You know that one of our large Siberian cities – Krasnoyarsk – is going to host
Winter Universiade 2019. Unquestionably, Krasnoyarsk deserves it. First of all,
people certainly expect to have city transport infrastructure, airport, roads and
sports infrastructure developed.
Of course, for a city that is located in the centre of Siberia, the Winter Universiade,
no doubt, will become not only a big international event but also an additional
impetus to get into winter sports, which are in high favour throughout our whole
country, but especially in Siberia. The event will ensure creation of the winter
sports national centre of an international level and, in general, will set the stage
for comprehensive development of the whole territory.

Dear friends!
After the successful hosting of the Summer Universiade in Kazan and the
Olympics in Sochi our country has taken on the preparation for the 29th Winter
Universiade in Krasnoyarsk. We are grateful to the International University Sports
Federation for granting Russia the right to host such a status sports event and
we will do whatever it takes to hold the competitions at the highest level.
The Organising Committee has developed a large-scale plan for creation of the
corresponding infrastructure in Krasnoyarsk. There will be constructed a number
of sports venues, namely modern ice arenas, ice palaces, a ski stadium, roller ski
tracks, a covered ice rink, snow-park, Halfpipe complex and sports and training
units as well as the venues of medical and social amenities infrastructure. Most
of the focus is on accommodation and security of the Universiade guests and
participants so that their stay on the Siberian land is comfortable, interesting and
unforgettable. I am sure that the 29th Winter Universiade will be the brightest
in its history. It will be remembered as a genuine festival of winter, youth and
sports. And Krasnoyarsk as one of the largest university cities of Russia will
realize its full potential in the sphere of sports, culture and economy. It will
become the recognized international winter sports center.

University sports in the Russian Federation have a distinct line of confident wins:
active lifestyle is getting more popular among young people, young athletes
perform triumphantly at world tournaments, volunteer movement is developing.
It is gratifying that our success in this area has received a worthy assessment of
the international sports community.
The Russian Federation has been selected once more as a host country of the
University Sports Games merely six months after the end of the Universiade in Kazan.
I extend my appreciation to the colleagues from International University Sports
Federation for their trust and afforded opportunity to acquaint the world with
glorious sports traditions of the Krasnoyarsk Territory and Siberian region.
Today we are at the beginning of large-scale and serious work. All participants of
the project are set to give the student fraternity a spectacular and unforgettable
holiday of winter sports not inferior, in terms of organization, to the Universiade
in Kazan and the Olympic Games in Sochi.
I am sure that by 2019 Krasnoyarsk will become a powerful international sports
cluster with modern social infrastructure and high investment potential.

Our country has a long tradition of university sports. University sports are an
important part of educational system. It is a training stage for our national
teams’ reserve and one of the most important areas of the state youth policy.
In this regard, we can speak about national significance of the university sports.
Russia currently holds a leading position as an active initiator and organizer
of international university sport events. Today the central project in the field
of university sports in Russia is preparation and delivery of the 29th Winter
Universiade of 2019 in the city of Krasnoyarsk.
I am confident that Krasnoyarsk-2019 Project will continue the tradition of
international student sports forums and will become a grand celebration of youth
and sports – the embodiment of young people’s desire to move forward, a strong
impetus for the development of student movement, combining sport, education
and culture for both harmonious personal development and formation of civicmindedness of young people in Russia and in the world.
Universiade Legacy will allow keeping the positive trend of sustainable city
development, will contribute to the development of educational and sports
cluster as well as of sports and tourism infrastructure and will further improve
the investment attractiveness of Krasnoyarsk.

Games of 2019. For us, five-year preparation for the Universiade is not only the
time of large scale work in development of sports infrastructure. We recognize

to modernize social and cultural environment, to take our international and
interregional contacts to a higher level, to enhance reputation of the region and
its capital.
A strategically important initiative of the Universiade delivery in the biggest

give a new impetus to the development of not only the capital - Krasnoyarsk, but

We, natives of Krasnoyarsk, strive to make our city the best in terms of modern
sports infrastructure corresponding to the prestige and the status of international
competitions as well as in terms of urban environment quality in general.
The Universiade opens new prospects for Krasnoyarsk, sets fundamentally
different standards. It is a unique chance and a wonderful inspiring impetus for
active, groundbreaking development and for implementation of many significant
investment projects that predetermine the future of the city.
Undoubtedly, we are to perform a big and serious job and the responsibility
that was entrusted to us is enormous. But we are ready to make every effort to
conduct the University Games at an honourable, high level.

