an enduring vision
Dear Friends,
In 2012, Astraea demonstrated resourcefulness, situated amidst dynamic
political landscapes. We witnessed complex shifts in conversations on
LGBTQI human rights. From Argentina’s landmark Gender Identity Law to
the U.S. Supreme Court’s decision to tackle the subject of same-sex
marriage, major civil rights achievements paralleled expanding
infrastructure for LGBTQI issues. Years of pioneering efforts by our grantee
partners gained visibility on broad political levels, while Astraea carved
new paths as a leader in philanthropic advocacy, thoughtfully fueled by the
values that have carried us for 35 incredible years.
Astraea continues to serve as partner, leader, ally, and of course, as
grantmaker. We identify and support emerging LGBTQI change-makers and
privilege social change efforts led by lesbians, trans people, and people of
color. We build connections across geographies—linking leaders, communities, and donor-activists to one another so that
they may learn and thrive.
We hope you share our pride in following the brave history of our founding mothers, who, in 1977, sought to create a
truly just world. Born of community and a tenaciously held lesbian feminist ethos, we are uniquely positioned to continue
to build strength and power amongst economic, racial, social, and gender justice organizations and individuals in critical
need of resources. We live and breathe the philanthropic gaps that all too often leave our movements maddeningly
under-resourced. After all, we are the only foundation in the world that is exclusively dedicated to supporting LGBTQI
organizations in the U.S. and internationally.
Significant pathways are burgeoning to advance everyone’s success in attaining rights and dignity. One among many
efforts you will read about in this report is that of our grantee partners fighting for transgender rights. There’s an
incredible two-way exchange emerging, where gender justice movements are shifting and broadening to create space for
transgender justice; at the same time, transgender activists are clearing new paths to bring transgender discrimination
under the broader umbrella of gender justice. This and the other incredible activism detailed in this report suggests we
find ourselves at an exciting and expansive crossroads.
And we are confident that with your trust and support, we will advance the multitude of work that is yet to be done.
With warmest regards,
J. Bob Alotta
from the Board Chair
Dear Friends,
Extraordinary growth and new partnerships have been the highlight of
my first six months as Chair of the Astraea Board of Directors. Together, in
2012, we have reaped the rewards of our many years of collective work.
Under J. Bob Alotta’s leadership, supported by a capable and inspired staff,
Astraea is at the helm of dynamic global movement for the advancement of
LGBTQI rights.
Simultaneously, the world around us seems to be recalibrating,
reconnecting to core values and visions, and preparing for a future of
tremendous need, and also incredible possibility. As such, every inch of
Astraea’s work has been retuned. Grantmaking, capacity building and
leadership development of marginalized LGBTQI organizations is driving
change in a complex and changing world. By strengthening ties shared between donor-activists, community leaders, and
progressive institutions; prioritizing economic, gender, and racial justice; by speaking out in philanthropic advocacy and
new media networks—we help those that fight on the front lines for human rights.
While the challenges are many in LGBTQI social justice philanthropy, Astraea is more focused and directed than ever to
lead the next phase of LGBTQI liberation. We stand alongside amazing partners all around the globe, working in
collaboration as funders, grantee partners, and change-makers.
Thirty-five years ago, a group of women came together
with an uncompromising vision of justice. The staggering reality at
the time was that only 0.001% of U.S. foundation giving went to women’s and girls’
issues. In necessary response, in 1977, Astraea was born.
In the decades since our founding, Astraea has remained committed to ending all
forms of exploitation and discrimination, shedding light on critical issues facing
women, LGBTQI people, and communities of color. Recognizing that those
at the helm of global liberation movements often
experience multiple forms of oppression, we deliberately
grew our presence throughout the world, working at the
intersections of racial, gender, and economic justice.
We remain in a challenging and shifting philanthropic landscape. Though
foundation giving to LGBTQ initiatives saw an increase of 27% in the last year,
today only 0.26% of all U.S. foundation dollars are allocated to LGBTQ grantmaking.1
Civil rights and human rights garner the most financial support for total dollars given
to LGBTQ organizations, but support for equally critical efforts remain far behind;
those include violence, gender identity, community empowerment, labor, and
housing.2
Astraea stands to foreground these marginalized issues through an interconnected
global framework for LGBTQI rights. This annual report offers a view of Astraea’s
year in partnership with 113 organizations and 16 individuals around the globe
—among them, activists, artists, and community leaders. Astraea fosters
collaboration between its grantee partners and donor-activists across diverse
regional and national contexts; nourishes national and global movement building;
and connects shared expertise. In 2012, we continued to bring
integrity and solidarity to shared conversations on LGBTQI
social justice and philanthropy, emboldening a multidimensional vision of collective action and freedom.
Transgender rights encompasses a broad scope of issues—the work of our grantee partners ranges from ensuring access to
basic rights such as comprehensive health care, appropriate legal documents, and education and employment protections,
to promoting family and societal acceptance and affirming transgender identities. Astraea identifies partners who work at
the nuanced intersections of these challenges, those who situate their efforts within a broadening global understanding that
gender justice is essential to LGBTQI human rights. Our grantee partners seed deep and lasting change at the frontline of
international transgender rights movements.

