BAUMHOLDER, Germany —
Moving from building to building,
clearing rooms, securing and detaining opposition forces and covering danger zones, security forces
members put into practice what
they learned at the Creek Defender
Regional Training Center.
The goal of the two-week-long
course, which began May 10 and
ended May 24, was to train and
prepare security forces Airmen in
the tactics and war fighting methods being used in today’s War on
Terror.
“We’re training at Creek Defender
for deployments downrange,” said
Tech. Sgt. Mervin Perez, a 569th
U.S. Forces Police Squadron member acting as fire leader for team
two during the training. “We’ve got
people here going to various areas
downrange and we’re honing our
skills.”

In order to get the living support
area at Sainte Mere Eglise ready for
the arriving Soldiers, it took a lot of
coordination between the Soldiers,
contractors and the locals.
“There was a lot of cooperation
between the German contractors,
the French citizens here and the
Soldiers. The French interpreters
helped a lot with the locals as far
as the things we needed locally,”

Mere Eglise, France, May 17 to set
up the living area for the hundreds
of Soldiers who will be arriving
for the 65th commemoration of

of Normandy on June 6, 1944, in

435th Air Base Wing commander
This one member of the Flamingo Wing is
grateful to all of you!
I thank the 7,574 Fight’n Flamingos – the
“Swift and Sure Wing” – for a wonderful year as your commander. You are our
nation’s very best citizens and I’ve been tremendously honored to serve with, and for,
each one of you. I always had the utmost
confidence that with the dedication, smarts
and character of each Flamingo in our wing,
we would overcome every challenge and
crush every task thrown our way; this team
never failed and continually achieved mission excellence.
The 435th Air Base Wing has much to be
proud of as we look back on the past year.
We formed an iron-clad team with our 86th
Airlift Wing brothers and sisters and vastly
improved our performance in readiness, mission support to all of Team Ramstein’s units,
customer service, dormitories and force protection. We helped stand-up the new 17th Air
Force and the 521st Air Mobility Operations
Wing, completed more than two-thirds of the
888 housing units projected for construction
and opened the new aquatics center and dualbay hangar. And, after incredibly hard work,
the Kaiserslautern Military Community
Center will open its doors for business in
just a few weeks.
Partnering with the 86th AW, we earned an
“Excellent” rating during the unit compliance
inspection and conducted operational readiness exercises each quarter as we started to
prepare for an operational readiness inspection in 2010. Furthermore, we continued to
provide first-rate care to more than 12,200
wounded warriors with more than 7,800 of
these patriots coming from Operation Iraqi
Freedom or Operation Enduring Freedom.
Our Joint Mobility Processing Center
remained vital to our overseas contingency
operations, deploying more than 25,000 warriors to defeat terrorists and support our
national objectives. And, we emphasized our
physical readiness and raised our average fitness test score by two points across the wing.
I was tickled to see our fitness program was
named an Air Force “Best Practice” this past
week.
While I realize these accomplishments
just scratch the surface, I also know they’ve
helped make our nation stronger and made
liberty and human dignity a larger reality
throughout the world.
If I took just my share of the credit for all
we’ve accomplished, that would still be too
much. We were also enabled by the great
partnership and hospitality we receive from
our host nation, as well as the support we
received from the 86th AW, 521st AMOW
and other Team Ramstein partners.
Angie and I are grateful that we get to
remain at Ramstein, supporting the U.S. Air
Forces in Europe mission and living in this
wonderful country. You can bet the Bacons
will always be proud Flamingos and will
always remember the wonderful wingmen at
Ramstein and the 435 ABW and the superb
hospitality all our Airmen receive from the
local community. I’m very proud of each and
every one of you. Thank you, for your “Swift
and Sure” service to our nation.

alcohol happening around U.S. Air
Forces in Europe and the KMC,

on the town.

“We realize only half percent of
our population gets a DUI,” the colonel said. “We do not want to punish
the 99.5 percent, but we are going to
hold the half percent accountable.”
AADD is just a part of the safety
program put in place by leadership. The combination of education, deterrents, accountability and
alternatives help keep DUI numbers down, though not low enough,
Colonel Bacon said.