THE 29th WINTER UNIVERSIADE 2019
IN THE CITY OF KRASNOYARSK.
In 2019 Russia for the first time in its history will host the Winter Universiade. On
November 9, 2013, in a panel session of the Executive Committee of International
University Sports Federation (FISU), which took place in Brussels, Krasnoyarsk
was unanimously elected as the host city of the 29th Winter Universiade of 2019.
Almost 2 years of active bidding campaign preceded this event resulting in broad
support of the idea to hold the Universiade in Siberia from both Krasnoyarsk
citizens and the governments of the state and the region.
For Krasnoyarsk a successful organization and delivery of the Universiade is
not only a large-scale sports event and opportunity to develop modern sports
infrastructure in the city but it is also a project that will induce a new development
cycle in the region related to transformation of its social life and alteration of
appearance and image of the city.
Delivery of the Winter Universiade 2019 is an investment into the future of
Krasnoyarsk establishing the basis for positive development of Russia; it is
introduction of positive long-term social and economic changes and new
standards of life quality.

KRASNOYARSK AS THE HOST CITY
Krasnoyarsk is the capital of the Krasnoyarsk Territory (which is the second
largest territorial entity of the Russian Federation, the area of the Krasnoyarsk
Territory is 2,339.7 thousand sq.km.). The Krasnoyarsk Territory is rightly called
the geographical centre of Russia: the geographical centre of the country is
located within its territory in the vicinity of Lake Vivi. The city is located on both
banks of the Yenisei River. The total area of the city amounts to 353.9 sq.km.
Krasnoyarsk is a beautiful northern city of continental climate with hot summer
and genuine Russian winter. It is the place where one can fully enjoy winter
sports in modern and comfort conditions.
The population of Krasnoyarsk is 1,051,900 people, 24% of which are young
people under the age of 30 (the data as of December 1, 2014). The population
growth by the moment of the Universiade delivery is estimated at 70,000 people,
including 6% of the youth.
28.8% of Krasnoyarsk population actively do sports and physical trainings. There
are over 150 sports developing in the region, 100 accredited Sports Federations,
120 Youth Sports Schools and about 1.9 thousand of sports facilities. Four sports
academies are located in the city being training centres for the athletes of
national teams. The total number of people attending Youth Sports and Olympic
Reserve schools is 63.951 people. The coaching staff size is 2.1 thousand people.
Traditional winter sports in the Krasnoyarsk Territory are biathlon, bob-sleigh,
Alpine skiing, speed skating, Nordic combined, cross-country skiing, ski jumping,
luge, snowboarding, freestyle skiing, ice hockey and bandy.
Krasnoyarsk regularly hosts major national and international competitions. It
already has an experience of hosting two national Universiades: All-Union Winter
Universiade of 1990 and All-Russian Winter Universiade of 2010.

Universiade
Concept
Universiade 2019 will be the third Universiade hosted by Russia. The first
Universiade took place in Moscow in 1973; the second - in Kazan in 2013. In the
modern history of Russia, it was the Kazan Universiade that set a high delivery
standard of major international sports events, which later on was in larger scale
applied to the Olympic Games in Sochi.
The Winter Universiade in Krasnoyarsk may become a unique sports arena where
world powers will come to Russia leaving ideological controversy behind to take
part in a sincere sport festival the key value of which is to unite people and
states.
In 2019 Russia may hold the most friendly University Games for the whole history
of the Universiade movement.
Key messages are the following:

Winter Universiade 2019 provides both Russia and FISU with the opportunity to
deliver the most friendly University Games to emphasize the main value of sport
and fair competition which is to overcome all barriers: state borders, national
and religious dogmas, contradictions between metropolis and peripheral areas.
Despite the cold climate, the Winter Universiade in Krasnoyarsk will be
remembered by participants and organizers as the warmest one.
Mascots
The Winter Universiade is an energizing festival
of winter, youth and sport. All this variety
of meanings is reflected in the developed
mascots and the overall visual concept of the
Universiade. The mascot of the Krasnoyarsk
Winter Universiade is U-laika - Siberian laika,
a symbol of loyalty, friendliness, joy and
indomitable energy, a friend who is always
ready to help in difficult times.

