to be regarded as a contract between the readers and QMA.
Articles for the newsletter are accepted from all sources.
These are subject to editing for both length and content to suit the
needs of the issue in which they appear. The Articles DO NOT
necessarily reflect the view or polices of Quarter Midgets of
America.
Article & Photo Submission Procedure
Articles must be in electronic format, in upper and lower
case type (please do not send articles in all upper case letters).
When sending in thye articles please e-mail them as an attachment, Word files are preferred.
Photos: Black & white or color photographs are welcomed,
JPEG or TIFF format is preferred but you may also mail in clear
copies of photos to the QMA National Office. Also, any graphic
files that you would like to include should also be sent separately as an attachement.

President’s Message
by Curt Biro, QMA President
We are coming to the end of our first
year in office. The National Board has
been working their tails off to put together
a successful year. It hasn’t been easy and
we’ve come across many road blocks. Too
many hours have been spent dealing with
certain issues that should never have taken
place. Patty is currently doing double time
doing the Quarter Reporter on top of her
other responsibilities.
Currently we are working on developing an On-Line version to save QMA many
thousands of dollars. We will be looking at
trying to implement this new idea starting
next year after the National Board meeting. Our only current advertising media is
the internet and we would like to use this
avenue to bring us into the next century
and will be constantly upgrading our site
to make it number ONE. We will be asking
all of you for input and ideas to make this
come to fruition. If you have an article or
pictures send them to Art Davis our webmaster. You will find his email address on
our site. We are also working on a member’s only section and will hopefully have
it up and running soon. This is our only
current place to get the word out to the
country about our sport. Please help and
participate to make our site the best.
If you haven’t already heard, on
November 10 the National Board revoked
the membership of our Publicity Director
for failing to fulfill her fiduciary responsibility to this corporation. All six remaining
Directors participated in this decision con-
trary to what is being spread. We are currently working on the details for an appeal.
We are under advisement on this situation
from our Attorneys and will give out more
details as soon as possible.
Thanks to all of you for a great year of
racing and all who helped to make this
happen. I would like to mention individuals personally, but there are WAY too
many. Please give your kids a hug and
remember this is all for them. It’s time get
out the word and get this sport noticed.

plaque
explaining his origin.

ready for the exhibition and competition
that ran during the
month of October.
It was a lot of fun
and "Free Publicity".

From the Desk of the National Secretary

I just want to say thank you to all of you
that helped with articles and information for
the Newsletter that I did in November and
also to all that have offered to help out with
this issue.
Thank you for all the nice emails and
phone calls about the Newsletter that I did.
As I stated in the newsletter last month, I am
not a writer (and do not pretend to be)! BUT
I have been asked to do this issue of the
Quarter Reporter until a replacement is
appointed.
The QMA National President will
address in this issue how we will be handling
that. Hopefully this will be the last issue that
you will have to put up with my work.
I do have to admit, it has been fun.
Natalie at the national office is a great person
to work with!! We have a great system
worked out that seems to be working out just
fine. I will miss working with her when we
do have a replacement.
Hopefully, the way that things are going
we will be ahead of the game with this issue.
Like I said, Natalie and I have been working
very closely together to get this issue ahead
of schedule. If anyone has any interesting
articles or pictures for the next issue you
may send them to me until we have decided
on the replacement and at that time I will
make sure that that person gets the information that you have sent.

Dirt Grand Champ

Stephanie Tuttle is now a 3-time Dirt
Grand National Champion winning the Hvy.
Honda and Hvy. 160 class at the Terre Haute
Dirt Grands this year. She also set fast time
and track record in both classes.

Stephanie Tuttle and Katie Hargitt
were invited to the First Annual "Women in
Winners Circle" luncheon in May of this
year. They were among 23 of the finest
lady racers we have and had. They were the
representitives of girls racing Quarter
Midget's today and the youngest of the
group.
After the luncheon they went to a television studio and taped a one hour special
on the subject of how hard it is for women
to get the respect they deserve in racing
that aired this summer. Stephanie and Katie
felt very honored to attend this event.

Championships, three Mini Indy Club
Championships, Tangerine Winter National
Champion in Jr. Honda, over 100 features, and
the Sr. Honda Dirt Grands in 2001 setting fast

Stephanie lives in Brownsburg, Indiana,
were she is an eighth grader at Brownsburg Jr.
High. Her goal is to become the first lady
World of Out Laws Champion then on to
NASCAR.

Notes from Region 2 PD
by Cindy Burgess, Region 2 Publicity Director
Region 2, QMA's largest Region, has
been quite busy these last few months and is
looking forward to a fun-filled, busy 2004
season. The "Region 2 Challenge" was
completed in October of 2003.
The Challenge was designed and coordinated by Region 2 Director Michelle
Barzee and Safety Director Bob Burgess. It
was a challenge to all the drivers in the
Region to compete in all nine tracks in
Region 2, which consists of five asphalt
tracks and four dirt tracks on specially designated "Challenge dates". It provided
drivers, their families and handlers the
opportunity to race at all nine tracks, meet
new drivers, and have the challenge of different set-ups on different tracks. It was a
great opportunity for all drivers to meet
new friends.
Drivers who competed at all nine tracks were:

Tyler Benner/Montgomery County QMRC

Doylestown QMRC
Mike King/Montgomery County QMRC

There were two drivers who competed at five
tracks:

In addition, there were 15 drivers who competed at three tracks.
A huge array of prizes and awards will
be presented to the above drivers at the
2004 Motorsports Show at Ft. Washington
Expo Center in January 2004.
Region 2 also has had Officer election in
the past few weeks, with seven tracks electing new Officers for the 2004 season; two
tracks (Doylestown and Hagerstown) have
two year terms and will have their current
Officers returning for a second year.
The Montgomery County QMRC results
are: President - Dave Laise, Vice President
- Rob Pinder, Secretary - Michelle Pinder,
Treasurer - Dave Guzik.
Blackbird QMRC new Officers are:
President - Paul Lloyd, Vice President Scott McCracken, Secretary - Eleanor

Syracuse QMRC Officers are:
President - Pam Dinkins, the others not
completed.
Region 2 will be having it's own booth
at the 2004 Motorsports Show January 16,
17 and 18 at the Expo Center in Fort
Washington, PA. We will be promoting our
great Quarter Midget Racing sport as well
as giving out information about our Region
and our nine clubs. Many of the Region's
clubs have their own booths, decorated and
designed with a certain theme and will compete for the Award of Best Quarter Midget
Race Club booth.
The show is attended by thousands of
race fans. If you're in the area that weekend,
stop by our Region 2 Booth or one of the
booths of our nine clubs!
Reminder to all Region 2 BOD and
officers that our Region 2 Meeting will be
Saturday, January 17th at the 2004
Motorsports Show at 2:00 pm. See you all
there, all members are invited.

Region 12

Thunder on the Mountain was a big success, weather was beautiful, and racing was
great. VSQMA did a great job putting the
three day program together. There was a great
turn out, with cars from five states attending,
there was even a family from Arkansa in
attendance.
Don't forget to make plans to attend
"Desert Fury" at Tucson, Dec, 26th - 28th.
You should have a great time at this race, two
full days of racing, along with special trophy
dash races in the evenings under the lights.
This is a great event, and invite one and all to
attend, get out of the cold and come to Tucson
and enjoy the weather.
Anyone that is looking for some winter
racing, check the internet for region 12 schedules for Phoenix and Tucson, we would be
happy to have you racing with us.

Rulebook Update
by Patty Abbott, QMA National Secreatary
I just wanted to give you an
update on the Rulebook committee. We have already started the
cleaning up of the current rulebook. A group of us met in West
Boylston, MA, November 13th
through November 15th to start the
project. We worked for three consecutive days and it took every
minute! We have gone through and
tried to catch all the misspelled
words, grammar errors and tried to
clean up any wording that was
gray or confusing. We did not
change any rules just clarified.
We have also added the rule
changes in to the rulebook from
the 2003 National meeting. The
plan is to present everything that
we corrected at the National meeting and get them okayed by the
National Board and the RD's then
make the changes and add the
new rule changes that will be
made at the 2004 National meeting
and print the new rulebook.
I want you all to know that just
because we already met that doesn't mean that we still do not need
your help. If you have anything

look it over and make changes.

that we overlooked.
I want to take the time to
Thank everyone that participated
in this committee. First of all a big
thank you to Rick Ramstrom for
picking Michelle Barzee and
myself up at the airport and driving
us around everyday! I also want to
thank Rick's wife, Maureen, for letting us use her kitchen to work in
for three days (the woman is a
saint! Rick and Maureen are having an addition being put on and
we were there in the middle of it.
Her door was revolving all week
and she made sure that there were
drinks in the fridge and Oreos in
the cookie jar!) THANKS Maureen
and Rick.
I also would like to thank
Michelle Barzee, Calista and Keith
McDermott, Gene Brouthers and
Bob Chick for all of their help and
input. They all put in many hours
to get this done. It was great to
have a variety of people there with
different outlooks on rules.
I would like to thank all the members of
Region 6 who supported our region by traveling to each Monza race away from their home
club. It makes the region much closer when
we can all support each of our four clubs.
Our attendance has been the best this
year yet. Let's all work for next year's attendance to be a challenge.
I would like to congratulate ALL the
drivers that worked so hard this year and their
handlers and family that has supported them.

