This morning reminded me of the song by Nat King Cole “Those Lazy Hazy
Days of Summer . . . Dust off the sun and moon and sing a song of cheer”.
Then turning onto Bellevue street on my way to the Garden Center I
watched and waited for a family/tribe of geese to cross the road. And
Why does a chicken cross the road? You know the answer, but for a geese
it’s seems to be just to meander, oblivious to its immediate surroundings
or any on coming cars.

I sat down at a smaller than usual table today to make room for the round
birthday and anniversary table set up in the middle of the room decorated
with party favors, balloons and cupcakes donated by MIKE MIRAGLIA. I
had the pleasure to seat next to LEE DOUGLAS. ‘‘If you write about me
spell my name correctly.” Love his sense of humor.
Prez John started off the 3,970 meeting (“did you get that #, Lee asked,”
yes, I replied. I really do like his sense of humor and ad libs). ED RORKE
lead us in our traditional OWABM. Back with more quips suggesting to
the Prez to slow down Lee agreed to start everyone in singing God Bless
America. STEVE HANSON lead the Pledge and LISE PERLMAN gave the
Invocation about how the gardens at Fairyland are a great symbol of
peace and harmony for children of all races. “Let us pray that increasing
numbers of children come to share in its delights and take to heart its
message of peace, tolerance and happiness in sharing such a diverse and
interactive culture.”
GUESTS: Richard Raya, Chief of Staff, to today’s speaker Abel Guillen. Third
time guest SAMI PACKARD who JIM BANGERT has sponsored as a new

STEVE HANSON was given the Lake Merritt Breakfast Club Life Time
Membership Award for “outstanding participation in Club activities for
over 40 years including serving on the Board of Governors, a Club Officer,
Vice President and President.
C.J. HIRSCHFIELD - There will be a naturalization ceremony for 24 kids,
representing nine countries at Fairyland on August 1st. On the last
weekend of August Fairyland will be celebrating 60 years of the longest
running puppet show in the United States. A night to celebrate. More
information to come.
OAKLAND MUNICIPAL BAND - ANNALEE ALLEN reminded us that ANNE
WOODELL is still involved in the success of this year’s concert season. Judy
Holiday along with John and ‘first dog’ thoroughly enjoyed the program
last Sunday. Upcoming dates are 7/17, 7/31 and August 7th. Concerts are 13 pm at the Bandstand in Lakeside Park, across the street from the Garden
Center. JIM BANGERT said the LMBC FOUNDATION donated $2,500 to
this season’s Oakland Municipal Band Concerts.
VICE PRESIDENT MIKE MIRAGLIA mentioned that he is now sending out
email ‘blasts’ listing upcoming speakers to the club membership to bring
more attention to the need of increased attendance. “Please join us as
often as you can, we have some great programs scheduled”. Remember,
if you bring a guest/prospective member, Mike will buy your guest’s
breakfast.
JULY BIRTHDAYS AND ANNIVERSAIRES: HOLLY TIGARD was our ever so
effervescent “Mistress of Ceremonies” singing, dancing, laughing and getting
everyone into the spirit of fun.

birthday on the 2nd but his anniversary on 19th . Also here today was John
Sutter (15th). Holly recognized birthday members not able to attend today.

Our multi-talented Mike Miraglia introduced our speaker of the day,
Oakland City Council Member Abel Guillén. Abel is an Oakland native and
holds both a Bachelors and a Masters degree from UC Berkeley. Before
his election to the Oakland City Council in November 2014, Abel Guillén
served as a Trustee on the Peralta Community College District Board for
eight years.
Abel is the District 2 representative on the City Council. District 2 is
home to the neighborhoods near Lake Merritt, including Arbor Villa,
Bella Vista, Brooklyn Estates, Chinatown, Cleveland Heights, Crocker
Highlands, East Lake, Gold Coast, Grand Lake, Haddon Hill, Lake Merritt,
Rose Garden and San Antonio.

District 2 is the most diverse part of our city, and Abel says it is an honor
to represent all the residents and businesses in these neighborhoods.
The challenges facing Oakland are many and varied – making our
streets safer, growing our economy, improving access to good schools,
affordable housing, transportation and quality jobs – but the solutions lie
in our neighborhoods, our communities, our schools and the people of
our city.
Abel talked about how important growing up in Oakland was to him,
and he thanked the Breakfast Club for its role in making Oakland better
through the necklace of Lights, Children’s Fairyland, and all of the other
things we do to improve the quality of life for the city. Abel’s talk covered
a number of highlights.
Among them were:
• The city has procured 4,200 new lights to replace the
bulbs currently in the Necklace of Lights
• Homicides ion Oakland are down 25%
• Oakland police department currently has 774 officers
- the highest number in 7 years. They hope to reach
800 by next year.

• The OPD recently arrested a man who has been
implicated in over 60 robberies in Oakland. This
single arrest should significantly improve the robbery
statistic.
• Housing is the number one concern. There are
currently 2,000 new units in the housing approval
--pipeline. Combing the number in the pipeline with
those already approved should lead to over 50.000
new jobs.
• The Kaiser Auditorium on Lake Merritt is going to be
made seismically safe and developed by a company
from Emeryville. This will include reopening the Calvin
Simmons theater.
• Oakland is facing a $2.5 billion dollar deferred
infrastructure maintenance bill.
Questions:
Lise Pearlman: It currently takes a 2/3 vote to impose new
taxes. Is there any effort being made to reduce this to a
simple majority vote?
Ans: No, but it does only take a 55% vote to approve new
school request bonds.
Steve Hanson: Of the deferred maintenance bill, how
large is just the street repair portion.
Ans: The deferred street maintenance portion is around
$435 million.

Jeff Wong: I voted for the Lighting and Landscaping
bond measure a few years ago, but the City used the
money for other purposes. What guarantee do we have
that if we approve a new deferred maintenance bond,
that the money will actually be used for that purpose?
Ans: There are measures built into the bond to make
sure it is used for its intended purpose. There will
also be a Citizen’s Oversight Committee to monitor
expenditures as well as periodic required audits.
Bob Rosen: Garbage rates for rental apartments and
rent control are both badly broken.
Ans: Agree that both areas are problematic. There are
a number of initiatives underway to try to correct the
deficiencies.

About our speaker
Jacqueline Bergquist Salas
In December 2011 Jackie joined the Fairyland staff as our Landscape Supervisor and Horticulturist. She is
responsible for managing the park’s 10 acres of ornamental grounds, from decorative groundcovers to 100 ft.
Redwood trees.
Trained with an undergraduate degree in Environmental Horticulture and Urban Forestry from UC Davis, and
a master’s degree in Public Horticulture from the University of Delaware’s Longwood Graduate Program, she
hit the ground running. Under her direction the horticulture team works to support Fairyland’s mission through
thoughtful, whimsical plantings that aim to foster a child’s curiosity, imagination, and sense of nature. The
grounds are managed organically with “Bay-friendly” and integrated pest management principles in mind to
ensure the health and safety of not only the plants but the human visitors and urban wildlife who frequent.
Jackie grew up in Hayward, and can remember having visited Fairyland as a child. Specifically she recalls
going home with her magic key determined to make the shrubs in her backyard tell stories the way the
storybook boxes had. Now, twenty-some years later it is her turn to tell the stories of the Fairyland shrubs!!!
