FORWARD
The Clinton County Emergency Management Agency was created in December 1989 by a joint countywide agreement amongst the County Commissioners, the eight municipal councils, and the thirteen
boards of township trustees. The purpose of the agency is to coordinate disaster preparedness plans,
emergency response communication and the management of resources needed during disaster
situations.
The Emergency Management Agency conducts various public awareness campaigns with local
organizations and schools to promote safety in the home, school, and workplace. The agency also
works with area businesses to develop safety plans for both the employee and the customer.
Funding for the agency comes from all twenty-two political subdivisions within Clinton County based
on .50 cents per capita. The Federal Government provides reimbursement funding for all
administrative costs up to 50%.
We have been privileged in Clinton County to have excellent public safety agencies. The nine local
fire departments, eight life squad units and seven law enforcement agencies are filled with dedicated
men and women who volunteer their time to make this great county a safer place to live. My aim is to
cooperate and help in any way with these agencies in making this county as prepared as possible.

A Tornado WATCH
Means a TORNADO could occur. The climatic conditions are right for a tornado. When a WATCH is issued be prepared to
seek shelter and stay tuned to the radio or television for additional information. If available, listen to the National Weather
Service for updates on a weather radio.
A Tornado WARNING
Is your signal to SEEK SHELTER IMMEDIATELY – This means a tornado has been signed in the area. The National Weather
Service, which tracks storms on a radar, will issue a tornado WATCH or WARNING at appropriate times. Whenever there is
danger of a tornado, it is very important that you are prepared and act quickly. Some communities have special sirens that
will sound to warn the people of an approaching tornado. Radio and Television stations will broadcast information about
severe weather as it approaches through special weather bulletins.
TORNADOS CAN STRIKE AT ANY TIME. If you are caught driving during a tornado, leave your car immediately. If you can’t
get inside a building, lie flat in a ditch or ravine. Your quick response may save your life. To learn more about tornado
safety, contact your local Emergency Management Agency (937)382-6673.
WHEN A TORNADO THREATENS, IMMEDIATE ACTION CAN SAVE YOUR LIFE. Take cover quickly. If you are at home, go to
the basement or an interior room on the lowest floor. Cover your head and stay away from windows. To learn more about

LEVEL 1:
SNOW ALERT:
Roadways are hazardous with blowing and
drifting snow. Roads are also icy, drive
carefully.
LEVEL 2:
SNOW ADVISORY:
Roadways are hazardous with blowing and
drifting snow. Only those who feel it is
necessary to drive should be out on the
roadways. Contact your employer to see if
you should report to work.
LEVEL 3:
SNOW EMERGENCY:
All roadways are closed to non-emergency
personnel. No one should be out during
these
conditions unless it is absolutely necessary
to
travel. All employees should contact their
employers to see if they should report to
work. Those traveling on the roadways may
be subject to arrest.
Snow emergency levels are announced at regular intervals on local radio and television stations. The public should monitor
media outlets for emergency information and refrain from calling the local dispatch centers for the information. Dispatch
centers are especially busy during emergency events and we as citizens of Clinton County can assist them by not burdening
them with unnecessary phone calls.

Emergency Preparedness
For You and Your Family
The following is a general guideline that may prove useful when preparing for manmade, natural or technological
emergences.
Avoid the Identity Crisis
The old saying, “if it isn’t in writing – it doesn’t exist”, takes on a new meaning when we look at how much we use
computerized records to define out our personal identities. Both governmental information and financial documents top
the list of documentation that you may need to prove your age, citizenship, marital status, property owned, qualification
status for specific programs, debts owed and assed owned. Securing paper copies of the following types of documentation
is prudent in preparations:
1) Birth certificate and death certificate for family members who are living and deceased.
2) Marriage license or divorce decree
3) Social security card and confirmation of status, including payments made to date.
4) Religious records
5) Deeds, titles, or other proof of assets owned.
6) Insurance policies and payment status
7) Bank statements
8) Financial statements for IRA’s and other investments
9) Mortgage records, credit card statements and other loan agreements
10) Tax returns, IRS agreements and payment plans, property tax status
11) Educational records such as diplomas and other proof of credit earned.
12) Eligibility records for social programs such as Welfare ,WIC and Medicaid
13) Military records including discharge papers and eligibility for Veteran’s benefits.
14) Child support and alimony fees
15) Other legal documents such as power of attorney, probate records, etc.
Food, Water and Other Supplies
1) Maintain a minimum of three day’s supply of drinking water per person in your household. The Federal Emergency
Management Agency (FEMA) recommends one gallon per person per day.
2) If you anticipate a condition that might cause an electrical outage, fill all available containers with water for
cleaning and bathing. Try to keep a three day supply. Hygiene is important if events require close living quarters.
3) Remember your pets and their needs also. Water is as critical as food.
4) Try not to get too committed to dehydrated foods or other foods that you are unlikely to eat if an emergency does
occur.
5) Remember toilet tissue, paper towels, and other non food staples that tend to be used up quickly.
6) Remember first aid kits and medical needs.

