOPs were
covered. Cultural Programmes, film shows, MCA,
VCA, public gathering, public meetings, etc., were
organized by the SSB Teams at the various venues of
the rally route. Distribution of vegetable seeds and
spray machines, etc., were also done by SSB among
the border populace.
The Rally and activities undertaken by SSB
were highly appreciated by people from all walks of

46th Bn SSB is deployed in Srinagar since 11th April
2014 and performing the duties of VVIPs/VIPs
escort/Law & Order/ Protection of vital installations
and is stationed at Tatoo Ground, Batmaloo, Srinagar
(J&K). The 4th Anniversary Day of the unit was
celebrated from 13 - 16 Dec 2014. A Blood Donation
Camp was organized in collaboration with Indian Red
Cross Society and Lalla Ded Hospital, Srinagar in
which 104 unit personnel donated blood.

SSB Orchestra enthralls Raahgiri audience at CP

O
n the occasion of the International Women’s
Day on 8th March 15, SSB Orchestra
performed at Rajiv Chowk in mid town
at Connaught Place in New Delhi. The show was
dedicated to women with songs that highlighted the
role of woman in the society. SSB Orchestra showed
the other facet of the stern uniform personnel,
which was lauded by all.
SSB Orchestra regularly participated in
Raahgiri programmes across New Delhi and Gurgaon
in Haryana. Raahgiri programmes are organized by
the administration by stopping traffic on some route
for a few hours to gather people and educate them
about various pressing issues relating to citizens.
Concerned Department educates the people about
the expectations of the administration from the
people. Traffic Police advise about pedestrian’s
rights, driver’s rights and limitations, traffic
management, etc. The Municipal Corporation
educates about saving water and electricity, garbage
disposal, etc. SSB uses this opportunity to project
itself as an elite force. Lucknow Frontier too
participated in a Raahgiri programme in Lucknow.

BOP, Alipurduar District under 17th Bn Falakata
(WB) made an unclaimed seizure of 1818.830 Kgs.

Haldibari line near Border Pillar No. 54/2(A), in a
joint operation with the Forest Department.
On interrogation, it was revealed that
Ramashish Singh was involved in smuggling across
the border and trade of illegal items in the adjoining

BOP, Alipurduar District under 53rd Bn Simlabari
(WB) made an unclaimed seizure of 315 Kgs. of
Sandalwood worth ` 47.00 lakhs near border Pillar

worth ` 1.34 crore near Border Pillar No.69/3 (IBB
Gate). One person namely, Dorji was arrested from
Tashigaon District in Bhutan in a joint operation Wildlife Products :

Achievements for the year 2015 (upto June)
l In a joint search operation (CASO) conducted
on 21st June 2015 by SSB personnel of 44th Bn
along with Bihar State Police in Pariyawan Village
in Jehanabad district (Bihar) two Hard Core Naxals
namely, Chandeshwar Rajak of Jehanabad district
(Bihar) and Surendra Manjhi of Gaya district (Bihar)
were apprehended. Items recovered from them
included, two Pistols, eight live rounds of 9 MM,
five Mobile Phones and Naxal literature.
Internal Security Duties :

In addition to guarding the Indo-Nepal and
Indo-Bhutan borders, SSB is also performing
various internal security and LWE duties in
Jammu & Kashmir, Assam, Bihar, Jharkhand and
Chhattisgarh. Five Bns are deployed in Jammu &
Kashmir for IS/L&O, guarding of Kashmir Rail
Project and other establishments. Seven Bns are
deployed in the states of Bihar (03 Bns), Jharkhand
(02 Bns) and Chhattisgarh (02 Bns) for LWE duties.
The units deployed in Bihar and Jharkhand
are engaged in CASO, Raid, ROP, area domination,
security of vital installations with State Police while
the units in Chhattisgarh are engaged in security of

11th Bn Didihat Seized Tiger Skin and Bones
On receipt of information from a source,
the personnel of Dharchula BOP of 11th
Bn, Didihat launched a Special Operation
on 16th February, 2015 evening along INB
between Dharchula and Khotila villages and
seized wild life products from one Madan
Ram of Darchula in Nepal.
One Tiger skin measuring 9 feet 6
inch is estimated to be worth ` 10.00 lakhs
approximately. Five kgs of Tiger Bones
costing ` 3.00 lakhs approximately was
seized.
As per the interrogation report,
the accused works as a labour and was
acting as a courier. According to him, two unknown
ladies handedover two bags to the accused for further
delivering to two unknown men. After interrogation,