Change of command recognizes the
‘soul’ of the 309th Airlift Squadron

CHIÈVRES, Belgium — As he said farewell
to his unit, Lt. Col. Mark Gaubert said he realized
what he had learned as a squadron commander.
His three-and-a-half years in the 309th Airlift
Squadron all came down to what he witnessed in
one day.
While he and his family were preparing to
depart Chièvres, Belgium, he noticed a group of
servicemembers and their families who had given
their time to cook meals for guests at their hotel.
They were strangers to most, but they weren’t
strangers to Colonel Gaubert. He looked around
and saw numerous 309th Airmen and families
scattered about the church group.
Then, moments later, he saw another Airman
delivering an armful of groceries to a newcomer
who had just arrived to the unit.
“I learned the soul of the 309th Airlift Squadron
and the power of that soul,” he said.
He reflected back on how the generosity he saw
that day was evident every day in the 309th.
“Firefighters will work long 12-hour shifts
and then get up the next morning to work four
Memorial Day ceremonies,” Colonel Gaubert
said.
He said he also saw families take care of their
children all day and then go and teach others a
class on financial readiness.
“You always find time to dig deeper to help
others,” Colonel Gaubert told his unit during
his change of command ceremony May 26. “It
speaks to the soul of our Air Force, our military,
our joint coalition team. Keep doing what you’re
doing. Maintain your soul.”
Like his Airmen and their families, Colonel
Gaubert also put his heart and soul into the unit,
said Col. Jon Thomas, 86th Operations Group
commander.
And Colonel Gaubert’s performance as a leader
went even further, Colonel Thomas said.
“Commanders are measured not by their personal deeds alone, but instead by success of
their units. That is where the true story is told,”
Colonel Thomas said before presenting Colonel
Gaubert with a Meritorious Service Medal.
Colonel Thomas said the 309th Airlift Squadron
achieved perfection in the accomplishment of its
mission, which is to provide airlift to the supreme
allied commander, Europe and airfield support to
SHAPE.
“

He added that the unit also performed outstanding on inspection visits and partnered with the
Royal Netherlands Air Force in a training first for
the U.S. military.
“Success in such an environment requires
teamwork at all levels from the Airmen to the
commander,” Colonel Thomas said.
After the unit presented Colonel Gaubert with
a final salute, with the SACEUR’s plane peering through the hangar doors in the background,
Lt. Col. Michael Dickinson, the unit’s former
director of operations and deputy commander,
assumed command of the unit.
“Lieutenant Colonel Dickinson has proven
dedication and judgment. He’s up for the challenge,” Colonel Thomas said.
With a mix of humor and instant leadership
and direction, Colonel Dickinson addressed the
Airmen.
“I’m thrilled to be up here,” he said. “This is
the third best day of my life.”
The other two best days were his parents’ wedding day and the day his wife said she would
marry him, he said.
After a few laughs and many thanks to his
family and Belgian friends who attended the ceremony, Colonel Dickinson immediately laid out
his guidance and five leadership priorities.

“First, I have very high expectations of you,
and I’m going to hold you to those standards,”
he said, adding that the unit already performs at a
standard of perfection. “Second, your families are
important to me because they’re important to you.
Next, empowerment is critical. I believe every
Airman in this command can be a leader.”
He also said he wants to strive to improve processes and plans to live his life according to the
core values.
“I’m ready to get to work for you guys,” he told
the unit before they presented their first salute to
him as the commander.
Colonel Thomas told Colonel Dickinson he
should lead the unit with passion and lead them
with compassion.
“We’re saying goodbye to one of our commanders, but we’re continuing the tradition of
excellence with another commander,” he said.

Registration is now open to all active-duty members, dependents and
civilians – including local nationals – for the 2009 Viking Challenge.
The Viking Challenge, sponsored by the KMC 5/6 Committee, is an
annual relay event where teams or individuals continuously run, walk
or jog around a track. This year’s challenge will take place from 6 a.m.
to 10 p.m. July 18 at the Vogelweh track. Cost is $10 per person, and
all proceeds will be donated to the Landstuhl Fisher House.