Region 9 Wraps Up Season
by Michelle Barzee, Region 2 Director
Region 9 drivers headed to Yakima,
Washington for the last race of the 2003
region points series. Most of the classes
were extremely close in points making it
an exciting race weekend. More than 120
cars took part in the weekends races, and
with only 12 active families in the Yakima
club, they did an excellent job of pushing
the races through in a timely fashion.
Great job, Yakima!
About 300 spectators came to watch
the main events on Sunday, and it was
well worth it. The Senior Honda event
was very close, with Shane Broers locking in his points championship by finishing second, and the Lane brothers right
there with him. Robert finishing first, and
Trevor finishing third. Natalie Sinner also
had an excellent weekend to lock in her
second place Sr. Honda finish in the
region points series.
The Lt. Mod class was also fun to
watch, with Tyler Tanner winning the
weekend event and the points series.
Jr. Honda was a tough class this year,
with Chad Sinner taking home the points
championship. Chad drove excellent at
every event, not making any mistakes.
But Peter Link and Dylan Westrick gave
him a run for his trophies. Peter winning
the weekends event and Dylan finishing
third.
In Hvy. Mod, Kelsie Martin had a
tough time in the heat race with her chain
coming off and not making it back out on
Saturday, but wrapped up the points
championship on Sunday by winning the
weekend event.
Then there was Hvy. 160 - wow!
With almost every car going DOT on the
second lap, including a few rollovers, this
was well worth watching. Almost reaching the time limit, the Carey brothers finished 1st and 2nd (Rowan and Nick) with
Kelsie Martin right behind Nick in third.
Thomas Stanford drove a good race
on Sunday winning the Lt. 160 event with
TJ Hartman and Brett Scott Jr. also finishing 2nd and 3rd right behind Thomas.
This points series was also close, with TJ
Hartman winning the championship,
Thomas Stanford 2nd, and Brett Scott Jr.
3rd.
Keegan Walmer and Dylan Westrick
duked out the Jr. Stock race, but Keegan
just couldn't get by Dylan before the finish. Dylan winning the weekend event and
the points series.
Breanna Lopez, once again, could not
be stopped in her Hvy. B - winning the
weekend event, the points series, and not
to mention the last few region races.
And, let's not forget Lt. AA - JJ
QUARTER REPORTER
Hickle brought home the win and the
points championship. With his engine
blowing up just after crossing the finish
line! Very exciting, but not for the motor.
As you can see, the weekend was
very exciting, what a great way to finish

New Track, Region 9

The old I-5 track at Vader is now just a
memory. In dismantling it, we were able to
save quite a few things to move to the new
location at Grays Harbor Fairgrounds.
The construction for the new track is on
schedule. Weather will not be a factor in the
construction until the clay is brought in for the
track surface, which will be the very last thing
we do. The site has been cleared and set to
grade. The track itself has been roughed in.
We set a new judging tower that was donated
from Fred Brownfield. The tower used to be
his flag stand and adds a nice touch to the 1/4
midget track. Guardrails, also donated by
Fred, have been installed.
The next project will involve installing
fencing around the track, staging, and hot
shute areas. Also some privacy fencing and
tree/shrubery planting for aesthetics. We will
also be building a brand new 2 story tower and
also an enclosed scale shed.
Fred Brownfield also donated the lighting system, as well as corner signals for the
track. We have a person building a complete
control panel for the signals that will be controlled by the flagger. We will be installing
that along with all the electrical work soon.
We hope to complete everything by midMarch, just in time for driver training. The
club members have been working hard and we
have also had a lot of support from family and
friends outside of the club helping to get
everything done. The Elma and Grays Harbor
community have been very supportive in making everything go smooth as well.

After a long year of racing the region 8 monza
has came to an end. We had a great turn out with people coming as far as Albuquerque. Thanks for joining us for a very exciting year.
We tried a new format for racing this year with
pasting points and it was highly competitive and a lot
of racing in a packed into a four weekend series.
With all the kids so close on the track we had a lot of
great close racing. We had on average 30 Senior
Hondas and 20 Junior Hondas. Just making it to the
"A" main was a tough race. Most weekends we ran
close to 55 races per day.
We had a lot of wonderful volunteers that we
couldn't have made it through one day without them.
Joann Hilsendager was in charge of doing the passing points and all the line ups. With all the ladies in
the tower, Elizabeth, Linda, Robin, Doti, Sheri,
Diana, Lisa, Debbie, and many others ladies that
came up to flip and announce. Thanks so much.
Dean Stedman was a huge help with all the
problems and all the questions that the tower had for
him. Thanks to Jenny Ford for keeping all of us
updated to everything going on in the region and the
monza points.
I think this year we, as a region, came together
and helped each other in a common goal, our kids.
Our Congratulations to all of the competitors...you
are all winners.

National Secretary Notes

The 2003 racing season is now about to
end and its soon time to start getting ready for
the 2004 racing season. To all that are going to
continue to race through the winter I wish you
a great season and to the members that are
going to take a few months off to recoup,
enjoy the time off with your families and good
luck in the spring.
By the time this reaches your kitchen
table the Christmas season will be over. I hope
that you all had a wonderful holiday. I would
like to take the time to wish you all a very
Happy New Year!
Also, the election is over and all the new
Regional/Club officers are about ready to start
their new terms. I would like to remind you of
the chain of command which is club level to
Regional level then to National level. If you
have any questions or issues please remember
to first follow the chain of command before
going to the next level.
I would personally like to thank every
one of you that have helped make the 2003
racing season a huge success. It takes many
people to keep this organization going and
thousands of hours to do it! Thank you for all
of the volunteered hours that you have put into
QMA. QMA is a great organization and it's a
tribute to all of us who volunteer our time and
talents to QMA that we have continued to
grow and move forward and remain a vibrant
and active organization.
Let us all support the members who give
of their time and talent to keep our organization alive and well. Instead of criticism, let's
say "thank you," replace "no, I can't help"
with "sure, I can do that." While racing is our
main focus and our primary reason for existing, there is so much more to QMA. The
friendships and camaraderie between all of us
is outstanding. Occasionally we all need to
step back and decide what is truly important
in our lives. Then, and only then, can we step
up and see what needs to be done and continue on.
Here's to hoping many QMA members
step up and help QMA remain the great racing
organization that it is. Remember to get your
membership renewed if you haven't already
done so. We have many projects that we will
be working on over the winter such as the rulebook, electronic scoring, revamping QMA
forms and working on all the tech manuals and
hope to have them all complete before spring.
I hope that you enjoy this issue and if you
have any ideas for any new additions please
feel free to let us know.

