Message from the
Hon’ble Minister for Overseas Indian Affairs
The eleventh edition of the Pravasi Bharatiya Divas (PBD) Convention, the flagship event of this Ministry, will be held
in Kochi, Kerala, on 7-9 January, 2013. The Government of Kerala will be the State partner of this event.
The PBD Convention provides a unique platform for overseas Indians to interact among themselves and with the
Government of India and the Governments of various Indian States. It is a forum where the Government of India
showcases investment opportunities in India and its potential in various sectors.
In the forthcoming PBD, we are expecting enthusiastic participation from our heterogeneous and diverse overseas
Indian community spread across the globe. The effort is to have a meaningful and interactive event that would
address the issues and concerns of the overseas Indian community effectively.
Considering the opportunity that the PBD presents for overseas Indians, as well as the prestige attached to the event,

It gives me immense pleasure to extend you a very warm personal invitation to visit Kerala on the occasion of the
11th edition of the ‘Pravasi Bharatiya Divas’, 2013 at Kochi from 7-9 January 2013.
The Pravasi Bharatiya Divas is being celebrated every year to cherish the contributions of the Overseas Indian
Community to the development of our country. The day commemorates the return of Mahatma Gandhi from South
Africa. It is indeed a privilege for Kochi, the Queen of the Arabian Sea, to host the celebratory event on behalf of
the Ministry of Overseas Indian Affairs. Kerala, with the largest number of Non Resident Indians contributing to the
building of the State’s as well as the Nation’s economy, is proud to be the host of ‘Pravasi Bharatiya Divas’ 2013.
The great Indian Diaspora embodies the indomitable spirit of enterprise, harmony and patriotism for the land of their
origin. The enthusiastic participation in the Pravasi Bharatiya Divas over the years since 2003, and the eagerness
to connect with the homeland, express the emotional bonds that all Non Resident Indians so fondly share with their
motherland. The commercial capital of Kerala awaits to enchant you with its natural beauty of backwaters, and

Bharatiya Divas
Pravasi Bharatiya Divas (PBD) is
celebrated on 9th January every
year to mark the contribution of
Overseas Indian community in
the development of India. January 9 was chosen as the
day to celebrate this occasion since it was on this day
in 1915 that Mahatma Gandhi, the greatest Pravasi,
returned to India from South Africa, led India’s freedom
struggle and changed the lives of Indians forever.
PBD conventions are being held every year since 2003.
These conventions provide a platform to the overseas
Indian community to engage with the Government
and people of the land of their ancestors for mutually
beneficial activities. These conventions are also very
useful in networking among the overseas Indian
community residing in various parts of the world and
enable them to share their experiences in various fields.
During the event, individuals of exceptional merit
are honoured with the prestigious Pravasi Bharatiya
Samman Award to appreciate their role in India’s growth.
The event also provides a forum for discussing key
issues concerning the Indian Diaspora.

About Ministry

Indian Affairs
The Ministry of Overseas
Indian Affairs (MOIA) is an interactive ministry,
dedicated to the multitude of Indian Nationals settled
abroad. Established in May 2004 as the Ministry of NonResident Indians’ Affairs, it was renamed as the Ministry
of Overseas Indian Affairs (MOIA) in September 2004.
Driven by a mission of development through coalitions
in a world without borders, MOIA seeks to connect the
Indian Diaspora community with its motherland.
Positioned as a ‘Services’ Ministry, it provides
information, partnerships and facilitations for all matters
related to Overseas Indians (comprising Persons of
Indian Origin (PIOs) and Non-Resident Indians (NRIs) .
The Ministry is headed by a Cabinet Minister. It has four
functional service divisions to handle its diverse scope
of services:

Western Ghats and blue waters of the Arabian Sea, evokes
a vision that is aptly captured in ‘Gods Own Country.’ Over
the years, Kerala’s famed natural beauty has attracted
travelers from all corners of the globe.
This apart, Kerala sets the tone for social development
in country, creating benchmarks that others choose to
emulate. Kerala has been at the forefront of making quality
education and healthcare available to the masses. Kerala’s
human development indicators (HDI) are the highest in the
country and even on par with some developed nations.
Specifically, Kerala has had excellent socio-development
indicators like high literacy, high life expectancy, low infant
mortality, a sex ratio favouring females and more. The result
of this is the creation of a strong social fabric that has been
able to weather the turbulences thrown up by the economic
upheavals of the past decade.
The Ministry focuses on developing networks with and
amongst Overseas Indians with the intent of building
partnerships with the Diaspora.
A natural spin-off of Kerala’s advanced infrastructure has
been its much-acclaimed human resource potential, which
has reached far and wide across the country and beyond,
contributing significantly in various fields. The State has
emphasized equitable growth and sustainable resource
utilization for its economic progress. Kerala has placed
special emphasis on being green and environment friendly.
A high quality of living at relatively affordable cost has
helped keep attrition rates in check.
Besides dealing with all matters relating to Overseas
Indians, the Ministry is engaged in several initiatives
with them for the promotion of trade and investment,
emigration, education, culture, health and science &
technology.

power, clean and green environment, the State of Kerala
has attracted investments especially in areas like Tourism,
