Partners met for booting up project 2 “Analysis of the
consequences of land allocation on the livelihoods of forest
dependent people and biodiversity”

Tropenbos
International Viet Nam and four
national partner organizations
including Hue University of
Agriculture and Forestry, Viet
Nam Forestry University, Forest
Science Institute of Viet Nam,
Thua Thien Hue Forest Inventory
and
Planning
Sub-institute
gathered in Hue for boosting up
the implementation of project 2.
This project is a collaboration of an
interdisciplinary team consisting
of four national organisations
mentioned above and two
international organizations: Utrecht
University (the Netherlands) and
University of Queensland (Australia).
The project has two main
objectives: (1) analysis of the
consequences of land allocation on
the livelihoods of forest dependent
people and biodiversity; and (2)
identification
and
development
of new options for livelihoods
improvement
and
biodiversity
conservation to reduce poverty in
forest
dependent
communities.
At the meeting, the partners
presented what they have done so far
regarding to their roles and assigned
responsibilities. Especially, information
sharing and cooperation mechanism
among the partners should be clearly
developed according to TBI Viet Nam’s
suggestion. The partners committed
to carry out the ressearch activities in
line with an agreed operational plan.

Learning-oriented Monitoring
and Evaluation course for the
first time organized in PPFP
In an attempt to assist PPFP Provincial
Project Management Units (PPMU) to put
in place a learning-oriented monitoring
and evaluation (M&E), and to improve
the capacity of project implementers,
especially in the proposed field, a
participatory based M&E course was
conducted by TBI Viet Nam from
3-5 September 2009 in Hue city.
Participants
in
the
course
included national and provincial
coordinators,
provincial
director,
and technical staff of the project.

the PPFP Chief Technical Advisor,
TBI Viet Nam and partners at the project meeting

Call for papers for national workshop on
“Forest Research and Poverty Reduction”
“this training workshop is one of the most important
events of PPFP, as understanding the functionality of
an M&E system is certainly improving the knowledge
of what a project is about in term of its goals, results
and activities”. The course was organized based
on the interactive approach between the course
facilitators and participants. The participants were
introduced with the M&E from learning-orientation
perspectives and contrasted with M&E for control.
Group working
Through the in-depth discussion and group work,
participants explored the situation in which the
project wants to make a difference; project’s
aspired future as well as important milestones.
The training course indeed contributed to establishment
of a shared understanding about setting up
effective M &E processes and mechanisms in PPFP.
Viet Nam
In December, TBI Viet Nam in collaboration with
Ministry of Agriculture and Rural Development will
organize a national workshop on “Forest Research
and Poverty Reduction” in the Central and Central
Highlands regions of Viet Nam. The workshop will
contribute to the preparation of a research action
plan for National Forest Research Strategy until 2020.
The list of topics considered for inclusion in this
workshop includes:
- Community based forest, cooperative forest
management (for both protection forest and specialuse forest)
- Agro-forestry and livelihoods
- Non-timber forest products and market
- Technical options for forest management and
poverty reduction
- Forest policy issues relating to poverty alleviation
- Farms and non-state forest
- Ecological aspects in forest management and
protected areas
- Other fields closely related to forest and poverty
alleviation.
At present, TBI Viet Nam is calling for papers from
those interested in the topics. Contributed papers
should be sent to [email protected].
Certificates given to participants at the end of the course
Participants
highly
valued
the
acquired
knowledge and skills, and were eager for M&E
design and implementation in the time to come.
Based on the obtained results of the course, the course
instructor, an expert from Wageningen International (the
Netherlands), proposed a list of follow-up activities so
that an effective M&E can be put in place for PPFP soon.

Scenarios for climate change in Viet Nam
The Ministry of Natural Resources and Environment
has completed a set of scenarios for climate change
in Viet Nam which is expected to provide an initial
basis for ministries and localities to work out plans
to cope with climate change.According to the
scenarios, by the end of the 21st century, Viet Nam’s
average temperature will rise 2.3 degrees Celsius
above the average level of the 1980-1999 period.
Dutch government commits to support
Viet Nam in water management and
reducing climate change
On 20 August, a group of representatives led by Mr
Martijn Van de Groer from Ministry of Transport, Public
Works and Water Management, the Netherlands,
met with Vice-president of HCM city People’s
Committee. At the meeting, Mr Martijn Van de
Groer said that the visit was to promote the bilateral
relation in governmental management, water
control, environment, especially in climate change.
Viet Nam also highly appreciated the Dutch
government in cooperation with Viet Nam and
expected that the Dutch government continued
to support HCMC and Viet Nam in solving the
urgent matters on environment, water source and
human resource for the water management and
climate change.
Scenarios for climate change in Vietnamese language
It is forecast that temperature rises will range from
1.6-2.8 degrees Celsius in different climatic regions. The
increases will be greater in northern and northcentral
provinces than in southern provinces.Winter temperatures
will rise more rapidly than summer temperatures.

The scenarios also show more rainfall in the future for
the whole year and for the rainy season, but less rainfall
for the dry season, especially in the southern region. The
tendency is predicted to be more pronounced in the north.
Regarding sea levels, experts said Viet Nam’s sea
levels are likely to rise 30cm by the middle of the
21st century and 75cm by the end of the 21st
century as compared with the 1980-1999 period.

Launching Annual Report 2008
Tropenbos International Viet Nam (TBI Viet Nam)
would like to introduce you the Annual Report of
2008. In this report, we provide an overview of the
different activities that Tropenbos International has
undertaken in 2008.
Until now, Tropenbos International has six operational
country programmes: Colombia, Suriname, Ghana,
Cameroon/Congo Basin, Indonesia and Viet Nam.
TBI Viet Nam has been in operation since 2002. Every
year, we have our activities and achievements briefly
summarized in the report.