Antique worth ` 12.00 Crores Seized by SSB
ashastra Seema Bal seized an antique
Astadhatu idol of Lord Buddha on
Indo-Nepal border on 6th May 2015.
On receipt of information the troops of ‘B’
Coy Toothibari of 1st Bn Maharajganj and
Land Custom Station Office jointly placed a
Naka on Marchahwa Bagh between border
pillar No. 10 and 11. When the suspected
person crossed the border he was promptly
encircled and searched. An idol of Lord
Buddha was recovered from him.
Interrogation, revealed
that the name of the
person was Anil Kumar
Jaiswal of Gorakhpur.
He said that he had
purchased the idol
from Ram Bijor Yadav
of Maheshpur Village
of Naval Perasi district
in Nepal by paying an
advance of ` 65,000/.
The deal was finalized for ` 5.00 Lakh with him. The idol
contains 10% gold as confirmed by goldsmith at Gorakhpur.
The weight of the idol is 10.75 Kg.
The market cost of this 10” astadhatu idol of Lord
Buddha is estimated to be about ` 12.2 crores. Later, the
seized item and arrested person were handed over to the
local police. 

& Int) Shri Deepak Kumar, IPS visited
Srinagar Sector Hqrs (Spl. Ops) in J&K and
its units in Kashmir Valley from 12th May
to 15th May 2015. He inspected 43rd, 46th,
47th & 48th Bn Hqrs alongwith Sector
Hqrs Rawal Pora in Srinagar. During the visit he interacted with
Officers and Jawans, addressed Sainik
Sammelan at 47th Bn Hqr and also
participated in Barakhana to boost the
morale of Jawans.

General SSB reviewed the security scenario
on Indo-Nepal and Indo-Bhutan borders
and discussed various issues for effective border
management in the ‘Senior Officers Conference’
followed by the ‘10th Annual Sports Conference’
and ‘Investiture Ceremony’ for distribution of
the DG’s Golden Disc and DG’s Silver Disc. The
Conference was attended by Inspectors General of
all the five Frontier Headquarters, IG SSB Academy,
Srinagar, one DIG and one Commandant from
every Frontier and senior officers from the Force
Headquarters in New Delhi.
Shri Deepak Kumar, IPS, Inspector General
(Ops & Int) welcomed the DG and Senior Officers
and presented the elaborate details of operational
achievements of the Force and also spelled out the
new initiatives taken up by SSB.
Soon after, Shri B D Sharma made his
opening remarks in which he delineated the forces
achievement not only on operational front but, on
humanitarian front too. On the operational front
the immaculate work done in Disturbed Area Belt
(DAB) all the way to rehabilitating the victims,
standing up to challenges in J&K, apprehending of
human traffickers, naxals and NDFB(S) cadres on
INB, during ANO duty and DAB area, respectively
were appreciated. He expressed satisfaction and
encouraged the Commanders to keep up the pace
in the pursuit of anti-nationals. He mentioned
about SSB being awarded the Humane Society
International Award for preventing slaughter
of animals, the unprecedented work for the
earthquake ravaged victims of Nepal, the utility of
the Interaction teams of SSB, etc. Further, he said
that the force was on the right track as our work is
being acknowledged by appropriate authorities and
by all those who matter across the border in Nepal
and Bhutan.

DG touched all issues related to Infrastructure,
logistics, repair of border pillars and general
administration of the Force and the pattern of crimes
on the border, welfare and policy matters. Through
discussion several problems were addressed and an
action plan was finalized. Strategies were fine tuned
to tackle the Naxal menace in the LWE affected
areas and other disturbed areas and to control
crime. He also directed the officers to ensure that
the Jawans remain well equipped and conversant
with the modus operandi and techniques adopted
by Naxals and other terrorists. DG approved
placing portable X Ray Machines on all major trade
and transit routes for checking baggage’s soon.
When the suggestion to exclusively
handover Perception Management work to the Area
Organizers came up for discussion, DG SSB turned
it down promptly and said that this was an intrinsic
responsibility of every Officer and personnel of
the Force, whether they were from civil or uniform
stream. SOP on power, duties of Area Officials is
being considered in the proposed new Int set up.
Regarding long term detailment of the AOs, it was
decided that the Area Officers from SHQ or FTRs
be deployed. On the request to promote on the

basis of vacancy and not on the basis of time frame
a ground breaking decision has been taken to take
up cases for promotions in all ranks by obtaining
relaxation in the qualifying service.
DG SSB recollected the new initiative of
introducing the SSB Interaction Teams on important
trade routes and how it is being acknowledged,
by the public at large and from across the border.
The Operational Commanders were advised to
strengthen the relationship with border population
by involving them in border management activities
and intensifying skill and enablement activities
for border youth. He also directed Officers and
BOP Commanders to interact regularly with sister
organizations, counterparts of the neighboring
countries and the villagers on regular intervals to
keep a strong check on anti-nationals and antisocial elements. Finally, DG SSB emphatically
instructed all his officers to keep sharp focus on
areas like checking human trafficking, arms and
ammunition, narcotics, FICN, forest crimes and
wild life products. The Senior Officer’s Conference

