The Houston SPCA offers many services to the community to help people
and animals. One of the most important aspects of our mission is to educate
the public about what we do and what they can do to help Houston's homeless
pets. Our Humane Education program takes on this challenge by starting
with the children. We teach them about responsible pet care, pet overpopulation
and animals’ feelings. They learn that animals deserve respect, kindness and
compassion. When children learn these things — and that there is someone
out there, like the Houston SPCA, to help those that cannot speak — it will
carry over into their adult lives and make them better citizens.
We had another great year in Humane Education. Our Manager of Humane
Education and Children's Programs not only presents our free school programs
but also facilitates shelter tours, directs the Spring Break and Summer Critter
Camps and coordinates the Girl Scout Paw Pals patch program. In 2005, we
presented over 300 school programs to almost 9000 Houston-area students
and led 93 shelter tours. There were 13 schools visited to present the Career
Day program, "Careers Working with Animals," with a total of 1385 students
in attendance.
As for the Girl Scouts, there were a total of 450 patches awarded for the year:
47 Daisies, 198 Brownies, 197 Juniors and eight Seniors/Cadettes. In order
to earn this patch, these Girl Scouts had to tour the shelter and learn about
what the Houston SPCA does every day to help homeless pets in our
community, as well as to participate in a selection of animal-related activities.
Many scouts donated money and supplies to the shelter as a service project.
Critter Camp was a huge success in 2005! There were two new camps added
to our summer program. Now we not only offer the Animal Welfare and
Animal Kingdom Critter Camps, but we have added the Dog & Cat Camp
and the Tween Camp for 12-14 year olds. During these camps, kids are
involved with lots of crafts, games, guest speakers and shelter animal activities.
The Tween Camp gets the older kids more involved in shelter activities.
Campers walk dogs, bathe them and learn about grooming, brush horses and
learn about several career opportunities working with animals. Summer Critter
Camp dates, information and registration will be available on our Web site
after Spring Break.

EVERY DOG CAN BE A GOOD CITIZEN
In just two years since the Houston SPCA began offering low-cost dog training
classes to the public, we have trained 230 teams through our group classes!
We currently offer four classes: puppy kindergarten, basic training level one,
basic training level two and a tricks and games class. All of these classes are
group classes with ten dogs per class and they are held once weekly for six
weeks. One of the most critical steps to developing a successful, loving
relationship with your dog is training. It is also very important that dog
owners participate in the training of their dogs. We offer group classes because
they provide a great outlet for dogs to learn appropriate interactions with
other people and dogs, and they also allow both dog and owner to learn
together in a fun and rewarding setting.
Dog training classes are important for every dog, even if you don’t think yours
really needs it. A good training program will focus on meeting a dog’s physical
and mental needs in a fun and rewarding manner. If worked with regularly,
dogs that respond to basic cues, such as “come,” “sit” and “stay” are less likely
to develop inappropriate behaviors, such as excessive barking, digging and
aggression. These same dogs have a better quality of life because they live in
an enriching environment and are able to practice some normal canine
behaviors in an appropriate way. Many inappropriate behaviors in dogs begin
because the dog is bored. Our classes focus not only on teaching your dog
appropriate behaviors but also on teaching people how to include their dogs
in every aspect of their lives.
All of the classes at the Houston SPCA are taught by a certified pet dog trainer
and certified animal behavior consultant. In the puppy kindergarten and basic
training classes, I teach all the basic behaviors like coming when called, sit,
down, stay, walking appropriately on a leash, leaving objects alone (leave-it),
dropping objects, no jumping, etc. We also discuss how to correct certain
inappropriate behaviors that cannot be corrected in a class setting, such as
housetraining, destructive chewing, digging, separation anxiety and much
more. Our tricks and games class is six weeks of constant fun! This class is
for people who just want to spend time with their dogs, playing and having
a good time. We teach all the basic tricks you’ve seen before—shake, roll-over,
play dead, etc.—but we also teach some new tricks like crawling, riding a
skateboard, jumping through hoola-hoops and even a little bit of agility
training!

Kelsey’s Quick Tip:
One of the golden rules of animal training is: Behaviors that are reinforced
or rewarded are repeated; behaviors that are not reinforced simply go
away. If you know this rule, use it to help you train your dog. If he does
something right, make sure your dog gets reinforced for it every time
he does the behavior!

