Economic Indicators Summary The purpose of the Annual Trends is to summarize and illustrate the Cheyenne/Laramie County local economy over the past 10 years or more. It presents the latest available, federal, state and local agency statistics dealing with Laramie County’s economic and demographic growth patterns. Business and government planning requires a realistic assessment of past trends of the existing economy and realistic assumptions about the future. The indicators and statistics contained in this report can be used as a relative measure of future economic activity in Cheyenne and Laramie County. 2014 in Review At this time one year ago, optimistic expectations were held in that the Greater Cheyenne economy would have a well above average year across almost every economic sector. One year later and in the words of former Federal Reserve Chairman Alan Greenspan, we can be accused of over exuberance. However, there was still room for some exuberance because there was economic growth across almost of economic sectors; the gains were just not as great as expected. Job growth ranged between 0.3 percent and 1.5 percent whereas in 2013, the range was between 2.75 percent and 3.4 percent. Given the massive amount of new commercial and industrial construction ($236.8 million) and the much heralded oil and gas activity, the meager job growth was disappointing. However, there were some unexpected job losses. Military jobs dropped 361 in 2014, but that loss should be replaced in 2015 with the addition of about 300 new positions at F.E. Warren Air Force Base. Great Lakes Aviation reported a loss of 109 jobs and APW Wyott shut down which was a loss of 111 jobs. Preliminary Bureau of Labor Statistics employment data, ironically, reported a drop of 300 jobs in the Mining, Logging and Construction sectors in 2014 (see Table 2.2). Even with this loss of 881 jobs, the local economy still gained more jobs than it lost. Also the unemployment rate fell to 4.7 percent in 2014 as Page 1 compared to 5.0 percent in 2013. Finally, help-wanted ads averaged 731 per month in 2014 as compared to 600 per month in 2013, a gain of 21.8 percent which was a reassuring sign that local employers are still in search of more workers. Retail sales grew to an estimated 1.26 billion dollars last year, up 5.9 percent but this growth rate was less than 2013’s rate of 7.1 percent. Actual sales tax receipts, these are the dollars that actually fund local governments, rose to 50.4 million dollars in 2014, an increase of 20.9 percent over 2013’s puny increase of 8.4 percent ($41.7 million). Ok, guess there was room for some over exuberance. In order for retail sales and tax revenues to increase, households must see personal income increase, and while 2014 data is not available, 2013’s personal income (the most recent available) rose 2.2 percent to 4.97 billion dollars. This indicator has now averaged increases of 3.6 percent annually over the past 5 years which was less than the 10-year average of 5.6 percent. The Great Recession of 2009 pulled down the five year average. Another potential driver for sales tax receipts was the 31.3 percent increase in industrial electric sales in 2014 which was primarily attributed to NCAR (super computer), Microsoft, Green House and EchoStar data centers. Sorry, but 31 percent increases normally call for some exuberance! Both commercial and residential electrical sales declined in 2014. The housing sector was one of the sectors that were expected to out preform at the beginning of 2014, but it disappointed. Overall housing sales fell 8.2 percent last year to a total of 2,445 as compared to 2,645 in 2013. The average sales price eked out a 1.7 percent gain from $219,137 in 2013 to $222,899 in 2014. The average price of a newly constructed single-family home rose to $303,606 as compared to 2013’s price of $294,614, up 3.1 percent while average re-sale prices decreased to $217,105 in 2014 from 2013’s average of $220,971, a decline of 1.6 percent. However, the number of new homes constructed across the county fell 26.2 percent in 2014 from 424 in 2013 to 313 this past year which was an unexpected drop. It appeared that a Economic Indicators turnaround in this area was already underway in early 2015 because there were at least three announcements of new and decently large housing developments scheduled to begin construction in 2015. Page 2 The following six sections of this report will provide comprehensive data of local business trends, employment, wages & income, demographics, housing and development. Economic Indicators Business Trends This section contains core business sets designed to measure overall economic growth for the greater Cheyenne economy. • Table 1.4 provides 10 core growth measures such as population, jobs, personal income and GDP. The reader will see due to revisions in some of the data by the reporting government agencies, some of the growth rates now reported have decreased from recent past Trends reports. This was especially true for the 5-year growth rates for job growth series. SECTION 1 BUSINESS TRENDS Employment growth (CES) over the past five years averaged 0.91 percent and part-time and full-time job growth as Table reported the Bureau of Economic Analysis (BEA) stood at only 1.0 Cheyenne/Laramie County Profile 0.7 percent as of the end of 2013. Last year this latter series had a growth rate of 1.2 percent. Prior to the Great Recession 1.1 Laramie County Retail Sales both series had been growing at rates in excess of 2.0 percent. By Sub Sectors (2010 - 2014) 1.2 Laramie County Sales and • Laramie County’s and Cheyenne’s populations again increased Use Tax Receipts (1993 - 2014) in 2013. The County added 1,182 persons (1.3%) in 2013 inclusive of the city. The City’s population increased by 848 Figure 1 - Laramie County Sales & Use Taxes persons (1.4%). Over the past 5 years, the population growth rate for the County averaged 1.6 which was marginally ahead 1.3 Selected Laramie County Sales and of the 10-year average of 1.3 percent. The state’s Department Use Tax Distribution (1988 - 2014) of Transportation driver’s license exchange program reported 1.4 Growth Rates (1997 - 2014) that there were 2,728 in-migrants and 2,269 out-migrants in Figure 2 - Growth Rate Population 2013 which resulted in a net gain of 459 persons which was vs. Employment well above 2012’s figure of 258. The program reported that Figure 3 - Growth Rates - Wages, between 2000 and 2013, the county gained a total of 9,075 net Personal Income & Real GDP in-migrants. 1.5 Laramie County GDP (2001 - 2013) • Total school enrollments K-12 in 2013 increased by 2.0 percent 1.6 Electrical Power Sales (1990 - 2014) (297 students) with 2014 enrollments up by another 1.2 Figure 4 - Commercial Electric percent (189 students) Table 4.7 provides full details. Power Sales • Figures 2 and 3 present the relationships between some 1.7 Gas Consumption (1992 - 2014) key indicators. Figure 2 looked at the relationship between 1.8 Utility Hookups (1992 - 2014) employment growth and population growth. If the rate of job 1.9 Auto Registrations (1997 - 2014) growth is faster than population growth, then the population 1.10 Enplanements (1997 - 2014) rises gradually but it lags job growth. If the job growth rate 1.11 Tourism Activity (2006 - 2014) decreases or goes negative, the growth rate in population slows but never goes negative and the time lags appear to get longer. However, this behavior is somewhat problematic after 2012, where population growth decreased prior to the decrease in job growth. • Figure 3 presents the relationships between growth rates in real GDP, personal income and wages. Overtime, real GDP and personal income generally move in tandem. If one rises, the other responds almost immediately and given the inherent similarities between these two, this behavior would be expected. Changes in wage growth are generally much less in magnitude than changes in GDP and personal income, but do follow those two indicators. The relationship between the three variables in 2013, currently presents a different twist. Growth rates in personal income and wages decreased in 2013 while GDP increased. Source: Visit Cheyenne Page 19 Economic Indicators Employment Trends This section presents a comprehensive overview of past and current employment statistics and trends. Table 2.1 presents job totals (full & part-time) by industrial sector which allows measurement of job growth by sector over time. The source of these numbers is the Bureau of Economic Analysis (BEA) which is an arm of the U.S. Department of Commerce and is considered the best source of jobs data, but BEA data generally lags by at least one year. SECTION 2 EMPLOYMENT TRENDS • Total jobs in 2013 stood at 64,915 which was a new historical high for Laramie County. The absolute gain in jobs from 2012 Table was equal to 1,577 and in turn was a 2.5 percent increase. 