Two Battalions of SSB were deployed in
Chhattisgarh for providing security to the Rowghat
Rail Project in the districts of Balod and Kanker.
The initial, 17 Kms of track within the AOR has
been completed in an uneventful manner, which is an
achievement by itself. We also registered our efficacy
as Bomb disposers too in two different incidents.
On 28th Oct 2014, SSB’s BDDS successfully
defused one IED (Tiffin Bomb) on Nahakasa-
Garada Kaccha Road approximately, 10 Kms from
P.S. Antagarh in Kanker District which weighed
approximately 3 Kgs and contained gun powder, iron
nails and pieces of glass.
On 28th Dec 2014, SSB’s BDDS successfully
destroyed the recovered IED (Tiffin Bomb) near village
Saraipal, PS Raoghat which weighed approximately 2.5
Kgs with Cordex and detonator successfully which
were widely applauded by the State Administration
and the people. 

Preventive Endeavours
Workshop on Prevention of Wild Elephant Attack
O
f late incidents of wild elephant attacks on
SSB personnel have been reported during
duty in elephant infested areas. The matter
was viewed seriously by Inspector General, Guwahati
Frontier and so immediately guidelines on prevention
of wild elephant attacks were prepared and circulated
to all. A workshop was also conducted on Prevention
of Wild Elephant Attack on SSB personnel.
The aim of the workshop was to create the
right awareness amongst SSB personnel about wild
elephant behaviour in a herd, splinter groups, a lone
elephant bull in musth, mother with baby calf, offensive
pair (maljuriya), etc. Once our personnel learn about
behavior of elephants in different situations it would
be easier for them to estimate the imminent danger of
attack and take appropriate precautionary measures

to save their precious lives. The ultimate aim is to
reduce the chances of human elephant conflict to
the minimum extent and causality to zero level.

handling human elephant conflict and is an expert
in elephant behavior and treatment. He is also a
member of Indian Rhino Vision 2020.

The origin of the Gadhimai Mela festival can be
traced to the myth about a feudal landlord Bhagwan
Chaudhary from Baryarpur in Bara district of
Nepal, who was imprisoned in the Makwanpur Fort
Prison. One night, it is said that he had a dream
where the Goddess Gadhimai appeared before him
and demanded a blood sacrifice in return for solving all
his problems. As per the myth, Bhagwan Chaudhary
returned to Baryarpur with intent to carry out the
sacrifice. He could not bear to sacrifice a human
instead he sacrificed five animals as panchbali, which
involved the sacrifice of a single animal of five speciesa buffalo, pig, goat, chicken and rat. The myth took
the shape of a festival and is being conducted every
five years at the Goddess Gadhimai Temple. Lakhs
of people from India travel to witness and thousands
go to sacrifice animals and birds too.
Supreme Court ordered
In response to a petition by Smt Gauri
Maulekhi v/s Union of India and others the Hon’ble
Supreme Court ordered that extensive measures
be taken by SSB under the leadership of Shri B D
Sharma, DG SSB to control smuggling of animals
and birds across the border for sacrifice during the
Gadhimai Mela of 2014. The efforts made by SSB
was appreciated by the Hon’ble Supreme Court.
Further, on the orders of the Hon’ble Supreme
Court, DG SSB also held meetings with all the
respondents and petitioners or their representatives
to evolve and recommend comprehensive future
plan to effectively deal with the issue. Accordingly,
recommendations were formulated and submitted
in an affidavit which was appreciated by the Hon’ble
Supreme Court of India too.

The award was specifically given to
Shri B D Sharma DG SSB for his extraordinary
work in restricting the movement of cattle and birds,
particularly, for sacrifice in the 250 year old Gadhimai
Mela which is held once in five years in Baryarpur in
Bara district of Nepal. During the 2009 Mela, five lakh
animals and birds including, buffaloes, pigs, goats,
chicken and rats were sacrificed which drastically
came down to 35,000 in the year 2014.

for organizing a Bara Khana.
He inaugurated a Sarv Dharm Prarthana Sthal
at 65th Battalion and inspected the other locations at
Khambaliya, Porbandar and Junagarh.

