Post-Secondary Technical Education
This portion of the higher education sector is overseen by
the General Directorate of Vocational and Technical
Education. They are responsible for developing curricula,
overseeing institutions, and awarding documentation.
• It can be difficult to determine the status of technical
institutions in Lebanon. Institution lists are not widely
available. Many are small privately-run schools with one
area of specialization.
• Since the General Directorate is in charge of oversight,
we will only work with their documentation which comes
at the end of the program. We will not show credit for
an incomplete part of a higher technical program.

Higher Education Institutions
• Public
– Lebanese University is the only public university in the country.
• Implementing LMD educational structure with ECTS credit system.
• Private
– Early private universities, such as Saint Joseph University and
American University of Beirut, were founded by missionaries in
the late 19th century.
– Private universities follow the French model of higher
education, the American model of higher education, or the
Arab model of higher education. Consequently, the language of
instruction at private universities could be French, English, or
Arabic.
• Non-university higher education institutions
– These include religious institutes, colleges, and university
institutes of technology.

Higher Education Accreditation
• The Lebanese University is automatically recognized by the
Lebanese state.
• Private institutions need a license to operate. These are
granted by the Ministry of Education and Higher Education.
• Accreditation is given in the form of a government decree.
Each decree has a number and a date (e.g. the Faculty of
Arts at the University of Balamand is accredited according
to edict 4885 from 4/6/1988).
• The American University of Beirut and the Lebanese
American University are American institutions that are
accredited by the Middle States Association of Schools and
Colleges and New England Association of Schools and
Colleges, respectively. They are both recognized by the
government of Lebanon, but do not have their individual
courses accredited in the same way as other private
universities in the country.

an original thesis, which must be defended before an
examination committee. Entry to the program is normally based

Lebanon had a population of approximately 4.5 million people
in 2013 (World Bank)
• Population of 6.2 million people by 2015 estimate (CIA World
Factbook)
• Over 1.8 million of them are refugees from Syria and around
400,000 of them are school age (UNHCR Lebanon)
 Language issues: schools teach in French or English, not