2.0 Labor Force Averages (2001 - 2014) • The Construction sector handily outpaced all other sectors Figure 5 - Unemployment Rates for job growth. It added 518 new jobs (13.2%) which was more than double its next closest competitor, Retail Trade which 2.1 BEA Employment (2002 - 2013) gained 233 jobs. 2.2 Current Employment Statistics (1996 - 2014) • Interestingly, BEA reported 676 jobs in the Mining sector in 2013. It has not disclosed mining sector jobs since 2006 when 2.3 Employers By NAICS (2003 - 2013) the total reported was 247. The significance of this, besides 2.4 BEA Proprietors (1986 - 2013) the large increase in jobs, is that there are now multiple firms Figure 6 - Proprietor Income in the sector employing enough workers so that disclosure of vs. Annual Wages the total jobs figure does not reveal employment figures for 2.5 Employment Projections just one firm. Correspondingly, BEA failed to report jobs in the (2010 - 2016) Arts, Entertainment and Recreation sector which meant there 2.6 Major Employers (2011 - 2015) is one firm employing a large majority of employees within the 2.7 Firms By Size and Industry (2012) sector and to reveal total jobs would reveal the identity of • • • that firm. The government sector still retained its first position as the largest economic sector in the county with 17,648 jobs, an increase of 0.7 percent (123 jobs) over 2012. The sector accounted for 27.2 percent of all jobs, down from 2012’s ratio of 27.7 percent. This sector also generated 39.6 percent of all wage and salary earnings in Laramie County (Table 3.3) and both statistics clearly demonstrated the lack of diversification across the Greater Cheyenne economic system. Table 2.4 presents BEA data on the number of non-farm and farm proprietors plus average incomes for both groups through 2013. The number of non-farm proprietors resumed its positive growth path in 2013 while farm proprietors continued to shrink (-1.9%). Non-farm proprietor income increased 5.8 percent in 2013 as compared to 2012. This increase was greater than the increase in the number of nonfarm proprietors (2.1%) and thus per capita non-farm proprietor income also increased. Non-farm proprietor income between 2000 and 2007 contributed an average of 7.8 percent to total personal income in Laramie County. However, since 2008 that percentage fell to 6.0 percent which meant non-farm proprietors had not made any headway in adding to the economic diversity of the county’s economy. The comparable percentage for 2013 was 5.7 percent which was not the desired result. It appears that the growth in the number of proprietors over recent years has served to only dilute their annual earnings. This trend may also suggest that workers who have lost jobs are finding it difficult to re-enter the workforce and are turning to self-employment as a means to make a living. From a big picture standpoint, total non-farm proprietor income in 2013 was 282.6 million dollars while total personal income in Laramie County was equal to 4.970 billion dollars. • • • BEA revised farm proprietor statistics in recent years with the revisions injecting inconsistency into the long-term trend. This problem is especially pronounced for years 2002, 2007 and 2008 as presented in Table 2.4. However, since 2008, it is clear that farm proprietors have declined. Total farm income decreased 2.7 percent in 2013, but still remained well above levels reported for years 2010 and back. Table 2.4 presents these figures. Table 2.5 contains job projections (full and part-time) through from year 2012 through 2016 using BEA data as the baseline data set. The Table also contains actual results for 2012 and 2013 allowing the reader to assess the accuracy of the projections. The 2012 projected job total missed the actual total by 1.7 percent. The Finance, Insurance and Real Estate accounted for vast majority of the differential. The 2013 projected jobs total was off target by 1.1 percent (722 jobs) with the differential split primarily between the Construction and Finance sectors. Projections for 2014, 2015 and 2016 were not changed in order to allow accuracy measurements to continue going forward. The most recent income data is for year 2013, 2014 statistics are just not available. The U.S. Census Bureau provides various income measures using the American Community SECTION 3 Surveys (ACS). The ACS provides 1-year estimates which WAGES, EARNINGS & sample a geographic area with 65,000 plus persons, the 3-year INCOME TRENDS estimate sample includes the 65,000 area, plus areas with 20,000 plus persons. The 5-year estimates (includes both Table the 1-year and 3 year areas and those areas with less than 3.0 Income & Average Wages 20,000 persons. The 5-year estimates are based on 5 times as Figure 7 - Average Wage and many sample cases as 1-year estimates. The reader should only compare 1-year estimates to 1-year estimates and 5-year Compensation Per Job estimates to 5-year estimates. Please do not compare 1-year 3.1 Average Annual Earned Income estimates to 5-year estimates, etc. (2006 - 2013) The reader needs to be aware that income figures will vary 3.2 Per Capita Income (1989 - 2013) depending upon which estimate is provided. In addition, the Figure 8 - Per Capita Personal ACS income estimates are at the 90% confidence level which Income adds a larger margin of error to reported numbers. The end 3.3 Personal Income and Earnings result is that reported income measures vary sharply from By Industry (2002 - 2013) year-to-year in both absolute size and in the rates of change. Figure 9 - Personal Income Therefore, extreme caution is encouraged when drawing 3.4 Total Payroll (2005 - 2013) firm conclusions about income measures. The footnotes provided in Table 3.0 explain which estimates are being used. Table 3.0(a) presents ACS 5-yr. estimates of household income and had 2013 median income at $55,864 which was an increase of 2.3 percent over 2012’s estimate of $54,596 (+ $1,268). Average household income was estimated at $69,621 in 2013 as compared to $69,469 in 2012. This was a disappointingly fractional increase of 0.2 percent. The 9.1 percent increase in 2013 median household income presented in Table 3.0(b) was disturbingly out-of-line which would suggest it will be heavily revised in coming months. Similar to recent past trends, the number of households with incomes above $100,000 in the Cheyenne area rose to 22.2 percent in 2013 as compared to 2012’s 20.8 percent and 2011’s percentage of 19.2 percent. This trend continues the previously reported income bracket creep experienced by households in the upper income brackets while bracket creep among the lower income brackets has been considerably less pronounced. As has been widely reported in the national media, higher income households have enjoyed substantially better gains in income than lower income households in recent years, and statistics for the greater Cheyenne economy support that this trend is and has been at play here. Table 3.0(c) presents 2013 Earnings by Gender and clearly depicted the existence of the often discussed gender gap. Median earnings for males in Laramie County were 28.5 percent higher than females while male mean earnings were 26.7 percent higher than females. In 2012, the comparable ratios were 29.9 percent and 28.2 percent. Two years ago, the relevant ratios were 32.7 percent and 33.6 percent. At this point then, there has been three years • • • of steady improvement. The gender gap in wages has narrowed using both methods of measurement. Figure 9 presents the percentage changes in growth in U.S., Wyoming and Laramie County annual personal income. Recession years are highlighted in gray. Changes in Laramie County’s personal income closely mirror national and state income changes under most circumstances. The magnitude of local and state changes in personal income in some years was sharply greater than the changes in national income. This behavior is due to Wyoming’s high dependence upon the mineral industry which is, inherently, volatile. A final note on one sub-component of personal income, non-labor income, is required in this section. Non-labor income is composed of dividends, interest, rents and government transfer payments. The contribution of non-labor income to county total personal income has changed rather dramatically overtime. In 1970, this component accounted for 27 percent of total personal income. By 1990, it had risen to 37.8 percent and in 2000 its contribution stood at 38.7 percent. It did not change much between 2000 and 2010 with the latter at 38.7 percent. However, by 2013, the ratio had increased to 42.2 percent. In 2013, when combined these components of total personal income were just shy of 2.1 billion dollars. The long-term increase in the proportionate share of non-labor income to total Laramie County personal income has suggested that the area has become attractive to retirees who are dependent upon non-labor income to meet their needs. It also implies that there has been in-migration of higher income workers who receive a greater share of their income from