From the National Tech Director

Thank you so much for supporting me for
the appointment to the National Tech Director
for QMA. I understand fully what a commitment this position entails. Bucky Brown was
an excellent Tech Director but unfortunately he
had other life issues that forced him to resign
his position. I have worked closely together
over the years with Bucky and Dave Preston.
My first order of business is to evaluate
and position our TECH for a successful 2004
and beyond. I know that we have a number of
issues on the table right now that appear to be
gray and I would like to resolve these items as
soon as possible so that our issues become
clear for the good of all the QMA Membership.
All Technical Issues in QMA will be
brought to my attention so that I can work with
the Technical Committee to make clear and
concise decisions. This will be the best for the
entire QMA membership. If anyone is contacted regarding Technical issues, please contact
me directly so that these decisions can remain
constant.
The National Board of Directors will be
kept in close contact with all decisions concerning TECH at all times. It is my desire to
work closely with everyone on both the
National Board of Directors, the Regional
Directors and all Technical Personnell from
both Regional and Local Clubs.
I am really excited about my new position. We had a Technical Committee Meeting
on Saturday, November 15, 2003 in the
Philadelphia area. Those that attended included
myself, Wes Stillwaggon, Gary Edwards, Dave
Preston, George Crouse, Jerry Mostek (by
phone), and Bucky Brown (by phone). Chris
Gancarz took notes and minutes of our meeting. Chris will also assist us in compiling information and notes to be sent to other QMA
Technical outlets as well as the Board and
Regional Directors. This meeting will help prepare QMA for the coming years and the 2004
National Meeting.
There will be an extensive
Tech Seminar at the Annual
meeting in Vegas on Friday
the 6th of February.
The National Tech team will be
giving the latest info and procedures
for teching. If you are planning on
sending a representative from your
region or club please notify
Patty Abbott so that we can prepare
for a room large enough.

Region 10 Rocks!
I would like to take this opportunity to thank
everyone from Region 10 who ran the 2003
Region 10 Jimmy Vasser Chevrolet Toyota
Championship Cup Tour Series. Yes, that's right,
Jimmy Vasser Chevrolet Toyota was our series
sponsor for the 2nd year in a row.
For those of you that don't know, Jimmy
Vasser is a former quarter midget driver and
Champion. He and his father, Jim Sr., have
been gracious to assist us in sponsoring our
series for the 2002 & 2003 seasons. THANK

We have had the benefit of having a great
team of Regional Board members for the past
two years as well. A big thank you to Charlie
Cagle, RD, John Mitchell, Asst. RD, Trianna
Peterson, Secretary, Linda Collin, Treasurer;
Bobby McMahan, Safety, Scott Miller, Tech as
well as our region's four club Presidents, Dan
Haulot, Dave Woodward, Axel Rolf and Mark