The Houston SPCA Cruelty
Investigative team responds to
thousands of cases of animal
cruelty and drives tens of
thousands of miles rescuing
animals from danger and
distress each year.
2005 was a year that tested the team to its limits and each team member rose
to meet those challenges. More cases than ever before were reported to the
Houston SPCA and our teams responded to the needs of the animal victims
of Hurricane’s Katrina and Rita. The cases that the investigators worked
ranged widely from basic neglect to animal torture. The conditions in which
animals are kept and the overall care varied greatly and no two cases were
ever the same. The dedication of the Houston SPCA team members was
inspiring as they worked tirelessly to improve the lives of animals and give
them a better, second chance at life.
Repeat offenders are one of the most frustrating aspects of the Investigator’s
work. One of the most notable cases from last year involved a suspect that
previously had animals forcibly removed from her in the past by the Houston
SPCA. In this case, the animals were located on an overgrown piece of
property. They were forced to live in pens filled with feces and debris. There
were other animals on the property chained to abandoned cars and a lawn
mower. The Houston SPCA team located two dogs and two cats living in a
trailer home filled so high with debris that there was only a 4-foot gap between
the top of the material and the ceiling. Investigators carefully climbed and
crawled up and down the entire length of the trailer methodically searching
for trapped animals. Investigators had to battle their way through thickly
walled vegetation and over enormous piles of discarded household items in
their search for other victims. To their horror, they discovered live animals,
virtually bald from hair loss and frightened, living among dead animals in
varying stages of decomposition.
A judge awarded all of the animals to the Houston SPCA and the Investigative
team continues to closely monitor this suspect to make sure that another
animal never dies or suffers in her custody. We will also work at the legislative
level to try and strengthen animal cruelty laws to prevent this type of situation
from occurring in the future.

A YEAR IN REVIEW

In early 2006, the Mayor’s Task Force released an
unflattering report on the state of Houston’s animal
shelters, including the Houston SPCA. The report
neglected to look closely at the reasons for
euthanasia and failed to include a list of the many
programs and services that the Houston SPCA
provides to the animals and people of the greater
Gulf Coast. In this report, “2005: A Year in
Review,” we’d like to clarify the mission, vision,
statistics and life-saving programs and services
offered by your Houston Society for the Prevention
of Cruelty to Animals.
Mission Statement:
The mission of the Houston SPCA is to promote commitment to and respect
for all animals and to protect them from suffering, abuse and exploitation.
Vision Statement:
We will lead our community to appreciate the value of animals. We will
provide exemplary services that strengthen the human-animal bond.
The Houston SPCA is an open-door shelter providing services to more than
100,000 animals a year, including dogs and cats; small mammals like guinea
pigs, hamsters and rabbits; birds; farm animals like horses, cows, goats, pigs
and other animals; and native wildlife. The Houston SPCA is the ONLY
shelter in the Greater Gulf Coast area with the ability to provide humane,
temporary shelter for big, exotic cats like lions and tigers and other exotic
animals like primates and bears. The Houston SPCA accepts all animals in
need. Programs and services include: adoptions and foster care; lost and found
matching; humane education; cruelty investigations; 24-hour injured animal
ambulance and rescue service; spay/neuter of all adopted animals prior to
placement; free vaccinations and sterilizations for pets of income-qualified
families; the PetSafe program, which provides free temporary boarding, minor
medical care, vaccinations and sterilization for pets of families fleeing domestic
abuse; animal behavior helpline and dog training classes to adopters and the
general public; disaster relief services; pet loss support group; and pet-facilitated
therapy. All of the programs and services of the Houston SPCA, excluding
adoptions, Critter Camp and dog training classes, are free of charge.
SHELTERING.
In 2005, the Houston SPCA received 32,978 animals, a five percent decrease
over the previous year. Of the animals admitted to the Houston SPCA, 15,389
were canines, 14,440 were felines, 1005 were other domestic animals like
hamsters, rabbits and guinea pigs, 831 were farm animals like horses, cows,
goats and pigs, and 793 were wildlife or exotic animals. Euthanasia decreased
by seven percent over 2004. Nearly 100 percent of the healthy, behaviorally
sound canines and 96percent of the healthy, behaviorally sound felines were