non-labor (investments) efforts. As presented in other parts of this report, Laramie County has an aging population (more retirees) and has seen significant in-migration over the past decade. Table 4.0 presents population details for Census Designated Places as of the 2010 Decennial Census. These data have not been updated since that year. • Table 4.1 provides population estimates per the Census Bureau through year 2013 and then projections from 2014 to 2020. We are projecting that the County’s population will hit the 100,000 mark in 2017 SECTION 4 DEMOGRAPHIC TRENDS and Cheyenne’s population will cross the 65,000 threshold by 2017 also. Table • Table 4.2 contains the most recent ACS data (2013). According 4.0 Census Detail (1990 - 2010). to this data, the median age fell sharply in 2013. It dropped 4.1 Population & Household Estimates 1.9 percent or from 37.1 years to 36.4 years in 2013 which (1990 - 2020) continued the downward trend from its high of 38.2 years Figure 10 - Population Forecasts established in 2010. The previous trend saw the median age rising which if continued would have had some negative 4.2 Population Profile (2000 - 2013) implications for the local economy, but this 3 year reversal in 4.3 Population By Race & Ethnic trend put these negatives to rest, at least temporarily. Groups (1980 - 2010) • Even though the median age decreased in 2013, it did not stop Population By Age & Gender (2000 - 2012) the rise in the elderly population. The number of persons over 65 years of age increased by 5.1 percent from 2012 and not to 4.4 Migration & Commuters be outdone, those between 60 and 64 years of age, increased by (2000 - 2013) 6.1 percent. These two cohorts make up leading edge and most Figure 11 - Commuting Flows heavily populated segments of the Baby Boom generation. They Figure 12 - Net Commuting accounted for 20 percent of the total population. Residential Adjustment • The number of prime working age persons (25-44 yrs.) 4.5 Commuter Income Flows increased by 3.9 percent in 2013 with this increase a reflection (1990 - 2013) of the strong economy which serves as a magnet for in4.6 Education Profiles & ACT Scores migrating workers. 4.7 School Enrollments (1987 - 2014) • Table 4.4 presents migration statistics for Laramie County Figure 13 - School Enrollments from 2000 forward. In-migration has exceeded out-migration throughout this period, but there was a noticeable slowdown beginning in 2011which followed the Great Recession. While 2013 net number was higher than 2012, it remained far below 2010’s peak number of 1,327. • The Wyoming Housing Database Partnership has also projected housing demands through year 2040. Between 2010 and 2025, they forecast the demand for single-family homes in Cheyenne will increase on average at a rate 338 units per year or 0.75 percent. The average increase in the actual number of new single-family homes between 2000 and 2013 was 403 (Table 5.3) by comparison. Their forecast for rental demand is at a rate of 0.39 percent annually or 47 units per year through year 2025. The actual number of apartment units built between 2000 and 2013 averaged 59 units per year (Table 5.3). • Table 4.5, in conjunction with Figures 10 and 11, provide insights as to the role commuters play in Laramie County’s economy. The table presents inflow and outflow earnings and the net residence adjustment between the two. The inflow of earnings represents the amount of money brought back into the county’s economy by Laramie County residents who commute to work outside of the county. The outflow of earnings represents workers who commute into the county for work but live outside of the county and take their earnings back to their county of residence. Net outflows have been consistently larger • • • • overtime which means more dollars flow out of the local economy than are returned by county residents working outside of Laramie County. This ratio steadily decreased from 1.64 percent in 1990 to 0.50 percent in 2005, but since then it has crept steadily upward and stood at 0.69 percent by the end of 2013. Therefore, 2013 net outflows accounted for only 0.69 percent of total personal county income which is an insignificant percentage. Commutation has been and remains a non-factor in the Laramie County economy. Table 4.6 presents 1-year ACS estimates on educational attainment in Laramie County. As can been seen, there is moderate to wide variation in the estimates from year-to-year as thus valid comparisons, year-to-year, are