An Interview With Steve Chopko

I had the opportunity to chat with Steve,
outside of racing, to talk about his position
within QMA and safety in general. Steve
Chopko has been involved with QMA since
1996 and will be starting his ninth year in
2004. Steve hails from Blackbird Quarter
Midget Race Club (BQMRC) which is located
in New Castle, DE and finds their home in
Region 2. Blackbird is a dirt track, which
reminds me of Bristol Motor Speedway, nice,
small, and fast. A place where the driver has to
be perfect every lap or look out. My home
track of South Jersey QMA is Daytona in size
compared to Blackbird and my son loves both
places.
Steve's first year in BQMRC, as most are,
was a learning year. After that he couldn't be
stopped. In his eight years of racing, Steve's
been quite busy. His second year in, he was the
Assistant Safety Director and moved up to the
Safety Director in 1998. Steve served on the
board of directors in 1998 and in 1999 he
became the Region 2 Safety Director. He held
this position until 2001 and during 2001 was
his clubs Vice-President and still found the
time to race.
I posed some questions to Steve to get his
thoughts and experiences about being
involved with QMA at the national level and
some specific safety issues.
Question: What is it like to be on the National
Board?
Answer: Being on the National Board has been a
lot of extra hours (a lot). Don't get me
wrong it's not that I don't like to put in the
time, I just thought that I was going to
inspect a lot more cars and answer more
questions. This has been so far from what I
thought it was like. I have really enjoyed
being part of National Board; I have traveled more with QMA than I have in my life.
I have met lots of other members from
around the country. I found out that we are
all in this sport for the same thing, our kids.
Question: How has your first year as National
Safety Director gone?
Answer: My first year as Safety Director has definitely been a learning experience. Just
because we stop racing at the end of our
season there is still business to handle, emails, phone calls, including many late
night conference calls.
Question: What are your responsibilities as the
National Safety Director?
Answer: Other than my regular safety duties (car
inspections) I am responsible for all of the
racing surfaces, walls and fences at all
QMA Sanctioned tracks. In order to build a
new track it must be approved by the board
and the safety director. Any new car fabri12
cators must first have the plans approved
by me. I am always answering equipment
questions from members. We also have
the other side of racing, the things I was not
aware of, code of conduct and spending
money. I am just one board member out of
seven and we have to vote on things that
come up daily.
Question: What changes within QMA and the cars
would you like to see made to make our
sport safer?
Answer: As far as QMA, I am not looking to reinvent the wheel. But there are some things
to be discussed at the National Meeting. I
would like to see the safety equipment
rules simplified.
Question: QMA mandated that as of 1/1/2003 drivers must have SFI rated two layer fire retardant gloves and a neck brace. With that in
mind, why does QMA only "recommend"
that the driver's jacket/suit/pants have an
"SFI 3.25A-5 rating or better" instead of
making these important items mandatory?
Answer: I cornered Steve with this one because
this is one issue that bothers me as much
as him. He assured me that this would be
a topic at the national meeting in February.
Question: A few of the tracks that I have been to
have 'safety lights', used in conjunction
with the flag person, and some do not.
Should all tracks have these lights to help
alert the drivers of cautions or red flag conditions?
Answer: At this point I don't think it should be
mandatory to make the clubs do this. When
there is a caution or yellow flag I know that
every hand in the hot shoot and in the corners start to wave. This seems to work just
as good as the light. QMA's policy on the
lights was addressed at last years national
meeting, we support the use of lights if the
track decides to use them.
Question: I've seen that Quarter Midgets have two
different driver's compartments. One with a
'racing seat' and one where the driver can
'lean' out the left side. What are your
thoughts on both styles?
Answer: This is the preference of the handler.
When I first came to this sport I thought that
the driver should not be able to lean out of
the car, and then my oldest son who is now
5'6" and 160lbs. started to grow I started to
understand why they lean out. It is almost
impossible for him to sit in one of these
cars with out leaning out of the car.
Question: To follow up, since other types of race
cars have 'racing seat', (i.e. Kirkey) do you
see QMA recommending or mandating a
'racing seat' even though that might mean
the size of the cars may have to be adjusted to accommodate the older drivers sitting
in a 'racing seat'?
Answer: At this point I don't see this happening.
Our safety record speaks for it self. There
are some new car manufacturers that are
currently addressing the problem with the
larger drivers and seats.
Question: Generally speaking, quarter midgets are
safety inspected at the beginning of the
race year and not looked at again by a
safety inspector unless a driver attends
special events such as the States or
Grands races. What is your opinion on having safety inspections done multiple times
throughout the year rather than just in the
beginning?
Note: In Steve's reply, I have learned something.
Not having traveled outside Region 2 for
regular races, I would have thought all
races were runs the same way.
Answer: Our region (2) is one of the only regions
that race with the format that we do
(heats/features and no timing). Clubs in
other regions are a lot smaller and the only
way they can have enough cars to race is
to do, qualifying and mains just like a
grands format. The clubs are safety
inspecting the cars from what I have heard.
Most of us in Region 2 like to go and visit
other clubs, so when they come to another
track they have to be inspected. Another
thought is that the pit steward should periodically check cars for certain safety items
(Brakes).
Question: If a driver were to get hurt during a race,
what are QMA's procedures that we should
follow?
Answer: Whether it is a driver or a handler there
should always be an Incident Report filled
out for QMA's records. If you think that
there will be hospital expenses incurred
then you will need to file a K&K Insurance
form, follow the directions on the form. You
must then send it to the National Safety
Director (the original) so it can be sighed off
on. It will then be sent to K&K for review.
They will contact you.
Question: Steve, I've seen advertising that the
Hutchens Device is now being made for
children for around $300.00. Do you see
this safety innovation making its way to the
Quarter Midget level?
Answer: I have had many people call me about this
and the Hanns Device. Both are legal in the
sport of QMA. I would not allow a handler
to use something that is proven safe. This
is some thing that will be addressed at the
National Meeting.

Racing Through the Eyes of a Child

I have loved racing since I was a young
child. Something about the uncertain and
challenging outcome has always sparked my
interest.
Now that I am an adult, I want to share
my love of the sport with my children. I have
been blessed with the ability to not just watch
my sport, but the opportunity to participate in
the sport with my children. Sure, some say
that I am living thru my child. While that may
be true, I believe that if I approach it correctly and not expect or demand more than they
are capable of, we will be fine.
I am continually amazed at not only
what my child is able to do at his age, but
what all of them are doing on the track when
they are racing. All the things that must be
going through that little mind…when to get
on the gas, when to get on the brake...watch
the flags and not to mention all of the other
cars...talk about pressure! All of us adults
have been children and know of the trials and
pressures of being a kid and here we are
adding to what is already a huge undertaking.
Yet, most of the kids would not trade it for
anything else in the world.
As I said earlier, I have a love for racing
and hope to foster that in my children. There
are so many lessons that they are learning
that will serve them well later in life. On our
team, racing clean, following the rules and
respecting the abilities and feelings of the
other competitors are rule number one. Well,
I must admit that fun ranks pretty high up
there too! While the ultimate goal is winning,
it is not everything. I always say that as long
as you gave it your best effort and feel good
about what you did, that is fine with me. I
must say that I do demand a few things from
my child and they are non negotiable. These
are, integrity, self respect and respect for others and for the rules of QMA. I have made it
quite clear to my child that any deviation will
not be tolerated. If this happens, we go home
and decide what the punishment will be.
Having said that and explained why we
race, I also look around when we are at the
track and wonder what motivates other people that race with us. I wonder if they have
the same love of the sport that many of us
share, or maybe they have a past experience
in some form of racing. In my mind, no matter what experience people may have, the
main reason we all do this is for our kids. Or
at least that is what I thought when we started doing this.
I have been saddened recently after
watching a few different young children go
out and run what I considered to be a pretty
good race, only to come in the pits and get
reprimanded for their performance. I could
see the look of embarrassment on the childs
face when being grilled in front of the other
racers. I thought to myself…man, after all
that concentration and effort from the child,
the most important person in the childs life is
obviously not happy with them. I had to stop
and wonder what the child was thinking at
that point. Can you imagine? The normal
pressures of being a kid, then add the racing,
then multiply with the parents pressure.
Kind of makes you wonder why the
child would even want to race.
We have had a great racing experience
so far with Quarter Midgets, but I see a trend
developing that is troubling to me. I am witnessing actions and expressions toward racers from their parents that is degrading and
does not seem to fit into the overall model
that is supposed to be QMA. I too am guilty
of expecting too much of my child at times
and have to stop and think. These are kids
here. They don't care how shiny the car is or
how big the trailer is, they just want to race
and have fun.
Seems we may all need to step back
once in awhile and ask ourselves why we do
this with our children and what our priorities
are. I know I have to.
They're kids…look at it from their point
of view once in awhile. Afterall, they view
things much differently than we do and we
are the ones that put them in this situation.

