Dear Applicant
Thank you for your interest in the above position.
This is an exciting time to join the new leadership team of RCT Homes as you will join me, the
newly incoming Chief Executive, and our established Organisational Development Director and
Business Development Director in providing leadership to the organisation and staff teams.
We will work closely with the Board in providing direction for RCT Homes, and we can face the
future with the confidence to deliver our desire to be a trusted, open and inspiring organisation
that changes people’s lives and our communities for the better.
To deliver this vision, the Board have recently agreed and launched a new 2 year corporate plan,
which will focus on core business improvement and enhancing customer engagement, whilst also
delivering exciting projects such as rebranding, investing in ICT advancement, and continuing with
the development of new homes. This will set the foundation upon which further success can be
built, through continuous service improvement, though leadership, and through innovation and
diversification - to deliver profit to support our social purpose.
We are now looking to recruit two credible and effective leaders as our Finance Director and as
our Homes and Neighbourhoods Director. You will have the skills and experience from a successful
career, but you will also need passion for the role and a genuine concern for people, to complete
our Executive Management Team.
There is a big job to do here, great rewards and truly exciting times ahead. Our Board and the
team are ready to welcome you and work with you. I will be joining RCT Homes soon and I am
really excited about the opportunities.

ABOUT US
RCT Homes was set up as Wales’ first housing community mutual in December 2007, following a stock
transfer of over 10,000 homes from Rhondda Cynon Taf Council.
Being a community mutual means we are run by our tenants, for our tenants. As well as being part of
decision-making processes at all levels of the organisation – from recruiting our next Chief Executive to
checking our repairs are right first time – tenants are also consulted to make sure we are doing the right
things in the right places at the right time.
Our homes, which were primarily built in the 1950s and 60s, are located on more than sixty housing
estates throughout the former mining communities of Rhondda Cynon Taf.
When tenants voted in favour of transferring the ownership and management of their homes to us, we
embarked on a mammoth task of bringing our homes up to the Welsh Housing Quality Standard (WHQS)
by the end of 2012.
Our ambitious programme involved making nearly 60,000 improvements to 97% of our properties and
an investment of more than £140 million. It also included bringing more than 500 empty properties –
some of which had been vacant for more than a decade – back into our housing stock. By the end of
2012 we had achieved our programme. In addition we achieved all 86 investment and service
improvement Promises made to tenants at transfer. Our Planned Maintenance Programme continues to
deliver improvements and maintenance to our homes.
In 2013 we embarked on our first house build programme, using traditional funding methods. We now
have a development programme which is helping to develop sustainable communities and deliver on
much needed affordable housing throughout the valleys.
Our multi-million pound Neighbourhood Spaces programme has been rolled out throughout many of
our estates. Working closely with our tenants we plan and deliver improvements to community spaces
that make a real difference to how people feel about where they live – and provide opportunities to
bring the community together.

RCT Homes is about more than just bricks and mortar (and kitchen sinks and bathroom suites). We also
focus on the regeneration of our communities. We want to tackle poverty, regenerate communities and
help people into work and training.
Since 2007 we have delivered over £12 million of social value for our customers and communities
through our added value support services, charity, social enterprise, projects and volunteering.
We work with partners to deliver much needed programmes and projects that support our communities
to be stable, thriving and ambitious.
As well as offering grants and match funding for projects we deliver social value through our
procurement process, ensuing local suppliers and local people benefit from contracts and job creation.
Our staff are actively encouraged to take part in volunteering events and our annual Give and Gain days
are a highlight in our calendar.
RCT Homes was named the Business in the Community Wales’ Responsible Company of the Year for the
second time in 2014.

