RACING STANDARDS: Every horse must meet the time standard
in each overnight start on a “fast” or “good” track, with exceptions
being breaks, broken equipment and interference. Horses breaking
in two consecutive starts on a “fast” or “good” track must re-qualify.
Horses making a break off a qualifying race in their first start at a
Pa. track do not have to re-qualify. Horses in any paid-in event
(stakes or closers) must show at least one (1) clean charted line
(no breaks) within thirty (30) days to the declaration day and meet
the existing time standard.

Miscellaneous
• Horses that qualify at Pocono Downs or Harrah’s Philadelphia
must make a start there within thirty (30) days. Trainers who do
not comply will be denied racing privileges for two (2) weeks.
• Any horse being brought in to train, school, etc., must be
approved by the Director of Racing 24 hours prior to being
allowed on the grounds.
• Horses listed on racing applications are not automatically
guaranteed starts –– they are used as guides to assist and
enhance the quality of racing. Trainers who do not submit a
racing application may be denied starts.
• Any horse that wins from post position #9 in an overnight event
will receive an additional 20% of the winners share, handicap
races excepted. Races with a purse of $15,000 or more that have
a field of six (6) or less may have the purse decreased by 10%.
(The $15,000 figure may change if purses increase or decrease).
• Any horse showing less than the bottom claiming price at the
host track must be approved by the Director of Racing.
• Pennsylvania residence shall be established by presentation, on
request of host track and/or PHHA representative of (i) a valid
PA Vehicle Registration and a valid PA Driver’s License (ii) previous year’s USTA membership documentation and (iii)
previous year’s tax return showing permanent domicile.
• Any horse claimed at Pocono Downs may not race at any other
non-PA track for a period of sixty (60) days unless released by
the racing secretary.
• 30 Day Rule: The time period allowed shall be counted from the
date of the last race to and including the date of declaration.
• Please know the correct name and correct spelling of your
horse when entered or called in.
• Apply for 2YO eligibility certificates at least one (1) week before
qualifying.

Philadelphia CASINO & RACETRACK
1. Horsemen are to be licensed by and familiar with the rules of
the Pennsylvania Harness Racing Commission (PHRC) and the
United States Trotting Association (USTA). In the event of any
conflicts, the Judges at the Host Track (i.e. Harrah’s
Philadelphia, Mohegan Sun at Pocono Downs) shall determine
which rules apply. The violation of any of the rules may result
in disciplinary action including loss of purse, fines and/or
suspension. Any ruling by the Judges at the Host Track is
subject to appeal to the PHRC. Trainers are responsible for the
licensing of their owners and employees, along with providing
proof of Workmen’s Compensation Insurance to the PHRC.
2. All racing applications must be submitted online only.
3. Horses eligible to the bottom classes that are approved to
race at either Host Track prior to the start of the current race
meet must start within the first 30 days of the current meet or
within the date of acceptance, whichever applies. Horses that
do not start within the 30 days must be re-submitted.
4. In order for a horse to qualify and/or race at either track, proof
of a current year Coggin’s test, rabies vaccination, along with a
health certificate dated within 30 days of the horse’s first start
at either Host Track must be submitted to the appropriate
Racing Office. If the required paperwork for a horse has
already been submitted at another track and that information
is indicated on the USTA eTrack eligibility report, then that
paperwork need not be submitted.
5. It is PHRC policy that all horses originally entered in an
overnight class shall have preference over any horse
subsequently moved into the class from another class or as a
late entry.
6. In designated events, preference will be given for wholly
Pennsylvania owned horses, Pennsylvania sired horses, horses
stabled at Mohegan Sun at Pocono Downs and horses stabled
in Pennsylvania. Trainers must submit to management a list of
all horses stabled at their facilities for approval. In addition,

