Southeastern Grocers LLC closed its
Winn-Dixie store on Edgewood Avenue
North at 4 p.m. Tuesday and re-opened
Wednesday morning with a new name, a
new focus and a new format that might be
rolled out further.
“We’re trying a format for customers
shopping on a budget,” said Southeastern Grocers LLC President and CEO Ian
McLeod.
Along with in-store changes made overnight by the Southeastern Grocers team,
large green banners went up on the front
of the Northwest Jacksonville building
announcing the first Harveys Supermarket
in the city. The city approved a permanent
sign Wednesday.
If the format is successful, McLeod said
the company might roll out the initiative
throughout the Harveys chain or possibly
to Winn-Dixie stores.
Before 9:30 a.m., customers were lined
up for the 10 a.m. grand opening. The first
500 qualified to receive a free 12-pack of
Chek soda, a longtime Winn-Dixie brand
that Harveys will carry.
It was the customer base that convinced
McLeod it was a good idea to transition
from the Winn-Dixie banner to Harveys,
which is aimed at a demographic that is
strongly price-conscious.
McLeod said store management heard
from customers about what they wanted.
Researchers talked with shoppers and “listening groups” were formed.
The two main areas of feedback: The
vegetable and greens selection and the
pricing.

In a time when there’s a crying need for
more city revenue, Property Appraiser Jerry
Holland has found about $1.9 million during his first nine months on the job.
His office discovered fraud in homestead
exemptions — the perk homeowners enjoy
by taking a deduction of up to $50,000 off
their property’s assessed value. It’s a nice
break, but one that means extra ad valorem revenue doesn’t
flow into city coffers.
In all, Duval
County has 189,000
such exemptions,
but not everyone
deserves the tax
break. Sometimes
homes are actually
rental properties,
other times no one
lives in them at all.
Holland heard
about the issue when Holland
he took office in July
and beefed up his compliance department.
The results have been noticeable.
His team has issued 485 property liens to
owners who have wrongly been receiving a
homestead exemption. The total amount of
those liens is $1.9 million.
That far exceeds what was found in the
nine months prior to Holland’s arrival,
when just 87 were issued for $577,000.

agency moved last week from leased
office space to a building purchased
by its president, it wasn’t a long trek.
Adam Schaffer moved his company
from the Law Exchange Building at
24 N. Market St. to 10 S. Newnan St.,
about three blocks away.
The two-story, 106-year-old structure was listed for $1.3 million. Schaffer purchased it for $840,000, according to documents filed last week with
the Duval County Clerk of Court.
The seller, a corporation comprising partners with the law firm Coker,
Schickel, Sorenson, Posgay, Camerlengo & Iracki, bought the building in
1992 for $1.27 million, according to the
Duval County Property Appraiser.
Jake Schickel said the firm’s office
was at 10 S. Newnan St. after they
bought the building, but they moved
next door to 136 E. Bay St. several
years ago and rented their former
space to tenants.
The time was right to get out of the
landlord business.
“We had an opportunity to sell it,
and we did,” said Schickel.
Schaffer said he looked at several
properties before selecting his new
business address.
The building appealed to him for its
location at the corner of Independent
Drive and Newnan Street, near the

and one block from The Elbow entertainment district.
“It’s kind of tucked away, but we’re
in the heart of all of it,” said Schaffer. “We’re very much committed to
Downtown.”
He plans to replace the roof, make
improvements to the deck above part
of the building and install fiber Internet service.
“It needs a little love,” Schaffer
said, and estimated he’ll spend about
$100,000 for the improvements.
The work is scheduled to be complete in about 90 days.

is chosen to respond to customers’ requests, including more
smoked meats and pork and
poultry items.
Hot deli food and grab-and-go
sandwiches are designed to make
it easy for workers in the industrial area near the store in the Commonwealth Shopping Center. A
small area of tables and chairs is
at the front of the store.

The store opened on Edgewood
Avenue North as a Winn-Dixie in
1984 and converted to the chain’s
discount SaveRite banner for
several years. Records show the
SaveRite stores reverted to conventional Winn-Dixies in 2011.
McLeod said customers asked
him not to bring back SaveRite
for several reasons, including
they had to pay for shopping
bags.
He said the company converted the store to a Harveys, rather
than redefining a Winn-Dixie, to
avoid confusing the brands.
McLeod said Southeastern Grocers does not discuss investment
costs. City records show three
building permits were issued
since April 27, totaling more than
$23,000 for mechanical and electrical work and a fire-suppression
system, at the store. The sign
approved Wednesday is a $10,000
job cost.
Much of the upgrade appears
to be painting, which McLeod
said started earlier, along with
cleaning, freshening, rearranging,
organizing and product assortment. Deli and bakery area fixtures were upgraded to support
expanded offerings.
Harveys is another example of
the company’s focus on neighborhoods. In February, it opened a
pilot Winn-Dixie store in Southside at Baymeadows Road and
Interstate 295 that caters to a
more affluent customer.
In that 32256 ZIP code, average household income is almost
$77,700 and the median is almost
$54,700.
“Winn-Dixie had this homogeneous approach –– one size fits

