The Professionals

These are the professionals and not merely because
they came from a latter day but because the sensibilities
of being a teacher in 1901 were different from what is the
case today. Teachers who taught a century ago were not
more professional than those of today because of a greater
sense of dedication but, in part, because in 1901, there
were so few distractions in that culture and teachers could
perhaps better focus on their charge. Life in 1901 was led
in a very different context than what is the case for many
people today.
That one man and those seven women were the total
faculty that taught students at North Belvidere High School
is 1901. Those that have read The Journal over the years
might have become familiar with Mr. J.E. Zinser because
he seemed to appear in many preserved photographs of the
North Belvidere High School of that era and also because
he was then a very popular teacher.
Mr. Zinser taught many of the science classes at North
High School and in those days, teachers had to be able
to “multi-task.” Because of the size of school districts a
century ago, teachers had to be adept at teaching a wide
range of subjects. Teachers today can straddle a range
as well but likely not as wide as was the case in 1901.
For example, Mr. Zinser taught general science classes,
physics and chemistry along, perhaps, with other more
specialized types of science.
The same characteristics would be expected to come
with those who taught mathematics. General mathematics
was be taught but for more advanced students, the teacher
had introduced some students to algebra, calculus, plain
geometry and solid geometry and even differential
equations. Albert Einstein was only then beginning to
imagine and to evolve his theories that would shake the
world of mathematics in the early years of the new 20th
Century.
It is a unique element of our popular culture that we
relate to baseball players, hockey players and lawyers and
doctors as professionals but the adjective “professional”
is not often associated with teaching. Teaching is an
occupation that should qualify as a profession. Those who
are teachers must complete a proscribed level of education,
they must express their performance and skill by passing
a licensure examination and it is expected by many public
school districts that their teachers will continue their
education during their career. But beyond the basic skills
needed to become a teacher, the more important aspect is
the intellectual dedication and the desire that teachers hold
that identifies the professional teachers from those that are
more interested in depositing a paycheck.
In addition to Mr. Zinser, his colleagues assembled
around him included Mary Devlin, Lottie Lawrence, Grace
Sharp and Nellie Gilman. There was also Dove Greenlee,
Belle Tripp and Kittie Williams. It should be noted that
Ms. Williams passed away soon after this photograph was
shot. She died on July 30, 1918 after this photograph was
shot in 1901.
Yet, it must be recognized that these eight people taught
the entire curricula that was offered at North Belvidere High
School in 1901. Of course, that curricula was very different
from the curricula taught to students today. Languages are
not taught today to the same extent that languages were
emphasized a century ago. The sciences such as biology
and zoology were taught, literature and English were also
taught by these people shown here. The required classes
for graduation in 1901 were also very different from what
is required today. However, of course, the world and the
culture is very different today than what was the case in
1901.
In 1901 when these people practiced their profession,
there was no radio, no TV, no Internet and no Facebook.
The profession of teaching did not have in 1901 the wide
ranging variety of distractions that teachers today must
compete with.
Of course, there were relationships between young
men and young women that occupied some of the student
interests in that latter day classroom. But, as with the
professional dedication that many of these teachers
embraced, such was the case among some of the students
in 1901 that were more interested in finding someone with
whom they could spend their lives with rather than to find
someone to “hook up” with for the moment.
It should also be noted that, within the two Boone
County school districts that educate thousands of students
every year, there are a large number of professional
teachers. Because the teachers appear on a tintype does not
mean that they and they alone possessed a greater sense of
professional responsibility than teachers of today. But it is
to recognize that the culture of 1901 was so very different
than the culture of today and mere comparisons of the two
is difficult to imagine or to make. The people shown here
were professionals but students and parents should take
heart, there are many professional teachers today and their
dedication should be recognized.