and 93 boys and girls took part in Sewing Training

Beti Bachao Workshops Conducted in Ranidanga

iliguri Frontier conducted three Workshops in
association with National Institute for Gender
Justice (NIGJ). Two Workshops were conducted
at SSB Training Centre at Ranidanga on 6th April 15 and
15th May 15 and one more Workshop at the Panitanki
BOP. Smt Sreerupa Mitra Chaudhury, the Chairperson
of NIGJ through her programmes on Women’s Rights,
Safety of Girl Child and Prevention of Trafficking on
Indo Nepal Border elaborated the saga of a girl child.
Smt Sreerupa said that the girl child is Mother
Nature’s greatest creations and is like the wind that
blows from her parental home to her in-laws home.
Further, she said that throughout her life the girl child
grows up to play the role of a daughter, sister, daughterin-law, mother and grandmother and perennially
brings pleasure, change and continuity to growth and
development of both families and mankind. And so
their rights should be given primacy and they should
be protected from exploitation, she said. She called for
SSB personnel to be the extraordinary link between the
people, hapless women and children to check trafficking
and help apprehend those indulging in this heinous
crime.

was held at Force Headquarters and
began with the welcome address by Smt
Renuka Mishra IPS, IG (P&T) to DG, SSB and the
members of the SSB Sports Control Board and
brief introduction to the trail blazing achievements
of our sports persons in Indian and International
Championships.
Shri B.D. Sharma, IPS, Director General,
SSB congratulated all the sports persons for their
achievements and emphasized on conducting special
recruitment drive for sports persons from this year
onwards. Issues pertaining to development of sports
infrastructure, bringing in the international standard
sports equipment’s, issues related to sports persons
and developing sports culture amongst personnel
were discussed. DG SSB approved preparing an
astro turf ground for the Hockey team of SSB. Soon
after Smt. Renuka Mishra, IG(P&T) explained the
‘Sports Policy’ and sought opinions from players and
the Sports Board Officers.
The Sports Conference concluded with the
Investiture Ceremony for 37 sportsmen and women
who brought glory to SSB in the international and
national Championships. DG SSB gave away a cash
reward of ` 1,55,000/- to Constable Monu Kumar of
SSB Training Centre Sapri for his achievement in Fair
Fax World Police and Fire Games 2015 the largest
sports event after the Olympics. Shri Monu had won
two Gold and five Silver medals in Shooting.

Constable Ch. Latarani Devi who won one Gold each
in Boxing and Shooting team Coach Sub-Inspector
Rajesh Kumar and ` 6,000/- to Boxing team Coach

persons of various streams were awarded with DG’s
Golden Disc and Silver Discs for their achievements
in All India Police Games and National Games. In all,
18 players got the Golden Disc for Football, two for
Wushu and one for Wrestling. Eleven players got the

Football, one for Gymnastic, one for Weightlifting,

n an effort to create greener and cleaner
sprawling campuses of SSB a campaign was
unleashed with a catchphrase ‘My Campus
Green Campus’ to enliven our conscience to ‘live in
sync with nature’ and ‘not live at the cost of nature’.
The catchphrase energized our personnel
across scores of Training Campuses, Battalion
Headquarters, Sector Headquarters, Frontier
Headquarters, etc. All the offices got into plantation
mode and planted fruit bearing, wood yielding,
medicinal plants, etc.
In all, 24,276 saplings were planted in the
units and Training Centres across the Indo-Nepal
and Bhutan borders.

Organization of Secret Intelligence Agencies in Ancient India

ndian history illustrates that ancient Indians had
gained great expertise in the field of Intelligence
Trade Craft. The techniques and operational
methods adopted by them were highly advanced,
and can be usefully emulated in the modern age
of Intelligence trade craft. The techniques of
manipulating public opinion adopted by modern
intelligence system were propounded by Chanakya
several centuries ago.
Intelligence was an indispensable feature and
integral part of an efficient administration and of a
sound foreign policy. It kept the rulers updated with
the activities, afflictions, and operations of political
adversaries, their disloyal and disgruntled elements,
fifth columnists and foreign agents in their midst,
also the strength and intentions of all foreign power.
The secret service department became a permanent
feature of the state and was organised in the most
'uninhibited manner'. The blue-print on espionage
prepared by Chanakya has remained a model for
successive generations. Various aspects of the
organization of a secret agency enumerated in the
Arthasastra are briefly touched upon here.

service’, viz. ‘Samstha’ and ‘Sancara’. The agents

information received from other agents in coded
language. The Sancaras(roving) moved from place to
place depending on professional requirements. Both
types of agents were permanent state employees

on temporary basis for a specific task and paid,

everywhere, both inside the country and in foreign
countries, adopting a cover which was appropriate to
the location. The next were Assassins, who were used
mainly to kill enemy chieftains and kings, secretly.
Poisoners, Wandering Nuns and Ascetics were the
other categories. Clandestine agents were deputed for
numerous purposes within the country, surveillance
on high ranking officials and population. To prevent
subversion by enemy, trapping criminals and detecting
anti-social elements, psychological war against the
enemy. Clandestine agents had extra legal protection
and powers.