the parent company. “One size
doesn’t fit anyone.”
Asked why Southeastern
Grocers chose the Northwest
Jacksonville store for the pilot
Harveys, McLeod said he was
paraphrasing the founder of the
popular IKEA home furnishings
company.
“Anybody can buy a sofa for
$300. It takes real skill to buy one
for $50,” he said.
In other words, he said, “it’s
very easy in retail to be seduced
by the high-end.”
Lesser-income areas are opportunities for attention, too, he said.
“Shoppers on a tight budget don’t
need a tired old store.”
The focus at the Jacksonville
Harveys is on “bright, fresh,
clean, friendly, good service and
good value,” he said.
The 70 former Winn-Dixie
employees remain at the store,
along with store manager Lorin
Leuthold. The pharmacy remains
open.

In a battle between a Jacksonville hospital and State Farm
Mutual Automobile Insurance,
the Florida Supreme Court on
Wednesday grappled with questions about how much information the hospital should be
required to disclose about its
charges for care.
State Farm has sought copies of contracts between Shands
Jacksonville Medical Center and
health insurers, arguing the contracts could help show whether
State Farm is paying reasonable
amounts when the hospital treats
people injured in auto accidents.
But the hospital, now known
as UF Health Jacksonville, fought
the request and won last year at
the 1st District Court of Appeal.
Alan Nisberg, an attorney for
State Farm, told the Supreme
Court the insurer can’t find out
whether it is being billed reasonable amounts unless it has the
information held by the hospital.

Hospitals and health insurers
enter into contracts that include
varying charges and discounts, at
least in part because health insurers can provide a steady flow of
patients to hospitals.
Hospital attorney John Tucker
drew a distinction between those
contracts and the hospital’s dealings with State Farm, whose customers show up in emergency
rooms after accidents.
“Blue Cross is not the same
thing as State Farm,” Tucker
said, referring to the state’s largest health insurer. “Blue Cross
brings people to our hospital.”
A circuit judge sided with State
Farm in the case, ordering the
hospital to turn over contracts
with 37 health insurers.
But the 1st District Court of
Appeal overturned that decision,
spurring State Farm to ask the
Supreme Court to resolve the
issue.
Justices, who typically take
months before ruling in such
cases, asked numerous questions
Wednesday as they delved into
complicated issues such as hospital charges and the state’s PIP
insurance law.
“What does cost mean?” Justice Charles Canady asked Tucker at one point. “Does it mean
billed charge?”
Justices Peggy Quince and Barbara Pariente, meanwhile, noted
State Farm paid the 29 claims
involved in the case before going
to court to try to get the hospital’s
contracts with health insurers.
Tucker said auto insurers can
decline to pay bills or pay only
portions of bills if they question
the reasonableness of charges.
Ultimately, such disputes can be
resolved in lawsuits.
Hospital charges have been a
high-profile issue in Florida during the past year, as Gov. Rick
Scott has repeatedly argued hospitals are not transparent enough
— even going so far as to accuse
the industry of “price gouging.”
The industry has vehemently
disputed the accusation.

will improve transparency for
patients about hospital prices
and quality.

Roll out the barrels.
That’s what Bold City Brewery will be doing at
109 E. Bay St. by September when the local microbrewery opens a second production facility and tap
room.
The $124,000 project to install brewing equipment
and build a bar and package sales area will be aided
by a $28,000 five-year forgivable loan recommended
for approval Wednesday by the Retail Enhancement
Program Committee of the Downtown Investment
Authority.
Three full-time jobs will be created at the brewery
and tavern in its first year.
Brian Miller, co-owner and director of brewery
operations, said he’ll make about 400 barrels of
specialty brands each year at the Downtown microbrewery.
The tavern also will sell Bold City’s established
brands brewed at the Roselle Street facility, including Killer Whale Cream Ale, Duke’s Cold Nose
Brown Ale, Mad Manatee IPA and 1901 Roasted
Red Ale.
Miller said he plans to close the tap room as early
as 8 p.m. each day, so as not to compete with retailers in The Elbow entertainment district that sell Bold
City’s beers.
Planned hours are noon-8 p.m. Tuesday-Thursday
and noon-9 p.m. Friday-Sunday.
“We want everybody to be successful,” he said.
Miller, an information technology specialist and
home brewer before he went into the wholesale beer
business, said he and his family started the operation in 2008 with $250,000 from a mortgage on his
parents’ home in Avondale and used equipment.
The business started in a 7,000-square-foot space
along Roselle Street in Riverside and later expanded

September next door to the Cowford Chophouse
under construction at Bay and Ocean streets.

