The DHCR Price List provides a comprehensive listing of all fees relating to applications, licensing
(facility, commercial and professional) and government services.
As a guide, the major fees and relevant sections for business partners, (clinical and non-clinical), are
indicated below. Sections have fees information for each category/licensing type and additional
services where applicable.
Each fee transaction (excluding Government Services) is subject to:
a) Knowledge fee of AED 10.00 and
b) Innovation fee of AED 10.00

Modification ²
¹ A completed initial application form, with supporting documents, is required for being
eligible to establish a facility in DHCC. Approved applicants are issued a Provisional Approval
Letter (PAL) in order to initiate commence licensing and operating permit requirements. A
PAL is subject to an annual renewal fee of AED500
² Any changes or additions to the facility which may result in approved services,
segment/activities, location, space or business name requiring modification.
1.2 Design Compliance Review 3
A review of the schematic (preliminary) and the final design construction documents to
ensure compliance with the AIA/FGI and local standards.

modified area.

For further information on Commercial License segment and activities refer to
“Decision 1 2016 Concerning Commercial License Categories for DHCC”
License fees under segment Clinical – Inpatient, covers all related activities that fall
under segments Clinical Outpatient, Diagnostic Centre and Medical Laboratories, and
Pharmacy.

For the initial commercial license an additional Administration Registration Fee of
AED 3,500 shall apply

5% addition to renewal operating permit fee prorated as per each calendar month delay.
Occurs if renewal fees of operating permits are not provided by due date.
Pharmacies – All pharmacies must obtain an Operating Permit to comply with Federal Law
No. (4) of 1983 Concerning Pharmaceutical Profession and Establishments Article 18.

5.3 Comprehensive Post Operating Assessment Surveys
For Outpatient Clinical Facilities only (Non Hospital Healthcare Operators)
Healthcare Operators once operational are subject to a six monthly and eighteen monthly
post operational assessment by DHCR against outpatient clinical quality standards.
Compliant facilities are accredited by DHCR and issued a “Certificate of Satisfactory
Completion”. Subsequent surveys are conducted bi-annually.
The initial fee includes the post operational assessment survey of the facility, plus a single
follow-up survey if required.
A fee is incurred for each additional re-survey required following an unsuccessful
comprehensive assessment survey and subsequent follow-up surveys.
Re-survey fee also applies to each additional follow up survey conducted where a
healthcare operator is noncompliant with core quality standards following a six month
survey and subsequent follow-up survey.

5.4 Pre-Operating Assessments
For Outpatient Clinical Facilities only (Non Hospital Healthcare Operators)
Healthcare Operators prior to operating are subject to a pre-operating assessment by
DHCR, against a series of DHCR healthcare requirements relating the facilities
preparedness to provided patient care.
Compliant facilities are eligible for issuance of a clinical operating permit.
In addition where an existing Healthcare Operator requests to add or modify services and/or
their facility, a site pre-operating assessment visit may be required as determined by the
DHCR
Fees apply for:
1. Site assessments prior to operating; and
2. Where an assessment is required for a modification to the facility and/or services.
3. Re-assessment fee applies for each additional follow up assessment.

6.1 Capitalisation of Companies
For all activities and for the purposes of Regulation 51 of the Dubai Healthcare City Authority
Companies Regulations 2013 (the "Companies Regulations"), the minimum paid up capital of
an FZ-LLC shall be as below. The Authority shall have the discretion to waive the requirement
that the amount of authorized share capital of a Company be fully paid up. Shares certificate
issuance must have evidence of a deposited share capital. Deposited capital is available to the
Company once a commercial license has been issued by the Authority.