Elected and appointed officials in Boone County
government assigned to manage county financial matters
have known of this $800,000 deficit in the General Fund
for much of 2015. As 2015 dawned with Dave Ernest as
the new Boone County Sheriff who had a long-standing
working relationship with the Belvidere Police Chief, Jan
Noble, both picked up the performance of their departments
and arrests rose in number. Soon after Mr. Ernest was
sworn in as the new Sheriff he said, “I have a lot of work to
do, I have to get started.”
As a result of this new commitment by local law
enforcement agencies the population of the Boone County
Jail changed. As the year progressed, local detainees
awaiting trial has increased. The good news is that local
law enforcement officials have been doing a better job than
in the past. The bad news is that Boone County has fewer
cells available for use by neighboring jurisdictions and the
federal government to hold their detainees awaiting trial.

has dropped and the reduction is significant.
This reduction in revenue and also, because of a larger
than expected number of serious medical problems of
county employees, all county revenue has dropped. The
county is self-insured and as claims rise, the cost for that
insurance also rises. These were why the county refunded
bonds in 2015 instead of 2016 that were used to pay for the
Courthouse expansion and building of the Administration
Complex. As a result of that move, the county will save
more than $350,000 over the life of those bonds.
As late as last week the Boone County administrator,
Ken Terrinoni, told members of the County Board finance
committee that he expects there to be a deficit of $800,000
or more in the General Fund. The General Fund is where
the bulk of county bills are paid. Overall, it is expected
that the county could realize a total budget deficit in excess
of $1.1 million.
With these numbers in mind and few viable options
from other revenue sources to erase the expected deficit,
County representatives agreed, after considerable debate,
to access funds from the collected surplus Public Safety
Sales Tax revenue. That would mean, if approved in the
total budget, the county would transfer $800,000 from
the Public Safety Sales Tax surplus and use that money to
offset some of the expenses associated with manning the
Boone County Jail.
It should be noted that annual payments due on the Jail
Bonds will continue to be collected and reserved for that
express purpose. But, over the years, the collected revenue
has surpassed what was needed to make the annual bond
payments.
The decision by the finance committee members came
about in a special meeting that occurred last week. Mr.
Terrinoni said, “The major topic that was discussed was
how we can manage the deficit. A major area of interest
was the surplus revenue collected from the Public Safety
Sales Tax.” The meeting lasted more than two hours and
use of the $800,000 in surplus revenue was approved by a
unanimous voice vote of 4—0. But, the final approval of
this transfer and use will not occur unless and/or until the
full budget is approved.
To use the surplus revenue in this manner, Ordinance 1035 must be amended. That ordinance was enacted in 2010
and allowed for some of the collected sales tax revenue to
be used for management of the jail. That ordinance would
be rewritten to accommodate the $800,000 transfer. The
$800,000 would be used to pay for jailer salaries only and
that was the intent of the committee members. In a similar
special committee meeting that occurred on Wednesday,
committee members were told that the overtime spending
for work in the County Jail could not be reduced without
more personnel being hired.
Boone County Sheriff Dave Ernest was clear when he
said that he is also in need of new deputies. Until those
additional deputies are hired and trained, overtime in
the Sheriff’s Department is likely to continue and could
escalate.
For a number of years the amount of overtime spending
in the County Jail and the Sheriff’s Department has been
a concern for some local taxpayers and for some current
and former County Board members. The problem in both
instances is that the county cannot afford to hire and train
new deputies and jail guards while they would be paying
continued overtime to those current employees as the
new-hires learned their job. It takes almost one year to
thoroughly train jail guards and Sheriff’s deputies.
Mr. Terrinoni reported that discussion during the
Thursday meeting focused on jail guards. Today, the
county employs 32 guards
and two of them are out. If
the county could increase
the number of guards to
36, that could ease some
of the overtime spending.
The committee members
discussed the prospect of
adding two new guards and
two new deputies though
these are matters that need
further consideration.
In other matters the
committee
considered,
discussion followed to
reduce the county road
levy. But, Mr. Terrinoni
added that the county needs
that revenue to continue
to maintain roads and
bridges. “Reducing the
road levy,” Mr. Terrinoni
said, “is not as attractive
as someday money will be
needed here.”

meeting is scheduled to occur on October 8. There is
another meeting scheduled to occur on October 13 and it
is expected that the full County Board would approve a
proposed budget for the mandatory lay-aside period before
the final version of the budget would be approved in the
November County Board meeting. The fiscal year for
Boone County runs from December 1 through November
30. The goal of elected and appointed officials in Boone
County is for the Fiscal Year 2016 budget to reach a
balanced condition but that has not as yet been reached.

