There is a considerable volume of activity directed toward the CSAPHN at this time, occasioned in the main
by the prospect of an early election and the change in the fiscal year. Much of the work directed to us is the
Commonwealth Department of Health proactively managing change and new innovation ahead of the
‘caretaker’ period that leads up to an election.

The Commonwealth Minister for Health has directed continuing funding for the suite of activities in mental
health, general population health, after hours etc., with an expectation that the PHNs be dynamic in
achieving reform in service delivery and to be creative and innovative in procuring service delivery.
Some additional funds have also been made available to build local capacity in services. While the new funds supplement
existing activities in some areas there is enough to look at expansions of services activity.
The chief driver for the PHN though, as the fund holder is to achieve efficiencies through better coordination and integration
of the funds.
The CSAPHN is committed to absorbing the costs of administering the procurement of services within its given infrastructure
and administration funds and to delivering 100% of service delivery funding into services. In this regard we are seeking to both
improve equity of service delivery and better target areas of need.
We have recently sought expressions of interest (EOI) from potential service delivery organisations to provide services under
continuing funded programs, such as the ATAPS tier one and tier two mental health activity as well as the Mental Health Nurse
Incentive Program. The EOI seeks to identify potential leaders in creativity and innovation in delivering a wider and a more
comprehensive range of activities, providing ‘step up and step down’ care. Essentially supporting the needs of the worried well
through to acute.
A new Integrated Team Care program for Aboriginal Health will replace the existing Close the Gap activity in 2016/2017. Our
goal will be to identify the best mode for delivery of this activity with a particular focus on delivery through ACCHOs.

A redirection of funds from the headspace peak body to the PHNs will see us
potentially expanding some of the activities of the four headspace sites across our
region to include some level of outreach activity. We will also potentially include
upskilling for headspace workers to build their capacity to support more complex
needs in the local area.
The CSAPHN had some degree of success in advocacy in regards to country after
hours PIP as it related to ineligibility of practices using nurse triage. Clearly there
was advocacy on this issue widely and CSAPHN corresponded and then met the
Department on two occasions to describe, with examples the way the SA Country
system essentially operates and how it couldn’t operate without nurse triage. We
provided a recommendation regarding same and were very pleased to see that
recommendation promulgated in the new advice to practices.
Notwithstanding the resolution of that issue we remain aware of other problems
being experienced by some practices resulting from after hours PIP changes, as well
as reclassifications of ‘areas of needs’ and rural area classification changes.
If you are a General Practice with problems in these regards, we are pleased to hear
from you and ensure you are included in our continuing advocacy work.

Suicide prevention snap shot

It was announced by the Government earlier this year that
PHNs will have a role in the planning and commissioning of
suicide prevention activities across South Australia, this
includes indigenous specific services.
On Monday 2nd May, you should notice in your inbox an
email invitation to our first Needs Survey as a PHN. We are
very interested in hearing how we perform, and in particular,
how you deliver care and interact with other providers and
services. We welcome your opinions on where service gaps
and quality improvements can be addressed.
Country SA PHN is inviting community members and health
service providers across our region to contribute to initial
processes to collate information, to assist us in developing
and driving regional suicide prevention activity based plans.
Input from this 15-18 minute online survey will guide our
service planning and provide a benchmark against other
PHNs, which we will look forward to sharing with you.

As you may be aware, rheumatic fever (RF) and rheumatic
heart disease (RHD) have recently been declared notifiable
conditions in South Australia under the South Australian
Public Health Act 2011.
While notification to the Communicable Disease Control
Branch (CDCB) under the public health legislation is
mandatory, consent from the patient will still be required to
enrol people on the South Australian Rheumatic Heart
Disease Register, as this is a clinical management tool.
The Manual contains:
 Evidence-based behaviour recommendations in five
major lifestyle areas so that clinicians can support
consumers in proactive planning, management and
optimisation of their health, wellbeing and quality of life.
All new cases of RF and RHD must be notified to the CDCB
within three days of suspecting or confirming a diagnosis.

Future Planning and Advance Care Planning:
Why It Needs To Be Different For
People With Cognitive Decline
A new report is available from a national
project to improve the quality and
uptake of advance care planning (ACP) for people with
dementia. This project found that a new approach is needed
to ensure their voice is heard in decisions affecting lifestyle,
financial issues, care and health.
Country SA PHN (CSAPHN) exists to bridge the gap of health
inequity and access in rural South Australia by building a
collaborative and responsive health care system. We do this
by increasing the efficiency and effectiveness of medical
service delivery while improving the coordination of care to
ensure patients receive the right care in the right place at
the right time. CSAPHN is moving towards a commissioning
model commencing in the second year of operation (201617). As part of our commissioning process we will be
advertising Requests for Quotations (RFQs), Requests for
Tenders (RFTs) and Expressions of Interest (EOIs) using an
online e-procurement system. We invite registrations from
organisations who wish to receive such notifications to
register within the e-Procurement system.
The research, conducted by the NHMRC Cognitive Decline
Partnership Centre and HammondCare, provides seven key
recommendations to assist in developing a national model
for ACP for people with dementia and other forms of
cognitive impairment.
The recommendations include that individuals receive a
timely diagnosis, that ACP is done as early as possible and
that it should cover an extended time period and range of
issues.

Managing osteoporosis in aged care
residents
Each year hundreds of
thousands of babies are born in
Australia, and beginning these
important conversations will
reduce the risk of children being exposed to alcohol before
birth.
Minimal trauma fracture due to osteoporosis
is a major health burden in ageing
populations, causing pain, severe disability
and reduced quality of life. Identifying aged
care residents at risk of osteoporosis,
optimising medicines as appropriate and preventing falls are
all important strategies that can help to minimise fracture
risk.
Australian health guidelines recommend that for women who
are pregnant or planning pregnancy, not drinking alcohol is
the safest option.
Unfortunately, research shows that awareness of this advice
remains low. The National Drug Strategy Household Survey
(2013) undertaken by the Australian Institute of Health and
Welfare, found that one in four Australian women continue
to drink alcohol after becoming aware of their pregnancy.

Update on yellow fever vaccination for travellers
The Australian Government is adopting the World Health
Organization amendment to the International Health
Regulations (2005). The period of protection afforded by
yellow fever vaccination, and the term of validity of the
certificate, will change from 10 years to the duration of the
life of the person vaccinated.

Your patient’s work injury insurance cover for medical
expenses may be changing
APNA wants to better understand the
workforce; we want to articulate the roles
of nurses and describe
your circumstances so we can best
support you, and support recruitment and
retention of nurses into primary health care.
The insurance cover for medical expenses for some patients
you deliver services to within the Return to Work scheme will
cease on 30 June 2016. This is 12 months after their work
injury claim transitioned from the WorkCover scheme to the
Return to Work scheme. ReturnToWorkSA recently wrote to
providers delivering services within the Scheme to make
them aware of these changes. This information can be found
on ReturnToWorkSA’s website.

gather it straight from the source, and that's you. And your

Supporting you to transition your patients
As a medical and allied health practitioner, you play an
important role in supporting your patients through this
transition period. To support you, ReturnToWorkSA will send
you a letter detailing a list of patients you are treating under
the Return to Work scheme whose financial support for
medical treatment will end on 30 June 2016. We’ll also
provide some options for assisting your patients to transition
from Scheme-funded services to community, state,
commonwealth or private services if ongoing treatment is
required.