The Universiade 2019 Management System consists of four main levels - the
Organising Committee, the Supervisory Board, Coordination Council and the
Executive Directorate.

Organising Committee
The Organising Committee for preparation and delivery of the 29th Winter
Universiade of 2019 in Krasnoyarsk was established by the Decree of Russian
Government No 219-р dated February 18, 2014. Igor I. Shuvalov being First
Vice Prime Minister of the Russian Federation is the Head of the Organising
Committee.
The Organising Committee is comprised of representatives of governmental
authorities of the Russian Federation and the Krasnoyarsk Territory.

The Organising Committee shall make major decisions concerning preparation
for the Universiade: it has approved the plan of organizational arrangements
and the list of the Universiade venues.
Ministry of Sports of the Russian Federation is to provide organizational and
technical support for the Organising Committee.

Below are the founders of ANO «The Executive Directorate of the 29th Winter
Universiade 2019 in the city of Krasnoyarsk»:
▶▶ On behalf of the Russian Federation - Ministry of Sports of the Russian Federation;
▶▶ On behalf of the Krasnoyarsk Territory – Government of the Krasnoyarsk Territory;
▶▶ On behalf of the Krasnoyarsk municipal unit - Krasnoyarsk City Administration;
▶▶ All-Russia Public Organization “Russian Students Sports Union”.
The Executive Directorate is to perform the FISU Relations function as well
as the function of International Sports Federation Relations to cover all the
issues related to preparation and delivery of the Universiade 2019. For FISU the
Directorate is the main coordinator of such preparation and delivery processes
of the Universiade 2019, as:
▶▶ Development, conformation and approval of the Universiade Sports
Programme with FISU and Sports Federations;
▶▶ Development of the Master Plan for the Games preparation subject to
approval of FISU Executive Committee; reporting on the Plan implementation to
FISU Executive Committee twice a year;
▶▶ Provision of the Universiade venues with all the required sports, medical,
technical and other equipment in accordance with the requirements of FISU and
international sports federations;
▶▶ Technical preparation, TV broadcasting to any part of the world and protection
of broadcasting rights.
▶▶ Coordination of medical and anti-doping issues;
▶▶ Development of operational budget for the Games preparation and delivery;
▶▶ Implementation of marketing programs and copyright;
▶▶ Searching and attracting sponsors to the Games;
▶▶ Development and implementation of the ticketing programme;
▶▶ Information support, carrying out promotional and PR-campaigns aimed at
popularization of ideas of the Universiade, students’ fellowship and University
sports.
▶▶ Participation in development of the required regulatory and legal acts by state
authorities and local self-regulatory bodies;
▶▶ Organization and equipment of the Universiade Village.

Supervisory Board
The Supervisory Board is the highest governing board of the Executive Directorate.
It ensures that the Directorate adheres to the purposes it was established for.
It is also in charge of supervision over the financial and administrative activities
of the Directorate.
The Supervisory Board shall perform the following functions.
▶▶ Modification of the Directorate Charter;
▶▶ Identification of the Directorate functional areas of priority;
▶▶ Approval of financial plan and annual reports on financial and administrative activities;
▶▶ Appointment of the Director General, Audit Commission members, etc..
The Supervisory Board comprises representatives of the founders and of the
General Executive Directorate. Sports Minister of the Russian Federation Vitaly
L. Mutko was elected the Chairman of the Supervisory Board.
Functional areas
of the Universiade 2019 Master Plan
The Universiade Master Plan provides for definition of the 49 functional
areas such as: Accommodation, Accreditation, Doping-Control, Broadcasting,
Communications, Ceremonies, Construction, Coordination and Overlays, Sports,
Licensing and Merchandising, Marketing and others.
A number of functional areas have formed working groups with the participation
of representatives of the Krasnoyarsk Territory ministries and the Legislative
Assembly, experts of Krasnoyarsk City Administration, professional community,
the youth and the Directorate.
The final draft of the Master Plan Version 1.0 was successfully presented and
defended FISU Executive Committee in the Korean city of Qwangju in October 2014.
Coordination Council
The Coordination Council for the preparation and delivery of the 29th Winter
Universiade 2019 in the city of Krasnoyarsk was formed in February 2015.
The Council is headed by the Governor of the region Victor Tolokonsky and includes
representatives of the executive and legislative authorities of the region, sports
veterans, heads of the regional winter sports federations, outstanding athletes
of the region and leaders of the youth programmes.
The Council is to coordinate collaboration of different bodies, organizations and
establishments involved into the Universiade preparation, as well as to develop
suggestions on the organization of the future competitions and etc.
Universiade 2019 Master Plan
The Master Plan for preparation and delivery of the 29th Winter Universiade
2019 in Krasnoyarsk (hereinafter, the Master Plan) is one of the main
documents of strategic planning and the main instrument for communications
and reporting to the International University Sports Federation (FISU).
The Master Plan is an integrated plan of long-term development and operation of the
Executive Directorate of the 29th Winter Universiade 2019 in the city of Krasnoyarsk
in the course of preparation and delivery of the Universiade 2019, specifying the
main directions and tasks, due dates and responsible functional areas.
The Master Plan is based upon the key strategic objectives of Krasnoyarsk
and the Krasnoyarsk Territory, the achievement of which will ensure
implementation of the stated Games concept. Siberian Federal University
is the Directorate’s general partner on the development of the Master Plan.
The work will also involve leading international experts and FISU
consultations.