placed into new, loving permanent homes! Other reasons for canine and
feline euthanasia included aggression, heartworm positive, mange or ringworm
and other skin disorders resulting in severe hair loss, untreatable medical
conditions like severe traumatic injuries, too young, canine distemper, kennel
cough in dogs and upper respiratory infection in cats, parvo and requestedby-owner.
ADOPTIONS.
The Houston SPCA remains the leader in the adoptions arena, placing more
animals into new homes than all other area shelters combined. In 2005, a
total of 13,505 animals found new homes, thanks to the Houston SPCA, a
21 percent increase in five years! We also placed 178 animals with our adoption
partners
MOBILE ADOPTIONS.
The Houston SPCA Mobile Adoption program brings adoptable animals
directly to the community throughout the year. Last year, 303 animals found
new homes, thanks to this life-saving program.
INFANT CARE PROGRAM.
This program provides free bottles, formula and directions to people
surrendering unweaned puppies and kittens. They are asked to care for these
babies until they are old enough for adoption. Hundreds of these “infant
care kits” were distributed last year. As a result, neonatal feline euthanasia
has decreased 66 percent and neonatal canine euthanasia has decreased 68
percent in just two years!
FOSTER PROGRAM.
The Houston SPCA’s foster program continues to attract families who are
willing to share their lives with young, sick or injured animals and give them
a second chance at life. There are nearly 600 families who nurtured and loved
1128 animals last year. The Houston SPCA also offers a Second
Chance/Healthy Adoptable Foster Program. This program places adoptable
animals in the shelter into temporary foster homes, rather than euthanizing
them, when space is needed for incoming animals. Last year, 151 dogs and
cats were saved!
CRUELTY INVESTIGATIONS.
The nationally recognized Houston SPCA Cruelty Investigations Team
continues to set the investigative standard. Our team of highly trained men
and women drove nearly 130,000 miles protecting the innocent and investigated
nearly 9000 cases of animal cruelty, abuse and neglect. The work of the
Cruelty Investigations Team is featured nationally on Animal Planet’s “Animal
Cops: Houston” television show!
24-HOUR INJURED ANIMAL RESCUE.
The Houston SPCA continues to be the ONLY agency in the greater Houston
area to provide an injured animal rescue and ambulance service 24 hours a
day, 365 days a year. Over 1500 animals were rescued from danger and
distress in 2005.

NATIVE WILDLIFE.
The Houston SPCA is proud of its commitment to saving our native wildlife.
We work in cooperation with Wildlife Rehabilitation and Education to
return native wildlife to their original habitat whenever possible. Last year,
this life-saving partnership assisted nearly 800 wild animals.
HUMANE EDUCATION.
Humane education is all about helping children and adults develop a sense
of compassion, respect, a sense of justice and commitment to our animal
friends. In 2005, the Humane Education Department gave 313 presentations,
visited 8362 students, gave 98 shelter tours, distributed 1400 Humane
Education newsletters, awarded 460 Girl Scout “Paw Pals” patches and hosted
nine weeks of Critter Camp for 109 campers.
SPAY/NEUTER AND VETERINARY SERVICES.
All animals adopted from the Houston SPCA are spayed or neutered prior
to placement. The Houston SPCA also provides free spaying and neutering
to pets of income-qualified families three days a week. Last year, 8335
adoption animals were sterilized and 1142 free spays/neuters were performed
at our free clinics. In addition, 99 dogs were treated for heartworms and the
veterinary staff performed hundreds of life-saving surgeries to mend broken
bones, fractures and other traumatic injuries!
PETSAFE PROGRAM.
The PetSafe program provides free temporary boarding, minor medical care,
vaccinations and spaying or neutering for pets of families fleeing domestic
violence and seeking a safe haven in area shelters. The Houston SPCA believes
that wherever people are at risk, animals are also at risk. This program helps
save the lives of the families who might be reluctant to leave a pet behind
with a batterer and saves the lives of the pets they cherish.
DISASTER RESPONSE SERVICES.
The American Red Cross, the City of Houston and local law enforcement
recognize the Houston SPCA as the lead agency providing disaster relief,
rescue and recovery services in our area. Last summer was extremely busy.
We sheltered 1500 animal victims of Hurricane Katrina, 1200 victims of
Hurricane Rita and provided food and water to more than 8000 animals left
behind in homes in Beaumont and the six-county East Texas area affected
by Hurricane Rita.

