Father Suarez was born
in the province of Batangas in 1967. After
obtaining his Chemical
Engineering degree in
1995, he went to Winnipeg, Canada where he
attained his priesthood in
2002.

Cross, a religious community of priests, founded by Reverend Robert
Bedard. In 2006 alone he

those he ministered to

Tourist resorts need help Letters to the Editor
SOUTHERN LEYTE— Although there
has been a significant increase in the
number of tourist resorts in the province,
many of its owners claim they need local
government and national support to attract more clients.
To correct this situation, DTI Provincial Director Michael Nunez is
coordinating with the German based
GTZed, and local governments here to
prepare an investment incentive plan to
attract more tourists to these resorts. But
even this effort, resort owners say, won’t
be enough to attract the clients they need
to fourish.
Nuñez cited the Kuting Health Resort
and Spa in Macrohon, the Southern Leyte
Divers Resort and Peter’s Dive Resort in
Padre Burgos and the seaside hotels in
Hinunangan which cater mostly to foreign eco-tourists and balikbayans but are
relatively unknown to people from other
provinces in the country.
We have excellent hotels and restaurants in the city like Hotel Romana, Country Lodge and Kinamot Restaurant whose
cuisine compare with those of Manila,
yet few outside know about them so they
have to rely on the local clientele.
According to an officer of the Hotel
and Restaurant Association of Southern
Leyte (who requested anonymity) the
private sector can only do so much, and
need the support of local and national
agencies to make money He added that
there wasn’t even a road map of the scenic spots in Maasin so most visitors and
even local residents don’t know how to
reach them.
Nunez said aqua-tourism in Southern
Leyte has attracted scuba divers from all
over the world. But most of its regular
clients keep this information to themselves because they are afraid the dive
sites would soon be overcrowded and no
longer fun to dive in.
Dive sites located in Limasawa, Padre
Burgos and the towns along Sogod Bay
and Napantao in San Francisco and the
beautiful twin islands of San Pedro and
San Pablo in Hinunangan and the whale
sharks and giant Manta Rays of Pintuyan
and Limasawa are tourist attractions (but
again) who knows they even exist he
lamented.
Other tourist facilities worth visiting
are the Padre Burgos Castle in Tangkaan
and Jammie’s Hotel in Maasin City which
are excellent places to dine and stay in but who would know about them if they
are not marketed? Nuñez added that
more tourist spots were waiting to be
tapped like the 2,000 hectare rain forest in Silago which is the nearest town

Why are buses plying the Maasin Silago route still charging the same fare even though
the price of fuel was rolled-down three months ago? Is there any way Public Officials

Contract Duration: 150 calendar days
The BAC will conduct this public bidding in accordance with R.A 9184 and its Implementing Rules and Regulations Part A.
To be eligible to bid for this contract, a contractor must submit a Letter of Intent (LOI) and must submit a Letter of Intent (LOI) and must meet the following major criteria: (a) prior registration with the DPWH, (b) Filipino citizen or 75%
Filipino-owned partnership/corporation with PCAB license applicable to the type and cost of this contract, (c) completion of a similar contract costing at least 10% of the ABC, and (d) Net Financial Contracting Capacity at least equal to ABC, or
credit line commitment/cash deposit certificate for at least 10% of the ABC. The DPWH will use non-discretionary pass/fail criteria in the eligibility check, preliminary examination of bids, evaluation of bids, post qualification, and award.
Unregistered contractors, however, may submit their LOIs simultaneously with their applications for registration, to the Southern Leyte Engineering District before the deadline set below for the receipt of LOIs.
The DPWH Central BAC-TWG will first process the contractor’s application for registration and issue the Contractor’s Certification of Registration (CRC) before processing their LOIs. The DPWH Central BAC-TWG will process only those
with complete registration requirements.

Crisis Passes
I’ve never voted for Senator Gordon because I’ve
always felt that inside him
was an American trying to
get out. But once in a while
he has a brainstorm and
yesterday he showed sparks
of one when he told newsmen that primary schools
should be closed till the flu
pandemic had passed.
Although he did not
elaborate, what we hope
he meant was that students
wouldn’t really miss much,
since our public elementary
schools were perennially in
crisis.
A quarter of our primary
school children suffer from
chronic hunger, and many
of our 24 million school
kids are crammed into a
system that still uses errorstudded textbooks that does
everything but educate.
Poor English has zapped
the government’s plan to
capture 10 percent of the
world market in outsourcing, while 9 out of 10 of our
otherwise qualified job applicants have flunked because
their English wasn’t good
enough.
Once the Philippines
had more English speakers
than all but two countries,
but three decades later the
proficiency of those who
could speak English had
eroded the country’s biggest advantage in the global
economy.
Indeed, the Swiss business school which publishes
the World Competitiveness
Year Book in its latest report claims the Philippines
is now wedged into slot 43
out of 57 countries studied.
Our pathetic situation is
depicted in the latest joke
at diplomatic receptions of
a fictional story about the
Japanese Prime Minister
who was being given a crash
course in English before
meeting US President Barack Obama.
“When you shake hands
with President Obama,