problematic. Statistics presented in Table 4.7 are enrollment numbers across all educational institutions within the county. The three year sharp climb in elementary enrollments continued for a fourth year in 2014 with elementary school kids increasing 140, up 1.7 percent over the previous year. Over this four year span, elementary enrollments grew at a rate of 7.9 percent or by a total of 618 kids. A state goal for education is to get the ratio of elementary teachers to students to 1:16 and it appeared that Laramie County District No. 1 obtained that goal with 559 full-time elementary school teachers on-board. The District still scrambled to find enough space to meet the goal however. Table 4.7 also presents Laramie County Community College enrollments. Enrollments at the college have fallen steadily since the end of the Great Recession, down 16.5 percent (-470 FTE). Home schooled enrollments which had declined steadily between 2009 and 2012 have now risen for the past two years, up 5.5 percent in 2012 and 13.8 percent in 2014. The recent rise appeared tied to the overall growth in the local economy which attracted in-migrating workers with many having families. Table 5.0 presents historical annual real estate statistics for Laramie County from Core Logic Solutions which is a national firm providing comprehensive real estate data on the nation’s commercial and residential markets. Core Logic revises its data on an on-going basis and statistics reported in last year’s Trends may not match this year’s figures. SECTION 5 • Home sales rose strongly between 2011 and 2013, but then HOUSING TRENDS fell in 2014 (-7.6%) and were off by exactly 200 sales. Average annual sales over the past five years were 2,344 with new Table homes accounting for 11 percent of all sales. 5.0 Annual Core Logic Residential Market Data (2009 - 2014) • Even though sales were down, the average selling price in 2014 increased 1.7 percent to $222,899. 5.1 Residentials For Sale, Sold & Price (1989 - 2014) • Re-sale prices, however, dipped by 1.6 percent and averaged 5.2 Cheyenne Housing Rental Rates $217,105. (1999 - 2014) • The number of foreclosures moved negatively in 2014 with 5.3 County Housing Profile (1986 - 2014) an increase of 16.8 percent. Our understanding 5.6 Residential Construction Activity is that there were bottlenecks in plating and permitting last (1988 - 2014) year, but those loosened by yearend with the announcement of 5.7 Historic Housing Occupancy a few new and large housing developments in the early weeks (1960 - 2010) of 2015. 5.8 Vacancy Rates (1992 - 2014) • New multi-family housing construction was essentially • • non-existent in 2014, only 4 units were built, but similar to single-family construction, there are a few new large multi-family complexes already announced for 2015. Cheyenne housing rental rates are presented in Table 5.2. After remaining somewhat static over the past two years, rental rates for apartments increased sharply in 4th quarter 2013 and 2nd quarter 2014, up 4.4 percent and 8.6 percent respectively. Attribution for this event is ascribed to the large amount of new commercial and industrial construction underway locally plus the new oil and gas activity that picked up somewhat unexpectedly in mid-to-late 2013. Rental rates for single-family homes also increased by above average rates in the second quarter of 2014. Table 5.8 presents apartment vacancy rates across Laramie County. Vacancy rates at large apartment complexes had been close to historical lows from second quarter 2012 through second quarter 2014, but then jumped during the last quarter of 2014 with the yearend rate at 3.5 percent. Second quarter’s rate was 1.4 percent by comparison. This sudden swing could be the first solid sign of the potential magnitude of the impacts to come due to the recent crash in oil prices. The smallest addition since 2000 when 6 acres were annexed. Table 6.1 presents detailed statistics on the level of commercial construction within city borders. As mentioned earlier, 2014 was a good year, but not a great year. Total permits rose 13.7 percent over the previous year while the dollar valuation increased 28.5 percent. While these SECTION 6 DEVELOPMENT TRENDS relative gains seemed high, their size were overstated due to the fact 2013 was a down year. Table Industrial construction in the county, unlike the city’s, boomed 6.0 Annexation Trends (1985 - 2014) in 2014. Total new dollar valuation was 204.8 million dollars 6.1 Commercial Construction Activity and when city and county valuations were combined the (1989 - 2014) relative increase was 401 percent greater than 2013 and even Figure 15 - Residential & this figure is understated because often when firms expanded Commercial Construction Valuation their facility, it is treated as a remodel permit or addition permit rather than a new construction permit. For instance, 6.2 New Commercial/Industrial Construction (2006 - 2014) in 2014, one firm did a 33 million dollar expansion that was classified as an addition rather than a new facility thus 6.3 Commercial Property (2012 - 2014) understating new construction values. See Table 6.2. 