Sports.
Disciplines
The 29th Winter Universiade will be held in Krasnoyarsk from 2nd to 12th
of March 2019.
According to a preliminary estimation, 2,800 sports delegates and 10,000 guests
from all over the world will take part in the Universiade 2019. The Sports Programme
of the Universiade 2019 in the city of Krasnoyarsk shall include 10 sports.
Compulsory sports
The following sports are included in the compulsory programme
of Winter Universiades by International University Sports Federation.
1. Biathlon: Individual (men, women), Sprint (men, women), Pursuit (men, women),
Mass-start (men, women), Mixed Relay.
2. Alpine skiing: Downhill or Super Combined (men, women), Super G (men,
women), Slalom (men, women), Giant Slalom (men, women).
3. Snowboarding: Snowboard Cross (men, women), Parallel Giant Slalom (men,
women), Half Pipe (men, women), Slopestyle (men, women).
4. Cross-Country Skiing: Sprint (men, women), Individual Start (men, women),
Pursuit (men, women), Mass-start (men, women), Relay (men, women), Mixed
Sprint Relay.
5. Curling: Team tournament (men, women).
6. Short Track Speed Skating: Individual races and Relays (men, women).
7. Figure Skating: Men, Ladies, Pairs, Ice Dance, Synchronized Skating.
8. Ice Hockey: Team tournament (men, women).
Optional sports
These were included into the sports programme upon the initiative of the host
country.
1. Ski Orienteering: Middle distance (men, women), Sprint (men, women), Relay
(men, women), Mixed relay.
2. Freestyle Skiing: Moguls (men, women), Aerial Acrobatics (men, women), Ski
Slopestyle (men, women), Ski Cross (men, women), Ski Halfpipe (men, women).