Claire Jones
Chair
An Independent Board Member, Claire has worked in the Housing sector in Wales for more
than twenty years during which time she has been involved in a number of renewal and
regeneration projects. Claire currently coordinates Housing Strategy Commissioning and
Partnering for Neath Port Talbot Borough Council. Claire has beenChair of the Board since
2011.
Ken Bowles
Ken is a qualified accountant and spent eighteen years working for a local authority where
he became a project manager responsible for furnishing and fitting out major buildings. He
has used his skills and experience by playing a central role in the selection of contractors for
RCT Homes’ multi-million pound Planned Maintenance Programme framework. Ken is
resident of The Haven sheltered housing complex in Hirwaun.
Keiron Montague
Keiron became the Rhondda Cynon Taf Council Cabinet Member for Service Delivery,
Communities and Housing only two years after being first elected as councillor for Maerdy
where he was brought up.
A former advocacy worker with Rhondda Housing Association and a community partnership
manager with Newydd Housing Association – where he was responsible for increasing
tenant involvement in decision-making – he took over as the Play and Youth Service
Manager for Merthyr Council in 2013.
Paul Mee
Paul is the Service Director for Public Health & Protection at Rhondda Cynon Taf County
Borough Council. He is responsible for a number of council services including Housing
Strategy & Standards, Environmental Health, Trading Standards, Licensing, Community
Safety, Bereavement Services and Registration Services. Paul has worked in local
government since qualifying as an Environmental Health Officer in 1991 and has held his
current position as Service Director since 2007.
Kel Palmer
A former fast jet pilot in the RAF, Kel - a Tenant Board Member - rose to the rank of Group
Captain. He also spent a number of years with the Ministry of Defence in Whitehall before
leaving to work in the defence industry. Since retirement to Fernhill in Mountain Ash, he has
become very active in community affairs, receiving the Queen's Award for Voluntary Service
in 2004. Kel is RCT Homes' longest-serving tenant board memner.

Lynn Pamment
Lynn is the partner responsible for leading accountants PricewaterhouseCoopers'
Government and Public Sector practice in Wales and the West. An Independent
Board Member, she has more than twenty years of experience of working with
housing associations and their audit processes.
Jeff Elliott
The councillor for Cwmbach, Jeff has served on the council's Environmental and
Education and Lifelong Learning scrutiny committees. He has worked as
constituency assistant to Cynon Valley MP Ann Clwyd and was formerly a lecturer in
further education. He is chair of Cwmbach Communities First Partnership Board and
has served on a number of school governing bodies.
Brian Johnson
Brian stepped up to the Board in 2012. He has been a tenant in Beddau for more
than forty years and has been an active member of working groups and, more
recently, the Members’ Forum since RCT Homes began operations. Before he
retired, Brian was a volunteer disability counsellor and benefit advisor.
Teressa Bates
Teressa has lived in Hawthorn near Pontypridd – the ward for which she is the
councillor – all her married life. The Chair of the council’s Appointments Committee,
she also sits on the council’s Licensing Committee and Cwm Taf Community Health
Council.
Leighton Knowles
Leighton is an RCT Homes tenant and a Rhondda boy, born and bred. Along with
experience as Chair of Merthyr and Valleys Mind – the UK’s leading mental health
charity - Leighton has also advised organisations on equality and diversity issues.
Passionate about these issues Leighton is familiar with complex topics of funding
and budget-setting as well as working with regulators.

