Important plan news
The Kansas Board of Regents Mandatory Retirement Plan
The Kansas Board of Regents (KBOR) is committed to helping you save toward a
financially independent retirement. As part of that effort, we are making changes to
some of the investment options in the Kansas Board of Regents Mandatory Retirement
Plan (Plan).
Voya Retirement Insurance and Annuity Company (VRIAC), a member of the Voya®
family of companies, is proud to continue providing retirement plan services to the
employees of KBOR.
Please read this newsletter carefully and consider how these changes may affect
your retirement planning as well as your overall financial strategy.
KANSAS BOARD OF REGENTS
MANDATORY RETIREMENT PLAN
What is changing?
The new product offering for the KBOR
Mandatory Retirement Plan is Voya
Retirement Choice II; a group fixed
annuity contract. With this change, the
following will take place:
• A reduction to the Guaranteed
Minimum Interest Rate (GMIR) for the
Voya Fixed Plus Account III.
• A reduction in Voya’s annual assetbased service fee for the Vanguard
Target Retirement Date funds.
• Share class changes to the six (6)
investment options indicated on the
Fee expense chart included in this
newsletter. This share class change
will lower the fee expenses these
funds currently have.

be offered. The new Guaranteed
Minimum Interest Rate (GMIR) is 1.00%

myOrangeMoney™ is a personalized,
interactive tool that shows you the
income you may need each month
during retirement and the progress
you’ve already made toward that goal.
After you initially provide your age and
current income, a dollar bill appears to
show your current level of retirement
readiness. The dollar bill represents
the estimated income you’ll need each
month in retirement. The portion in
orange represents the amount of your
income need that can potentially be
achieved without any changes in the
way that you’re currently saving and
investing. But anything not colored
orange represents money that you
may likely need, but currently may not
have. It’s the gap you’ll need to close
to eventually reach your retirement
income goal. Next to the dollar bill is
a series of sliders that let you easily
adjust your assumptions and then
instantly see how those choices affect
the level of your orange-colored
monthly retirement income dollars.
You can try out various savings,
investing and retirement age scenarios
until you find the combination that’s
right for you.
To help you organize your finances,
click the Organize your $$$ link and
head over to your Personal Financial
Dashboard. Enter as many accounts as
you like: checking, savings, credit cards,

Mutual funds under a custodial account agreement are intended as long-term investments designed for retirement purposes. Money distributed will be taxed as ordinary income in
the year the money is distributed. Account values fluctuate with market conditions, and when surrendered the principal may be worth more or less than the original amount invested.
A group fixed annuity is an insurance contract designed for investing for retirement purposes. The guarantee of the fixed account is based on the claims-paying ability of the issuing
insurance company. Although it is possible to have guaranteed income for life with a fixed annuity, there is no assurance that this income will keep up with inflation. Early withdrawals,
if taken prior to age 59½ will be subject to the IRS 10% premature distribution penalty tax, unless an exception applies. Amounts distributed will be taxed as ordinary income in the
year it is distributed. An annuity does not provide any additional tax deferral benefit; tax deferral is provided by the plan. Annuities may be subject to additional fees and expenses
to which other tax-qualified funding vehicles may not be subject. However, an annuity does offer other features and benefits, such as lifetime income payments and death benefits,
which may be valuable to you.
For 403(b)(1) fixed or variable annuities, employee deferrals (including earnings) may generally be distributed only upon your: attainment of age 59½, severance from employment,
death, disability, or hardship. Note: Hardship withdrawals are limited to employee deferrals made after 12/31/88. Exceptions to the distribution rules: No Internal Revenue
Code withdrawal restrictions apply to ’88 cash value (employee deferrals (including earnings) as of 12/31/88) and employer contributions (including earnings). However, employer
contributions made to an annuity contract issued after December 31, 2008 may not be paid or made available before a distributable event occurs. Such amounts may be distributed
to a participant or if applicable, the beneficiary: upon the participant’s severance from employment or upon the occurrence of an event, such as after a fixed number of years, the
attainment of a stated age, or disability.
For 403(b)(7) custodial accounts, employee deferrals and employer contributions (including earnings) may only be distributed upon your: attainment of age 59½, severance from
employment, death, disability, or hardship. Note: hardship withdrawals are limited to: employee deferrals and ‘88 cash value (earnings on employee deferrals and employer
contributions (including earnings) as of 12/31/88).
Insurance products, annuities and funding agreements are issued by (third party administrative services may also be provided by) Voya Retirement Insurance and Annuity Company,
One Orange Way, Windsor, CT 06095-4774. Securities are distributed by Voya Financial Partners, LLC (member SIPC), One Orange Way, Windsor, CT 06095-4774. Custodial
Account Agreements and Trust Agreements provided by Voya Institutional Trust Company. All companies are members of the Voya® family of companies. Securities may also be
distributed through other broker-dealers with which Voya Financial Partners, LLC has selling agreements.