approved the list of capital constructions necessary for the preparation and
delivery of the University Games of 2019 in the city of Krasnoyarsk.
Sports Infrastructure Venues
I. Construction
1.Regional Sports and Training Complex “Winter Sports Academy”.
Location: Oktyabrsky District, Nikolaevskaya Sopka.
Commencement of construction: 2012.
The Complex shall include:
1.1. Sports and training block «Gorny»
Dedication: snowboard competitions.
Description: designed for accommodation of 4 teams and provides a set of
premises for each team comprising of a trainer’s room, two changing rooms, a
room for storing and drying sports equipment and recreation room to conduct
instructions. There are also 10 offices for administrative staff.
Estimated venue completion date is 2017.
1.2. Multi-functional Sports Complex «Sopka».
Dedication: snowboard and freestyle skiing competitions.
Description: consists of two functional blocks connected to each other with
a passage. Block A includes an acrobatic hall, a fitness and strength training
hall, 2 conference halls with stands, administrative and auxiliary. Block B is to
accommodate Medical and Convalescent Center of Siberian Clinical Center of
Russian FMBA to provide prompt emergency aid in case of participants’ injuries.
Capacity – 215 persons.
Estimated venue completion date is 2017.
1.3. Sports and training block «Snezhny»
Dedication: snowboard competitions.
Description: comprises a number of administrative rooms, trainers’ rooms, sports
equipment maintenance rooms, auxiliary rooms. Capacity – 200 persons
Estimated venue completion date is 2017.
1.4. Piste Complex and Halfpipe Complex
Dedication: snowboard competitions
Description: the complex will consist of two pipes equipped with pipes entry and
finish zones. All the pistes will be equipped with a system of snow generation
and artificial light. Maximum capacity of spectators with free accommodation is
not regulated at these facilities.
Estimated venues completion dates are 2014, 2017.
1.5. Sports and Coaching Block “Freestyle” and Freestyle Skiing Slopes Complex
Dedication: snowboard and freestyle skiing competitions.
Description: a sports and coaching block will comprise 12 trainers’ rooms, sports
equipment maintenance rooms, an administrative and medical zone, a multi-purpose
gym and methodical offices to instruct both athletes and judges. The complex includes
slopes for Moguls, Acrobatics and Ski Cross (holding of competitions in snowboard
cross is also possible). The slopes shall be equipped with a rope way, systems of snow
generation and artificial light. Capacity – 1000 persons.
Estimated venues completion dates are 2016, 2017.
1.6. Multi-functional Sports Complex «Raduga»
Dedication: сross-country skiing and ski orienteering competitions.
Description: comprises several sports halls of different functionality, administrative
and auxiliary rooms. The complex will be used for preparation of competitions,
placement of judicial equipment and technical materials, carrying out briefings.
Capacity – 215 persons.
Estimated venue completion date is 2017.
1.7. Sports and training block «Lyzhny»
Dedication: сross-country skiing and ski orienteering competitions.
Description: the building will comprise 12 equipped trainers’ rooms, sports
equipment maintenance rooms, an administrative and medical block, a multipurpose gym and methodical offices.
Estimated venue completion date is 2016.

1.8. Start-complex with Ski Stadium, roller ski trails, systems of light and snowgeneration
Dedication: сross-country skiing and ski orienteering competitions.
Description: the start-complex shall include a Ski Stadium with an organised
start and finish of the roller ski trails, equipped with systems of artificial light and
snow generation. A two-storey Start-complex with a press-centre is provided for
organising the work of the Jury and judges and for conducting on-the-spot pressconferences summarizing results of the competitions.
Estimated venue completion date is 2017.
2.Sports аnd coaching block of the All-season Sports and Leisure Fun Park
«Bobrovy Log»
Location: 96, Sibirskaya St., Sverdlovsky District.
Dedication: alpine skiing competitions.
Description: Fun Park Bobrovy Log was put into operation in 2006. It has
14 pistes of variable difficulty. Eight of the pistes have successfully passed
certification which conforms their compliance to the world standards set by
International Ski Federation (FIS), allows to hold competitions in all disciplines
of Alpine skiing during the Universiade. The total length of pistes is 9, 762 km.
The outrun zone will be equipped with spectator standing places. Maximum
capacity of outdoor sports facilities is not regulated. Accomodation for 1000
people is planned to be provided.
Estimated venue completion date is 2017.
3.Tikhie Zori Ice Arena
Location: Sverdlovsky District, Tikhie Zori residential estate.
Dedication: men’s ice hockey tournament.

Description: Ice arena of 60x30m, 10 separate changing rooms for men and
women, rooms for technical delegates, judges, service staff, well-equipped
Reporters’ Gallery. Sitting capacity is 7,000 people.
Estimated venue completion date is 2017.
4. Ice Arena in Sovetsky District
Location: Sovetsky District, 42, Partizana Zheleznyaka St.
Dedication: women’s ice hockey tournament.
Description: Ice arena of 60x30m, 10 separate changing rooms for men and women,
rooms for technical delegates, judges, service staff, well-equipped Reporters’ Gallery.
Sitting capacity of the arena is 3,500 people.
Estimated venue completion date is 2017.
II. Refurbishment
1.Multi-purpose Complex “Biathlon Academy”
Location: Oktiabrsky District, 37, Biatlonnaya St.
Dedication: biathlon competitions.