Organizacion de Transexuales por la Dignidad de la Diversidad (OTD)
advocated for seven years to ensure the inclusion of gender identity in Chile’s
groundbreaking Anti-Discrimination Law. The law prohibits discrimination based on
sexual orientation and gender identity and makes hate crimes punishable by the
state. OTD uses photography and film, in tandem with their political advocacy work,
to educate the public about transphobia. Their visual art exhibits celebrate
transgender bodies and remind viewers of the urgent human rights issues at stake.
A new grantee partner in Hong Kong, Transgender Resource Center (TRC)
shares a rich history with Astraea. TRC has deep ties to the Chinese lala (lesbian,
bi, and trans) movement, and to the Lala Camps conceived at Astraea’s Giving and
Activism Retreat in 2006. TRC mentors emerging transgender activist organizations
in mainland China, helping groups to connect and build, sharing strategic support,
forging crucial ties between deeply underground activist efforts, and expanding the
depth of community exchange for the regional lala movement.
Sylvia Rivera Law Project (SRLP) and Transgender, Gender Variant &
Intersex Justice Project (TGIJP) build leadership with current and former
transgender prisoners to advocate for protection from violence, adequate medical
care, voting rights, and to end post-incarceration discrimination. This year, SRLP
won a legal case affirming prisoner access to legal name changes in New York. In
California, TGIJP forged alliances across criminal justice and transgender rights
groups, securing inclusion of the needs of transgender people in the Formerly
Incarcerated and Convicted People’s Movement’s national campaign.

ATTAINING FREEDOM FROM VIOLENCE AND CRIMINALIZATION
In our homes, our schools, and on the street, LGBTQI people worldwide have a right to dignity and well-being. Our grantee partners
work on a diverse range of campaigns, addressing the physical and emotional safety and security of the communities they serve.
They tackle hate violence, bullying, domestic violence, and institutional violence in schools, prisons, housing, healthcare settings, and
religious systems; they fight unfair and disproportionate criminalization of LGBTQI youth and adults; and they fight for safety and
self-determination for sex workers.

In Serbia, Rromnjako Ilo (RI) supports a multi-ethnic, multi-religious member base
of straight, lesbian, young, and elder women who have survived violence and share a
history of poverty. As the only Serbian organization working with Roma lesbians, an
internally displaced ethnic minority facing pathologized homophobia and compounded
discrimination, RI Coordinator Biljana Uzelac notes “we insist on acceptance of all
differences among us, with no hierarchy.” RI’s offices were vandalized this year; with
no access to governmental redress, they relocated in order to continue delivering vital
services.
Tatiana Cordero of Taller de Comunicación Mujer (TCM) describes violence
against LGBTQI people in Ecuador: “Men get sent to the military, trans women
get kicked out of the home, and lesbians to ‘torture clinics.’” This year, 30 “lesbian
torture clinics” were closed after years of advocacy by TCM and Fundación
Causana. While international attention to the clinics has waned, the organizations
remain undaunted. They are fighting to close the 190 private and public clinics still
Community United Against Violence (CUAV) in San Francisco, BreakOUT! in
New Orleans, and Streetwise and Safe (SAS) in New York City all tackle police
violence and anti-LGBTQI policing practices. CUAV and SAS mobilized to oppose the
U.S. Immigration and Customs Enforcement’s Secure Communities program, which
endangers LGBTQI immigrants. SAS and BreakOUT! fought for protocols to limit police
misconduct with transgender and gender nonconforming people. And BreakOUT!
helped secure a landmark Department of Justice Content Decree to prohibit profiling
and searches based on perceived gender identity.

in operation while advocating for policy changes to prevent more from opening.
Through film and video, visual arts, and the spoken and written word, our grantee partners have inspired shifts in societal attitudes
and built strength within movements. Since our very first round of grants nearly 35 years ago, we have distributed over four million
dollars in support of arts and cultural activism that, we believe, is essential to our mission, and to sparking social change.
les+ uses multiple cultural strategies to break the silence and barriers of censorship faced by queer women in China. In addition to
running the only print magazine for lesbians in China, les+ produces queer theater, and leads media training to document personal
stories and challenge the lack of media coverage. Visit our annual report online to watch a video featuring the activists at les+

LEADING TRANSGENDER RIGHTS MOVEMENTS
Much has changed since a small foundation named Astraea was formed in 1977.
One thing that has not is Astraea’s enduring engagement and support of those
challenging the fault lines of liberation.
On behalf of our Board of Directors, it is my honor to thank you for your invaluable support of our mission and vision.
We look forward to building our partnership with you for decades to come.

Astraea is pleased to acknowledge our donors—we simply would not exist without the generous
support of hundreds of individuals and foundations that share our core values. Our commitment
to build a broad and diverse movement that drives social change is aligned with our philosophy
of Philanthropy of Inclusion. We believe that contributions of every size have vital impact. All of