Points in Conflict:
Ethics v. Practicality
Some here are angered by what they view as a compromise of ethics promoted by the current Boone County Board
who proposed spending $800,000 of collected Public Safety Sales Tax revenue for needs other than to pay off the
Boone County Jail Bonds. Those that are angered believe that elected county officials many years ago promised, if
voters approved creation of the tax, the measure would end in 2018 and the revenue would only be used to pay interest
and principal on the jail bonds.
However, could anyone predict those many years ago the condition of Boone County, the State of Illinois or the
national economy? The late 1990s were the good old days when principal on homes rose by 4% to 5% annually.
Those were the days when Certificate of Deposit interest rates for one year were at or above 6% according to Bankrate,
Inc. Today that interest rate is far below 1%. The nation was also then not recovering from a devastating recession
that still causes near double-digit local unemployment rates and chronic economic problems across Boone County
and the region.
The community and those that are claiming ethics violations must understand that the economic condition of the
county is not due to a policy of overspending since the dawn of the Third Millennium. The problem is multi-faceted
and will translate in Fiscal Year 2016 into a better than $800,000 deficit in the General Fund and a $1.1 million deficit
in the overall county budget. County finance committee members must calculate how they will pay the bills.
Somehow this $800,000 hole must be filled or the county will access reserve capital. Reserve capital is money
the county has in savings. The county is already accessing reserve money to pay for state’ refusal to pay their portion
of salaries for the state’s attorney, probation officers and the public defender. Not only Boone County but the state is
running out of money and the state is also not paying collected motor fuel taxes. These are contingencies that were
never imagined in 1998.
Certainly idle statements and promises were made and there are many here that remember hearing elected officials
agreeing, that the sales tax revenue would only be used to retire the jail bonds and the tax would cease in 2018. Those
words were likely uttered by some elected officials when the referendum was up for a vote.
However, how does the county get to 2018 to decide to end the tax as more unfunded mandates from the state and
federal government continue to arrive? What will the county do if the state refuses to make their mandated payments?
Those bothered by the ethics of the tax have not commented or offered answers to those questions.
Further, is it ethical to demand elected officials to follow what was promised when today county reserve deposits
receive less than 1% interest while inflation erodes the principal? Is it more ethical to watch overtime in the jail
escalate unabated while use of some of that collected surplus sales tax revenue might relieve some of that overtime by
hiring one or two guards? Is sustaining a promise the ethical goal? Another question that perhaps many do not want
to answer asks, who misses $0.005 when they buy a $1 candy bar?
As American taxpayers, we are burdened by permanent taxes. With each state and federal administration, the
number of new permanent taxes increases. It is likely that the broader argument offered by those that question the
ethics of the current County Board administration and their moves to use collected surplus sales tax revenue is that
they fear the creation of yet another permanent tax. Arguments suggest that use of the surplus sales tax revenue will
expand the size of county government and that could happen. But, the deeper question asks, is it more ethical to
continue to spend ever expanding levels of overtime salaries or is it more ethical to use the collected sales tax revenue
to hire new jail guards to reduce overtime spending? The answer lays in the mind of the reader.
A preferable direction for this debate would be for members of the County Board to hold an open forum to debate
this question. There are two paths available to county officials: (1) to sustain the sales tax collections or (2) end
the collection when the Jail Bonds are paid in full. Of course, the public may come to any County Board meeting
and speak out about any matter of general interest but, the apathy of the community remains overwhelming. It is
important for the Boone County Board to create a plan to bring this matter to the public for their consideration rather
than to “evolve” into what many believe is a further compromise of ethics.
The County Board should develop ideas and move forward with public debate to hear what the community wants.
There is no need for another advisory referendum if the County Board promoted and held an open public forum. The
County Board will do what they need to do and rather than to rely on borrowed capital or to access reserve funding,
every option must be considered. The public should expect nothing less if the public expects to have the same
continued level of services provided by county government. But, we repeat our request that the Boone County Board
host a public forum to offer an open airing of ideas regarding the Public Safety Sales Tax and use of that funding rather
than to ignore and to deny the voice of the community.