Description: The venue was started up in full in 2011. It has a sports complex
with a hotel (87 rooms), shooting area with 30 targets and 12 km of a crosscountry trail system.
The building comprises a shooting range, an armourer shop, a training classroom,
an equipment storage room, a rental store, trainers’ rooms, a Medical and
Convalescent center, a café for 60 seats, sports halls for tennis, volleyball,
basketball, mini-football, badminton and athletics, and a hotel (87 beds).
The sports complex will be equipped with an artificial snow generating system,
floodlights system and an LED screen.
Estimated venue completion date is 2015.
2.Ice Palace «Arena Sever»
Location: Sovetsky District, 74, Deviatogo Maya St..
Dedication: short track speed skating and figure skating competitions.
Description: The Palace was built in 2011. It has an ice arena of 60x30 m,
complying with the requirements of International Ice Hockey Federation (IIHF),

a choreographic hall. The Palace also has a choreographic hall, multi-purpose
games hall, trampoline hall, alpinism hall with an artificial climbing wall, Media
Centre, cafes/ bars, training classes, massage room, judge and trainers’ rooms.
Capacity - 2587 seats.
Estimated venue completion date is 2017.
3.Central Stadium
Location: 5, Ostrov Otdikha.
Dedication: the Universiade 2019 Opening and Closing ceremonies.
Description: the complex includes a big sports arena comprising a heated football
field (grass court), grand stands for 25 thousand spectators, 4 track-and-fields
sectors, 8 run tracks of 400 meters length, understand premises and a hotel for
105 beds. In accordance with the requirements, the engineering constructions of

4.I. S. Yarygin Sports Palace
Location: 12, Ostrov Otdikha.
Dedication: curling tournament.
Description: the Palace was put in operation in 1981. As a sports venue the
Palace accommodates 3347 spectators, as a concert hall – 5000 spectators.
In accordance with the set requirements all utility systems will be replaced and
modernised, cold supply system will be installed and the capital repairs of all
Palace rooms will be performed.
Estimated venue completion date is 2017.
III. Capital repairs
1. Ice Palace «Sokol»
Location: Sovetsky District, 22d, Metallurgov Ave,
Dedication: training venue.
Description: the buildings comprise a training hall of 145 sq. m, methodical office,
administration offices, 9 changing rooms, medical room, etc.
The necessity of the capital repairs is caused by normative period of planned
repair and the need to ensure the venue safety.
Estimated venue completion date is 2017.
2.Ice Palace «Rassvet»
Location: Oktyabrsky District, 2a, Vysotnaya St.
Dedication: training venue.
Description: built in 2013. The Palace has a full-sized ice rink (61x30 m).
The capacity is up to 300 people. The building consists of two blocks: one-storey
block with Arena-skating rink and an adjacent two-storey block of administrative
building. The buildings have an ice rink, a strength training hall, acrobatics hall,
choreography hall, auxiliary rooms and administration offices.

3.Skating rink «Pervomaisky»
Location: Leninsky District, 19, Parkovaya St.
Dedication: training venue.
Description: the venue comprises an artificial ice rink of 60х30m, grand stands for
spectators of 200 seats, general physical training hall, 2 changing rooms for 25
people each, trainers’ rooms, sports equipment storage, medical, administrative
and technical rooms, canteen. Capacity – 200 people.
The necessity of the capital repairs is caused by normative period of planned
repair and the need to ensure safety of the venue.
Estimated venue completion date is 2017.

