reviewed the meeting agenda (see Exhibit 1) and invited
comments from attendees (see Exhibit 2). He then
welcomed new IEM Consortium members (see Exhibit 3)
and introduced a representative from the Total Port Arthur
Refinery.
Mary Ellen Ternes (McAfee & Taft) provided an overview of
EPA's “Next Generation Enforcement” approach, including
EPA's latest thoughts regarding the its Audit Policy and
EPA's “Flare Enforcement Initiative.” An abstract of this

Kallol Mahata (PDC) discussed business intelligence (“BI”) and
the necessity of collecting structured data to enable both
BI and data analytics to be performed. He also reviewed
PDC’s strategy and roadmap for BI features in BizPro.

Spencer Savoie, P.E., briefed attendees on the 2012 EI
reporting requirements in Texas and the modifications and
enhancements that were made to the COMPASS-EI
module. Questions were asked about sample calculation
forms, which PDC is providing to COMPASS-EI users on
request, and on changes to the definition of the ozone
season and its effect on ozone season daily emission rate
calculations.

“What’s New at EPA & TCEQ?”
Ed Fiesinger (Zephyr Environmental) briefed attendees on
recent development at the TCEQ and the U.S. EPA. He also
extended an invitation to the upcoming AWMA “Hot Air”

Richard Wiand (PDC) discussed the MSS emissions
management and emission event reporting. He also
provided an overview of the nearly 50,000 state and
federal citations that PDC monitors for Regulatory
Management of Change (“RMOC”) and summarized the
rule changes identified by the RMOC service in 2012.

Kallol Mahata (PDC) discussed recent eForms PDC has
deployed, and presented a schedule for future
enhancements. In response to questions concerning the
interface of eForms to Planner, including launching tasks
and workflows from an eForm, and launching an eForm
from a recurring task, Kallol explained how the tight
integration between eForms and Planner enables them to
work together to model work processes.
Regarding the Data Integration and Analytics module, Kallol
explained that data uploads from process historians (i.e.,
IP*21, PI, and PHD) will be supported, as well as data
fetches from other standard databases.
Kallol mentioned that COMPASS-EI and Utilities module
upgrades are nearly finished and will be posted on PDC’s
website during the first week of February.
Paul O’Brien (PDC) discussed a recent deployment of Planner
at a non-profit organization called “Mission Metroplex,”
and updated attendees on enhancements that have been
made or are in development. One question was asked
about a “calendar view,” to which Paul responded that
this will be addressed in a version upgrade later this year.

Information About New IEM Consortium Members
1. CHEVRON PHILLIPS CHEMICAL RESEARCH AND TECHNOLOGY CENTERS (OK AND TX)




Chevron Phillips Chemical (CPC) provides comprehensive petrochemical and polymer research, including
new catalyst development, product and process development and commercial support, and conducts a
full range of research activities including laboratory/bench & pilot scale experimentation, analytical &
mechanical testing, patent support, and technical service support for customers worldwide. A state-ofthe-art Plastics Technical Center is used for molding and extruding polymer and copolymer resins.
CPC currently holds more than 2,500 patents and patent applications. The proprietary Chevron Phillips
Chemical loop-slurry process for polyethylene production is one of the most widely licensed processes in
the world.
The CPC Aromax® technology is the lowest cost process for on-purpose production of benzene.
Other technological achievements and proprietary technology include: On-purpose 1-hexene
technology, proprietary primary normal alpha olefin technology, Ryton® PPS generation V process,
tapering technology for K-Resin® SBC, methyl mercaptan process and technology, Aromax® catalyst and
process, first and second generation functional drilling fluids, and polyalphaolefin stability and low
temperature performance enhancements.
2. TOTAL PORT ARTHUR REFINERY
History
Though the location of the Port Arthur Refinery is nearly a century old, the facility, processing
equipment and technology is significantly newer. With beginnings as an oil terminal in the early 1900s,
refining operations have been at this site since 1936. Today’s facilities have since been replaced and its
equipment updated throughout.
Capacity
174,000 barrels per day of crude oil
Differentiation
The refinery processes a mixture of crudes with conversion capabilities centering on Coking, FCCU and
Reforming technologies.
Integration
The refinery is capable of exchanging feedstock and utilities with the adjacent Naphtha Steam Cracker –
a joint venture between Total Petrochemicals & Refining USA, Inc. and BTP.
Product
Transportation fuels, petcoke, aromatics and liquefied petroleum gas. The refinery ships most of its
product east of the Rockies through excellent pipeline integration with the U.S. transportation fuel
markets.
Safety, Environmental and Quality Milestones
• Certified in ISO 14001: 2009 – for operating in an environmentally sustainable manner which includes
implementing a systematic approach to improving environmental performance.
• Certified in ISO 9001 – for operating within international quality management system standards that
takes a systematic approach to managing the organization’s processes so they consistently turn out
product that satisfies customer’s expectations.
• International Safety Rating System, Level 9 (achieved in 2004).
Community Involvement Activities
• The Total Port Arthur Refinery contributes directly and through employee involvement in charitable
organizations with a mission to emphasize causes in education, healthcare, the environment, quality of
life, the arts and minority outreach.
• The refinery is a member of numerous organizations, including two Community Advisory Panels.

Abstract: “EPA’s ‘Next Generation Enforcement’ Approach
and ‘Flare Enforcement Initiative’”
The U.S.EPA oversees implementation of federal environmental programs and implementation of
these programs by delegated state agencies. While EPA has been active in adopting new
regulations, as a federal agency, EPA is also making do with less funding in its enforcement
programs. At the same time, EPA is emphasizing increased transparency, electronic reporting and
reliance on new monitoring technologies -- deemed "Next Generation Enforcement."
In this presentation, Mary Ellen Ternes provides an overview of EPA's “Next Generation
Enforcement” approach, including EPA's latest thoughts regarding the EPA Audit Policy, as well as