Command Soldiers tested their skills
with two different German weapon systems at a German military marksmanship
range May 27 in Idar-Oberstein, earning a
“Schützenschnur,” or marksmanship award.
Soldiers from the German Joint Support
Command trained and certified more than 50
Soldiers from the Special Troops Battalion,
21st TSC, on the German P8 9 millimeter pistol and the MG 3v 7.62 millimeter
machine gun.
“The German Soldiers were real friendly
and real patient with us,” said Sgt. Ryan
Buerger, a human resource specialist for
the 21st TSC. “They were very informative
about the weapons, about their mechanics
and how to engage the targets.”
The Schützenschnur award consists of
a silver colored rope with a round metal
badge near the top. The center of the badge
displays the German eagle surrounded by a
wreath of oak leaves, which is a symbol of
the Bundeswehr, the Armed Forces of the
Federal Republic of Germany.
More than 50 U.S. Soldiers took part in
the partnership range, which lasted all day
and concluded with a barbecue. A brief
ceremony was held at the end of the day
to award the Soldiers who earned their
Shützenschnur badges.
The Soldiers said they enjoyed the overall event and hope it will not be the last one
they get to participate in.

when there was a continuing partnership
with the former German Army Support
Command and the then 21st Theater Army
Area Command, which was the predecessor
to the 21st Theater Support Command and
the current 21st TSC.

going on and what the thought processes were that made some of the
decisions for today’s policies,” he
said. “I think it’s always helpful for
not only the current chief master
sergeant of the Air Force, but also

from their era.”
Chief Finch, whose background
is in missile maintenance and professional military education, entered
the Air Force in July 1974 and went
on to become the 13th CMSAF on
Aug. 2, 1999.
He retired from active-duty on
July 1, 2002.

Fokker’s Final Fighter ...

During World War I, Dutch aircraft
designer Anthony Fokker provided the
German air force with the synchronized
machine gun and several outstanding fighters,
including the Fokker E.1 (Fokker Scourge),
the Fokker Triplane flown by the Red Baron,
Manfred Albrecht Freiherr von Richthofen,
and the Fokker D. VII.
After the war, Fokker returned to Holland
where he formed a new aircraft company
and continued to design and build a variety

Unfortunately for the G.1 squadrons, when the
Germans attacked Holland on May 10 the bases
where the G.1s were based were a high priority
target.
At Bergen, German bombers swept in from the
sea and caught the base by surprise, destroying 11
of the 12 G.1s there. Waalhaven was luckier and
got eight out of 11 G.1s into the air, where they
shot down 13 German aircraft, including a number of Ju-52s carrying paratroopers.
Just one G.1 was lost in combat, but once they
landed they were attacked again on the ground
and only four survived the first day.
It was a sad end for one of the finest fighters in
the world when it was developed.
While the single heavy twin engine fighter idea
proved flawed early in the war, such aircraft –
notably the German Bf 110 – proved extremely
useful as multirole combat aircraft throughout
the war.
The G.1, with its large central compartment,
had the room for early airborne radar sets and
would have almost certainly been an outstanding
night fighter.

All of the students have gone through some
form of training before, such as clearing buildings, so the training they received at Creek
Defender built upon what they already learned.
“We have 21 core tasks we train on,” said
Master Sgt. Robert Rabjohn, 786th Security
Forces Squadron superintendent of operations
for the regional training center Creek Defender.
“For example, this training in the military operations on urban terrain village is where we train
for urban operations and urban warfare. They
learn all the techniques for react to contact, entering and exiting dynamics, entrances and weapons
discipline.”
Though the course was a strenuous one and the
weather was sometimes uncooperative, the students realized the importance of the training.
“Regardless of how the weather is, our main
focus is to adapt to whatever surroundings we’re
in,” Sergeant Perez said. “The training teaches us,
if anything, to adapt to our environment.”
As with most training courses, trainers were on
hand to critique and give instructions.

cadre let us know. If we do all right,

Not only did the training provide
the students with an opportunity to
improve their skills, but it also gave
them an idea of what they could
expect downrange.
“We use training aids, such as
smoke and opposition forces all
dressed up to show what the troops
going into these deployed locations
could face when they’re in country
so they get an understanding of what
they can expect,” Sergeant Rabjohn
said.
Overall, Sergeant Rabjohn said
he thinks Creek Defender training
is “invaluable and has proven itself
time and again to be worth the
effort.”
But what made the training invaluable?
“Creek Defender has a staff of
cadre that is second to none in my
opinion because of their experience,
desire and drive to get the job done
and teach it right,” the superintendent said. “I think training the students here is something any one of
us is going to consider the highlight
of our career.”

