Scott Rice, owner of Woodstock Inn, Station and Brewery will
talk about the history of the business and the effort to bring the
very successful Woodstock Brewery back to Woodstock, NH.
Scott’s presentation will be followed by a tour of the brewery.

10:00 a.m. A Look at The Other Side of Shared Services
Presented by Daniel Bromberg, Ph.D.
Shared Services are increasingly becoming a common way for
municipalities to gain efficiencies and cut costs. That said, there is little
evidence of sweeping performance increases. This presentation will give
a broad overview of the concept of shared services and then zoom in on
few case specific examples. The second half of the discussion will ask for
attendees to actively engage with one another to determine best
opportunities for utilizing these agreements in the future of their towns
and cities. We will also hear from Laconia City Manager, Scott Myers and
Belmont Town Administrator Jean Beaudin about their recent agreement
to share the Laconia Fire Administration and Butch Burbank about
Lincoln’s relationship with the Town of Woodstock.
Daniel Bromberg is an Assistant Professor of Public Administration and
the MPA Director at the University of New Hampshire. His research
Interests include government procurement, performance management,
and organizational accountability. He holds a Ph.D. from the School of
Public Affairs and Administration at Rutgers-Newark.

Legislative Update
Presented by Cordell Johnston, Legal Affairs Counsel, NH Municipal Association
Now that the 2016 New Hampshire Legislative Session is winding down
Cordell Johnston will be presenting an update on all of the important
legislation effecting our cities and towns and what we might expect will
be coming down the road in the future.
Cordell Johnston is Government Affairs Counsel for the New Hampshire
Municipal Association, where he represents the interests of New
Hampshire’s towns and cities before the state legislature and state
agencies. Before joining NHMA in 2004, he practiced law with Orr &
Reno, a Concord law firm, for 19 years. He is a former selectman and
planning board member for the Town of Henniker. He graduated from
Princeton University in 1981 and from Boston University School of Law in
1984.
10:15 a.m. The Drone Statute
Presented by Chris Hawkins, Attorney, Devin Millimet & Branch
This presentation will summarize the current state of New Hampshire
and New England case law relating to the use of drones, the drone
statute currently under consideration by the New Hampshire Legislature,
the impact of Federal regulation on State and local laws, and related
issues.
Chris has had a diverse practice over the past 23 years, including
representing New Hampshire towns on land use and environmental
issues, and extensive experience representing engineers,
architects, surveyors, and attorneys. Chris has held many elected and
appointed positions in the Town of Newmarket, including terms on the
Town Council, School Board, and Charter Commission, as well as current
positions as chair of the ZBA and Town and School District
Moderator. Chris is a member of the New Hampshire Bar Association
Ethics Committee, the Legal Counsel Forum of the American Council of
Engineering Companies, and the American Bar Association Center for
Professional Responsibility.

______Tree Top Canopy Tour
This is a true “treetop” canopy tour and the fist in New England. You’ll zip on 6 separate zip lines ranging from 250-1,00 feet
long and travel through the canopy up to the 80’ above the forest floor. This in the perfect course for first time zippers or
families with smaller children.
______Off-Road Adventure Tour
Buckle Up and Hold On, as the license plates dictate, because you’re in for an off-road thrill like no other in New England. Scale
to the top of Barron Mountain for awesome views in this low-speed roller coaster ride. With every season you encounter a
different tour: Summer is great weather and an open air convertible top. Fall is spectacular foliage seen from above with
occasional moose, deer & turkeys along the trail. Winter displays the extreme off-road capabilities of these 6-wheel drive Swiss
army transport vehicles call Pinzgauers. Spring is mud season (do we have to say more). Pinzgauers have modified seating to
accommodate 11 guests (one is shotgun) in blue bucket seats with lap belts. We padded the overhead cages and added a kickin’
stereo system with mikes for the guides to entertain you on your journey. This tour last 1-1.5 hours.

Jack O’Latern Golf Resort is a low-key golf resort located in North Woodstock and features an 18-hole course & restaurant.
The first 9-holes with cart are complimentary for MMANH conference registrants, additional holes are the responsibility of the
member.