preference will be determined by the racing dates of the
horse’s last two (2) pari-mutuel starts during the current year.
For first time starters, preference will be determined by the
following: 4 Yr. Olds & Older – by the most recent satisfactory
qualifying race; 2 & 3 Yr. Olds – by the first qualifying race
going in the required time, provided they have no more than
three (3) qualifying lines prior to being entered in the box. In
some classes, preference may be given to horses that fit the
original condition over horses that actually fit a lower class. If
a horse isn’t listed on a trainer’s roster, it possibly may not
be used.
7. Anyone racing horses on their own, along with working for
another trainer, must notify the Judges and the Racing Office
of this potential conflict. Horses from those separate entities
will not be allowed to race against each other.
8. In order for a horse to be removed from the Lasix List, it must
race in a qualifying race without Lasix. The horse must be
tested and show no Lasix in the system.
9. All drivers must be licensed by the PHRC to qualify or race. All
drivers and trainers must be approved by the Presiding Judge
at the Host Track before being allowed to participate. Driving
suspensions may be served per PHRC directive and the USTA
penalty point system will be in effect. Qualifying and
Provisional drivers must report to the Judges’ Office before
making their first start at the Host Track. All drivers must wear
driving colors in qualifying races. All new drivers must report
to the Presiding Judge and the Starter.
10.Horses and drivers must be in the Paddock enclosure
according to the posted schedules. Failure to do so will result
in the horse being scratched and the responsible trainer fined.
If a problem is experienced while en route that causes the
horsemen to be late, the Judges may consider the reason and
allow the horse to race with no penalty imposed.
11.All drivers in Races 1 & 2 must sign in at the Judges’ Office at
least one (1) hour prior to post time of their first race followed
by proceeding to the breath analyzer.

12.Only owners and trainers with horses racing on that particular
day will be permitted in the Paddock. All such individuals must
possess a valid and current PHRC license. All licensees must
abide by posted Paddock policies.
13.The Host Track shall exclude from the Paddock, in the interest
of public safety, all those persons who have no immediate
business with the horses entered, except for the members of
PHRC, their duly assigned representatives and those having
special permission from the Host Track.
14.No person shall use improper, profane, or indecent language,
or be abusive to a racing official, or an employee of the Host
Track.
15.No person shall, in any manner, or at any time disturb the
peace or make himself obnoxious while on the grounds of the
Host Track.
16.When a person is ruled off, every horse owned in whole or part
by that person, or under their care, management, training or
superintendence shall be ineligible to be entered or to start in
any race until said horse or horses have been reinstated by the
rescinding of said person’s penalty, or by transfer through bona
fide sale, or by placement of horse or horses in the hands of a
licensed trainer approved by the Judges at the Host Track.
17.While in the Paddock, horsemen shall so conduct themselves
as to avoid creating any appearance or suggestion that would
reflect adversely on the integrity of racing. The Judges and
Paddock Judge are authorized on any occasion to revoke or
curtail the Paddock privileges of any person if, in their
judgment, circumstances warrant such action in order to
maintain proper decorum in the Paddock.
18.Trainers are responsible for their horse’s physical condition,
equipment, shoeing and reporting any inaccurate program
information on gelded horses to the Judges. Trainers may be
held responsible for horses that show a reversal in form or
inconsistent performance. Trainers must notify the Racing
Office of any potential entry conflicts when making entries.
Trainer changes are not permitted without first notifying
the Judges at the Host Track.

19.No unauthorized person may possess hypodermic equipment
or injectable materials. No oral medication or injectable
syringes of any type will be allowed in the Paddock during
racing hours except by authorized personnel.
20.Electronic eligibilities are required to qualify. Non-tattooed or
non-freeze branded horses will not be permitted to qualify or race.
21.Any trainer who wishes to try a horse with or without hopples
in a qualifying race may do so and this qualifying attempt will
not affect the horse’s status in regards to the Judge’s List. If the
horse is successful, it may race with or without hopples in its
next start. If the horse fails to qualify with the addition or
subtraction of hopples, the horse will be allowed to resume
racing equipped the way it raced previously as long as it was
qualified before the equipment change.
22.Scratch time will be as posted at the Host Track. All changes
must be processed through the Judge’s Office only. Trainers
must name proper drivers by scratch time. It is the trainer’s
responsibility to check on the status of catch drivers and also
eligibles with the Judges.
23.Horses must re-qualify that have not raced in thirty (30) days
from the DATE OF THE LAST RACE, which will be counted as
the first day, to and including the day of declaration.
24.Qualified horses that enter into a qualifying race will not be
penalized if they are interfered with during the course of the
race. However, horses failing to go in qualifying time will be
put on the Judge’s List and must re-qualify.
25.When entering for qualifiers, you MUST notify the race office if a
horse is coming off Lasix in order for it to be properly designated.
26.Qualifying standards will be as posted during the course of the
race meet. Opportunities to qualify will be as follows:

chances; 4 Yr. Olds & Older – 3 consecutive chances. If a horse

27.Horses that qualify at a Host Track must make a start there

28.Horses failing to go in qualifying time on a Fast or Good track
will be placed on the Judge’s List for poor performance.
29.The Judges may place a horse on the Judge’s List for poor
performance at any time. Horses breaking on a Fast or Good
track in their first start after a qualifying race, at Harrah’s
Philadelphia or Mohegan Sun at Pocono Downs only, will not be
required to re-qualify. After two consecutive scratches, a horse
must qualify. Scratched horses may not race or qualify for a
minimum of five (5) days, starting the day after the race date. Any
horse placed on either the Vet’s or Judge’s List will not be
allowed to enter in any race unless released by the Vet or Judges.
30.Horses making breaks in two (2) consecutive races on a Fast or
Good track will be required to re-qualify. Horses making
breaks in three (3) consecutive races, regardless of track
condition, will be required to re-qualify.
31.Horses entered into paid events (i.e. stakes & closers) need
only to show at least one (1) clean charted line (no breaks)
within thirty (30) days prior to the advertised declaration day
and meet the existing qualifying standards. Official workouts
will not be accepted.
32.Trainers are responsible for the condition of both their horses
and equipment. If any unnecessary delay is caused by faulty
equipment or shoeing, the trainer may be fined.
33.Broken equipment shall be shown to the Paddock Judge
immediately after the race. If the equipment was found to be
faulty, in the opinion of the Judges, fines may be imposed.
Shoes are not considered broken equipment.
34.All race bikes must be USTA approved. All race bikes must be
equipped with wheel discs. Multi-colored wheel discs will not
be allowed.
35.An approved safety vest shall be worn by anyone while racing,
parading, or warming up a horse prior to racing; or jogging,
training, or exercising a horse at any time. The safety vest shall
cover the torso, front and back, from the collarbone to the hip
bone and be of uniform material and thickness over the whole
of the vest, except for localized areas. Vests must meet current
(Beta 7 RAPRA) industry testing standards. Horsemen are
responsible for providing their own vests.

36.Horses must post parade. A driver or trainer may be penalized
for failing to parade his horse unless excused by the Judges. A
horse may be held at the Paddock with the Judge’s
permission. All horses are required to go once around the
track unassisted prior to the post parade of their respective
races. Horses that fail to meet this requirement may be placed
on the Judge’s List and the trainer on record fined. Driving
through the post parade after either warming up or going a
mile in preparation for a later race will result in a fine.
37.Drivers will parade and score their own horses. If they are
unable to do so, arrangements must be made for someone
else to do so along with notifying the Paddock Judge. A driver
must score their own horse at least one (1) time.
38.All horses shall go the course, except in the case of an
accident or broken equipment. If a driver is unable to
continue, he or she must take the horse to the outside fence
and hold it until the race is completed. Drivers should
dismount and hold the horse if it has suffered injuries in a race
and is unable to complete the course.
39.Drivers must keep both feet in the stirrups during the race
except to pull out ear plugs.
40.While on the racetrack, drivers will refrain from fraternizing
with other drivers and members of the public.
41.All drivers must keep a line in each hand until the 7/8 pole at
which time they can use the whip with one hand. There will be
no whipping below the level of the shaft. There will be no
striking of the shaft. There shall be no putting the whip
between the horse’s legs. Drivers will be allowed whips not to
exceed 48 inches, plus a snapper no longer than 6 inches. The
snapper shall not be knotted. There shall be no taping of the
whip except on the handle. There will no excessive or
indiscriminate use of the whip and no whipping after the finish.
42.All horses shall be raced in a consistent manner. Excessive use
of the whip will not be tolerated. Hitting wheel discs is
prohibited.
43.Passing lane Euro-Rail violations will be imposed in
accordance with posted guidelines.