86th AMXS performs on-the-spot
maintenance to keep mission going
86th AMXS maintainers keep

of C-130 engines, the
smell of JP-8 jet fuel
and a long stretch of flightline, 86th
Aircraft Maintenance Squadron
maintainers are right at home
working on Ramstein’s C-130 fleet.
The slogan “pull the chalks,
maintenance rocks,” displayed on
the front of Bldg. 2220, shows the
86th AMXS has one goal – keeping
Ramstein’s aging C-130 fleet flying
high to support whatever mission
lies ahead.
The 86th AMXS is unique in
that they don’t just perform routine
maintenance; 86th AMXS personnel
are in direct support of launching
and recovering C-130 Hercules aircraft and ensuring any maintenance
necessary can be performed at a
moment’s notice.
“Conducting a mission like ours
keeps us on our toes,” said Staff
Sgt. Giovanni Bosch, 86th AMXS
crew chief. “We keep planes in the
air and have the capabilities and the
know-how to perform maintenance
on them with very little notice.”
While the majority of personnel
are divided into two different fields
– crew chiefs and specialists – their
goals are the same.
“Crew chiefs and specialists are
two different breeds of animal,
but we are all striving to reach
the same result,” said Staff Sgt.
Patrick Harrower, 86th AMXS communication navigation specialist.
“That goal is to keep each aircraft
mission-ready.”
The No. 1 focus for 86th AMXS
members is being prepared for
emergency situations, also referred
to as a “red ball.”
A red ball is any maintenance
issue that comes up prior to an aircraft launch or during flight.
“Red ball issues automatically
become top priority for us,” Sergeant
Harrower said. “Problems such as
these are why we must stay alert and
ready. If we are not on our game, it’s
possible that whatever mission that
aircraft is supporting may suffer.”
Not only does the 86th AMXS
take care of Ramstein’s C-130 fleet,
it also has the responsibility of
maintaining the 86th Airlift Wing
commander’s C-130.
“Being trusted to maintain

is an honor,” Sergeant Bosch said.
“This aircraft was made in 1964,
so it can be challenging to maintain from time to time. But we are

always up for the task.”
The job the 86th AMXS members perform also directly affects
the mission of 37th Airlift Squadron
pilots.
“We really rely and lean on the
86th AMXS folks,” said Capt. Dick
Janssen, 37th Airlift Squadron
C-130 pilot. “They keep 40-plusyear-old planes flying-worthy. It’s
definitely a very difficult task and
they do it extremely well.”
The 86th AMXS conducts aroundthe-clock maintenance.
“Those guys are constantly out
performing 24-hour operations,
ensuring the aircraft are ready for
each mission,” Captain Janssen
said. “There’s no way we could fly
without them doing the great job
they do.”
Though performing 24-hour
operations is demanding, these
Airmen are proud of what they do.
“These maintainers are constantly
performing their duties in all types
of weather without complaint,”
said Master Sgt. Jon Welch, 86th
AMXS first sergeant. “Rain or shine,
they get the job done, but even
with such a work load, everyone’s
spirits are always high. We all take
great pride in the job we do.”
With one of Ramstein’s biggest
missions being the C-130 flying
mission, 86th AMXS maintainers respect and understand the vast
importance of their role in making
the mission possible.
“If we didn’t perform the tasks
we do, Ramstein would be at a
standstill,” Sergeant Harrower said.
“Our job is strenuous and we put a
lot of selfless hours in, but getting to
see our efforts triumph when each
aircraft takes off is all worth it.”

