This open house is intended to introduce the project and the Environmental
Assessment (EA) process for the Highway 26 West study, from 280 m west of
Princeton Shores Boulevard to Harbour Street in Collingwood.

The purpose of the PIC is to:
a) Provide a summary of existing conditions within the study area;
b) Present potential solutions to traffic operation issues, available to be
implemented within the life cycle of planned rehabilitation;
c) Present an evaluation of the various alternative solutions based on the
natural, social, economic and technical environment;
d) Identify a preliminary preferred alternative solution; and,
e) Invite public input and comment for incorporation into the planning and
design of the project .
Study Background
•
The Town's Five Year Needs Program identifies the need to rehabilitate the road
surface on Highway 26 in the Study Area.
•
The existing traffic, and forecast traffic from land development, indicates the need
to better facilitate left turn movements in the Study Area.
•
Highway 26 is a Highway Connecting Link, subject to Ministry of Transportation
approvals. As a result of recent changes to the Connecting Link program, external
funding for this project may be contingent upon future consideration through the
Province's Municipal Infrastructure Investment Initiative program.

Left turn lanes exist at five intersections/accesses.
Possible left turn lanes may be proposed at two proposed intersections as part of
land development projects.
Possible signalization may be proposed at one existing intersection as part of a
land development project (Cranberry Trail East / Gun Club Road).
Warrants for left turn lanes are met at two existing intersections (Keith Avenue and
Trott Boulevard).
Considerations will be made for adding left turn lanes at two existing intersections
for lane continuity (Dockside Drive and Princeton Shores Boulevard).

Engineers Association Municipal Class EA document (October 2000, as amended 2007 &2011)

Problem Statement
In accordance with the Class EA process, the problem statement can be defined as:
“The Town of Collingwood (“Town”) has identified Highway 26 West from 280 m
west of Princeton Shores Blvd. to Harbour Street as an area in need of road surface
rehabilitation and an area where improvements to the transportation network may
be required to improve traffic operation and safety associated with left hand turning
movements.”
The Town has initiated a Municipal Class Environmental Assessment (EA) to consider
solutions to traffic demands that are within the lifecycle of planned rehabilitation
work for the area.
Alternative Solutions for
Transportation Improvements
1) Do nothing.
This is a mandatory alternative for consideration under the Municipal Class
EA and serves as a reference point for comparing other alternative
solutions. The “Do Nothing” alternative means to undertake the planned
rehabilitation and development project efforts but take no action in addressing
solutions to traffic operations and safety associated with left hand turn movements.
This option does not address the problem statement.
2) Widen the existing road to provide left turn lanes.
This alternative includes the introduction of exclusive left turn lanes at intersections, where
they do not presently exist. The left turn lanes may be localized or may be extended as
two-way left turn lanes between intersections, depending on traffic requirements and
physical constraints.
Alternative Solutions for

3) Widen the existing road to provide additional
through lanes. This alternative includes the introduction of an additional through
lane in each direction. Left turn movements would be facilitated from the inside through
lane, which would act as a joint left / through lane
4) Provide improvements to facilitate alternative
transportation modes and methods. This alternative considers
the introduction of transportation modes or methods that will assist in reducing vehicular
traffic demands. Such Transportation Demand Management measures may include
improving the pedestrian and cyclist linkages or extending transit in the Study Area.