6.4 Assessed Real Property Values (2004 - 2014) Microsoft’s data center complex dominated industrial construction in 2014 with at least 200 million dollars in Figure 16 - Assessed Real & Personal Property Values construction activity. Wal-Mart’s new store was next in size at 16 million dollars. A new school at 15.3 million was also added 6.5 Major Property Tax Districts to the mix. In addition to these projects, there were, at least, (2004 - 2014) another 17 projects, both new and remodels, with individual Figure 17 - Major Property Tax values in excess of 1.0 million dollars permitted over the Districts - Revenues course of 2014. Table 6.3 provides summary vacancy statistics for commercial properties through 4th quarter 2014. The number of vacant warehousing properties over the past six quarters fluctuated around 25 per quarter with the average vacancy rate at 8.3 percent. There is one large property (212,000 sf) that dominated total square footage and when absorbed, available warehouse space will decrease by over 50 percent and the vacancy rate will plummet. The number of available commercial office properties has generally declined since fourth quarter 2012 and ended 2014 at 51. The office vacancy rate averaged 16.75 percent over the past six quarters. When state government commences the planned massive restoration project for Wyoming’s Capitol building, the amount of vacant office space will plummet as state office workers are re-located to privately owned buildings and the reverse will be the case following completion of the project. The number of available retail properties averaged 61 per quarter over 2014 as compared to 66 during 2013, a decline of 7.6 percent. Vacant retail square footage averaged 220,846 last year which a large improvement over 2013’s average of 297,900, a decrease of 26 percent. The retail vacancy moved down also with an average of 6.0 percent as compared to 2013’s rate of 8.1 percent. Lease rates for retail properties averaged $14.56/sf over 2014 which were a tad lower than 2013’s rate of $14.80 Table 6.5 presents property tax revenues generated for various local governmental entities. City property tax revenues rose 5.8 percent last year • • which netted the city an increase of $252,000 in additional revenues. The County, on the other hand, saw its property tax revenues increase 11.5 percent which resulted in a net increase of $4,025,000 in tax revenue. The County collected a total of $21.8 million dollars in property taxes whereas the City garnered a total of $4.6 million. Total city valuation stood at 577.6 million dollars in 2014 with the County valuation at 589.2 million dollars. When combined, property valuation for both summed to 1.167 billion dollars which was an increase of 16.0 over 2013. Statistics in Table 6.4 clearly revealed what drove the increased construction was often the major driver, however, in 2014 new commercial and industrial construction was the hammer driving valuations. Industrial valuation soared 20.8 percent and commercial values rocketed 84.3 percent. By comparison residential construction increased only 5.2 percent. ECONOMIC DEVELOPMENT • • • • Laramie County’s economic development organization, Cheyenne LEADS, reported that it worked with 32 new prospects in 2014. Six firms committed to Cheyenne and in total, created 79 new jobs and added 200 million dollars in capital investments. By yearend, there were 33 prospects still in play with six carryovers from 2013 and 1 each from 2012 and 2011. In addition, existing firms committed to expansions that generated 15 new jobs and invested an additional 280 million dollars in capital. Of the new prospects just mentioned – 10 were in manufacturing; 9 were engaged in energy/oil; 4 in technology; 3 in data centers; and 2 in distribution. LEADS also expanded the North Range Business Park by 120 acres.