Equipment and Tools:
Often during severe weather, emergency supplies are necessary. If a home’s window is broken or a tree limb falls through
the roof, the resident must take quick action to protect themselves against the elements and further damage. You may
want to have these items on hand.

Energy and Communications
1) Store flammable liquids such as gasoline, kerosene and propane in approved containers and in approved
facilities. DO NOT store large quantities. Do not store in an attached garage.
2) A portable kerosene or propane heater may provide some comfort as an emergency standby. However,
be aware that these devices can cause carbon monoxide poisoning. Consider using a carbon monoxide
detector. Make sure you know how to operate these devices prior to an emergency.
3) Make sure chimneys and fireplaces are cleaned and inspected.
4) If you plan to have a generator available for emergency use, have a professional electrician wire it. Do not
attempt to connect a portable electric generator to the house switchbox.
5) Candles, lanterns, and oil lamps provide adequate lighting in case of electrical outages. Camp stoves and
propane grills can be used for cooking. Make sure they are used in a well ventilated area.
6) Make certain that all flashlights and radios have fresh batteries and that spare batteries are available to
last for a three day period. Do not store batteries in the devices, keep them separate.
7) A cellular phone and pager are reasonable backup to the local telephone service.
8) Purchase a weather radio with a battery backup and keep it stocked with fresh batteries. Be prepared for
an emergency at any time…….

HOMELAND SECURITY ALERT SYSTEM
Green: Low Condition
Low risk of terrorist attacks. The following protective measures may be applied.
• Refining and exercising preplanned protective measures.
• Ensuring personnel receive training on HSAS (Homeland Security Alert System) department or agency
specified protective measures.
• Regularly assessing the facilities for vulnerabilities and taking measures to reduce them.
Blue: Guarded Condition
General risk of terrorist attacks. In addition to the previously outlined protective measures, the following may
apply.
• Checking communications with designated emergency response or command locations.
• Reviewing and updating emergency response procedures; and
• Providing the public with necessary information.
Yellow: Elevated Condition
Significant risk of terrorist attack. In addition to the previously outlined protective measures, the following may
apply.
• Increasing surveillance of critical locations.
• Coordinating emergency plans with nearby jurisdictions.
• Assessing further refinement of protective measures with in the context of the current threat information.
• Implementing, as appropriate, contingency and emergency response plans.
Orange: High Condition
High risk of terrorist attack. In addition to the previously outlined protective measures, the following may apply.
• Coordinating necessary security efforts with armed forces or law enforcement agencies.
• Taking additional precautions at public events.
• Preparing to work at an alternative site or with a dispersed workforce
• Restricting access to essential personnel only.
Red: Severe Condition
There is a severe risk of terrorist attacks. In addition to the previously outline protective measures, the following
may apply.
• Assigning emergency response personnel and pre-positioning specially trained teams.
• Monitoring, redirecting, or constraining transportation systems.
• Closing public and government facilities.
• Increasing or redirecting personnel to address critical emergency needs.

The Clinton County Local Emergency Planning Commission (LEPC) was created in 1987. The LEPC is responsible
for: planning for, and coordinating chemical emergency responses which take place within Clinton County.
Committee members are representatives from emergency management, law enforcement, fire and EMS,
environmental and health, hospital, media and industry.
The LEPC conducts various levels of Hazardous Materials training for law enforcement, fire and EMS agencies
within Clinton County. The LEPC also develops and implements chemical emergency response and preparedness
plans.
Funding for the LEPC is acquired through a yearly grant from the Chemical Emergency Planning Community
Right-To-Know Fund. The grant monies received by the LEPC are used to conduct various Hazardous Materials
training throughout Clinton County.
With continued education of county wide emergency services, personnel, and industry regarding chemical
emergencies we will become a more prepared county. The dedicated individuals who serve in positions relating
to public safety should be commended for their efforts to acquire more knowledge concerning chemical
emergencies. It is the goal of the LEPC to make our county as prepared as possible in the event of a chemical
emergency.
