Island Arts Announces
Plans For Summer 2014
Featured Properties
For three decades, Island Arts has fostered and promoted artistic creativity to
residents of Grand Isle County with particular emphasis on youth. Scholarships are
provided, through ArtsBoost, to the five schools in the county and to deserving
students, as determined by the scholarship committee, used for such things as
music lessons, rental of instruments, and artist opportunities. In the summer of
2008, Island Arts Academy was initiated. Its mission is to provide opportunities
for youth and instructors to come together in a variety of classes that range from
art to astronomy.
Island Arts is a non-profit organization and funds are generated through
donations from individuals, businesses, grants and our Summer Concert Series.
Three events are scheduled at the Grand Isle Lake House beginning with a July 20
performance by the Vermont Jazz Ensemble and on the 27th, Rick and the Ramblers
and on August 13, the
Andrea Champagne
Citizens Concert Band.

Lake Champlain Access Television, located at 63

of Executive Director Kevin Christopher, has recently

featuring the work of Island Arts members Kathie
Dustira, Paula Bradley, Lyna Lou Nordstrum and
Martin Block. Other galleries are located at the
Alburgh Welcome Center and Caldwell Banker Islands

Elizabeth was born and raised in Northern
Vermont and grew up in Fairfax where her family
ran a sugar house and farm stand. Her inspiration for
her drawings is influenced by the unique way of life
that Vermonters live. Her passion for drawing comes
from the natural way of life and is influenced by the
hard working folks around her. She enjoys creating
drawings with which she has a personal connection.
The Islander is published weekly and circulated in South
Hero, Grand Isle, North Hero, Isle La Motte, Alburgh, Milton, Georgia, Colchester and Swanton in Vermont, and
Rouses Point, Champlain, Chazy and Mooers in New York.

Elizabeth Garner at
the Merchants Bank
Gallery
Island Arts is proud to display the work of Elizabeth
Garner at the Merchants Bank Gallery in South Hero.
Deadline for Tuesday's Paper is
Saturday Noon.
Elizabeth has a wide range of work that
encompasses what it means to be a true Vermonter:
sugar houses, barns, animals, tractors-- anything that
can be found on Vermont farm. Her goal is to capture
the essence of a farmer. She creates her artwork by
using different types of graphite to freeze memories
in time. She brings to life the artwork with each
stroke giving the essence of reality to a still image.
Elizabeth is a member of the Northern Vermont
Artist Association. She has some of her pieces
on display at the Williston Police Departments
Community room. She has entered her artwork in the
Champlain Valley Fair which won her a second place
ribbon in 2012. Other venues include Everything
Equine at the Essex Fairgrounds and the Sappy Art
Show at the Frame Shoppe in Saint Albans.
Elizabeth is breaking out as a Vermont artist. She
is dedicated to working hard and strives for greatness
in every creation.
The gallery is open during banking hours: Monday
through Friday from 8:30 am to 5 pm.

When my Mom moved to Texas not too
long ago, she would commandeer my sister’s
Facebook page to keep updated on her grand
kiddos up here on the island. For months, my
sister and I would try to encourage her to get
her own page. It was getting a little weird when
my mom would post as my sister and say things
like: “You have grown up to be such a wonderful
person” etc., the comments that only Mom’s can
make. I think the decision was finally made for
Mom, when I made a “trucker” mouth comment
on my page, and there was my “sister”, actually
Mom, younger sister lecturing me. After a few
choice words only an older sister can say to a
younger sister, my Mom had “her”, actually my
sister’s, Facebook access taken away. Soon
after, she created her own page. A step into
technology! How surprised was I one day to
receive a text message from her phone. “It’s
me, Mom, your sister made me get text, LOL,
ILY.” Oye vey, here comes the fun with the text
acronyms, because after all, YOLO!