Chanakya advocated that the weak should be

Recruitment and Training of Secret Agents:
A study of Arthasastra, the Mahabharata, and
the Ramayana reveals that there was no fixed source
of recruitment of secret agents. Modern intelligence
services generally resort to three main sources of
recruitment, the academic world, the armed services
and the under-world. This was also the pattern
followed in ancient India. After recruitment, the

secret agents were put through a rigorous training
in the techniques of adopting disguises, changing
appearances, science of signaling, secret writing,
detection and identification of criminals, manipulating
public opinion and creating dissensions in the enemy
ranks. A courageous and sharp student shall be
trained to be an Intelligence Officer. He shall be
well rewarded with honour and money. Honest and
intelligent persons shall be recruited to act as spies.
These agents, having been provided with plenty of
money and assistants, shall pursue an occupation at
the places assigned to them.
Control and Supervision:
According to Chanakya, the institution of
spies as an organization did not function under a
unified
command.

Double-Agent Operation:
‘Double Agents’ were used for creating
dissensions and confusion among the confederates of
the enemy. They floated false documents, got them
seized from the possession of the enemy’s army chiefs
and thus weakened the enemy. ‘Double Agents’ were
used to winning over the confidence of their adopted
masters by sacrificing a few exposed, treacherous,
disaffected or inefficient spies.
Payment of Sources:
The secret agents were facilitated with money
and honour. The sources were paid both in cash and
kind, besides receiving extraordinary courtesies and
favours. It was also recommended that secret agents
not only be rewarded for the job done by them
but, also, in the event of repeated mistakes, silent
punishment-death-be awarded to them. Any agent

elaborate exercise, and they were trained to be precise,
accurate and truthful in reporting. Any information
corroborated by three spies shall be taken to be true.
Intelligence Analysis:
Kautilya states that in the realm of statecraft, there
are three types of knowledge.
i) Immediate knowledge based on what the ruler
himself sees and hears.
ii) Indirect knowledge, based on what the ruler is
being briefed by ministers, spies, diplomats or other
‘experts’ about occurrences which are distant in space
and time, that is the product of intelligence analysis.
iii) Knowledge inferred from immediate and mediated
knowledge with respect to future developments and
the ruler’s own indented actions, that is, intelligence
assessments.

most significant with respect to the methodology
of intelligence analysis and assessment as well as

edical Civic Action Programme uniquely
known as ‘MCA’ has regularly been conducted
since 1966 by Medical Wing. Under the
banner of MCA, SSB undertook various programmes in
order to promote and integrate the border population.
Medical Wing organises MCA in co-ordination with
other SSB wings during Samajik Chetna Abhiyan and
public awareness programmes in border areas. Medical
Officers and Para-medical staff actively participate in all
these programmes and render free medical treatment to
border area population.
l Medical Seminar-Cum-CME
Medical Seminar-cum-CME are being organized
annually in all Frontier Hqrs, Composite Hospital
and major Training Centers to refresh professional
knowledge of Medical Officers and update themselves
with the advancement in the field of medical science.
Eminent medical professionals from well known
medical institutions and doctors of sister organizations/
army are invited to these CME as panel members and
speakers, who share their knowledge and experience to
participant Medical Officers for better treatment. CME
was held at MTC, SSB, Shimla on 13 July 2015 and was

This year, SSB got the chance to provide medical

SSB strives to help the underprivileged children, who
need free of cost cleft lip and cleft palate surgery.

l Pulse Polio Immunization Programme
A large number of children are being immunized under

Three 50 Bedded Composite Hospitals are functioning
in SSB at Gorakhpur, Purnea and Tezpur. All
Composite Hospitals are equipped with modern and
sophisticated medical/diagnostic equipments. Various
specialists are appointed in all CHs on contractual basis.
De-addiction Centre is also functioning at C.H. SSB,
Gorakhpur. Apart from this, 10 bedded hospitals are
fully functional in all Battalions and Training Centres.
l Adoption of Leprosy Patients
Jeevan Deep Kusht Ashram, R.K. Puram in New Delhi
has been adopted by SSB. Free medical treatment is
being rendered regularly to 56 leprosy patients and
their families, which was hugely appreciated.
l Cashless Treatment at Speciality / Super
Speciality Hospitals
Speciality/ Super Speciality treatment is being provided
to SSB personnel and their dependent family members
on cashless basis. For this purpose, a number of
prominent super speciality hospitals have been
recognized by CGHS and empanelled by SSB at FHQ
and FTR level.
Apart from the above, a number of awareness
camps on Prevention of HIV & AIDS, hygiene and
sanitation, various communicable diseases are also
being organized by field units. Medical Dte/M.I. Room
at FHQ got the 1st Prize under Swachh Bharat Mission
competition held among various branches.

