Routine SAR is considered day-to-day operations performed
by federal agencies—Dept of Homeland Security/ FEMA,
FEMA
USCG, DOI/ NPS and DOD
Mass Rescue Operations (MROs) are infrequent operations that
require the rescue of large numbers of people
They are not considered “routine” SAR, but do not meet the
threshold of a catastrophic incident (i.e. airline plane crash)
A Catastrophic Incident SAR (CISAR) is any natural or manmade
incident, including terrorism, that results in extraordinary levels of
mass casualties, damage, or disruption, severely effecting the
population, infrastructure, environment, economy or govt functions.
CISAR is qualified when the response is associated with a
presidential declaration and ESF-9 is established.

assistance to State, tribal, and local authorities, to include local SAR
Coordinators and Mission Coordinators, when there is an actual or
anticipated request for Federal SAR assistance
Scope
g incidents or p
potential incidents requiring
q
g a unified SAR
• During
response, Federal SAR responsibilities reside with ESF #9 primary
agencies that provide timely and specialized SAR capabilities

• Land Search and Rescue – DOD & DOI
UNCLASSIFIED
UNCLASSIFIED
ESF #9 CONCEPT OF OPERATIONS
• DHS/FEMA activates ESF #9 when an incident is anticipated or occurs that may
result in a request for a unified SAR response to an affected area
• The response is scalable …of each incident, based upon the nature and magnitude
of the event, the suddenness of onset, and the capability of local SAR resources.
Response resources are drawn from ESF #9 primary and support agencies
• As required, the primary agencies are represented at the National Response
Coordination Center (NRCC), Joint Field Office (JFO), and State, tribal, and local
Emergency Operations Centers (EOCs)
• FEMA designates the overall primary agency for that particular ESF #9 SAR
response. Designation is dependent upon incident circumstances and the type of
response required
• The designated overall primary agency coordinates integration of Federal SAR
resources, including support agency resources, in support of the requesting Federal,
State, tribal, or local SAR authority
• All ESF #9 agencies provide support to the designated overall primary agency, as
required
