A LOOK AT
TOWNSHIP GOVERNMENT
Township government is one of the earliest forms of government in North America,
established in March 1629. There are some that consider the charter of 1629 the most important
document in the history of this country. It provided for the governance of the affairs of the
Massachusetts Bay Company by a general court of all the free men in the company, and for the
election by them of a governor, a deputy governor and a court of assistance.
An important fact that should be recognized, however, is that 140 years before the
American Revolution, town or township government was an established, functioning unit of
government in almost the same form in which it operates today. Thirty-eight of the fifty-six men
who signed the Declaration of Independence had grown up and lived under, and received the
benefits of township government, before Philadelphia existed. It is little wonder that when this
new nation began to move west, the concept of township government went with them.
The roots of the township system of government can be traced to the Old English
“Town” of Great Britain, which was brought to this continent by the early settlers of the New
England colonies. Groups of settlers formed their communities on irregularly shaped patches of
land that later came to be known as townships.
Early New England units were usually comprised of different farms whose owners would
gather at the church or meeting house once each week to discuss business of common interest.
As the township developed into a governmental unit, the geographical district was then mapped
out and governed by a representative board. Township’s history in the United States reflects the
basic values that our forefathers cherished.
Following the settlement of Northern Illinois, the state constitution of 1849 provided for
the organization of townships as units of civil government. Most of the counties within the state
began establishing bodies in 1849-1850.
Townships today, as defined by the 1970 Illinois Constitution, are units of local
government authorized to exercise certain powers in respect to limited government subjects.
Eighty-four of the 102 Illinois counties provide township units. All together there are 1,434
townships in the state.

SPRINGTIME SAFETY
Some unscrupulous people spend most of their time inventing ways to trick people out of their money and take
advantage of the difficult times / challenges that our society is facing. Instead of using their energy toward
positive ventures, they instead try to think of ways to catch people off guard and make some quick money for
themselves. By reading the daily newspaper or watching the evening news, you can see/hear the stories about
con artists working different scams, especially for those in a housing or financial crisis. These individuals are
preying on people’s fear. Usually, the stories that raise our awareness come from someone else’s
misfortune. The Bloomingdale Police Department encourages the following safety reminders.
Do not let anyone inside your house who offers to do work on or around your house that you have not called
upon for service.
Invite a relative or trusted individual to be with you when dealing with sales people, repairmen, financial
planners, realtors, etc.
Never let someone in your house without first verifying their identification and purpose. Write down their name
and call the company first if there are any questions. Call the police if you feel uncomfortable. Call the police if
you see any suspicious persons or vehicles in your area.
Keep all doors and windows locked at all times – even if outside gardening.
Carry a cordless phone with you (even outside) so you can contact the police if needed.
If someone comes to your house or approaches you asking for help, don’t let them inside. Tell them you will call
the police. If someone truly needs help, then they will appreciate the call to the police. You do not have to open
the door to speak with someone. Stay inside the safety of your home.
If a stranger comes to your home offering a free health service or asking for you to complete a survey, do not
give your personal information or do not allow them to perform services on you.
If you or someone else “finds” money, ALWAYS call the police. Be cautious, someone may trick you into
sharing it or scam you out of your money by obtaining your financial information.
Someone may claim to have a winning lottery ticket and they are willing to share it. Never give anyone cash to
help them collect on the lottery ticket.
If it seems too good to be true, then it probably is!