Sandiksha rushes Relief Material
to Quake Victims in Nepal
Smt Kiran Sharma President Sandiksha and members alongwith the items being sent to Nepal

ashastra Seema Bal Wives’ Welfare Association,
sent in two truckloads of grocery items containing
grains, milk powder, tea leaf, etc., to Kathmandu
for the earthquake victims.
Smt Kiran Sharma, President Sandiksha with
members of SSB Wives Welfare Association sent
the relief material along with 12 personnel under the
supervision of Sub-Inspector Joginder Singh from
25th Battalion, Ghitorni, New Delhi on 07th May
2015. These trucks entered Nepal through Sonauli
border.
These items were in addition to the Relief
Sandiksha members checking the items before despatching
Camps run by SSB on Indo-Nepal border for
hundreds of victims from remote areas of Nepal.
Free Food, medical and rehabilitation assistance was
provided.
During her visit to Ranikhet Frontier from
8th to 10th May 2015 Sandiksha President Smt.
Kiran Sharma handed over relief materials to the
District Magistrate Kanchanpur, Nepal on behalf of
Sandiksha, Ranikhet Frontier.

lectronic Government has become one of
the most important issues of the modern
age. The IT infrastructure has made direct
participation of a common man in the Government
matters with access to all the information he needs
E-governance is the ideal government system. It
is transparent and fast decision making process.
E-Government solutions are open systems and are
exposed to more and different risks from traditional
systems.
E-governance is the application of
information and communication technologies to
transform the efficiency, effectiveness, transparency
and accountability of informational & transactional
exchanges with in government, between government
and government agencies of National, State and Local
levels and to empower citizens through access and use
of Information.
What is E-Governance?
 The word “electronic” in the term e-governance
implies technology driven governance. E-governance
is the application of Information and Communication
Technology (ICT) for delivering government
services, exchange of information communication
transactions, integration between the employees with
the Controlling Officers.

First step of e-governance is establishment
of infrastructure in the office in such a way that all
the information that is being generated is properly
processed and stored in appropriate form. The stored
information must also be updated periodically.
Movement of File / Letter:
Computerization eliminates the need of physical
movement of files since they are accessible to all the
functionaries at the same time. Any person who has

to process the file can make the appropriate entries
and the next functionary in line will have the updated
file on his PC, instantaneously. A major advantage of
this system is that the files cannot go under a big file
on the table, another significant gain from the system
is that whole progress is transparent which makes
the decision impartial. Good government must also
be able to establish a good control over the entire
machinery as well as over the various events that takes
place in the office.
Example of One e-Governance model technically:
To establish e-Governance in this organisation
in Frontier level. We have to install one Domain
Server with Exchange. Names of officers and
employee are to be added in Active Directory and
configured in exchange for mailing. Generally, all
computers, installed in Frontier Headquarters office
are in LAN. We have to configure all computers under
domain. Whenever we configure computer under
domain, it is automatically configured with exchange
through outlook. All computers are the clients of the
Server. From any client we can move file, letter, etc.,
to our Senior Officers. Senior officers may correct the
letter and also give instruction/suggestion/decision
through his/her computer. One can see the date and
time for each movement of file.

final decision, the dealing clerk must print out the
documents and to be kept in the file. Soft copy of all
Note sheet and documents are also available in the
server.
For backup of the data of the server, there is
a provision to make it automatic to its other part of
hard driver of Server as well as in another computer
in the LAN.
Two hard drives should be installed in the
server so that one drive as mirror of other, then
the data in the server is always secure. In addition,
there should be one extra hard drive of 1 TB in the
server, having required space for each branch, so that
all branch may keep their record (which is safe and
secured) in the server. Access power of the record is
under restriction i.e. according to the access level.
We may send message to Control Room / Telecom
Branch through LAN and also Control Room /
Telecom Branch may send messages received from
other unit to any officer or branch through LAN.
Besides this, if we install one Network Printer in
the LAN, then we can take out Hard copy from
the network printer by giving command from any
computer of LAN. This will fecilitate withdrawal
of printers from all except Senior Officer. This will
fecilitate the prospects for a paperless office thus
saving money on paper, storage equipments, spaces in
the office premises, ensuring security of documents,
and tampering too. 
Beside this, if we may configure Organisation
Unit (OU) and public folder, then we can give the
power of access to each individual e.g. Branch officer
can access the all document of his/her branch but
not other branch. Staff Officer can access all the This model may extend to any SSB Unit by using existing
documents of the branches, which are under him/ MPLS Line, The Frontier Hqr may extend the same
her. I.G. can access all documents of all branches and communication with SHQs, BNs and Area Offices.