YEAR
ANIMAL BEHAVIOR & TRAINING.
The Houston SPCA was the first animal welfare organization in the greater
Houston area to have a full-time, certified, university-trained professional
Animal Behavior Specialist on staff. The Houston SPCA offers low-cost dog
training classes, taught by a certified pet dog trainer and animal behavior
consultant, to adopters and the general public. These classes focus on meeting
a dog’s physical and mental needs in a fun and rewarding manner. Dogs
trained through our program are less likely to develop inappropriate behaviors,
such as excessive barking, digging and aggression. Through group classes,
230 teams have been trained. In addition, thousands of people have received
free telephone counseling, which enables us to address behavior issues
immediately. And the Animal Behavior Specialist also works with shelter
staff to evaluate the temperaments of incoming animals in order to make
perfect matches with potential adopters.
PET FACILITATED THERAPY.
Teams of volunteers visit the sick and elderly in nursing homes and hospitals
with animals from the shelter. These caring teams bring smiles to thousands
of people in need!
PET LOSS SUPPORT GROUP.
The Houston SPCA offers a free pet loss support group to people experiencing
the loss of a beloved pet. The group meets the first Tuesday of every month
and is facilitated by a professional counselor.
VOLUNTEER SERVICES.
Volunteers are critical to the life-saving mission of the Houston SPCA. In
2005, over 500 volunteers contributed 46,000 hours of service.
The Houston SPCA depends entirely on the generosity and kindness of people
just like you! We receive no funding from tax dollars, the United Way, or general
operating support from national animal welfare groups like the ASPCA or the
HSUS. The Houston SPCA has been designated a “Four-Star Charity” by Charity
Navigator. Thousands of innocent lives were saved last year, thanks to your
charitable gifts. Please consider giving to Houston’s largest and most progressive
animal shelter and welfare organization in 2006 and make it possible for us to
realize our mission!

PROTECTING YOUR PETS FROM DISASTER

The Texas Gulf Coast is a place of beauty and varying environments. There
are sandy beaches, flat prairies and piney woods. It is not a matter of whether
or not the grasslands or forests will burn or if a hurricane or tropical storm
will strike but of when! In addition to natural disasters, we are also at risk from
man-made events like chemical spills, toxic releases and deadly explosions.
Knowing how to protect your pet from disaster today may prevent tragedy
and save its life tomorrow.
First, make sure you know the evacuation route from your home. Everyone
in your family should know the plan and be prepared to evacuate quickly and
safely. Plan ahead to ensure that your family and pets will have a safe place to
stay, because most evacuation shelters do not allow pets. Identify animal
shelters, boarding facilities, veterinarians, motels and friends or relatives outside
your area that may be willing to temporarily house your pets after a disaster.
If, for some reason, you are forced to leave your pets behind, post highly visible
signs in windows and on doors, letting rescue workers know how many pets
are inside and where they are located; where you are; and your vet’s name and
phone number. Leave plenty of fresh water in a large open container that
cannot be tipped over. Leave food in a battery-timed feeder that will prevent
your pets from eating all their food in one day. Separate dogs from cats and,
in the case of flooding, make sure that they have access to high shelves or
counters where they can seek safety.
Build a disaster kit for your pets. Include the following:
Extra leashes and collars
A plastic pet carrier or kennel
A copy of your pet’s medical and shot records sealed in a plastic bag
A pet first aid book and supplies
Medications (one month supply)
Non-spill food and water bowls
Cat litter and foil/disposable litter pans
Plastic bags (for waste disposal)
Towels and blankets
Non-electric can opener
Paper towels
Disinfectant
Grooming supplies
A recent photo of your pet in case you are separated and need
to make “lost pet” flyers
A two-week supply of food and water
We learned a lot of lessons from last year’s dual disasters of Hurricanes Katrina
and Rita, the most critical being that advance planning can be the difference
between life and death!

DISASTER
If you evacuate, TAKE YOUR PETS WITH YOU! Animals left behind in a
disaster can become injured, lost or killed. Animals turned loose to fend for
themselves are likely to become victims of starvation or predation or to die
from consuming contaminated food and water. Your pets should be wearing
a collar and I.D. tag at all times with current information.