44.Drivers must set and maintain a pace comparable to the class
in which they are racing. Failure to do so by going an
excessively slow quarter or at any other portion of the race
that changes the normal pattern, overall timing or general
outcome of the race will be considered in violation of this
section. The Judges may impose a penalty.
45.A penalty may be imposed for driving in a half-in, half-out
position.
46.Drivers must file all objections with the Starter in the turn past
the finish wire immediately after the race, stating the number
of the offending horse and where the violation occurred in the
race, and then immediately report to the Paddock Judge’s
office. Late objections will not be accepted.
47.All drivers involved in an accident – no matter how slight – are
required by the Judges to be examined by medical personnel
at the track.
48.All veterinarians will comply with the track policy implemented
by the Host Track.
49.Horses will be deemed “unfit for competition” under the
following circum-stances: (a) based on examination by a

established by the PHRC. When it is determined that a horse
has a high metabolic alkalosis, the horse will be scratched from
competition. Furthermore, the horse will not be able to be
dropped into the box for five (5) consecutive days after the
high metabolic alkalosis positive.
50.CLAIMS – A current or associate member of the USTA or a
current licensee of this or another racing jurisdiction may claim
any horse in a claiming race. Claims must be in 30 minutes
prior to post time of the race. Trainers may not submit multiple
claims on any one horse in a race. Check with the Horsemen’s
Bookkeeper at each Host Track as to what is accepted and
required for funds to claim a horse. Horses claimed at a Host
Track will not be allowed to race at another track for a period
of sixty (60) days, unless it is at another track in Pennsylvania.
No other reason will be accepted to allow a horse at another
track outside Pennsylvania within that time period. A newly

claimed horse that has a trainer that is not yet approved to
race at the Host Track may not be allowed to start until the
new trainer is approved and, if that is the case, will not be
allowed to start at another track outside Pennsylvania for the
60 days from the date of the claim. Trainers who take a newly
claimed horse to a track outside of Pennsylvania before the 60
days have expired will be fined and denied racing privileges at
all Pennsylvania tracks for a period of sixty (60) days.
RESIDENCY
Pennsylvania residency will be established by presentation on
request of track personnel and/or PHHA representatives by
presentation of (i) a valid PA driver’s license issued no later
than September 1 of prior year and current vehicle
registration, (ii) prior year’s USTA membership documentation
and (iii) previous year’s tax return showing proof of permanent
domicile.

MEDICATION RECOMMENDATIONS (summary)
Anabolic steroids. As of October 1st, 2008, the Pennsylvania Harness
Racing Commission prohibited the use anabolic and androgenic
steroids in all horses competing in the State of Pennsylvania. No
anabolic steroids (ABS) will be allowed in horses competing in the
State of Pennsylvania. The exceptions are 100 pg/mLof plasma for
boldenone, nandrolone, and stanozolol. Testosterone plasma
concentrations greater than 100 pg/mL plasma are not allowed in the
female or gelded male horse. Acceptable plasma concentration of
natural occurring testosterone of 2000 pg/mL has been established
for the intact male horse.
Elimination from plasma of anabolic and androgenic steroids
following a single intramuscular injection can be variable and a period
of at least 30 to 60 days should be allowed before entering a horse in
an official race. To assure compliance out-of-competition testing for
anabolic and androgenic steroids is available in the State of
Pennsylvania at a cost payable by the trainer or owner. Information
for submitting an unofficial out-of-competition plasma sample for
anabolic or androgenic steroids is available at all Pennsylvania Tracks.
Human Chorionic Gonadatrophin (HCG) provocative test is available to
determine if a gelding is truly a gelding and not a monorchid, cryptorchid
or has some remaining residual testicular tissue. Contact a Commission
Veterinarian or Commission Track Manager for more information.