e-Transfer Application System
e
-Transfer Application System (e-TAS) software is
developed In-House at FHQ Pers Branch without
any assistance of outside vendors. ASP.Net and
SQL 2008 R2 are used as front end and back end
platform. This is a web based application and can be
accessed through Internet/ Intranet. Initially e-TAS will
be accessed only through WAN connected computers.
This website can be best viewed in 1366 x 768 screen
resolution (Recommended in window 7 and window 8)
in all popular browsers i.e., Google Chrome, Mozilla Fire
Fox, Opera, Safari. Access to the software is Login based
and according to hierarchy i.e., Units, Sectors, Frontiers
and FHQ as well as work distribution of dealing hands.
Unique Identification Number (UID) is mandatory for
operating e-TAS software. The system will run on the
database already available in PIMS software to access
the live data fed by the Unit concerned.

software as well as SSB Portal / WEB site. The flow

As Is the procedure at present, the applicants
submit hardcopy of transfer applications to the Unit
Heads under whom the applicant is currently posted.
Office staff enters all data into excel / word file and
also maintain a record in manual register. Hardcopy of l
format along with original copy of transfer applications
and supporting documents submitted by the applicants
are forwarded to Force Hqrs, through proper channel l
i.e., routed through Sector DIG and Frontier IG, duly
recommended by them. Cadre controlling branches at
FHQ scrutinize the applications and vacancy positions
and then prepare the data in excel file.

Repetitive data entries in excel / word file is
being done at different levels i.e., Unit, Sector, Frontier
and Force Hqrs, which is a tedious and time taking job l
and results in massive wastage of paper and printer
cartridges. Therefore, a team comprising of Insp(Min)
Parag Purohit and SI(Commn) Surendra Kumar Pal were
entrusted to develop a software to simplify this complex
process. Accordingly, after much efforts, e-TAS has l
been developed and made functional w.e.f., 1st August
2015.

e-TAS will eliminate all manual intervention and increase l

On receipt of the application at Unit Hqrs, the
receiver / despatcher will enter UID of the applicant
and after verification generate a Token number in
the system and provide acknowledgement to the
applicant.
Dealing Hand of Transfer desk will feed transfer
details as requested by the applicants i.e., 3 choices
of posting, Grounds of Transfer, etc., to submit to
Heads of the Unit.
The applications will be examined and recommended by Heads of the Units, it will be
automatically forwarded to Sector DIG.
Similarly, the applications examined and
recommended by SHQ DIG / Frontier IG and
will be automatically forwarded to Frontier IG and
FHQ respectively.
Once the data entry is made in e-TAS, 15 days time
frame is fixed for recommendation at each and every
stage i.e., Unit, Sector and Frontier.
If any, application is not attended (within 15 days)
by the concerned recommending officer, the
application will be escalated to next level with
the remarks “unattended” and will be taken as
“Recommended”.
The transfer applications so received from
all Frontiers will be examined by Cadre Controlling
branches at FHQ and fill vacancy position as per
seniority list maintained by respective Pers branches.

be recommended by the concerned Cadre Controlling
branches.
The DTC board will examine / recommend the
Annual transfer applications only.
Transfer applications duly recommended by the DTC board/ concerned Cadre Controlling branches will be approved / rejected by competent
authority i.e., DIG (Pers)/ IG(Pers) / ADG/ DG.
Issuance of transfer order by concerned Cadre
Controlling branches.
If the transfers are done frontier-wise, the records
will be automatically re-directed to the concerned
frontiers for further allotment of Unit.
Application status can be checked at any stage by
just entering UID No. / Token No.
SMS alerts are being sent to the applicant to know
their application status at different stages as under :System generated Token Number