CORRECTION
Some called The Journal to inform us that ethical
questions discussed in last weeks’ Editorial regarding the
Public Safety Sales Tax were misstated. This correction
will attempt to alter the record but, there is a cliché from
court proceedings that recites, “You cannot un-ring the
bell.”
Those that commented claimed they heard not only
those engaged in the selling of the sales tax referendum
promising that the tax would end in 2018, but they
remember the same message heard from Boone County
elected officials. Under Illinois law it is illegal for elected
officials to campaign for passage or defeat of referenda
measures left to the voters to decide. However, Illinois
law allows elected officials to answer questions about a
measure and that is where the letter of the law may be bent.
The tone, the language used, the body movements and
many other messages may be sent with a simple gesture.
If anyone is unsure of the substance of that sentence they
should read Marshall McLuhan’s book Understanding
Media.
Many claim they heard elected officials promise that
the Public Safety Sales Tax measure would end when the
bonds are paid-off. They believe they also heard that the
collected revenue from the tax would only be used to pay
bond interest and principal. The Editorial last week did
not consider that elected officials could have “suggested”
or made direct statements favoring passage of the tax and
stating clearly that the tax would end by/or before 2018.
Many here believe that ethics are being compromised
when current elected officials want to alter what many
claim was promised.
The Journal apologizes for any misunderstanding that
our Editorial last week might have caused.

‘Settler’ Who?

To be a settler. Today, we don’t look at ourselves as
such. We move and relocate our lives, are families, our pets
and our jobs, to places already filled with inhabitants and
call it home. Some of us move around like nomads, never
staying in one place for very long. Others like to stay in
one place like thousands of years ago when nomads started
practicing a sedentary culture, thus becoming the first
“settlers”.
Most every square mile of our country has been
explored and has a way paved to travel through to and fro.
We have mountain ranges that, for lack of better words, are
too barbaric and unforgiving to the human body to be able
to maintain a permanent residency. But there are those who
try and some succeed in adapting and surviving to harsh
climate, we call them ‘Mountain Men’.
In cultural anthropology, sedentism (sometimes called
sedentariness) simply refers to the practice of living in
one place for a long time. Settlers came to barley charted
territories that had few to no population and became a
permanent part of a growing community in that area.
In the last 30 years, archaeological research has shown
the earliest sedentism began with on-site agriculture
and cattle breeding. Most researchers now believe that
sedentism was a prerequisite for the first agriculture to
occur. Sedentism usually meant more people, sturdier
houses, new stone tools, more jewelry, burials or
cemeteries, more long-distance goods and also clear signs
of social stratification. Social stratification is typically
distinguished as three social classes: the upper class, the
middle class, and the lower class. The basis of which we
live be today began oh so very long ago. We as a society
still are placed in three different classes of people by our
wealth and social stature.
Prior to European habitation of Illinois, one would find
that there was a fairly even split in the landscape pattern
and composition of vegetation in McHenry County,
Illinois, by a survey conducted between 1833 and 1838.
McHenry County was mapped by the U.S. Public Land
Survey (PLS) as 50 % prairie, 44 % timber, 3 % scattering
timber and less than 1 % barrens.
One would also find large carnivores more commonly
associated with the Western United States, such as bobcats,
foxes, red and timber wolves near the forested belts that
ran along streams here. In this region that broke the vast
expanses of prairie, robust winter grapes and Virginia
creeper vines hung from sugar maples, elms, hickories,
black walnuts and several species of oak and ash trees.
River otters were observed in the waterways of Illinois
where soft-shelled turtles and more than seventy species
of freshwater mussels inhabited. Beyond the forests that
snaked through the expanses of the Northern Illinois
prairie, large Elk and Bison herds cultivated among the
native Indian Grass and Big Bluestem grasses.
For the ‘Settler’ then and now, the native beaver proved
to be a nuisance. The beavers natural way of life includes
building damns in rivers and streams. This is problematic
for farmers and settlers of Northern Illinois since when the
waters flood farm land it ruins agricultural crops. These
floods will also ruin roads, transportation routes, and byways from field to field.
The largest North American rodent is the American
beaver. In Marengo in December of 2014, a beaver fossil
was found, to be exact, it was a giant beaver (Castoroides
ohioensis) incisor. This was the first in McHenry County
and only the 16th reported in Illinois. The early settlers
had to deal with the over abundance of rodent beaver and
trapping was a way to make money while eliminating the
problem. Early Pleasant Grove (Marengo), Illinois settlers
used the furs for barter and trades, and clothing materials.
Marengo was originally named Pleasant Grove from a
grove of trees near the town site. Marengo established its
name from The Battle of Marengo, which was fought on
14 June 1800 between the French and Austria. The town
was named to commemorate the battle and that battle was
the victory that sealed the success of Napoleon’s Italian
campaign of 1800 .
As European settlers had made their way to the
established Mid West, the native foliage and flora would
be proven to be a good resource for income, food, building
materials, and heat source. The land was found to be a gold
mine for vast amounts of agriculture. Agriculture in the
Midwest United States represents one of the most intense
areas of agriculture in the world. Today, this area is not only
critically important for the United States economy but also
for world exports of grain and meat. The economic value
of agriculture in the Midwest encompasses corn, soybean,
livestock, vegetables, fruits, tree nuts, berries, nursery and
greenhouse plants.

