CO-OPERATIVE
The first day of Congreet Monday, wss devoted to the inaugurcd address, of
the Presidaat, Mr. J.C. Gray, General
of the Cooperative U sion, which
sketched out one of tbe boldest schemes ever sabmitted to Congress. In the
oomse of his address tbe President said: There was more in co-operation, he
said, than they had ever seen or attempted to get out of it. Procu 1861 to the
eud of 1905 the profits of co-operative trade had amoented to $153,118,706 i
but the movemsnt had retained or accumulated only onc-fifth of that sum.
The present rate of accumulation wss abont one-ninth of the annual profits.
They had conquered in the field of distribution, and had made great headway
in production, mach more than appeared on the surface. They had done mach
for educstiou snd housiog. But to bis mind the weakness of present day
The
Co-operation was that it rested on the personal loyalty of individuals.
bulk of the capital, also, washeld by very few persons. Thousands bad only
a few sbifiings of financial responsibility, and merely used the Store to obtain
goods at the lowest possible cost. He suggested tbe time hsd arrived for
consolidating their forces snd centralising their purchasing powers, and accumulating capital for wide use in promoting Co-operative production and spreadHe proposed not a federation of existing Societies, but a
ing Co-operation.
bringing together of sll individual merubers iu one national union. He would
proceel as now to sfiocate profits to the members in proportion to their
purchases, but be would not allow more than half the amount allotted to be
withdrawn or paid out. The other balf he would allot to members in fixed
transferable shares bearing interest at the rate of 5 per cent. Suppose the
profits continued to be as large ss those realised to-day it would mean an
accumulation
of funds at the rate of at least A5, 000,000 annusfiy, which
wonM be constantly used for the extension of co-operative work
Thercc
woold be one Sooiety, one rate of dividend, one cods of rules, and greater
security for iodividusl members.
If you find soything io the suggestions st
afi opposed to tbe true ideals of co-operation, then banish them from your
minds at once; but if you find any truth in my criticism of present methods
and of the dangers resulting therefrom, then lend a patient ear, and act on
what you think to be right. Of one thing I am convinced
tbst if, in your
wisdom, yon think fit to adopt this wider ana grander conception of cooperative ideas snd methods, it will be found that ure are but yet on the
threshold of our great work, snd there will be opened for our movement such
a sphere of activity and usefulness the results of which will make afi our
previous efiorts, great though they be, pale into insignificanc. Then may we go
forward towards tbe realisation of a true Co-operative State or Commonwealth,
wberin justice snd equity shsfi rule; where industry in afi its forcns shafi
receive its jnst reward: where homes shall be made healthy and happy;
where sfi the comforts of life may be enjoyed by those who bove earned them;
and where the poor and oppressed may be uplifted and find rest, and misery
and want be banished from our land. (Applause. )
—
Second Day of Congress. The question of direst representation of Cooperators in Parliament provoked an animated discussion.
Mr. G. Bisect
(Aberdeen) moved, Mr. %. R. Rae (Sunderlsnd) seconded, a resolution reatfirming last year's Congress resolution, that the time had arrived for securing direct representation.
Mr. E. Redfesrn (Heckmondwike)
moved a
resolntion at tbe request of the Central Board, "That inasmuch ss there is no
evidence that the movement is prepared to support direct representation
in
parliament with the necessary finsncial assistance, the subject bo now
dropped. After an excitmg snd interesting discuaiio, tbe vote was taken as
follows: lfir. Bisect s resolutien, SN i Mr. Red&wc'n's resolution, 769.
'
Third day of Congress. The third sud last day's etting began with the
moving by Mr. Gray, tbe secondiag by Mr. Vivian, Miy. , and the yassiog of a
resolution, that the life snd work of tbs hike George dacob Holyoaku be
perpetuated by the erect'ion of a bnikfing bearin bis name m a headquarters
for Co-operative work, snd by s memixial st hia gmve. The foreign
delegates then took leave of their British Comrades, , tlia Cougniet he'arhly
appreciating their cordiality.

useful methods of what are called "collecting banks, you may reach
the very poorest. You may pursuade them to deposit, and having their
deposits, you may easily make them fresh recruits, for their good, in
your societies. You will thereby assist them and turn them into better
citizen. Here, among other things, is a fresh opening for our women
co-operators; !or "collecting" is chiefiy women's work men with their
angular ways, have not sufficient capacity for it. Collecting banks, so I
should tell you, send out their volunteer collectors into factories and
cottages, where they soon come to know their people and to be known
by them. They find out at what times there are odd coppers knocking
about, and with their persuasive tongue and their outstretched hand
they snatch them up before the tempter has had an opportunity of

such human collectors you may, if you like, employ also the mechanical
collectors called "home banks, " which the Co-operative Building Society
In their own home the United

States such "banks" have become the means of collecting millions.
Up to this point I have probably carried most of you with me.
Indeed, the same proposals, thus far. have been once or twice before

leaders ambitiously suggested that you should collect some hundreds of
millions, to be invested in railway shares, so as to secure to himself and
others in similar positions, being worn out with store work, comfortably
wholly regardless of the interests of

the interests of the travelling public and the fact that wholesale purchases
of this sort must infallibly send up the price of railway securities to
famine point.
I could not bring myself to endorse such a suggestion. The fact
that it was made shows, I think more particularly since subsequent
suggestions err in precisely the same way that you do not yet all fully
realise that the most difficult point in the conduct of a savings bank is the
employment of the money. You can collect money easily enough. The
rub comes when you have to invest it so as to be able pay interest upon it.
You may reply to me that we have housing employment and land