THE EXECUTIVE TEAM
Paul Davies, Chief Executive
Paul takes up the post of Chief Executive at RCT Homes this summer. He is an experienced Senior Executive
with a strong track record in developing high performing and award winning organisations that work closely
with local communities and partners. He has been in CEO and Director roles in England and Wales for over
13 years, and he has more than 25 years’ experience across Social Housing, Local Government,
Regeneration, Charities and the Private sector. He is well networked in the housing sector, with links across
Wales and experience of working in partnerships, political and regulatory environments. Paul combines
strong strategic and business skills with a clear people focus – he has a coaching and mentoring approach,
and encourages aspiration and development in colleagues.
Paul has a BSc (Hons) Environmental Health, an MSc Environmental Management, a Post Graduate
Certificate in Public Sector Management and a Diploma in Company Direction. Paul also holds qualifications
in coaching and mentoring and project management. He is a Member of the Chartered Institute of Housing
and the Chartered Institute of Building, has held various non-executive positions in the past and is currently
a trustee of Torfaen and Blaenau Gwent Mind.
Julie Vellucci, Commercial Director
Julie joined RCT Homes in May 2015 and now leads the Commercial directorate comprising of several
teams. The Development and New Business team builds new homes which can be for social rent or for
market sale/rent. They also deliver energy efficiency schemes for our tenants (eg solar PV) and offer advice
to the wider community too.
The Asset management team ensures that the 10,500 homes that we own are maintained to Welsh Housing
Quality Standards - that's good kitchens, bathrooms, property structure and outdoor spaces.
The Regeneration Team work across the whole business and wider community offering such initiative as
Ziggies, Go4It! Give and Gain and the Tenant Fun Day. The team also lead on our corporate social
responsibility which sees millions of pounds of added value gained for our communities.
Julie is highly experienced in front line service delivery across regeneration, property and regulatory
service. She spent 20 years with Newport City Council, starting her career in Accounting before moving into
property services and finally heading up the Regeneration division with a budget remit of £12M.

Maxine Wiseman, Director of Organisational Development
Maxine became Director of Organisational Development at the RCT Homes Group – now one of Rhondda
Cynon Taff’s biggest employers with more than 500 staff – in March 2013.
Since joining the Group, Maxine has re-defined the role of the OD Team, which is responsible for
connecting plans, people and processes to make sure the business is as successful as it can be. She leads
the Human Resources, Learning and Development and Informatics teams.
A Fellow of the Chartered Institute of Personnel and Development (CIPD) and a Member of the Chartered
Institute of Housing (CIH), Maxine has a successful track record of supporting organisational change. She
considers herself to be positive, ambitious and fun loving, traits which she applies in her work to enable
others to love what they do and do it well.
Having started work when she was 16 years old as a railway trainee on the rail industry’s equivalent of the
Youth Training Scheme (YTS), Maxine is proud of her achievements and acts as a role model for others
who have high career aspirations.
She is a member of the board of Grow Enterprise Wales (GrEW), a social enterprise that moves people
closer to the workplace through training, education and work experience. She is also a Parent Governor at
Heart of the Forest Community Special School, the only school in the Forest of Dean serving children and
young people who have severe and profound multiple learning difficulties and complex needs.
Stephen Perry, Interim Finance Director
Stephen works as an Interim and Part Time Finance Director, using a Plc background to help owners and
organisations understand their goals and improve financial management and business performance.
Stephen has a wealth of experience working across a range of private businesses and charities, with
specialist experience in Healthcare, Insurance, Housing and Property, Construction, IT and Telecoms. He is
Vice Chair at Yorkshire Coast Homes Ltd and Treasurer at Never Such Innocence Ltd and at the Association
of Chairs.
Stephen is aCIMA Member in Practice and Chartered Management Accountant. He is also a Fellow of the
Chartered Insurance Institute and a Certified Prince 2 Practitioner.

1. Position

2. Salary
£85k per annum, 10% car allowance on top
3. Annual Leave
All employees are entitled to 30 days annual leave.
4. Benefits
Health cash plan, we offer a salary sacrifice car lease scheme and a car parking space.
5. Pension
RCT Homes provide a CARE pension scheme (LGPS), employer contribution 10.8%. employee
contribution 10.5% on current banding .
6. Location
Your normal place of work will be our head office at RCT Homes, RCT Homes, Tŷ Pennant, Mill
Street Pontypridd, CF37 2SW
7. Relocation
Consideration may be given to a relocation allowance for the successful candidate.
8. Working hours
Normal hours of work for a full-time position would be a minimum of 37.5 hours per week.
However, the number of hours required for this post will be explored with the successful
candidate.