What’s Wrong With Kids Today?

You seem to hear a lot of that today....
Well, let me introduce you to a couple of kids
that might give you a different perspective.
This young lady is an Eighth Grade AB
Honor Roll student, on the Student Council,
active in Drug Awareness Programs (DARE),
participates in fund raisers for charities, and
plays Fastpitch Softball, Basketball, and is
her school's Football Manager. She plans to
go to UCLA or
Purdue University
to
major
in
Engineering.
Whew! Oh yes, I
forgot to mention...three MiniIndy
Points
Championships,
four Indiana State
Championships,
and THREE Dirt
G r a n d s
Championships in Quarter Midgets. Of
course, I'm talking about QMA's one and
only Angelic, Miss Stephanie Tuttle.
Steph says, "I really like being at the
race track because you meet a lot of new people every time you go to different tracks. The
people in QM's are amazing and extremely
nice! When you are around your club for
awhile, it's like you live with them. Everyone
becomes a HUGE family!"
My next driver is actually an ex-QMA
driver. A Senior in High
School, with a 3.81 GPA,
Honor Roll Student, National
Honor Society for six years,
and plans to attend Kettering
University next year. During
his spare time he has won the
2002 and 2003 Formula Ford
Class Championship racing
Formula Fords at Waterford
Hills. He was 2002 Rookie of
the Year; 2002 Most Improved
Formula Driver, and he finished 6th and 7th in points out
of over 200 drivers in 2002
and 2003 respectively. Let me
introduce you to Mr. Brandon
Abbott.
Brandon also works with small children
in drug awareness programs in his school. I
asked Brandon what he attributes to his success in Formula Fords. "QMA helped my
skills as a driver tremendously. My QMA
experience has given me quick reflexes
because things happened so quick on the QM
track. Racing helped me improve my grades
because to continue racing, I had to do my
best in school."
Congratulations to both Stephanie and
Brandon for their accomplishments both on
and off the track. I enjoyed interviewing
them for this issue and wish them both great
success in whatever they choose.
Don’t Let This Happen to You!
by Glenn Lewis, QMA National Tech Director
Tech is one of the most important and thankless jobs but it has to be
done to keep this sport fair. This year there were many DQ's at the Western
Grands. Before qualifying at the Eastern Grands, we had many people
approach us to check cylinder heads,carbs and some cam profiles. We found
24 parts that were not legal. I wanted to let the membership know some of
the items that we found to be illegal at the grands this year so that it won't
happen to you at the tech bench. I would periodically like to run an article
such as this one to let the membership know some of the tech issues we find
so members can get their motors checked before the racing season. Some of
the things we found to be illegal this year at the grands were:
Honda Motors
*cylinder heads that had short side radius and combustion chambers that
were altered
*carburetors with tampered Butterfly screws
*origional surface finishes that were missing on cylinder and engine blocks
*illegal camshaft profiles
*excessive end play in motors that had extra gaskets added
*These were all alterations, they did not come from the factory this way.
Another problem that we found this year were exhaust mufflers that had
plugs with a 1/2" hole drilled in them in the past, and they tried to braze or
weld the plug hole. The braze or weld did not seal hole properly or started to
open up more. The tech committee is now working on a new muffler rule for
next year.
I would also like to mention all of the people that helped out with tech
this year at the National meeting and or at the grands, a special THANKS to:

I would like to tell you that I am in the process of compiling my 2004
National Tech Committee. The names that I have so far on the committee are:

Crouse and Randy Lawson.
I am working closely with the tech committee, engine builders, local
and regional tech personel across the country to update engine rule books and
engine specs. I would like the membership to view the qma.org site to keep
informed of all tech issues in the tech section. We will be posting updated tech
information and will be keeping the tech manuals updated on the site. The
tech committee has a lot of work ahead of us this winter before the National
meeting.

