routine of school activities, leaving

and raking leaves, consider attending
the MPCA meetings. Attending the
meetings is simply the best way to
stay informed on the current issues
that affect our neighborhood, with the
added bonus of having your voice
heard. The next meeting is on October
13 at 7:30p. Hope to see you there.

Vision 2010
Vision 2010 is a collaborative community effort to plan for the future of
Westerville Schools. The program will be presented at an open
meeting on Wednesday, October 20, 7:00p, at the Minerva Park
Community Building. A brief presentation will provide an overview of
Westerville Schools and more specific information about the Vision
2010 initiative. Attendees will then break into smaller focus groups to
complete a 6-question survey. The meeting should take 45 minutes.

MAYOR’S REPORT
Lynn Eisentrout
At the request of Council, I
spent the better part of two days
calling various agencies to define
precisely what type of facility the
property at 2826 Lakewood Drive
is. Here is what we now know:
This facility is an unlicensed,
regulated independent living facility
under the auspices of Consumer
Support Services. Their funding
source is Franklin County Children's
Services (FCCS) ... each resident is
represented by a guardian (FCCS),
therefore residents can be minors
up to the age of 22. I was assured
by Larry Mylum, County Director of
Consumer Support Services, that no
one under the age of 16 would be
placed in the home. Our Law
Director has reviewed case law
pertinent to this situation, and it
seems there is nothing to be done
other than to treat the facility and
those who reside there as any other
residence. In the course of my
conversation with Mr. Mylum, we
discussed his expectations of his
staff and the residents at the home,
but according to some police
reports, they may be falling short.
Because it looks like the facility will
be staying for now, we all need to
become good neighbors. To that
end, I have scheduled a round table
discussion for residents to meet
with the director, Mr. Mylum, the
police chief, and me on Thursday,

Golf Course - We have now
reached the point in our
negotiations with Dominion Homes
to have them present their proposed
plans for the development of the golf
course to the community. As your
postcard stated, Dominion Homes
representatives will be present to
answer questions, as will our real
estate attorney. The meeting will
be held Sunday, October 3, 4:00p,
at Hawthorne Elementary School's
gymnasium. Again, the Council
and I want to thank you for your
patience as we have gone through
the negotiation process these past
seven months.
The following reports were made
at the regular Council meeting held
September 13:
Police - Chief Hillard was on
vacation. We have received a
second grant - this time for a police
bike for a bike patrol, through the
Franklin County Regional Planning
Unit (FCRPU) of the Office of
Criminal Justice Services (OCJS).
The total cost is $4,424.08. Our
25% is $1,106.01, and OCJS/
FCRPU will pay 75%, or $3,318.07.
EMS - Chief Hoechstetter
reported that they are awaiting the
arrival of the chassis for their
vehicle.
Engineering - Stu Wilms
reported the total invoice from Miller
Paving for the Minerva Lake Road
project was $136,000, about $7,000
less than the original bid.
Planning & Zoning - Code
Enforcement Officer Fred Lappert
has passed away after a long
illness. Dick Busick has been
Acting Code Enforcement Officer
and presented a spread sheet of
current code violations.
Minerva Park Community
Association - The September
meeting will be the General Meeting
to vote on changes to their bylaws
and constitution, as well as new
officers to the Board. Having
enough volunteers continues to be a
challenge.
Northland Community
Council - The NCC will celebrate its
40th Anniversary on October 5.
They have requested articles of
historic significance from each
member association to be placed in
a time capsule. They have yet to
determine where or when they will
place the time capsule.
Pool - Lisa Craddock-Thitoff
reported that they had a busy Labor
Day weekend. End-of-the-year
financial reports will be forthcoming.
The following committee reports
were made:
Community - Councilwoman
Sharon Bierman reported on the
work she is doing to get the Village
website up and running. Information
is being submitted from the various
departments. The goal is to
disseminate information on a timely
basis to residents, post zoning
forms and procedures, a method to
reserve the community building,
applications for the pool, etc.
Endorsements and commercial
advertising are not permitted on
government sites. We have
reserved the website address of
http://www.minervapark.org. The
website will not replace the Villager
newsletter, which will continue to be
published and mailed on a monthly
basis.
Finance - Councilman
Don Champney asked for