Dashboards are prepared to monitor the status
of transfer applications as per the jurisdiction access
permission. Applications in manual format may not be
forwarded. Now, all Heads of offices are requested to
make use of this application.
Suggestions / feedback are also invited for
development of software to make e-TAS more userfriendly. Our next goal is to develop an automated
transfer system which will be added to e-TAS so that
the system can complete all annual chain transfers at the
click of the mouse after considering all three choices
requested by the applicant while conforming to the
transfer policy in vogue. 
Electronic APAR Management System
n sync with the Government of India’s initiative
of ‘Digital India’ the introduction of ‘Electronic
Annual Performance Appraisal Report (APAR)
Management’, is yet another milestone in the SSB’s
Personnel Directorate’s date with technology. This is
a step forward in the series of initiatives indigenously
taken in securing e-Smart solutions to meet the ever
changing requirements of the force. SSB adopted
modern technology as a means for troubleshooting
the problems and challenges faced in all spheres of
its activities with the objective of achieving excellence
in the administrative and operational efficiency of the
Force.
l Objective
The introduction of prototype module christened
‘e-APAR solution’ is an attempt to evolve a mechanism
to ensure effective monitoring of APAR writing process
beginning with check-list creation through to its final
completion within the prescribed time-frame. The
move is aimed at reducing delays which take place in
processing the Annual Performance Appraisal Reports
of officers every year.

be accessed through WAN connected computers.

login based and according to the channel of rendition

has been integrated with the PIMS software to fetch
the live data fed by the Unit concerned. The application
is available in three levels of user management: User,
Admin and Super-admin based on defined privileges.

l Approach and Methodologies
The application is divided into following functional
modules:

or the admin branch as the case may be.
 Recording date of Submission of Self Appraisal.
 Recording of APAR grading by Initiating Officer
(Admin and Technical) as the case may be.
 Recording of APAR grading by Reviewing Officer
(Admin and Technical) as the case may be.
 Recording of APAR grading by Accepting Authority.
 Forwarding of APAR to custodian by Accepting
Authority.
The above functional modules provide window
for check list creation i.e., to enter the name and other
particulars of officers/staff to be reported upon during
the reporting year, entry of date of submission of self
appraisals, recording and APAR grading by the Initiating
Officer, Reviewing Officer and finally by the Accepting
Authority and the date of submission to the next level
by Initiating Officer (IO), Reviewing Officer (RO) and
Accepting Authority (AA).
l Salient Features
‘Electronic APAR Management System’ is of immense
help to SSB in storing all the data currently being
manually maintained regarding APARs, tracking the
APARs, maintaining their status and in generating the
reports. The application thus will not only reduce both
the cost and effort in retaining the present process, but
will also improve efficiency by providing extra features
and minimizing manual intervention. Following are the
salient features of the application:
Security and User-Management:
The application with Access Based Logins has an inbuilt security mechanism to ensure that nobody can
tamper with the data available in it.
l Data Storage and Management
The application once implemented to its optimum
capacity will act as a repository to store the complete
APAR information (including historical records)
with the officers’ basic information and the APAR’s
peripheral information like representation details.
The APAR itself is physically scanned and
saved to the memory. Thus, the APAR viewing will
be accessible on the click of a button as opposed to
locating the APAR. Moreover, handling of the physical
report is greatly reduced.

The application user-interface has been made
user-friendly in all aspects–be it data entry, modifications,
tracking or report generation.
l APAR Tracking (Search and retrieval)
e-APAR software provides “At a glance” picture of year
wise, unit-wise as well as rank- wise status of pending,
missing and completed APARs, which will facilitate
timely up-dation of APARs dossiers by taking necessary
steps to fill the gap periods on account of non issuance
of NICs, etc.
l Report Generation
The application provides quick retrieval of data for
report generation. The reports include standard reports
such as all the historical APARs – or missing, unavailable
APARs with their status. The reports inter-alia provide
quick retrieval ‘Fact Sheet’ of an officer, which will
facilitate timely conduct of DPCs for promotion,
confirmation, grant of ACP/MACP/DACP, assessment
of suitability for award of IPM/PPM etc. The reports
generated can be exported to Excel, Word, PDF and
other popular file formats depending on the needs of
the department or be printed directly.
l Alert and notification
The software has an inbuilt system of generating autoalerts which would go to the officers concerned with
whom the APAR would be pending for more than the
specified time and thus would ensure better monitoring
of the writing of APAR.
l Enhanced Transparency
The progress of the APARs and their status will be
available to the officers at different levels in the workflow
hierarchy of filling and submission process.
l Increased accountability
e-APAR solution will facilitate effective monitoring
and timely completion of performance appraisals
and will bring more probity, transparency and
accountability.
l Future Road Map
After successful implementation of prototype
e-APAR module, the next phase would be to up-grade
the module to facilitate transit from conventional
method of manual writing of APAR to Electronic
Process of online reporting, disclosure and
generating e-acknowledgement which would convert
the traditional paper-based format into a simple, costeffective process. 