Sweet, founded the annual event of Marengo Settlers’ Day

way back in 1971. Mikyska, owner of Brandt’s Pharmacy,
and Sweet, a local dentist, came up with the name Settlers’
Day. Because Harvard’s Milk Days was already a proven
success, they took some of that same idea and built upon it.
At about the same time, Marengo’s Chamber of
Commerce was in its infancy. The Chamber of Commerce
became the “operator” and did most of the work for ten
years. Later, Settlers’ Days was incorporated as an entity of
its own. In the beginning, Marengo Settlers’ Days, was in
August and coincided with the sidewalk sale they had back
in 1971. It just grew from there: A beauty pageant, baton
twirlers, a carnival, music for the young adolescents and
something for the older generations too. They’ve
always wanted to keep the festival exciting and fun with
different attractions. Offered over the years, helicopters,
skydivers, hot air balloon rides, artist and military
representatives have been some of the big attractions. In
2014, Marengo Settlers’ Day feature its First Annual Baby
Contest and Richard and Maureen Mikyska were the Grand
Marshals.
This years Marengo Settlers’ Days – There’s No
Place Like Home, will be from October 8th to the 12th, 2015.
The weekend will be packed with contests, arts, music,
food, carnival rides, and of course the Parade on Sunday

SPRINGFIELD – Democracy may not be dead in Illinois, but it sure is circling the drain.
It’s the dirty little secret of the Illinois General Assembly; most members aren’t so much elected as anointed.
Only about 40 percent of candidates actually face an
opponent when they run for office.
Illinois sort of functions like the old Soviet Union —
candidates appear on the ballot unopposed — and the “voters” are expected to endorse them during the “election.”
Doesn’t sound like much of an election, does it?
So how did we get in this predicament?
The majority party in the General Assembly has gerrymandered legislative districts in a manner designed to
ensure it’s continued control.
That’s part of the reason why the Democratic Party has
a supermajority status in both the state House and Senate.
Politicians distort and stretch their districts into strange
shapes for two reasons: To get more seats for their political
party and to get re-elected without having to run a substantial campaign.
Potential candidates don’t run because they look at how
district has been drawn and know they can’t possibly win.
Since political parties recruit candidates and help fund
their campaigns, party bosses, like House Speaker Mike
Madigan, have a big say in who is fielded.
Using sophisticated computer programs, Madigan and
his cohorts have drawn the House districts to protect incumbent Democrats.
And while Madigan is the master of this dark craft, to
be fair Illinois Republicans have a history of engaging in
this behavior as well.
Instead of voters picking legislators, we have legislators picking voters.
So just how bad is it in Illinois?
According to Ballotpedia.com, in 2014, only 39 percent
of all Illinois legislative candidates faced an opponent in
the general election.
That means more than 60 percent of the time, voters
don’t have a choice on who to vote for.
How does Illinois stack up?
Well, Michigan rated 100 percent in contested races,
with every 2014 legislative district fielding at least two major-party candidates. And California and Minnesota had
competitive races in more than 90 percent of their legislative districts.
Illinois, on the other hand, ranked in the bottom fifth for
competitiveness.
Petitions are being passed to place a measure on the
ballot that would amend the state constitution and have an
independent commission draw legislative boundaries.
Also, Gov. Bruce Rauner is pushing for the General Assembly to vote for a similar measure.
In fact, he says redistricting reform is so critical that he
won’t consider a budget compromise until lawmakers vote
on such a measure.
But legislators don’t like competition. They want to
keep things the way they are — with Soviet style elections.
After all. They value their job security.