NEIMAN MARCUS GOES
TO THE CATS AND DOGS

The 16 Annual Houston SPCA and Neiman Marcus Holiday Pet Adoption
Event was a huge success this year. On the first floor of Neiman Marcus,
Galleria, cuddly canines and frolicking felines played in specially decorated
windows. Theater Under the Stars designed the windows in a “Cats” and
“Dr. Doolittle” theme. Houston SPCA staff and volunteers were on hand
from November 25 through December 23, playing matchmaker and helping
bring families and homeless animals together for life. With 118 adoptions
in all, it was easily the most successful year for this life-saving event!
The Houston SPCA is grateful to Neiman Marcus, Stacey Swift and the
Neiman Marcus PR Department and to Louis Serrat and the Neiman’s Design
Team. We’d also like to thank Amy Hernandez and Theatre Under the Stars
for helping with the incredible window designs!
Kringle’s Kritters brought a touch of the holiday season to the Houston SPCA
in December. The lobby was filled with holiday music and the “HO HO
HO” of St. Nick as animals lined up to pose pretty for the camera. Santa
made three visits to the shelter, giving cats, dogs and even the resident rooster
an opportunity to be photographed on the jolly fellow’s lap From eager
beagles to lovely labs to cuddly kitties, Santa had visits from a variety of fourlegged pals.
Some deserving boys and girls received more than a photo and a goody bag.
They received a friend for life! Tyler Luck was one such good boy, and he
and his family welcomed a beautiful, adorable puppy into their hearts and
home.

OUR FAVORITE FOUR-LEGGED FRIENDS STRUT THEIR STUFF
AT THE 2006 HOUSTON SPCA MUTT STRUT!
On April 8 at 10:30 a.m., a “paws-itively” good time began as thousands
of our four-legged friends paraded through the streets of Houston. These
animals and their human companions strutted their stuff to help raise
lifesaving funds for the more than 60,000 homeless, abused and neglected
animals the Houston SPCA serves every year through programs that
include adoptions, foster care, humane education, animal cruelty
investigation, disaster relief, 24-hour injured animal rescue, lost and found,
pet loss support and more.
The 2006 Houston SPCA Mutt Strut was a fun-filled event that began
with a two-mile fun walk through the streets of downtown. A Post-walk
Promenade took place in beautiful Jones Plaza where our four-legged
friends competed in a variety of contests. Cool demonstrations kept the
crowd entertained, and many local vendors were on hand to share their
pet-related expertise and services.

Katrina and Rita. It was amazing to see how much people care! What many
did not realize was the toll it took on our shelter. Sure, we were tired, but we

took on the great task of saving hurricane victims and saving lives here at
home. We had to spread our energies and cancel a major event. That is why

SPCA. We hope we will never again face what 2005 brought us, but we must

daily work and prepare to face what the future may bring.

are eventually returned to the shelter and put back up for adoption. Last
year, 151 animals got a second chance at life thanks to the Healthy
Adoptable Foster Program.
In the case of Tex, the Houston SPCA turned to the DeLongchamps
family. This dedicated foster family has great experience rehabilitating
homeless animals, teaching them to trust again and giving them a second
chance at life. Tex spent one night at their home and became a “forever
foster.” He never left! He took to the DeLongchamps homestead like a
champ! He quickly settled in with the kids and found a permanent spot
on a velvet blue chair. Tex loves to play with the DeLongchamps other
dog, Lady and he gets along with all the other farm animals on the ranch.
Tex is a true Texan and a champion of the heart!
Tex arrived at the Houston SPCA on August 16th. He was malnourished
and thin. The Houston SPCA’s Animal Behavior Specialist evaluated Tex,
and although he was frightened, found him to be a good adoption
candidate. But Tex was overwhelmed and sat in the back of his kennel
trembling constantly. Day after day for nearly two months, he waited
patiently for some family to stop and play with him and take him home.
His liquid brown eyes reached out to each and every visitor. He silently
begged for the opportunity to shine. But most people just kept walking
and overlooked this loving boy because of his quiet, dignified nature at
the shelter.
One day, the number of incoming animals was greater than those being
adopted. Rather than euthanize a healthy adoptable dog to make space
for another, the Houston SPCA turned to its Healthy Adoptable Foster
Program. In this innovative program, adoption animals are temporarily
placed into foster homes until space becomes available. The foster animals