SCHOOL NEWS
VERMONT AUTHOR VISITS: Sara Stewart
(S.S) Taylor, author of The Expeditioners and
the Treasure of Drowned Man’s Canyon visited
Grand Isle School to talk with students about the
writing process and to read from the soon to be
released second book in her series.
Thanks to a generous grant by the Grand Isle
PTA and the hard work and fundraising efforts of
middle school students Ashley Emmons, Cassie
Libby, Hannah Mahar, Morgan Marckres, Lauryn
Prouty, Emily Thomason, and Toni White, Sarah
Stewart Taylor was able to spent the day in our
school and meet with students in grades 3 to 8.
Sarah discussed her inspiration and process for
writing her book, shared images and insights into
the illustrators process, and answered questions
about writing and the publishing process.
Some classes participated in writing activities.
When asked what to do if you want to become
a writer, Sarah’s number one suggestion was
to read as much and as often as you can. She
also suggested finding out what your passion is
and use that as a springboard for your writing.
Sarah was so impressed with the students, the
quality of the questions they asked and their
enthusiasm for reading and writing. Sarah was
most impressed by the motivation of the student
organizing and fundraising group and plans to
bring that idea back to her school.
RED CLOVER CELEBRATION: Parents and
community members are welcome to join us on
The Islander, April 8, 2014 Page 3
Friday, April 11, from 10:30 to 11:20 am, for the Red Clover Celebration. Students will be working in
groups to prepare banners and skits celebrating one of the ten nominated Red Clover Books from the

learning. Students will work in mixed groups of students from kindergarten through fourth grade with
two or three-fourth grade students leading the groups. This is the eighteenth year of the Red Clover
Book Award, a children’s choice picture book award for children in kindergarten through fourth grade.
The ten books are nominated by a committee of teachers, librarians and are voted on by children
across the state of Vermont. Their week of preparation will culminate with a celebration on Friday, April
11 at 10:30 am in the cafeteria. Parents and community members are welcome to join us. Students
will have lunch together in the cafeteria following the presentation and will cast their individual votes
for their favorite Red Clover! Please contact Miss Brabazon in the library if you have any questions.

Swinging Good Time

Grand Isle School was the hottest place in town on Wednesday, March 26. The Swing Dance
event offered a super relief from our cold and windy “spring” weather. Dan Foster, Jessica Ochs and
Joe’s Band set our toes dancing, and the kids, of all ages, celebrated a dance culture that could only
have been born in America. Mr. Foster certainly added his usual energy and charisma to a very lively
evening and Ms. Ochs surprised us with another sample of her musical talent. They are skilled and
dedicated teachers of whom we are so proud! They prepare young people with skills and behaviors
that will serve them well. Our students were willing to take risks and to have fun, while performing for
a live audience. Grand Isle School is a special place for kids and adults to learn and grow. It was a
fun-filled family event, one that promises an encore! Visit the Grand Isle School Website to see great
photos!

I can smell it, I truly can, but is it really spring?
Our wonderful young students shared some of
their signs of spring, and the list included: mud
puddles- check, buds on the trees- check, if you
look closely, melting snow- check, robins- check,
riding bikes- I have seen evidence of this, and
green grass, well. So, according to their honest
to goodness predictions, it really is close! I have
even seen pictures of tulips popping through the
soil, and there was even a reporting of a crocus in
bloom! Isn’t that the most wonderful news you’ve
heard in awhile? I will spend my week getting
outside more, taking in some earthy, fresh air
and looking for new signs of spring of my own.
Enjoy April and all of the new beginnings it has
to offer.

NOTES
I heard and saw the Canadian geese flying
over the house this week. The noisy birds were
headed toward the lake. It was snowing a little,
so, perhaps they were wondering if they were
too early. I hope not!
Little White Church
to Reopen Easter
Sunday
The Little White Church on the Lake, aka the
West Swanton UMC will reopen for the season on
Easter Sunday, April 20 at 9 am. Their new pastor,
Rev. Elizabeth Griffin, will lead worship. They are a
small but faithful congregation; they celebrate God’s
love through the Gospel of Jesus, and they find
meaning and strength in worshiping as a community.
Communion is celebrated on the first Sunday of the
month, and they have the occasional community
hymn sing. The Church is located on Church Road in
West Swanton on Route 78.
Sunday, April 27 will be Earth Sunday, a day
when they pause to give thanks for the beauty of
God’s creation and reflect on how they can best be
stewards of this gift.