The Members of the Minnesota Quarter
Midget Racing Association “MQMRA” would
like to say thank you to all its members old
and new that helped to create such a wonderful year of racing. We hope all of you enjoy a
special holiday season. With the racing settled
down for most of us this is a great time to
spend those close family moments with each
other reminiscing about the past and dreaming
of the future. Take a moment to put some
memorable pictures together and set them out
for everyone to look at. I am positive many of
us would have several pictures from the racing
days of the past seasons. This is by far a special way to spend time together as family,
friends, and relatives gather to support the
most important and precious things in the
world …
“OUR CHILDREN” ! When I walk past
the giving stations and the toy collection box’s
I can not help but think of how wonderful it
would be if every kid could experience the
joys of Quarter Midget racing. Imagine a child
in your area that you see on a regular basis that
you know is far less fortunate than the others.
Perhaps this is the child that the others laugh at
and even make fun of on the sly! Ask you kids
if they would like to bring them to the race
track for a day? You will be amazed at how

often they will say yes. I know many of you
would think that is because the kids want to
show off their race car…. SO WHAT!! What
is wrong with that I ask, you can’t expect
every kid to have that can you? I say this
because even though the less fortunate children may not have the chance to drive their
own Q.M. car, they will get just as much joy
out of : Being Asked, Being Involved, and
most importantly being thought of. Trust me it
is a wonderful thing. This year try and get
someone to bring their kids out to your tack to
celebrate a birthday. Give the birthday boy or
girl a chance to drive a few laps and take a picture in the winners circle with the entire pit
crew (the friends that came along) The cost of
a day of watching racing, being in and out of
the pits and having a 2.00 checkered flag go
home with each kid and the 3-4 lunch is less
than the pizza joint and more fun.
The point of the special holiday traditions
is to simply remind most of us that we have
“others” in our lives that have and still do
make a difference to us one way or another,
share that with the kids and there is no greater
reward.
Enjoy the holidays each and EVERYONE! RACE HARD – BE SAFE – HAVE
FUN.
In Memory of
Tony Renna
November 23, 1976 - October 22, 2003
Our Quarter
Midget
family
recently lost one
of its former drivers and stars.
Tony
Renna
raced with the
Mid-Florida
Quarter Midget
Association in the 1980's and early
1990's. Tony won the Grands at
Huntsville, Alabama and the dirt
grands in Illinois.
Tony went on to race on short
tracks and eventually on road courses. He won the Barber Dodge Rookie
of the Year Award, had an Indy Lights
victory as well as several podium finishes. Tony was working mainly as a
test driver when an illness of al Unser,
Jr. gave him a big opportunity. He
began driving Indy cars and finished a
remarkable 7th as a rookie driver at
the Indianapolis 500 in May of 2003.
His qualifying run was 228.785 mph.
Tony signed a contract to drive
full time in 2004. On October 22,
2003, Tony was testing some tires at
the Indianapolis Motor Speedway
when he crashed and was killed.
Many of us did not know Tony
Renna well but were watching his
blossoming career as a driver. Tony
was not only known for his outstanding racing ability but also for the great
person that he was both on and off
the track. Many family members and
friends came forward at Tony's funeral and gave eulogies about this
extraordinary young man.
I found the funeral to be far more
emotional than I had anticipated. To
see Tony's parents grieving at their
loss was very hard on this writer. As I
prayed for the Renna family, including
Tony's fiancée, I could not help but
pray to God that I would never have to
sit in the seat of Tony's dad.
As I continue to pray for Tony's
family I would ask that you also pray
for Tony's family and friends as they
continue to deal with their terrible
loss.

Tidbits

QMA National Treasurer
Hello everyone! I just have a few things
to let everyone know about. I have been working with the K&K insurance about the
renewals. The insurance packets this year will
be shipped to Patty and I and they will then be
sent out certified mail to the President of each
club. This is so that we can track the clubs that
say “I did not get mine” and find out what the
reason is for this.
Last Year K&K sent out an extrodiary
duplicate amount to the clubs so I am trying to
fix that problem. So please, when you get your
packets show it to the clubs then turn it back
in. If there are any questions or concerns you
can contact me via email or phone.
I am hoping that I get to present my
grands stuff to the National meeting this year.
I have been working on it but have had some
problems with it becuase I am trying to make
it fair for all of the grands. There is testing that
I need to do so hopefully I can present some
and finish the rest after some grands.
I also look forward to getting the scoring
system up and running in the next year for the
clubs that want to use if for States and start to
use if for Grands. Patty and I and a few more
people will be doing that hopefully this year.
I hope everyone is having a Happy
Holiday and doing there Christmas shopping
and getting it all done. This is from the

Thanksgiving and I would like to wish everyone a Happy Holiday season. I would also like
to congratulate the new Region 4 board. We
thank you for stepping up.
The RCP's are out, be sure to have your
club decide the best way the region will vote
in Vegas. If anybody has any ideas for our
region please let one of the board members
know about it, we are always looking for ways
to improve. With almost a new region board
please follow the chain of command, if there is
a problem it goes from member to President,
club President to region board and then
Regional Director to National. This really
helps to resolve problems quicker!

series, its a good time for all that attend.