MEDICATION RECOMMENDATIONS (summary)
Corticosteroids. As of June 1st, 2009, the Pennsylvania Harness
Racing Commission is regulating the intra-articular injections of
corticosteroids, to be no less than 7 days prior to race-day. This
policy dictates that the plasma concentration of all the exogenously
administered corticosteroids must be below the level of
quantification. In other words, the laboratory should not be able to
quantify any corticosteroid concentration in plasma at the time the
horse competes in an official race.
Plasma concentration of triamcinolone acetonide (Vetalog®) (20
mg) and methylprednisolone acetate (Depo-Medrol®) (200 mg)
administered via the intra-articular route were below the level of
quantification at 8 days.
It is recommended that methylprednisolone should not be used for
the intra-articular injections especially on multiple occasions as its
elimination from the joint has been found to be inconsistent. Our
original recommendation to the veterinarians was that it should not
be used, still remains.
Methylprednisone (Depo-Medrol), triamcinolone (Vetalog) or
corticosteroids labeled for intra-articular injections only, should not
be administered IM, SQ, IV or for soft pallet injections.
Plasma concentration of the intramuscular administration of
triamcinolone acetonide (Vetalog®) at a dose of 20 mg was quantified
in plasma for up to 14 days. It is recommended that this route of
administration for Vetalog® and Depo-Medrol® be discontinued.
Plasma concentration of the intravenous administration of
dexamethasone (Azium solution) (25 mg) was below the level of
quantification at 48 hours post injection.
Dexamethasone solution (Azium solution) (25mg) administered orally
was below the level of quantification at 48 hours post administration.
Dexamethasone phosphate (Dexium-SP) (25mg) administered IM or IV
was below the level of quantification at 48 hours post administration.
Dexamethasone phosphate (Dexium-SP) (25mg) administered by
intra-articular injection was below the level of quantification at the
required 7 days hours post administration.

Flunixin. The State of Pennsylvania does not consider the finding of
flunixin in urine a violation. The corresponding plasma sample is
analyzed by LCMS, and is a violation when the plasma concentration
is in excess of 20 ng/ml. Flunixin at 1.1 mg/kg administered IV or
PO 24 hours prior to race day should not result in a violation.
The IM or SQ. administration may result in a violation, due to a
slower absorption pattern in the horse. Oral paste formulations
should not be used. If oral route of administration is selected and
the preparation is fed in grain, the grain should be removed
immediately following consumption to avoid later consumption of
small amounts of medication remaining in the feed bucket.
Phenylbutazone. Pennsylvania does allow a plasma
concentration of 5 ug/ml on race day. The 2-gram administration
24 hours prior to race day should be administered IV.

MEDICATION RECOMMENDATIONS (summary)
Naproxen. The recommended dose is 5 mg/kg IV or 10 mg/kg
orally twice daily for 14 days. The reported bioavailability in the
horse is 50 %. Due to its long half-life at least 96 hours should be
allowed for clearance following a single IV dose of 5 mg/kg
especially if administered orally and at least 120 hours following
multiple doses before racing.
Nabumetone. This drug has a similar structure to naproxen and
due to the long half-life of nabumetone at least 96 hours should
be allowed following a single oral dose of 3.7 mg/kg and least
120 hours following multiple oral doses before racing.
Pyrilamine. Pyrilamine is a ARCI Class 4 therapeutic drug. It is
recommended that after multiple doses a minimum withdrawal
period of 48 hours be used. Because of the variability between
horses, a 72-hour withdrawal period is recommended.
Isoxsuprine. In the State of Pennsylvania the recommended
withdrawal time is 96 hours.
Aqueous procaine-penicillin-G. The last administration of an
antibiotic product containing procaine penicillin-G must occur 48
hours before the scheduled post time of the race for which the
horse is entered. The Commission Veterinary Medication List
MUST contain the dose, dosage form, route and time of the last
administration, and the consecutive number of day for which
procaine penicillin-G was administered prior to the last dose. The
required information must be transmitted by the Commission
Office to the laboratory upon request by the Laboratory Director.
The laboratory screens for penicillin and procaine in plasma.
Plasma, not urine is used to call a violation.

Methocarbamol. Pennsylvania Harness Racing Commission does
not allow the administration of any drug within 24 hours of the
post-time of the first race. Formulations of methocarbamol must
be purchased from compounding pharmacies with labeled
concentration of 100 mg/ml.
Total doses the IV administrations were 1111 to 1265 mg. The
Limit of Quantification is 1 ng/mL and the plasma concentration at
24 hours must be below this Limit of Quantification. In the

administration of methocarbamol IV, a number of factors must be
taken into consideration; the administration must be performed
outside the 24-hour period, the weight of the horse being
medicated must be known, and the knowledge that compounded
solutions are not from an FDA approved company with consistent
quality control for actual methocarbamol concentration.
Concentrations of drugs per mL can vary when purchased from
compounding pharmacies.
Guidelines for the oral administration have not been completed.
Phenytoin. The suggested withdrawal time is 72 hours, which
should be an adequate time period for the clearance of phenytoin
from plasma provided the treatment schedule and dose are 8.8
mg/kg for a single oral, a single intravenous, or twice-a-day for 5
days. The terminal elimination phase half-life following 5 days of
phenytoin orally administered was 11.3 hours with a range of 5.6
to 15.7 hours. This value was not significantly different from the
single oral administration of phenytoin.