NOTES FROM SELECTBOARD
The Board turned the meeting on Monday, March 31 over to Sandy Gregg, Chairman of the Lavin
Property Working Group (LPWG), which was charged by the Select Board to determine the feasibility
of purchasing the Lavin property. This was the first of three public forums before a town vote on
November 4.
Jay Buermann and David Roy spoke to the potential wastewater capacity and possible Town
center ideas. It was discussed that Mr. Lavin will undertake a State approved wastewater analysis
and a wetlands study before the Town has to make a decision on the property. The audience and
Selectboard were asked for pros, cons, and considerations to study at future meetings.
PROS: Consolidation of Town properties; Allows main part of Town to be commercial; Selling old
municipal properties would allow that land to go back onto the tax rolls; Town Center on the Lavin
property would provide identity; consolidating municipal buildings would allow for a central plant and
municipal economy; buying the Lavin parcel would be an investment in the Town’s future; controlled
development on the Lavin property could be an incremental process; $550,000 appears to be a
reasonable cost. Note: the Select Board stated a proper appraisal of the land would be completed
before the vote; buying the Lavin parcel would provide implementation of The Town Plan; land has
improved septic capacity; by moving Town Municipal buildings to the Lavin property with less Route
2 frontage this would free up more Route 2 frontage for commercial; entrance to a new Town Center
would potentially slow down traffic.
CONS: Installing a septic system would cost a lot of money; the property has been for sale for
about forty years, is it a “white elephant”; cost of the property may be high. Note: the Select Board
stated a proper appraisal of the land would be completed before the vote; timing of the purchase is
bad considering all other tax increases; limited professional development expertise is available at this
time; many, several, years the land will be off of the tax rolls; abandoned Town buildings- what will
happen to them?; does the Lavin property provide enough road frontage?
CONSIDERATIONS: Could there be a public/private partnership? Is there a development/
capitalization plan? Septic installation cost could be phased-in. Consider the annual septic maintenance
cost, cost of updates, etc. Fifty years from now, what do we want South Hero to look like? Any
development on the Lavin property could be incremental. The price of the property- is it fair? The
Select Board stated a proper appraisal of the land would be completed before the November 4 vote.
Continuity of purpose- will the Lavin property suit an evolving Town Plan? There is a need for a vision
for the Lavin property. The South Hero community makes the decisions: timing of the purchase of the
land and any controlled development. Also discussed: CIDER retirement housing needs; recruiting a
School Board Member to be on the LPWG; recruiting a Folsom faculty member to be on the LPWG;
recruiting a high school student to be on the LPWG for a young person’s
point of view; return of Applefest to a new Town Center. Can we live with the
deal? Also: investigating other means or properties available to resolve Town
municipal needs; cost of maintaining and updating of current Town buildings,
include energy costs; include summer residents in the process; the road
frontage- is it enough? A stop light at the entrance of a new Town Center to
slow traffic and for emergency signal. Donations toward either the purchase
of the Lavin property or future Town Buildings- are they tax deductible?
Other comments include: what would happen if the Lavin Property was
sold to a developer and up to fifteen homes were built. How would a housing
development affect our schools and taxes? Property has been for sale on
and off for forty years, but as farmland and without the knowledge of septic
capacity. Not a lot of frontage on Route 2 may be a good thing. Keep in mind
that this is the first of three proposed public forums.

EEE Meeting
Open 6am - 2pm Daily
Two horses in Franklin County died last summer
from Eastern Equine Encephalitis (EEE), marking
the first time the mosquito-borne illness has been
detected in the northwest corner of the state.
Although only horses were affected last summer,
people can also become infected resulting in a severe
and sometimes fatal illness.
The Health Department and Agency of Agriculture
are hosting an informational meeting on Thursday,
April 10, from 5:30 to 7 pm, at the Swanton Village
Complex , at 120 First Street, to discuss plans to trap
and test mosquitoes and conduct surveillance for
human and animal illness throughout the summer.
“We want people to come to the meeting and
ask questions,” said Erica Berl, an infectious disease
epidemiologist. “We want them to know there are
actions they can take to reduce their risk of infection.”

Early April Walk
at the Missisquoi
National Wildlife
Refuge
Join Park Ranger, David Frisque for a look at the
life and activity in a vernal pool early in the spring.
Vernal pools are important breeding areas for some
of the more reclusive and seldom seen amphibians
such as wood frogs, and salamanders. Because
these temporary wetlands often dry up completely
in late summer or early fall, egg laying and early
development of juvenile salamanders and frogs must
begin early in the spring. The walk will be at the
Stephen Young Marsh Trail located on Tabor Road,
about one mile south of the Headquarters Building,
on Saturday evening April 12. The walk begins at 6 pm
and will end at about 8. Bring waterproof knee or hip
boots and a headlamp or small flashlight. Call 802868-4781 to register for this activity. Ice conditions at
the vernal pool and/or lack of registrants may cause
postponement of the activity.