Clemency
Hearing for
Former Rockford
Police Officer
Boone County State’s Attorney Michelle Courier has
announced that Daniel Cruz, the off-duty Rockford Police
Officer responsible for the DUI crash in May 2012 in
Boone County, has filed a petition for Executive Clemency
which is set to be heard before the Prisoner Review Board
in Springfield on October 7. The petition for Executive
Clemency seeks to have the Governor pardon Cruz or
reduce his sentence. Cruz was previously sentenced in
May 2014 to 8 years in the Department of Corrections. His
projected date of release is February 2021. Boone County
State’s Attorney has objected to the petition and will argue
against any relief. “Throughout his petition for clemency,
Cruz claimed to accept responsibility for what he had done,
but he never identified in his petition anything he did was
wrong,” Courier commented. “The State believes Mr.
Cruz will only learn how to be held accountable by serving
the remainder of his sentence.”
On May 21, 2012, just after 9:00 p.m., Cruz was
passing a SUV in a no-passing zone southbound on Beloit
Road when he struck a pick-up truck and collided with the
SUV near Townhall Road. One of the passengers of the
SUV, Mary Daniels, was paralyzed from the neck down as
a result of a spinal cord injury. Following the crash, Cruz
began walking away from the scene and was stopped by
a firefighter approximately ¾ of a mile from the accident
scene. Cruz refused all chemical testing. A search warrant
was then obtained for an involuntary blood draw. Lab
results later revealed Cruz’s blood alcohol content to be
.14 grams per deciliter. Cruz was a thirteen-year veteran of the Rockford Police
Department who was off duty at the time of the crash.

wages of laborers, mechanics and other workers employed in
any public works by the State, county, city or any public body
or any political subdivision or by any one under contract for
public works,” approved June 26, 1941, as amended, {Ill.
Rev. Stat. 1987, Ch. 48, par. 39s-1 et seq. as
amended

WHEREAS , the aforesaid Act requires that the Boone County
Conservation District of the Boone County investigate and ascertain the
prevailing rate of wages as defined in saidAct for laborers, mechanics and
other workers in the locality of said Boone County employed in performing
construction of public works, for said Boone County Conservation District.
NOW, THEREFORE , BE IT ORDAINED BY THE BOARD OF
TRUSTEES OF THE BOONE COUNTY CONSERVATION DISTRICT:
SECTION 1:To the extent and as required by “An Act regulating wages
of laborers, mechanics and other workers employed in any public works
by State, county, city or any public body or any political subdivision or

amended, the general prevailing rate of wages in this locality for laborers,
mechanics and other workers engaged in construction of public works
coming under the jurisdiction of the Boone County Conservation District
is hereby ascertained to be the same as the prevailing rate of wages for
construction work in Boone County area as determined by the Department
of Labor of the State of Illinois as of June of the current year a copy
of that determination being attached hereto and incorporated herein by
reference as required by said Act, any and all revisions of the prevailing
rate of wages by the Department of Labor of the State of Illinois shall
supercede the Department’s June determination and apply to any and all

OSTENDE DANCE CLUB SEASON- Ostende Dance
Club will host (7) dances this season which runs from October
2105 thru May 2016. Each dance will feature a different party
theme to get the evening started on a festive note. The theme
for the October dance at The Castle in Beloit is Oktoberfest.
Dancers are encouraged to celebrate the season by dancing
the night away to their favorite ballroom arrangements. This
event at The Castle, 501 Prospect Ave, Beloit WI, starts at
6:30 pm with pre-dinner dancing and cocktails. The cost for
the October 12, 2015 dance at The Castle, including dinner
and dancing is $85.00/couple. Guest should contact Lisa
Brown at 815.509.2308 to make their reservation and meal
selection. Membership for the full season of entertainment is
$125.00 per couple in addition to the cost of the individual
dances.