Aminocaproic acid (Amicar). A total dose of 1.25 to 2.5 gms IV
(5 to 10 mls) 4 to 2 hours before the race has been used for the
treatment of horses, which have been, diagnosed with EIPH and
placed on the Commissions “bleeders list”. Most veterinarians
do administer the medication with furosemide as a matter of
convenience.
Dimethyl sulfoxide (DMSO). Dimethyl sulfoxide is approved by
the FDA for topical use. Following oral or intravenous
administration of DMSO, horses should not race for at least 48
hours post administration. These guidelines are based on the
administration of 60 ml DMSO administered orally and
intravenously.
It is suggested that the horse should not exercise or race
following the topical administration of DMSO as the increase in
blood flow to muscles and skin do to exercise will increase its
absorption and may exceed the threshold of 10µg/ml resulting in
a violation. This is based on the topical administration of 60 ml of
DMSO.

The Pennsylvania State Harness Racing Commission has a zero
tolerance drug policy pertaining to horses participating in
races under its jurisdiction with certain exceptions. Levels have
been established for the following drugs which if exceeded will
result in a postive test.

claiming procedure
• A post-race urine or blood test, or both, shall be taken from
each horse claimed out of a claiming race. The claim shall be
voidable at the claimant’s discretion if the forensic analysis
by the Commission’s laboratory results in a positive test for
a prohibited substance, as provided in § 183.352 (relating
to post-race saliva, urine and blood tests). The claimant shall
notify the Presiding Judge in writing within 24 hours of the
intention to void the claim and return the claimed horse to
the original owner. The claimant shall immediately sign over
to the original owner the necessary certificates of ownership
of the claimed horse. This subsection does not relieve the
original trainer/owner of the responsibility for the condition of
the claimed horse during the trainer/owner’s control or care or
custody of the horse.
• If a horse is claimed, no right, title or interest therein may
be sold or transferred except in a claiming race for 30 days
following the date of claiming. The horse may not race at a
track other than the track where claimed for 60 days or the
balance of the current racing meeting, whichever comes first,
unless released by the racing secretary.
• Make claim checks payable to Harrah’s Philadelphia or Downs
Racing LP.
• Trainers who have claimed horses please note Track Rule #47:

Drug & Breathalyzer Tests: Trainers & Drivers
Trainers & Drivers Urine Test
A driver, trainer, groom or official for a race may be subjected to
a urine test or other noninvasive fluid test for the detection of
controlled substances or prescription drugs. The testing will be
conducted and administered on racing days on track premises in
a manner prescribed by the Commission. An individual subject to
this requirement who refuses to submit to the test if requested to
do so by a representative of the Commission is subject to a fine of
$250 and an immediate 10-day suspension to be imposed by the
presiding judge or associate judge.
Breath Analyzer Requirements
Drivers, Judges, Starters, Starting Gate Drivers and track
equipment operators and Marshals shall be required to submit
to a breath analyzer test at each racing program in which they
participate. Other licensees may be required to submit to a
Breath Analyzer test at the direction of the Commission. If the
results of such test show a reading of .035% or more none of
the above named herein shall be permitted to participate in the
racing program. Upon any violation of this rule a report shall be
made to the Commission and the U.S.T.A. If any driver, judge,
starter, starting gate driver, track equipment operator, or marshal
or a licensee who refuses to submit to the testing procedures
prescribed in this section, that individual shall not be permitted to
participate in the racing program of that day or night and may be
subject to further penalties by the Commission.