Preschool and Early Childhood
Screenings
The GISU Early Childhood Program provides
free developmental screenings for young children from birth to school age. Screenings are
done in child care centers, day care programs,
homes, and elementary schools throughout the
Grand Isle Supervisory Union and are available
free of charge. Children age 4 by Sep 1 are eligible for free preschool and do not need to be
screened. Children age 3 by Sep 1 may be eligible for free preschool, but must be screened.
Preschool for these children is based on availability.
A developmental screening is a brief (45-60
minute) check of a child’s communication and
motor (fine & gross) skills. It is a play-based observation of the child interacting with an adult,
other children and materials. It includes an informal check of the child’s vision and hearing.
Experienced, certified early childhood teachers, a special educator and speech and language pathologists employed through the local
schools coordinate the screenings. A child’s
performance is summarized with the parent at
the end of the session.

PRINCIPAL’S NEWSLETTER
By: Joe Resteghini, Principal
Helen Kenny was
an incredible supporter
of North Hero School,
and the community in
general. Helen Kenny
was a supporter of
the arts, and she took
great pride in seeing
our children succeed.
Helen Kenny shared
a positive spirit, was a
strong support, and along with her passing there
deserves a fitting tribute. We had decided to
plant an apple tree on the property, with a small
tribute to acknowledge that the tree represents
her contributions to our community.
As ideas tend to do, this one took root, and the
roots began to spread. As usual, and with many
of my wild ambitions, I looked to this tribute and
tried to think how we could nurture it towards it’s
educational value. With support from the school
board, and my right hand woman: Mrs. Tier, we
have decided to plant the tree in memory of
Helen Kenny, and to also open the opportunity
to plant your own apple tree on the property. The
hope is to create and educational experience,
have a product unique to us that is truly orchard
to table, and to gain traction in creating our own
apple festival.
I have contacted distributors of trees and the
price that we have arrived at with Gardener’s
Supply in Williston is $56. Our goal is to plant
twenty apple trees this year. If you are interested
in having a tree planted on the property, with your
family name recognized on, or near it, we will
begin the process of planting our own orchard.
If you are interested please contact Mrs. Tier.
This is certainly an opportunity to beautify our
property and to create a micro economy as
unique as our town.
There is still time to sign up for preschool
screening appointments on Wednesday, April
7. Please contact the office if you know a kiddo
interested in joining in the fun next school year.
Friday, April 9 is a professional in-service day.
There is no school for students. If you are in need
of childcare, please contact Eagle Care to check
for availability. The drop in, daily rate is $35.
Friday, April 16 is a major field trip opportunity.
North Hero School will be traveling to Burlington
to see Suessical the Musical.
Science is in the air. In third and fourth
grade, they are making observations about the
life cycle of crayfish, doing scientific drawings,
and comparing characteristics. In fifth and sixth
grade, students are working on matter, mass,
and density Recently, they did an observation on
the density of water. They were actually able to
get an egg to float. Ask a fifth or sixth grader how
and why this is possible.
Have a great week. Plant a tree.
Our love and respect goes out to the Kenny’s.

May Qualify You For Insurance Discounts
The Northwestern Medical Center will host the new AARP Smart Driver Class on Monday, April 21 at 4:30
pm. The 4.5 hour refresher course is open to all drivers fifty years and older.
The curriculum addresses the normal physical changes brought on by the aging process, how these changes

changes in vehicles, regulations and roads. Participants will also learn how to interact with other road users,
including truckers, bikers, pedestrians and distracted drivers. The class will address Vermont driving regulations,
many of which have changed over the years.
Many insurance companies offer a discount to drivers who have completed the class. Drivers who have
qualified for a discount by taking the course must take a refresher course every three years. There are no tests.

for camping and other services in State Parks; and to make some minor
administrative changes.