617th AOC activates at Ramstein

Seventeenth Air Force took another big step
toward full operational capability Friday with the
activation of the 617th Air and Space Operations
Center.
The new AOC gives 17th AF, also known as
Air Forces Africa, an increased command and
control capability, integral to its function as the
air component for U.S. Africa Command. Since
17th AF declared initial operational capability
Oct. 1, 2008, command and control has been conducted by the Command and Control Center, or
C2C – a precursor to the AOC.
Col. Andy Redmond, who led the C2C, became
the 617th AOC commander during Friday’s activation. He said that while funding and resources
are a challenge, the group of people running the
new unit will make sure of its success.
“We are looking for ways to get what we need
to make sure our capabilities are state of the art
and that we have access to all the tools necessary to execute command and control of the air
domain for U.S. Africa Command,” Colonel
Redmond said. “We have an excellent group of
people, and they’ve done a great job making our
C2C run, and they’ll do a great job to make our
Air and Space Operations Center run.”
The colonel said that while about 60 people
are now on-station in the AOC, 17th AF officials
expect to have about 130 on board around Oct. 1,
when 17th AF is expected to declare full operational capability. The expanding team will not
only execute overall command and control for
17th AF, but flight-following and support of U.S.
air operations within the African area of activity.
A combination of Air Force specialties comprises
the center, including but not limited to command
and control, communications and intelligence.
“We are building a complete air picture for
Africa, which includes acquiring new systems, training and
continuing to build on relationships with partner units,”
Colonel Redmond said.

NORMANDY, France — When
it comes time to honor the Soldiers,
Sailors and Airmen who fought and
died supporting the D-Day invasion
of Normandy, France, 65 years ago,
thousands will flock to the shores of
Utah Beach and Omaha Beach to
pay homage.
To honor these troops, the 18th
Military Police Brigade was designated to plan, coordinate and conduct
all U.S. support to the Normandy
ceremonies.

ceremonies as the task force commander. More than 700 Soldiers will
be participating in the ceremonies
that began Wednesday.
Maintaining such a large number
of Soldiers and coordinating with
other military branches and foreign
officials requires a large level of
dedication and attention to detail.
Master Sgt. Michael Weatherholt,
operations sergeant major for the18th
MP Bde., praised the Soldiers’
work.
“The Soldiers of the brigade from
junior to senior levels have all done
a spectacular job from initial planning to where we are today with the
execution of ceremonies,” he said.
“This being a highly visible mission,
everyone knows their part and is
conducting their duties superbly.”
To make the mission a successful one, the brigade has had to
coordinate from headquarters in
Germany to France. Town mayors,
cemetery directors and the French
Gendarmerie have all supported the
brigade in its planning.
Having the opportunity to bring
together U.S. Army Europe units
with historic units like the 82nd
Airborne Division and the 101st
Airborne Division (Air Assault) to
pay tribute to the veterans is something the brigade is honored to be a
part of, Master Sergeant Weatherholt
said.
Despite the logistical difficulties
of planning and conducting such a
large operation, the opportunity to
pay their respects to the veterans has
been a driving force for the brigade
in making this “the most professional event to show our gratitude to
our veterans for what they did many
years ago,” he said.
The brigade has had support and
collaboration from other units to
make sure everything falls into
place.
“We couldn’t have done it without the support of all the other

Ramstein High School
Ramstein High School hosted a ceremony May 13 to recognize volunteers who have
devoted a great deal of their time to the school.
“The ceremony was developed to let volunteers know that their work is appreciated,”
said Dr. Bobbie Donald, who organized the event.
Dr. Donald said she liked being part of the event because it was a way of saying, “thank
you.”
“The whole process was really exciting, and doing it just gave me so much joy,” she
said.
The ceremony hosted more than 100 attendees, including volunteers from the school’s
Parent Teacher Student Association, the community and the school’s Junior Reserve
Officer Training Corps, among others. Other attendees were Ramstein High School’s principal Greg Hatch, who made the closing remarks. The school’s athletic director Nathan
Brewster was also in attendance.
“The event had such a great turnout and there was enthusiasm all around,”
Dr. Donald said.
Dr. Donald organized the event with help from Bryan Sanchez, Jessica Tucker, Marilyn
Lightle, Mary Ressner and Thomas Goode. The preparation consisted of creating invites,
certificates, programs and providing guests with entertainment. Entertainment was
provided by the school’s show choir and JROTC.
Every recognized volunteer received a certificate and a special gift, picked and bought
by Dr. Donald herself. The PTSA also contributed monetary support for the ceremony.
“Without the time and dedication put into the event, the turnout would not have been the
same,” Dr. Donald said. “Whenever I do something, I want to give it 150 percent.”
Overall, the event was a huge success, recognizing many deserving volunteers and
reminding them they are truly appreciated.