Universiade Village Venues
Construction
Winter Universiade 2019 Village shall be located in the Siberian Federal University
campus in close proximity to Nikolaevskaya Sopka and the majority of the Alpine
skiing venues. It is planned to complete the existing infrastructure with three
new venues.
Residential Complex “Perya”
Location: Oktyabrsky District, Borisov St.
Description: the residential complex, comprising four 18-storeyed buildings, a
complex of auxilary premises and a sports stadium, will comply with the FISU
Minimum Requirements, namely, it will allow locating more than 1,700 sleeping
accommodations in close proximity to the Universiade Village for volunteers and
support staff. The facility layout is designed to accommodate no more than 3
people in a room.
Residential premises will have bathrooms and a necessary set of stock and
furniture. The venue provides for shops, hairdresser’s saloons, leisure centres
and auxiliary rooms including the technical ones.
Estimated venue completion date is 2018.
Siberian Federal University Multi-Functional Centre
Location: Siberian Federal University campus territory.
Description: The Multi-functional centre will comply with the FISU Minimum
Requirements and consist of a sports training block with a food production
facility, gymnastic areas, training and game halls, mobile spectators stands for up
to 200 seats in each one.
One of the halls shall be easily transformed into a dining hall for 700 people
(capacity at any one time is minimum 1/3 of the expected participants number). In
addition, the venue provides for a sports hall for athletes warm up and trainings.
Estimated venue completion date is 2017.
Residential Complex “Universitetsky”
Location: Siberian Federal University campus territory.
Description: The venue, comprising three 18-storeyed buildings and a complex
of auxilary premises, will comply with the FISU Minimum Requirements,
namely, it will allow locating in the Village territory, inclusive of the existing
residential infrastructure of the university campus, more than 3,000 sleeping
accommodations for athletes and accredited persons. The facility layout is
designed to accommodate no more than 3 people in a room. Residential premises
will have bathrooms and additional necessary services for a comfortable stay.
The venue provides for shops, hairdresser’s saloons, leisure centres, and auxiliary
rooms including the technical ones to ensure activities of the delegations and
service specialists.
Estimated venue completion date is 2018.

I. Refurbishment
Krasnoyarsk City Clinical Hospital of First Aid
named aster N.S. Karpovich
Location: Oktyabrsky District, 17, Kurchatov St.
Description: In order to meet the requirements, department of admission and
diagnostics is to be modernised and a surgical facility is to be built. Emergency
operating systems will be equipped with digital navigation, optical imaging and
multimedia technologies.
Upon the completion of modernisation process, the Hospital will provide a full
range of services, including intensive care and injuries treatment.
Estimated venue completion date is 2017.
Krasnoyarsk Territory Clinical Hospital
(a territorial government-owned publicly funded health care institution)
Location: Sovetsky District, 3, 3a, 3b, Partizan Zheleznyak St.
Description: to meet the requirements a new surgical facility will be built. Its
capacity will amount to 615 surgical and 108 intensive care beds, 28 operating
rooms functioning in 3 shift pattern, where up to 8 open surgeries will be held
daily in every operating room among which 4 surgeries on emergency medical
care with the use of digital navigation systems, optical imaging and multimedia
technologies. Hospital service will include a full range of services, as well as
intensive care and injuries treatment. In addition a new hospital admission will
be built.
Estimated venue completion date is 2017.

II.Construction
Medical Centre of the Universiade Village
Location: Svobodny Ave, on the territory of SibFU.
Description: The medical centre in the Universiade Village will ensure twenty-fourhour primary medical care to the Universiade guests and participants.
It will have an emergency care block, an infection block, traumatology centre, and
a room for roentgen and functional diagnostics. The Centre capacity will be 400
visits per shift.
Estimated venue completion date is 2016.
Helicopter decks for ambulance aircraft
Location: Oktyabrsky District, Nikolaevskaya sopka, Fan Park Bobrovy Log, 92
Sibirskaya St.
Description: In order to meet the requirements 2 helicopter decks for ambulance
aircraft shall be built within the competition locations (in the premises of both
Fun Park Bobrovy Log and Winter Sports Academy sports and training centre).
This will ensure achievement of the FISU recommended time of transportation
an injured to a specialized medical care place.
Estimated venue completion date is 2016.

Automobile Road along Dubrovinsky St., from the 4th bridge crossing exit and
up to Kirensky St. in Krasnoyarsk
Description: the road will connect the main Winter Universiade 2019 Sports
Venues located in Sverdlovsky District (Alpine skiing complex Bobrovy Log) and
Oktyabrsky District (near Nikolaevskaya Sopka and Winter Sports Academy).
Estimated venue completion date is 2017.
Automobile Road along Volochaevskaya street starting from Dubrovinsky St. till
Kopylov St.
Description: The project is the second stage of the project for construction of
the 4th bridge crossing over The Yenisei river. By the end of construction, the
access to the major Universiade sports facilities will be provided in Sverdlovsky
and Oktyabrsky Districts.
Estimated venue completion date is 2017.
Road interchange in Tikhie Zori district
Description: Transport interchange will be constructed at the exit from the 4th
bridge crossing on the right bank of the Yenisei river in order to ensure an access
to the location of one of the main Universiade Venues that is Tikhie Zori Ice
Arena. Estimated venue completion date is 2017.