Child Care Licensing Regulations: Afterschool Child Care Programs.
Vermont Proposed Rule: 14P016
AGENCY: Dept. for Children and Families (DCF)
CONCISE SUMMARY: The current regulations have been in effect since
October 1996. Since 1996, many changes affecting school age programs
have occurred. These include changes in legislation affecting 21st
Century programs (administered through the Agency of Education),
the reorganization of the department responsible to regulating and
monitoring child care programs, the system of early childhood and
afterschool services in Vermont, emerging technologies and new
information on how programs can most effectively support children’s
growth and development. This revision provides clarification and
incorporates new information to update definitions, staff qualifications,
effective program operation and changes in both program and regulatory
practice. The rules have been reorganized to regulatory practice. The
rules have been
reorganized to make the document more user‐friendly for both programs
and licensing staff. These regulations promote a balance between what is
best for the safety and well‐being of children and the practical day‐to‐day
demands of operating a child care program.

I haven’t been to school for a week or so. We
have a new teacher in my room, but I haven’t met
her yet. Mrs. Degree left for Maternity leave on
Friday, March 29. She had baby girl on Tuesday,
April 1: Hazel Mae weighing 7 pounds 9 ounces.
SCHOOL BOARD MEETING
The March 20, 2014 meeting began with
Superintendent, Phillips reporting that the
students will need to make up some snow days.
Students are required to attend between 178 to
180 days, and teachers are contracted to 188
days. The Board approved the last day of school
will be June 20, which will be 178 days. It will be
at the discretion of the Principal to ensure that
the teachers get 187 days. Mr. Phillips further
reported the High School Budget is $30,000 over
budget at this time. This is one of the expenses
we have no control over and may change as the
year progresses.
The Principal, Mrs. Rubin, reported that a
long term substitute for 2nd and 3rd grades has
been hired. The Vermont Floor Map curriculum
was excellent, and the experience was a hit with
the students; the European Floor Map should
be here by the end of the month. 5th grader
Emmalee Henderson won the Spelling Bee for
Isle La Motte and went on to Saint Michaels
College to compete for the State.
The Board had a discussion on pending
legislation regarding consolidation of districts.
Mr. Phillips, Mrs. Peacock, Ms. Rafferty attended
a meeting at the State House, hearing both pros
and cons of eliminating local boards in favor of
unionized structures.
It appeared that many of the “lack” of
opportunity complaints expressed had to do
with Secondary Education. There is also talk of
reducing, and/or eliminating the Small School
Grant Program, which acts for only about 5
percent of Isle La Motte’s revenue budget-- this
is not a reliable figure because the revenue
fluctuates through out the year, because of our
Special Education reimbursements, which has
been reduced in recent years to a small percent
of our schools revenue. Also, income sensitivity
will be more inclusive. The State passed a bill
placing a moratorium on privatizing schools until
2016.
The Board also discussed two transportation
issues: transportation to NCCS at one time.
There was an agreement between families
and Alburgh to get students to NCCS. Mr.
Phillips will look into this. Secondly, parents of
Isle La Motte students would like to establish
a transportation committee for Pre-K to 6. Mrs.
Callahan volunteered to head up this committee.
The Board approved payables of $45,298.35.
A question of the Solar Tax was raised. It is an
annual fee.
The next meeting will be on Thursday, April
17 at 3:45 pm. The Board welcomes community
participation. Detailed
copies of minutes are
available at GISU.org
and
islelamotte.org,
or you can contact the
Grand Isle Supervisory
Union’s Central Office,
at 372-6921, for a

OES Now Accepting
Rummage
For Biannual Sale
The biannual Order of the Eastern Star (OES)
Rummage Sale will be held at the end of April, so,
now is the time to begin your spring housecleaning.
Soon, you will want space for all the new summer
clothes you will be buying. The OES will gladly accept
your clean, old items of clothing and household
goods so that you will have space for the new items
you will be tempted to buy.
You can leave your clean, used items at the Lodge
Hall on South Street in South Hero any time between
now and April 23. If there is someone there, bring
your stuff right on in. If not, you are asked to leave
it on the porch, to the right side, so as to not block
the door. If you can, keep in mind that smaller bags
are easier for the organizers to handle than the large
trash bags.
The sale will begin on Friday, April 25 from 3 to 6
pm. As usual, most items will cost only 25 cents each.
They will have an area designated for the slightly
more expensive things. Also, as usual, they will never
argue if you ask to pay more than the asking price.
The sale will continue on Saturday, April 26, from 8
to 11 am, with special bargain pricing.
