The month of September is going to be a
busy one here in Nipomo! Starting off on the 9th
is the NCSD ribbon cutting celebrating supplemental water from our neighbors to the South;
followed by a Chamber mixer on the 10th;
followed by a Latino Outreach Council Fiesta on
the 17th; followed by a Dana Adobe Fiesta on the
18th; followed by the Olde Towne Luau on the
19th; followed by a Sheriff Town Hall meeting on
the 22nd followed; by another VFW BBQ
fundraiser on the 26th which happens to be the
same day as the SLO County Creek Clean Up
Day. Whew!

I would like to take the opportunity, in this September newsletter, to discuss a potentially impactful project your
San Luis Obispo Board of Supervisors has chosen to pursue. This past June, the San Luis Obispo Board of
Supervisors agreed to allow, in emergency situations, CalFire to purchase desalinated water from the Diablo
Canyon Power Plant (DCPP) to be used for firefighting purposes or other local emergencies. This agreement
calls for the County to pay PGE $3.34/1000 gallons. It is a five year water sale agreement for non-potable water
from the plant to be made available for public health and safety emergencies, as well was for fire suppression in
areas such as Cambria, if needed. Most of Cambria’s Pine trees are at the end of their 85-100 year lifespan and
consequently, are dying. Estimates are that nearly 85% of Cambria’s Monterey Pine trees are dead or dying due
to their age, the drought and then a final blow coming from pests such as the Bark Beetle.
While this new water supply is exciting, in and of itself, more interesting is the fact that the county is
currently undertaking a feasibility study to determine if it makes sense to construct a seven mile pipeline from the
DCPP plant to Avila Beach Drive, in order to move the plant’s excess desalinated water down to South County.
This South County destination appears to be the most feasible location to place and store the water, as mountain
ranges hinder water movement from the plant to the city of San Luis Obispo (to the east), and the length and cost
of the pipeline (estimated to be $1M/mile) from the plant to the Paso Basin, or areas to the north would be more
expensive. Once the seven mile pipeline is built, there are already piping connections in place that would carry
the water from Avila to Lopez Lake.
Why desal? PGE’s DCPP desalination plant is the largest facility of its kind on the West Coast. Their
average desalinated water output is 675,000 gals/day. The plant is licensed to produce as much as 1.5M gallons/
day, even though they only use 675,000 gals, or approximately 40% of their production potential capacity. The
remaining 825,000 gallons/day is what we are interested in as a potentially new source of supplemental water that
could benefit all of us, specifically, those of us who live in South County. I believe that utilizing this excess
water capacity is one of the strongest proactive measures we, as a County, could undertake to address our serious
and long term water shortages here along the coast.
At this time the County’s Drought Task Force (of which I am a member along with one other member of
the Board) in addition to PGE is looking into the possibilities of this longer term solution. When specifically
asked if this potential project would increase the cost to any PGE ratepayers, the company emphatically indicated
it would not.
The benefits to constructing a seven mile pipeline to bring much needed water to South County would
include recharging the Level of Severity aquifers such as Lopez Lake. Additionally “carbon free” energy would
be used, and the current facility could be potentially leveraged, rather than building a new desalination facility
along the coast (a virtual impossibility with all the regulations and Coastal Commission).
I believe this project is not only feasible, but the timeframe to do such is relatively short (build the seven
mile pipeline in less than a year). So, while we all need to do what we can to conserve water, in my opinion if
this drought continues, conservation-only methods will not sustain us. So, let’s all hope for an El Nino winter,
but I hope to prepare for the future and in doing so, hope to protect us in the long run from future, inevitable
droughts.