QMA Grands Champs Join USAC’s Best

USAC’s 48th annual Night of
Champions was held in conjunction with the
Performance Racing Industry trade show in
Indianapolis on Friday December 5th. The
first champions in the spotlight were the QMA
Grands Champions for 2003.
Each of the QMA champs name was
announced and the drivers in attendance were
invited to the stage to receive a “Champion’s”
Plaque present by USAC honor their achievements at the 2003 QMA Grands. USAC Triple
Crown winner Dave Darland joined the QMA
Champions on stage and presented the young
drivers with their awards.
Representing QMA were Corey
Anderson, Garrett Bard, Michael Bryan,
Michael Emberton, Rowan Carey, Kevin
Hawk, Tyler Hartman, J. T. Hiltibran, Kyle
Lee, Shane Lewis, Justin Mallo, Zachary
Richmond, Stephanie Tuttle, Chase Walker,
Richard William and Tyler Williams.
The Quarter Midget drivers also had the
opportunity to meet USAC’s stars during the
meeting. Former Quarter Midget Driver, J. J.
Yeley, demonstrated just how far a start in
Quarter Midgets can take a young driver by
collecting more than $400,000 he earned for
himself and his car owners. Yeley also joined
Poncho Carter, Dave Darland and Tony
Stewart as the only four drivers to win
USAC’s prestigious Triple Crown.

QMA CODE OF CONDUCT
This document shall serve the QMA membership by defining behaviors that are unacceptable and the methods of dealing with disciplinary actions that may become necessary.
Membership in the Quarter Midgets of America is not a right - it is a privilege. All members of QMA shall respect other QMA members, officials, parents, drivers, volunteers and Directors. Any inappropriate conduct, harassment or abuse directed towards the above individuals will not be tolerated.
All QMA members and their families are expected to act in a manner that is a credit to the sport, both on and off of the track facility.
Those that fail to act in a manner that is a credit to the sport are injuring all members and are hampering the very existence and future of
Quarter Midgets of America. QMA’s membership is a family membership and any disciplinary action taken may result in a family suspension or revocation of membership.
Therefore:
1.
ANY person(s) who at ANY time causes a scene or disturbance before the general public shall be removed from the race event
and shall become subject to disciplinary action per this document.
2.
ANY abusive, profane, taunting or harassing language, threatening, or obscene gestures, assaults either physical or verbal, or continued antagonizing behavior towards ANY official, member, opponent or driver will result in disciplinary action per this document.
3.
ANY verbal or physical abuse of a driver by his/her handler will NOT BE TOLERATED, and will result in disciplinary action
per this document.
4.
ANY Driver, Handler or Person(s) under the influence of Drugs or Alcohol shall be removed from the race event and shall
become subject to disciplinary action per this document.
Any Regional Board of Directors and any QMA Club Board of Directors and/or the National Board of Directors do hereby reserve
the right to remove or exclude for cause, ANY person(s) from any or all activities and/or facilities should the need become necessary. The
Clubs Board of Directors or the Regional Board of Directors (as the case may be) must agree by simple majority, that the member’s actions
are detrimental to the sport and QMA and therefore warrant disciplinary action.
The decision to apply disciplinary action against any member may be appealed to the next higher authority, per the provisions of this
document.
Disciplinary action policy:
In the event disciplinary action becomes necessary, a progressive disciplinary program is needed to assure that the member clearly
understand the seriousness of the situation, is given the opportunity to correct the situation, and knows what will occur if the situation does
not improve. The QMA Disciplinary Action Policy contains the following four levels of disciplinary action.
1. Verbal Counseling - A Club or Regional Director conducts a verbal counseling with the member. A note concerning the action is
to be filed in the member’s home club personnel file and forward to the National QMA office for filing.
2.
Written warning with probation - The Clubs Board of Directors or Regional Director will review a written warning with the
member, covering the circumstances and the action to be taken if a third violation occurs. A signed copy of the warning will be
placed in the member’s club personnel file and copies will be sent to the Regional Director and the QMA National Office.
3.
Written reprimand with suspension - The Clubs Board of Directors and/or Regional Director will review the written reprimand
with the member covering the violation and the length of the suspension. The length of the suspension may vary based on the
severity of the offense. A signed copy will be placed in the member’s club personnel file and a copy will be sent to the Regional
Director and the QMA National Office. Any suspension will require a 15-day notice to the member documented in writing before
the commencement of the suspension.
4.
Revocation of Membership - The member will have their Club membership revoked (subject to the procedures in each clubs bylaws) and the Regional Director will submit a written summary of the violations that caused the revocation of the club membership to the National Board of Directors for further action. A copy of the summary will be placed in t he member’s club personnel
file and forwarded to the Regional Director and QMA National Office. Any revocations of the Club membership or National
membership must be provided a 15-day notice documented in writing to the member before commencement of the revocation.
These levels reflect four stages of progressively more serious action. It must be noted that disciplinary action can commence at any
one of these four levels. The level of appropriate disciplinary action will be based on the results of an investigation (or the Regional Board of
Directors as the case may be).
Appeals Process:
Every disciplined member has the right to appeal the decision of their home club Board of Directors to the REgional Board of
Directors. Should the Regional Board of Directors uphold the local clubs decision, the member has the right to appeal the decision to the
Quarter Midgets of America National Board of Directors.
At the member’s request, the President of the member’s home club will contact the Regional Director to inform the Regional Board of
Directors of the member’s request for an appeal. The Regional Director will then inform the remainder of the Regional Board of Directors
and set a date to hear the members appeal. The Regional Board of Directors will then hear the member’s case or refer the case to the
National Board of Directors, as the Regional Board deems necessary. Should the Regional Boar do Directors uphold the local clubs decision, the Regional Director, at the request of the affected member, will contact the National Board of Directors to inform them of the member’s request for higher appeal. The National Board will then have the final authority to make a disposition to the member’s case.