U.S. Air Forces in Europe will host a free concert June 19 at Donnelly
Park on Ramstein. The USAFE Band’s popular music combo “Direct
Hit” will perform starting at 6 p.m. The 435th Services Squadron will
provide free drinks. There will also be appearances by Sparky the Fire
Dog and McGruff the Crime Dog. Visitors are encouraged to bring lawn
chairs and beach towels for seating.
In addition, parking near the area is limited; on-base residents are

Docu Center in Ramstein shows history of civil rights

The Docu Center Ramstein sponsors a special exhibition about the
African-American civil rights movement until July 19 in the Museum im
Westrich in Ramstein-Miesenbach.
The exhibition, called “The Civil Rights Struggle, African American GIs,
and Germany,” shows the connection between the U.S. military presence
abroad and the advancement of civil rights in the United States.
It presents the first results of a joint research initiative of the German
Historical Institute, Washington, D.C., Vassar College (Poughkeepsie,
N.Y.), and the Heidelberg Center for American Studies in cooperation with
the Docu Center Ramstein.
Between 1945 and the end of the Cold War, about 15 to 20 million
American Soldiers, families and civilian employees lived in Germany. Two
to 3 million of these were African-American. The joint research initiative
investigated the role African-American GIs played in carrying the civil
rights movement to Germany, which was host to the largest contingent of
U.S. troops deployed outside the states.
“The Civil Rights Struggle exhibition consists of brief texts and historical black and white photos,” said Michael Geib, chief of the Docu Center
Ramstein. “We hope to lure many Americans and especially school classes,
who should learn about this time.”
The Museum im Westrich is located at Miesenbacher Strasse 1. Opening
hours are 9:30 a.m. to 5:30 p.m. Mondays through Fridays, 9:30 a.m. to

countries observe “Fronleichnam,” or Corpus Christi
Day, Thursday. It’s a religious festival that is celebrated
10 days after Pentecost.
In some, but not all, German states, Fronleichnam is an official holiday. Stores, banks and official institutions are closed in Rheinland-Pfalz,
Saarland, Baden-Würrtemberg, Hessen, Bayern, in some communities in
Saxony and Thüringen and in areas with a mainly Catholic population.
The word “Fronleichnam” derives from old German and corresponds
to the Latin word “Corpus Domini,” Body of the Lord.
In 1264, Pope Urban IV ordered the entire Catholic church to observe
the feast of Corpus Christi.
The fest commemorates Christ’s Last Supper the day before he died.
It honors the real presence of Christ in the Eucharist.
Nowadays, the church holiday is a colorful event that includes solemn
processions through the streets, which are decorated with flowers, little
birch trees and church banners. Four altars are set up on the procession
route to symbolize the four stops on Christ’s way to the cross, known as
the “Stations of the Cross.”
A priest leads the procession and carries the Holy of Holies under a
baldachin. Then the ministrants, communion children of that year and
worshippers follow. At the altars, the procession stops and participants
say a prayer.
The procession is accompanied by singing and usually ends at a church
or a public place, where an open-air worship service is conducted.

Soldiers, civilians and family members
from the KMC celebrated Asian-Pacific
American Heritage Month May 28 in
the Kaiserslautern Community Activities
Center in order to continue a tradition that
goes back at least a century.
The 21st Theater Sustainment Command
hosted this year’s event by arranging an
event-filled ceremony that displayed a
wide variety of events ranging from dances, martial arts and even a ukulele concert
from several local organizations around
the Army and Air Force community.

adviser, helped welcome all the guests and
participants to the event.
“If one thing we have learned from the
lessons of the past is that color, race, gender, cannot be used as a gauge or discriminator when predicting honor, dedication
and service,” said Command Sgt. Maj.

to the Falcon Observer Controller Team,
Joint Multinational Readiness Center, in

Performances were given by the Ukulele
Boys, Michele Camacho, the Thai Dancers
and a martial arts demonstration was given

youth programs.
“This event lets the military community
know that we are filled with diverse culture,” said Ms. Pangilinan about the importance of holding this kind of event.
The month of May was chosen to commemorate the immigration of the first
Japanese to the United States on May 7,
1843, and to mark the anniversary of the
completion of the transcontinental railroad
on May 10, 1869.
President George H.W. Bush signed
an extension making the week-long celebration into a month-long celebration. In
1992, the official designation of May as
Asian-Pacific American Heritage Month
was signed into law.