1. Maximum coverage for any accident will be $3,000.
2. All claims must be filled out within 7 days of the accident.
Forms are available at the Pennsylvania Harness Horsemen’s
Association office.
3. All programmed owners, and trainers must be current
members of the P.H.H.A. Membership fee is $40.00
4. The insurance covers only sulkies and is subject to a $50.00
deductible and depreciation. The maximum amount payable
for all wheels is $250.00 per wheel.
5. A sulky is insured from the time you enter the paddock
area until you leave the paddock area for pari-mutuel and
qualifying races in the Commonwealth of Pennsylvania.
Coverage at the fairs is limited to accidents occurring on the
racing surface during the races and warming up. Trainers and
owners racing at the fairs must be current members of the
P.H.H.A. and the Pennsylvania Fair Horsemen’s Association. An
accident report must accompany the sulky claim.
6. No insurance will be paid for a sulky that is old and
deteriorated. Damage must be certified by the P.H.H.A. office.
7. The above rules and regulations will govern all P.H.H.A. claims.
8. All claims are subject to the Board of Directors review.
9. If you have other insurance, that policy is considered your
primary.
On-Track
1. Only trainers and drivers are eligible for this insurance.
2. In case of an accident, forms can be obtained at the P.H.H.A.
office at the race track.
3. When a trainer or driver has an accident, he must receive
medical attention within 30 days following the accident and
must take an on track insurance form with him.
If you do not take the proper forms with you, your claim will not
be paid until forms are completed.

RELEASES AND CLAIM CHECKS RELEASES
Purse checks for overnight races are released twice a week –
• For races on Friday & Saturday – checks are released by the
next Friday
• For races on Wednesday & Tuesday – checks are released by
the following Monday.
• Stake races are released only after lab testing is completed &
PA Commission receives official release.
Driver and Trainer checks –
• Released twice a month – as close to the 1st & 15th of each
month as possible.
• Earnings for stake races must first be released by the
Commission.
Any disqualifications will require repayment of earnings.
CLAIM CHECKS
• Money will be released only after completed lab testing
is completed and the Race Office has received the horse’s
registration papers.
• However, claim money can be used toward another claim
before Commission release – if the Race Office has the papers
- by signing a Release of Proceeds available at the Horseman’s
Bookkeeper’s Office.
NOTE: Please verify that all of your information is correct to
ensure prompt distribution of earnings. You must have the
following on file with the bookkeeper:
• Purse Authorization form
• W-9
Any checks mailed to an obsolete address will not be reissued
for one month after originally mailed. Checks should be cashed
promptly. Any check presumed missing must have been mailed
out 15 days prior before stop payment can be issued and a new
check mailed.

DISTRIBUTION OF CHECKS
Purse checks for overnight races are cut twice per week, at least
five days after the race day. Purse checks for stake races are
released only after lab testing is completed and the state racing
commission provides an official release.
Driver and trainer checks are produced twice a month, on or
about the 1st and 15th of each month. Stake race earnings are
released only after lab testing and state racing commission official
release.
ANY DISQUALIFICATIONS WILL REQUIRE
REPAYMENT OF EARNINGS
Claim money is available after completion of lab testing and
the race official has received the horse’s registration papers or
the papers are filed electronically with the USTA. Claim money
remains on account until requested.
Claim money not released by the state racing commission may
be used toward another claim up to two days after the horse was
claimed. The race office must first have the registration papers
or they must be filed electronically with the USTA. The claimer
must also sign a Release of Proceeds form available from the
horsemen’s bookkeeper.

PHHA members in good standing are eligible for health insurance
through the association’s group policy and participation in our
retirement plan provided you meet certain criteria including the
start requirement. For more information or questions, contact the
PHHA’s offices.
RETIREMENT PLAN NOTICE
• You must submit a new MEMBERSHIP APPLICATION every
year. Failure to renew your membership will result in forfeiture
of plan distributions.
• However – you do not need to submit a new RETIREMENT
PLAN APPLICATION every year. That is a one-time application.
Applications can be obtained in person at any PHHA field office
or by visiting www.pahha.com
Health Certificate Notice
IMPORTANT: Please read carefully. You have been accepted for
stable privileges at Mohegan Sun for the 2013 racing season on
the condition that the following requirements are satisfied.
Proof of current (2013) Coggins test, health certificate, and
rabies vaccination for EACH horse in your stable, must be
submitted to the Racing Commission.
Failure to comply by the above date will result in your entire
stable being placed on suspension. Stables on suspended status
will not be allowed to enter horses for qualifying or overnight
races. Horses leaving the grounds while under suspension will not
be allowed to re-enter.
