April has turned into May. The year is flying by. What a mild spring we are having. I was actually cold at my son's Little League game last night!

The highlight of May will be a business meeting on May 10th at Glendale Elementary School District. Our presenter will be the premier attorney for public
procurement within the State of Arizona, David Cantelme of Cantelme &
Brown, P.L.C.. He will be giving us an open and frank discussion about the procurement topics that we come across every day in our profession. You don't
want to miss this meeting so be sure and register at our website. The documents for the meeting can be found at the “Meeting Minutes” link near the bottom of our homepage. The documents include the May Business Agenda, the
Meeting Minutes for the March Business Meeting and the Draft of our Strategic

We are also offering an Introduction to Public Purchasing Course on May 16-18 this month. This is a great opportunity for those new to the profession or who haven’t had a chance to take this class to participate locally. The
course will be held in the City of Chandler and registration ends May 13 th for this class. We are pleased to be able to
extend this offering to our members.
Last month, our Reverse Vendor Trade Show in Tempe on April 4th at the Tempe Center for the Arts was a smashing success. We had over 500 vendors in attendance and more than 40 publicly hosted booths. Thank you to
Michael Greene and his committee for all their efforts in this venue. By strengthening our vendors we make our
organization stronger too!
We are all so busy this time of year getting ready to close out our old year and open the new one. So I will keep this
month’s message short. Don’t forget to SAVE THE DATE for our 2016 Regional Conference and Vendor Expo on
October 20, 2016 in Mesa. Go Purchasing Go!

Ten Commandments of Purchasing
I.
Thou shall not buy stuff or contract for services unless there is money.
II.
Thou shall not play favorites among vendors.
III.
Thou shall not solicit quotes or place orders for goods or services without or
beyond one’s own purchasing authority.
IV. Thou shall not be overly restrictive in one’s specifications. Don’t specify a
Porsche when a Ford will do.
V.
Thou shall not split up orders in attempts to avoid the procurement
requirements.
VI. Thou shall not negotiate (wheel and deal) with vendors after one receives quotes.
VII. Thou shall not accept personal favors or discounts from vendors not available to the general public.
VIII. Thou shall give all vendors the same information when soliciting quotes.
IX. Thou shall not use coop contracts when they are not in the City’s best interest.
X.
Thou shall be familiar with the City’s procurement policies and procedures,
statutes and regulations.

Happy Purchasing Month! Continued from March...
As part of Purchasing Month celebrations in March, the Procurement Services office of the
Arizona Department of Corrections celebrated Purchasing Month with a series of procurement related activities.
Procurement month got launched on March 9th with all staff in attendance at an NIGP
webinar titled “Contract Administration—Beginning with the End in Mind”.
A large staff delegation, including ACI procurement professionals, attended the AZNIGP Career Seminar on March 10. Senior
Procurement Officer Janie Terry, CPPB, CPPO may have won a copy of “Power of Full Engagement” by Jim Loehr and Tony
Schwartz but everyone “brought home” some useful best practices from this seminar.
On March 15 Tina Ziegler, CPO from the Department of Environmental Quality was invited to give the DOC Procurement Services
staff a LEAN Program overview. This was particularly important and appreciated as LEAN is a valuable concept that will soon be
implemented in the Department. It was especially helpful to have the perspective of an agency that has been through the transition of LEAN.
The Procurement Services staff took time out for a potluck on March 17 and was joined by invited guests Purchasing Manager,
Vicki Fitzpatrick, CPPB and Buyer III, Kim Keever, CPPB from Arizona Correctional Industries. Also joining in the potluck fun was
guest speaker, ADOA/SPO Compliance Officer, Jeremy Beakley. The SPO compliance review will be effecting the Department
next fiscal year and this presentation will help the agency be even more ready than ever.
There were two term of service awards presented in DOC Procurement Services this month. Division Director, Michael Kearns
awarded Maria Nevarez, Procurement Specialist, DOC with her 25 year service pin and Margaret Deskins, Procurement Specialist,
DOC with her 20 year service pin. We are fortunate to have them both on our team.
On March 22nd Elizabeth Csaki, CPPB, the Department’s CPO made a presentation at the regular Business Administrators Meeting. This audience included procurement professionals from prison sites across the state. Topics of this hour long presentation
included the Procurement’s Office’s desire to increase participation in NIGP activities, membership, and continuing Education for
buyers.
Being the Department’s first forey into the world of Procurement month events, the agency seems to have made a good showing.
The month’s wrap up will likely be a round robin reflecting on favorite aspects of the activities and begin discussing what might be
on the agenda next year.