Why GSIS Can’t Pay Its Members
Here’s bad news for GSIS members who are nearing retirement and looking
forward to enjoying their retirement benefits from the beleaguered insurance
company. According to its president Winston Garcia the GSIS is reeling from
the unpaid debts of over 30 percent of the country’s 8,000 local governments
and other government agencies which now amounts to 30 billion pesos.
He said these debts have accumulated over the past 15 years and this was why
some GSIS members would not receive their benefits when they retired.
If this is the GSIS’s financial situation, why did its board of directors approve
the multi-million peso retirement benefit package for its assistant vice presidents
and other senior officers?
Kiddie Slide Slasher
Last week my grandson Brandon had an up close and personal encounter
with the provincial kiddie park slaherr. We are referring to the children’s slide there
whose top safety railings is now crusted with rust and is razor sharp. Many kids
have had their hands lacerated by its jagged edges and we are hoping someone at
the Provincial Disaster Management Center could do something about it – even
though it has not yet reached “disaster coordinating” level.

I ran into former Vice Governor Eva Tomol at the Mercury Drug store recently and was happy to note that she had gained weight and was looking radiant.
Naturally I asked her if she had any political plans for the future. She said she
had none and was happy practicing law (and making money for a change) and
lecturing at the CM Law Center In this particular case; the public sector’s loss
has actually been the private sector’s gain.

foundation’s board of directors finalized the mission’s schedule with Provincial Health Officer Dr. Joselito Trumata
and Provincial Disaster Coordinator
Esledo “Dodi” Hernandez.
The surgical team which will fly in
from Manila is headed by Sister Eva
Maamo (the sister of Vice Governor
Mike Maamo) of the Our Lady of Peace
Foundation and will be composed of 30
doctors and nurses.
Dr. Trumata will also bring additional
surgeons from the Eastern Visayas Re-
gional Medical Center in Tacloban City
to augment the surgical team.
Mercado urged all those who need
surgical operations for hernias, goiter,
cataract, cyst, cleft lip, and myoma to
avail of the free service and medicines
the mission will provide.
She said those who are interested
should go to their Municipal Health
Officers for initial screening. A medical
surgeon would then conduct a second
screening at the provincial hospital for
those endorsed by the municipal health
offices.
The foundation will be coordinating
the surgical mission with the Congressional District Office and the Provincial
Government.

Lost angler rescued in Leyte
The Office of Civil Defense (OCD) in
Eastern Visayas has reported that five fishermen in the region were missing during the
height of Typhoon Feria. It said two of those
missing were from Hernani, Eastern Samar,
two from Guiuan, Eastern Samar and one
from Malitbog, Southern Leyte.
Two of the five fishermen were later
rescued in barangay Bantigue, Isabel town in
Leyte. The two were identified as Wilmo Cantilan of Bogo City, Cebu and Justino Munda
of Sabang, Malitbog, Southern Leyte.

Office of Civil defense isaid Cantilan was
found at around 8 a.m. last Wednesday
while Munda was rescued two hours later.
According to Lydia Fustanes, the wife
of Bontoc Mayor Pedro Fustanes, the Bato
to Bontoc Road in Southern Leyte was
hardly passable during the storm because
of landslides. District Engineer Carlos
Veloso ordered maintenance crew to work
overtime to clear the vital roadway.
Fallen trees and rocks also made it hard
to pass the Catbalogan North Road and
Samar-Leyte Roads. According to Pagasa
reports Typhoon Feria which had entered
the country’s area of responsibility through
the Visayas had affected 172 barangays in
the Visayas and over 53000 people living
there.

Series of 2009 and General Fund, intends to apply the sum of One Hundred Eighty Thousand
Pesos (P180, 000.00), being the Approved Budget for the Contract (ABC) to payment for the
Procurement of Construction Materials for Senior Citizen’s building.
2. The Local Government Unit of Silago, Southern Leyte, now invites sealed Bids from eligible
Bidders/Suppliers to apply for eligibility and to bid for the above project;
3. Bidding will be conducted through Open Competitive Bidding. Only bids from bidders
who pass the eligibility check will be opened. The bidder with the Lowest Calculated Bid shall
advance to the post-qualification stage in order to finally determine his responsiveness to the
technical and financial requirements. The contract/order shall then be awarded to the Lowest
Calculated and Responsive Bidder who was determined as such during the post-qualification
and Awards shall governed by the pertinent provisions of R.A9184 and its Implementing Rules
