A 14 CFR Part 150 Aircraft Noise
Compatibility
Study
identifies
incompatible land use around
airports and recommends measures
to (a) mitigate existing problems and
(b) prevent future ones.

Project Purpose
To update LVIA’s Noise Compatibility
Program, we are developing:
 Noise Exposure Map (NEM)
– To show where aircraft noise exposure
occurs today and a five year forecast
 Noise Compatibility Program (NCP)
– Measures/recommendations proposed to
reduce noise exposure in the community

FAA Guidelines
 Part 150 studies are required to follow FAA Guidelines
 FAA uses 65 dB DNL to identify areas affected by aircraft
noise
– DNL is the Day-Night Average Sound Level
 Less than 65 dB DNL is considered compatible
 Noise Sensitive Structures:

Noise Exposure Map (NEM)
Elements to be included in NEMs:
 Runways, flight tracks, airport boundaries;
 Aircraft DNL contours of 65, 70, and 75 dB for base year 2014 and
a 5-year forecast;
 Non-compatible land uses within 65 dB DNL contour (only if
compatible from self-noise);
 Location of:
– Noise sensitive buildings
– Properties on or eligible for inclusion in the National Register of Historic
Places
– Any aircraft noise monitoring sites utilized for data acquisition and
refinement procedures;
 DNL contours over a land use map of a sufficient scale and quality
to discern streets and other identifiable geographic features.

Noise Compatibility Program (NCP)
• Development of Noise Exposure Maps (existing and 5-year
forecast)
• Description of Public Participation Plan
• Identify Program Measures proposed to reduce or eliminate
present and future non-compatible land uses and evaluate the
following:
– The actual or anticipated effect of the program on reducing individual
noise exposure and non-compatible land uses;
– Prevention of the introduction of additional non-compatible uses within
the NEM area;
– Each measure’s feasibility of implementation, including any essential
governmental actions, costs, and anticipated funding sources;
– How the proposed future actions may change any noise control or
compatibility plans or actions previously adopted by the airport
proprietor;

• Description of Period covered by the program,
implementation Schedule, and the Persons Responsible
for implementation of each measure;
• Description and analysis of the rejected alternative
measures;
• Summary of public’s comments, copy of all written material
submitted to the operator, operator's response and
disposition of those comments and materials;
• Provision for revising the program if made necessary by
revision of the NEM.