Reverse Trade Show Recap

The Arizona State Capitol Chapter of NIGP recently conducted its 5th Annual Reverse
Trade Show on April 4th at the Tempe Center for the Arts. The event set records for
agency and supplier attendance and by all measures was a great success for the chapter and all who participated. Over 500 suppliers attended and met with procurement
representatives from 41 public agencies including school districts, higher education,
cities, towns, counties, state agencies and supplier support organizations. A key
reason for the success of the event was the amazing turn-out of public agencies and
support organizations who invested their time and energy to support the local business community. In fact, public organizations from outside the local metro area attended including the City of Tucson, Tucson Unified School District, Mohave County
and Pinal County who all made the trip to the valley to support the event.
Suppliers were charged a nominal fee of $15.00 per attendee and were given free
roam of the facility to meet with procurement officers and learn about upcoming
business opportunities. Milt Ward, Government Fleet Manager for Chapman Ford,
was one of the many satisfied business representatives at the event. “This was absolutely the best organized reverse trade show that I have ever attended. The right
people were in attendance from the public agencies and as a result I was able to
quickly establish contacts,” commented Milt. Another attendee, Brian Fredrickson,
General Manager of Apache Sands Service Center, echoed those thoughts, “I was
impressed with the ability to see so many purchasing agents in one event – people
who I finally had a chance to meet in person that I have been talking to on the phone
and e-mailing for many years.”
A break-out session was also made available to attending suppliers where a panel of
seasoned procurement professionals spoke about strategies for success within the
public contracting arena. Many thanks to the committee who organized and planned
the event: Gary Barkman, Bill Brannen, Christine Fruitman, Lisa Goodman, Michael
Greene, Joe Guy, Irma Guzman, Cyndi Hawk, Bill Munch, Jess Romney, Nicole Redding, Debora Sandoval, Angela Spadaro, and Laura Szymanoski.
A Seminar In Review
NIGP Seminar
The Principles & Techniques of Problem Solving
To start or not to start that was the question. And that was the first problem that
needed to be solved as we gathered on April 18th at the City of Mesa for the U.S.
Communities sponsored National seminar “The Principles & Techniques of Problem
Solving”. You see, there were two start times posted on the Chapter website, 8:00
a.m. and 8:30 a.m. With the instructor Michael Kolodisner, CPPO present along with
18 of the 22 attendees the decision was made to get things rolling at 8:20 a.m.
With his 20 plus years of public purchasing experience, Michael was able to guide the
class through the process of problem solving. From recognizing and defining a problem through developing, evaluating and implementing a solution. The class also
learned that there are obstacles to solving problems such as perception, emotion and
others. With the combination of instruction, individual and group activities all that
attended came away better prepared to solve problems in both their professional and
personal life.
A big thank you to U.S. Communities for sponsoring this seminar. U.S. Communities
paid the registration fee for 20 members to attend and they also provided lunch. It
was a wonderful opportunity for our members who would otherwise not be able to
attend because of the cost. Because of their generosity, payment and lunch was not a
problem that needed to be solved.
We did find out one interesting bit of information about the class as a whole. When it
comes to 4th grade history, this class is not winning any scholarships.
Thanks again to U.S. Communities for making this seminar a great success and thank
you to the City of Mesa for providing the location for this event and their outstanding
hospitality and to Sharon Brause, City of Mesa for facilitating.

Pat Tillman Run
Pat’s Run is the signature fundraising event for the Pat
Tillman Foundation. Held annually in April to commemorate the day Pat lost his life in Afghanistan, Pat’s Run is a
4.2 Mile Run/Walk that winds through the streets of Tempe to Sun Devil Stadium, symbolic of the #42 jersey Pat
wore as an ASU Sun Devil.
The event attracts more than 35,000 participants, volunteers and spectators from across the country. This year
our chapter sponsored 10 members to participate in the
4.2 mile run/walk and 11 members volunteered at the
“Volunteer Check-In Table”. This year’s event was held
on Saturday, April 23, 2016.
Two of our members went above and beyond by raising
additional money. Missy Mudry, transition, raised $1,011
and Kianie King, ADOT, raised $2,122. Missy asked her
family and friends to help her pay it forward by donating
to our chapter team. Kianie did a challenge where she
asked for a donation of $1 for each day she walked 1.5
miles or more each day until race day. She posted regular
updates on her fundraising page so folks knew how much
she had walked and they could donate at the end.
The Pat Tillman Foundation raises money and invests in
military veterans and their spouses through academic
scholarships. So far they have provided over 406 scholarships totaling over $8m.
Thank you for volunteering and being a part of the Race
Crew. Volunteers are always important to make the day a
success. It was an enjoyable and memorable day and we
all made an important contribution to a cause that really
matters. We look forward to seeing you all again next
year.
Thank you to Missy Mudry and Kianie King for going above and beyond by raising
additional money and donating to the Pat Tillman Foundation. Together they raised
over $3,100.

How long have you been in Purchasing?
Over 19 years.
How long have you worked for your employer?
I have been at the City of Tempe for 14 years.
How did you get into Purchasing?
It was recommended to me by a professor at ASU.
What was your most unusual procurement?
Rock Art Conservation and Preservation on
Hayden Butte. I hired an archaeologist to remove
graffiti from ancient rock art on Tempe’s Hayden
Butte.
Which procurement are you the most proud of?
Buying new playground equipment for city parks.
It has such a positive impact on the neighborhoods.
What was your first car?
A red 1972 Volkswagen Bug.
If you could have only one meal for the rest of
your life, what would it be?
Sushi and Ice Cream.
My favorite place is: Coronado Beach.
It’s your day off. What are you doing?
Making travel plans.
What makes you laugh?
I am easily amused and laugh at just about everything, however according to my daughter the only
answer is cat videos.
Where is your home town?
Phoenix, Arizona
What do you like to do outside of work?
Spending quality time with the people I love.

Community Outreach
This year our chapter is proud to sponsor St. Vincent de Paul. The Society of St. Vincent de Paul is an international non-profit organization dedicated to serving the poor
and providing others with the opportunity to serve. They are dedicated to feeding,
clothing, housing and healing individuals and families in our community who have no
where else to turn for help.
Founded on April 26, 1946, the Society of St. Vincent de Paul has a long history of
helping the poor in Phoenix. Programs include: Services for the homeless, Medical
and dental care for the working poor, Charity dining rooms, Food boxes for hungry
families, Thrift Stores, A bridge housing shelter, and General Assistance for individuals in need.
We will be collecting items throughout the year at all events to help support their
efforts (see list below). We encourage members to pick up needed items when you
are out shopping and when you spot a good deal. Thank you in advance for your support and kindness!