Miller said his mother inspired the search for the
location with her stories about coming Downtown
decades ago to shop at May Cohens.
That’s part of the concept behind bringing the
brand to the urban core.
“A lot of people love our beer. If we can bring
them Downtown to discover what else is there, we
should do that,” he said. “We want to make Jacksonville proud.”
He also plans to work with the Jacksonville Jaguars. One idea is to invite craft brewers from cities
of the team’s opponents to create limited-edition
beers alongside him Downtown and serve them on
game day.
The authority’s board is scheduled to vote on the
loan May 18.

issue, Holland said, has revealed
the magnitude of the problem.
“Without a doubt, it’s just the
tip of the iceberg,” he said.
Noncompliant property owners
can be pegged for up to 10 years
of violations, with liens incorporating back taxes and penalties.
When paid, the money goes
back to the city, not the property
appraiser’s budget. And while
the lien amounts look substantial, Holland said, the real savings
will be in the years ahead when
annual property taxes are paid on
those non-homesteaded properties.
That’s important for local officials looking to fund basic city
services and infrastructure.
Early projections this year show
a 3 percent to 4 percent increase
in property values, which comes
to about $15 million extra for city
spending. Yet, with ever-increasing expenditures like pension
obligations, those gains are wiped
out.
Holland said he thinks further
review in the coming years could
bring as much as $4 million in
liens to the city at its peak, before
settling on about $500,000 a year.
Finding violations comes in
many forms.
The office has a hotline — (904)
630-7112 — for anonymous tips
that are researched.
Others come from the office’s
land records department, which
many times flags when a homestead property owner has died
but an exemption remains.
In recent years, a wave of home
rental websites also has led to
violations Holland’s team actively
investigates.
Take a rental site like HomeAway, where owners can rent out
their houses. It’s OK to do that for
30 days in a two-year span.
But anything more than that?
Homeowners aren’t supposed to
have that property homesteaded
— a point Holland’s team has
to research before issuing those
liens.

services that have become popular like AirBnB, although the rules
differ slightly. Those who advertise or rent a room in their house
for more than six months of the
year lose only a portion of their
homestead.
Holland said when he began
as property appraiser, he had his
staff talk to offices in Pinellas,
Hillsborough and Miami-Dade
counties to find out how rampant
the problem has been. While Jacksonville has its share of violations,
it pales in comparison to others.
“It’s phenomenal,” Holland
said of the other counties’ violations.
It’s not uncommon to see
Miami-Dade, for example, issue
the same number of liens in one
month as Holland’s office has in
nine months.
He is working on a contract
with a firm that can better assist
Duval County’s homestead compliance reviews.
The company, Holland said,
has databases and resources his
office doesn’t.
If the company finds information that leads to liens, it will
receive 28 percent of the paid
amount.
The city gets the rest — money
Holland said his office likely
would never find without the outside help.
He estimates that to be another
$6 million to $14 million over
about five years.
Looking at the issue, Holland
said, “We’re way behind.”
He bases that on the high number of liens that encompass the
full 10-year maximum, meaning
people have gone even longer
without being caught.
The goal, he said, is for liens
to only encompass a one- to twoyear range.
That would mean everything is
mostly caught up — and the city
is receiving the proper amount of
property taxes each year.

Title: Neighborhood Energy Efficiency Program Services
Scope: The purpose of this Invitation
to Negotiate (the “ITN”) is to evaluate
and select a vendor that can provide
Neighborhood Energy Efficiency Program (NEEP) services, with the best
value to JEA (the “Work” or “Services”).
“Best Value” means the highest overall
value to JEA with regards to pricing,
quality, design, and workmanship.
JEA is seeking an experienced vendor (the “Implementation Contractor”
or “Company”) to continue to provide a
turnkey program of on-site education,
installation of conservation products,
and attic air sealing and insulation to
targeted low income customers in the
JEA service area. As this is the continuation of an existing program, the
Implementation Contractor will organize
a strong local presence, including a local
auditing crew, with BPI Certification,
that will be actively in the street. This
will also include the ability to continue
the provision of insulation services, as
well as the door to door NEEP service,
in targeted neighborhoods. The Implementation Contractor will be required to
provide these services within thirty (30)
days of contract signing.
This is Fixed Price contract with Consumer Price Index (CPI) price adjustment allowed after year one, for up to
five (5) years.
Any Contract awarded as result of
this ITN will be awarded based on JEA’s
annual budget of $644,460.00, for the