USAG-K focus groups
bridge customers’ voice

U.S Army Garrison Kaiserslautern customers have the power to improve community services, and they did so May 12 during
the first retiree focus group.
A garrison customer is anyone who lives,
works or plays on Army installations in the
KMC, said Emma Vinson, the garrison’s
customer service officer.
“I feel this focus group has a potential to
develop and improve services for our retirees and their families,” said Don Gwinn, the
garrison’s civilian misconduct officer, who
attended the first focus group.
Quarterly focus groups, known as
Community FIRST (Feedback, Issues,
Resolutions, Solutions, Today), are the third
approach to the Installation Management
Command’s new Customer Management
Services. This program started in the KMC in
October and is one of four IMCOM-Europe
garrisons to implement the CMS program.
This new program is a process that provides U.S. Army Garrison commanders with
the voice of the customer. It’s a way for
IMCOM to get Army services to a level of
dependability and predictability throughout
the Army, Mrs. Vinson said.
“So, as families go from installation to
installation, the quality of services is something they can rely on,” she said.
How these Community FIRST focus groups
fit into this process is as a bridge between the
Department of Defense Web-based customer
feedback system known as ICE (Interactive
Customer Evaluation) and the communityinput route for Army Leadership known as
AFAP (Army Family Action Plan).
A brainchild of spouses, AFAP is an Armywide program that gives all members of the
team – active-duty and retired military, family members and civilian employees – a
chance to voice concerns and raise issues to
leadership.
Mrs. Vinson describes ICE as a “conversation” because customers can log in complaints or compliments about a particular
service and service providers respond to that
issue. This conversation is the first approach
in the new CMS program.
“Community FIRST focus groups are a
bridge between these two processes because
people can address issues that affect more
than the individual without having to go
higher than the garrison for resolution,” Mrs.
Vinson said.
One example Mrs. Vinson cited is an issue
that was discussed in the family member
focus group held during the second quarter
of this fiscal year. The issue was to have
more flexible hours at the garrison’s child
development centers for Family Readiness
Group meetings.
Under the Army Family Covenant, the
garrison centers were providing child care
for FRG meetings one Thursday night per
month at each of the locations on Landstuhl
Regional Medical Center, Miesau Army
Depot and Kleber Kaserne. During the focus
group, it was discussed that this schedule
was hard for some FRGs to use, so the group
asked the garrison’s Child, Youth and School
Services to be more flexible when accommodating these meetings. The answer back
from CYSS was if the FRGs let the particular center know what dates they needed with
enough notice and children, then the CDCs
could accommodate their meetings.
“By having this focus group, it lets the
families know that they could ask this question and it lets the CYSS know some of the
FRGs needed that flexibility,” Mrs. Vinson
said.
That’s why having these focus groups are
so important, she said.
“Focus groups allow garrison-level issues
to come forth and be resolved and give garrison customers a way to be involved in
improving the services they need for an equitable quality of life,” Mrs. Vinson said.
Mrs. Vinson’s goal is to have two to three
focus groups per quarter, except the quarter that the garrison is hosting AFAP. Mrs.
Vinson has held focus groups for Warrior
Transition Unit Soldiers, family members,
retirees and reservists. In the future, she
will be holding focus groups for active-duty,
DOD civilians and teens.
Mr. Gwinn said he felt the retiree focus
group discussed some important and relevant
issues that may not have been brought up in
other customer feedback programs.
“Every retiree has a different and unique
problem that needs to be assessed to see if
something can be done about it,” he said.
Issues from the focus groups that can’t be
resolved at the local level gets turned over to
the garrison to be included in the next AFAP,
Mrs. Vinson said.
“This helps the AFAP process because
it weeds out some of the issues that can be
resolved at the garrison, which allows them
to be resolved sooner and generates more of
the larger issues to be discussed and prioritized at the AFAP conference,” she said.

Unfortunately, with it’s somewhat concealed,
woodsy location, some KMC members don’t even
realize it exists. Having served the KMC for decades

high action, extreme sport to the KMC.

and one airsoft field, no matter what form of play
you prefer, you will find it at the Rod & Gun Club.

alike to join the fun this weekend and help launch
the new season on the newly renovated speedball
court.