and received approval for payment of
the bills. Approval was given for
start-up costs for the Village
website - $102 for start-up, $60
(prorated) for the rest of the year,
and up to $350 for the year 2005.
Safety - Councilman Dave
Stahr has received bids for aeration
fountains for the north lake at
$4,000 each for two. This has been
tabled indefinitely. We still need to
formulate a plan for the dam by
2007. Councilman Downey would
like to see how the bike patrol, once
it's implemented, impacts the police
department's expenditures.
Service - Councilman Brian
Downey reported that Tim
Rannebarger was awarded the leaf
contract. See page 6 for info about
the leaf pick-up schedule.
Streets - Councilman Ron
Yarano reported that we should be
receiving the monies collected by
Franklin County from license plate
designation by residents.
Remember, when you renew your
license plates to say that you live in
Minerva Park - part of those monies
comes back to the village!
Legislation - Councilwoman
Pam Park-Curry presented the
following legislation:
Ordinance #02-2004 Withdrawn.
Ordinance #08-2004 Increasing the Clerk/Treasurer's
Salary from $11,000 to $15,000 per
year in light of increasing
responsibilities. First reading

Ordinance #09-2004 - Clarifying

Resolution 2004-19 Authorizing the Mayor and the
Clerk/Treasurer to enter into an

In August, Medic 119 made 42
runs - 10 into Blendon Township
(exclusive of MP) and 2 into
Minerva Park; 26 patients were
transported to hospitals.
Members volunteered a total
of 607 hours for the month,
bringing the total for the year-todate to 4,376. Leading volunteers
for the month were Eric Johnson
(76 hours), Timothy Lockard (61
hours), Tina Quinn (48 hours), and
David Green (48 hours).

INCOME TAX - To estimate your Minerva Park income tax, here
is a summary of the information presented in last month’s chart ...
The proposed income tax is ...
1% with 50% credit
This simple formula - summarized in
the grid above - means that any
income earners (and/or rental
property earners) would pay 1% to
Minerva Park but be given 50%
credit (tax relief) on any local
income taxes they're already paying
elsewhere, whatever that rate
THERE is.
Rationale
Why enact a local income tax ...
why not continue to rely on property
taxes like we are now? Here are
only 4 of the reasons that Council
considered ...
1. The local income tax will go into
the general fund, and the money
can be used for all expenses
faced by the village - increased
gas costs, the police & EMS,
landscaping, road repairs,
utilities, etc. Additional property
tax millage dedicated to support
one line item on the budget (such
as a police levy) would not help
the village meet financial
obligations in other areas.
2. An income tax would be a new
source of revenue, and would
include businesses and
employees who work in Minerva
Park — they would start paying a
1% local income tax to Minerva
Park.
3. Council spent several hours
structuring the income tax as
fairly as possible for everyone.
No one likes paying taxes, but
the way this local income tax is
structured, no category of
resident who earns income is
overly taxed or exempt ... all
residents who earn income will
pay some amount of local
income tax to Minerva Park.
Retirees – retirement funds,
including Social Security,
annuities, pensions, payoffs on
life insurance policies, IRA
accounts etc., are exempt – they
are not taxable for local tax
purposes.
4. The Regional Income Tax Agency
(RITA) has estimated that a 1%
tax with 50% credit for residents
could bring $262,372 per year
into the village ... that compares
to 7.4 mills of additional property
tax.