PERFORMANCE
UPDATE
Kansas Board of Regents Mandatory Retirement Plan
Voya Retirement Choice - Direct
Average Annual Total Returns as of: 05/31/2015
(shown in percentages)
Mutual funds offered through a retirement plan are investments designed for retirement purposes. Early withdrawals will reduce your
account value and if taken prior to age 59 1/2, a 10% IRS penalty may apply.
The performance data quoted represents past performance. Past performance does not guarantee future results. For monthend performance which may be lower or higher than the performance data shown please call 800-525-4225. Investment return
and principal value of an investment will fluctuate so that, when sold, an investment may be worth more or less than the
original cost.
The returns assume reinvestment of all dividends (ordinary income and capital gains) and are net of management fees and other fund
operating expenses. An asset based administrative fee is deducted from your account quarterly at an annual rate of 0.15% of balances in each
of the Vanguard Target Date Retirement funds. These returns do not reflect any plan level administrative fees, if applicable; if reflected, returns
would be less favorable.
You should consider the investment objectives, risks and charges, and expenses of the funds carefully before investing. The
prospectus contains this and other information. Anyone who wishes to obtain a free copy of the fund prospectuses may call
their Voya representative or the number above. Please read the prospectus carefully before investing.
Returns less than one year are not annualized. Fund Inception Date is the date of inception for the underlying fund, and is the date
used in calculating the periodic returns. This date may also precede the portfolio's inclusion in the product.

The risks of investing in small company stocks may include relatively low trading volumes, a greater degree of change in earnings and
greater short-term volatility.
Foreign investing involves special risks such as currency fluctuation and public disclosure, as well as economic and political risks.
Some of the Funds invest in securities guaranteed by the U.S. Government as to the timely payment of principal and interest; however,
shares of the Funds are not insured nor guaranteed.
High yielding fixed-income securities generally are subject to greater market fluctuations and risks of loss of income and principal than
are investments in lower yielding fixed-income securities.
Sector funds may involve greater-than average risk and are often more volatile than funds holding a diversified portfolio of stocks in
many industries. Examples include: banking, biotechnology, chemicals, energy, environmental services, natural resources, precious
metals, technology, telecommunications, and utilities.
*The Gross Expense Ratios shown do not reflect any temporary fee or expense waivers that may be in effect for a fund. The
performance of a fund with a temporary fee or expense waiver would have been lower if the gross fund fees / expenses listed had been
reflected.

The risks of investing in small company stocks may include relatively low trading volumes, a greater degree of change in earnings and
greater short-term volatility.
Foreign investing involves special risks such as currency fluctuation and public disclosure, as well as economic and political risks.
See Performance Introduction Page for Important Information
The
performance of a fund with a temporary fee or expense waiver would have been lower if the gross fund fees / expenses listed had been
reflected.
Additional Notes
(1)The CURRENT rate for the Voya Fixed Plus Account III Base + 115, Fund 4020 is 3.00%, expressed as an annual effective yield, and
is guaranteed not to drop below 2.70% through 12/31/2015. The annual rate of interest applied to your account may be higher or lower
than the current rate. Restrictions may apply to transfers of funds from the Fixed Account to other contract investment options. Please
refer to your product prospectus / disclosure booklet and call your 800 number for more information.
Voya Fixed Plus Account III - Voya will credit interest at an annual effective rate of 3.00% through 12/31/2016 and 2.75% from 01/01/2016
through
12/31/2017, both of which are higher than the standard Voya Fixed Plus Account III credited rate. Currently, the standard Voya Fixed
Plus Account III credited rate is 2.10%, guaranteed not to be less than 1.90% through December 31, 2015. Beginning 01/01/2018 and
thereafter,
the credited rate for your plan will be the same as the standard Voya Fixed Plus Account III credited rate in effect at that time.
Please note the Guaranteed Minimum Interest Rate is 1.00%. Guarantees are based on the claims-paying ability of Voya Retirement
Insurance and Annuity Company. Restrictions may apply to transfers of funds from the Voya Fixed Plus Account III to other contract

options. Please refer to your product prospectus / disclosure booklet or call your 800 number for more information.
(2)An investment in the Fund is not insured or guaranteed by the Federal Deposit Insurance Corporation or any other
government agency. Although the Fund seeks to preserve the value of your investment at $1.00 per share, it is possible to lose

(3)Voya Money Market Fund - Class A: The adviser and distributor are contractually obligated to waive a portion of their advisory fees
and distribution and/or shareholder services fees, as applicable, and to reimburse certain expenses of the Fund to the extent necessary
to assist the Fund in maintaining a yield of not less than zero through August 1, 2015. Including this waiver, Total Annual Fund
Operating Expenses after Waivers and Reimbursements (for this Fund's most recent fiscal year) would have been 0.20%. There is no
guarantee that the Fund will maintain such a yield. Any advisory fees waived or expenses reimbursed may be subject to possible
recoupment by the adviser within 36 months of the waiver or reimbursement. In no event will the amount of the recoupment on any day
exceed 20% of the yield (net of all expenses) of the Fund on that day. Termination or modification of these obligations requires approval

accounting purposes and is not payable to PIMCO. Any interest expense amount will vary based on the Fund's use of those investments
as an investment strategy best suited to seek the objective of the Fund. Total Annual Fund Operating Expenses excluding interest
expense is 0.70%.
(5)Investments in Target Retirement Funds are subject to the risks of their underlying funds. The year in the fund name refers to the

Retirement Fund is not guaranteed at any time, including on or after the target date.

for expenses to the extent that total expenses (exclusive of non-recurring account fees, extraordinary expenses, acquired fund fees, and
