RE: Revocation and Closure of Honors Academy as Public Accredited School
Honors Academy Parents,
The Texas Education Agency (TEA) is sending you this letter to confirm the revocation and closure of Honors
Academy and the seven campuses operating under the charter (Pinnacle School, Landmark School, Quest
Academy, Branch Park Academy, Legacy Park Preparatory, Creekview Academy, and Wilmer Academy) as public,
accredited schools. The charter holder sought relief from the revocation through an informal review, a review by the
State Office of Administrative Hearings (SOAH) and an appeal to state District court. The charter holder has not
been successful and the SOAH administrative law judge signed the final order on May 20, 2014, making the
revocation of the charter final.
The TEA has a responsibility to students and state taxpayers to ensure that each charter school we authorize is
fulfilling its performance obligations. Honors Academy has not met its academic accountability requirements for the
past three years in which the state has issued accountability ratings. Honors Academy has had academically
unacceptable ratings in years 2010 and 2011 and an improvement required rating in 2013. These ratings caused the
charter to meet the criteria of default closure as cited in the Texas Education Code 12.115(c).
By state statute, Texas charter schools are independent public schools. Please be advised that any continued
operation of the campuses of the school, formerly known as Honors Academy, is under the auspices of a privately
operated school. Students enrolled in an Honors Academy campus are considered private school students and will
not be granted credit from a public, accredited school. Should students be offered the opportunity to graduate from
Honors, they will be graduating from a private school. The validity of a diploma from a private school will depend on
that school securing some form of accreditation. As TEA does not regulate private schools, TEA has no knowledge
whether the privately run Honors Academy has received an accreditation.
As public entities charter schools are the custodians of student permanent records. Since Honors Academy is no
longer a public school, parents are encouraged to get a copy of their student’s permanent records from the school
personnel. Attached, for your convenience, is a form to use when requesting a copy of your student’s permanent
record. Should you encounter any difficulties securing the records, you may contact the Complaints Management
department at TEA (see attachment).
To assist students and families in navigating a smooth transition to a new, public school, staff at the TEA have put
together the attached document of area charters to help you in your decision-making process. Also available are

Under Finding a Charter School, clicking on the first link (map of Texas charter schools) will open the Map of Texas
Charter Schools page.

The map shows all open-enrollment charter campuses in Texas. In order to narrow the results, click on the box(es) next
to the appropriate grade levels. To limit the results even further, enter an address in the box and change the dropdown
to the number of miles away from the address. For instance, you may enter your home address and limit the results to
only show the charter campuses within 10 miles of your home.

Q: If a charter school my child is attending closes, what options are available for my child?
A: Parents may seek educational options for their children at:
 other charter schools approved for the geographical boundary the student lives in,
 the traditional school district in which the student resides,
 private schools, or
 home-school options.
Q: May another charter school deny enrollment to my student?
A: Charter schools are required to offer services to students in their approved geographic boundaries if
there is space available for the student, and the student is age/grade appropriate to attend the
charter school. Parents will need to provide a birth certificate and proof of residency to enroll their
child. Shot records will need to be provided within the first 30 days of enrollment. A charter may not
prohibit a student from attending school pending receipt of transcripts or records from the school
district or open-enrollment charter the student previously attended.
Q: May a traditional school district deny my student?
A: Traditional school districts are required to accept any students who reside in their geographic

Q: If my child is transferring from one school to another what steps do I take to ensure a smooth
transition?
A: Return any instructional materials that belong to the school. Ensure you have the belongings of your
students. You may request a copy of your student records and immunization records from the
charter school; however, the new charter or school district will send a request to the sending school
for the official records.

Q: What does it mean for a school district to be accredited?
A: Texas Administrative Code (TAC) Chapter 19 Section §97.1055(a)(1)(A) requires the commissioner of
education to assign an accreditation status to every public school district in the state. The
accreditation status of a public school district is determined by the district’s ability to meet specific
academic and financial standards established in Texas Education Code (TEC), §39.052(b) and (c).
Q: What are attendance requirements for students?
A: The Texas Education Code (TEC) outlines the compulsory attendance laws for our state. Any child
who is enrolled in a traditional district or charter school must comply with §25.085 which requires
children who are least six years of age to attend a public school until the student’s 18th birthday.
Q: Do parents and/or guardians have responsibilities to ensure an education for their children?
A: Yes, parents and guardians have responsibilities to ensure that children under their care have access