Pick-up
Time keeps marching on,
and now we have a new
autumn season before us.
Indian summer, cooler crisp
mornings, and colorful leaves
will soon begin to fall. In an
attempt to keep Minerva Park
beautiful throughout the
season, the Village provides
leaf collection services. Tim
Rannebarger, a MP resident,
has been awarded the leaf
contract this year. The
following information should
help make the leaf collection
process go as smoothly as
possible for Village residents. I
wish I could say the same for
raking the leaves in the first
place!
The Village has been
divided into five areas that
determine the order of leaf
pick-up. Please keep in mind
that it takes approximately 6
days to sweep the entire
Village, as long as the weather
cooperates. So, regardless of
where your home is located,
you can expect a leaf pick-up
every 6 days (weather
permitting) or even sooner as
the volume of leaves begins to
taper off. The pick-up will
occur in the following order by
area:
Area 1 - Minerva Lake Rd.,
Valley Rd., Farview.
Area 2 - Lakewood,
Maplewood, Alder Vista,
Lakeland Ct.
Area 3 - Wildwood, Elmhurst,
Westbridge, Woodley, Cardinal
Ct., North Bay.
Area 4 - Jordan, Park Lane
Dr., Park Lane Ct.
Area 5 - Ponderosa, Carlton

Leaf pick-up begins the
first week of October, and
have your last leaves raked to
the street no later than
December 5. Pick-up usually
is from 9:00a to 7:00p, M-F,
with limited hours on Saturday.
There is no leaf collection on
Sunday because the dump site
is closed.
Leaf Collection Tips
• Please rake leaves to the
edge of your yard and NOT
into the streets. The grass
will not die, and this keeps
the leaves from clogging
street drains.
• Please keep tree branches,
twigs, nuts, and mulch out of
leaf piles as much as
possible. The leaf machine
is not a shredder and will not
pick up these items.
• If you live on a cul-de-sac or
circle, please keep your
vehicles in your driveways
and out of the street, so the
leaf collection machinery
can navigate the tight turns
on the street.

Thank you for your support
this past season. The weather
stayed a little cool, but we look

events for adults and for family –

We were delighted to host
the Minerva Park Founders Day
event this year. Especially fun
was watching the tug-o-war
across the pool! The kids had a
great time. There is plenty of flat
land for tables and chairs ... and
shade for cooling off. So if you
didn’t get a chance to stop by,
please make it a point to do so
next year, if we host the event
again.

Storm Sewers
Rainwater, as well as water
from vehicle washing and overirrigation, flows into storm drains
located in parking lots, streets, and
gutters. These drains are
connected through a series of
underground pipes that carry water
directly into Minerva Lake and/or
other waterways.
Unlike the sanitary sewer,
which carries water from the drains
in your home to the wastewater
treatment plant, the storm sewer
system carries untreated water
straight to our waterways.
Everything that goes into a storm
drain is discharged into waterways.
This means that litter, oil, and
antifreeze from a leaky car, pet
waste, and household cleaners
dumped on the ground could all
potentially find their way into the
waterways. These pollutants have
harmful effects on water quality and
wildlife.
Over the last 10 years, water
quality has improved throughout
Columbus, but a recent study the
Ohio EPA shows our waterways are
still impaired. By preventing storm
water pollution, each of us can
share in protecting the environment
and cleaning up our waterways.

Things You Can Do
Don’t litter. If you have a storm
drain at your house, KEEP IT
CLEAR OF DEBRIS. Litter in
lawns, parking areas, and streets
will wash into the storm sewer and
eventually find its way into our
waterways.
Clean up after pets. Pet waste
contains bacteria that are harmful to
aquatic wildlife. Waste that is not
picked up can wash into the storm
sewer during rainfalls. Pick up pet
waste as it’s deposited, and
dispose of it in a toilet or in plastic
bags in the trash.
Paint waste. If you paint, don’t
wash off the brushes or rollers in
driveways, streets, or gutters. Even
water-based paints contain
chemicals that are harmful to the
environment. These chemicals will
wash into the storm drains and find
their way into Minerva Lake.
