The Nation’s Report Card has just been released, and, once more, reading comprehension scores of 4th and 8th students still remain flat since
1992 based on nationally representative samples of more than 178,000
fourth-graders and 160,000 eighth-graders who participated in the
2009 National Assessment of Educational Progress (NAEP) in reading.
This is terrible news considering the vast amount of money, time and
energy over the past decade in the use of “scientifically validated research
based” programs. Billions of dollars have been invested, teachers
trained, schools closed and yet there’s been no statistically significant growth in reading comprehension over the past 27 years?
How could the “experts” have been so wrong?
The simple answer is, no one reading approach works for all
students. This is especially true for non-readers – a population that
has been virtually untouched for the past 27
years. Even worse, non-readers are the key
to reducing the achievement gap, drop out
rate and special education placement.
Fortunately there is help!
No one knows Non-Readers like Dr. Joe Lockavitch, author of The
Failure Free Reading Methodology: New Hope for Non-Readers. For the

A Twenty Year Quest
20 years ago Dr. Lockavitch developed a highly structured
teaching method designed to explicitly teach the 2,605
highest frequency core Academic vocabulary words to the
students that couldn’t be reached with traditional approaches. He called the program Failure Free Reading because it
literally created a “failure free reading environment” for
students who had previously failed all other approaches.

the word “cat” were reading complete passages about
“felines” with fluency and full comprehension.

There are really three distinct groups that fall under America’s “low literacy umbrella”: poor,
struggling and non-readers. Each group requires a different instructional approach. Trying to
modify a single approach with techniques such as smaller group size or one on one implementation for those students who are not responding will not cure the problem. You simply cannot
mix and match these three groups. This is especially true for the non-readers, who, regardless of
age, are different. Non-readers need a different approach, and Failure Free Reading was
