Get Ready for Summer in the East End

Let’s celebrate summer and meet our neighbors with the first Block Party held in the street this
season. Fran, Marty, and David Kelly will be our hosts at 11th and Sealy for our first summer
event, June 14th, 2013. We will start at 5:30 p.m. Bring your chairs, some food to share and
invite a neighbor who hasn’t been coming to the gatherings. Drinks will be provided. (Just in
case you haven’t noticed, we have moved party locations from The Cottage, to The Alley and
now to middle of The Street. Who knows where we will be next! ;) Make this Block Party a
celebration of summer and friends. See you there! Don’t forget to invite someone.

Good things are happening in the East End and I’m happy being
active in the EEHDA. Find yourself a way to participate and make
the East End a better place to live and enjoy life.
New Feature Article Series starting in July
Be looking for a new monthly article featuring an EEHDA member
who works with one or more of the local charities as a volunteer.
Many of our members serve on the boards of these charities, volunteer for special events and help in emergency situations. Contact
the newsletter editor, [email protected] with
your suggestions or make recommendations to one of your Board
Members.
May Alley Party Successful
We all had a great time at the first ever block party taking place
in one of the East End alleys. Young and old, members we haven’t
seen recently, new members and, of course, those who are considering joining EEHDA. Special thanks to those Alley Cats who
opened up their beautiful yards for the mini-garden tours. The next
block party – Friday June 14 at 11th and Sealy – is shaping up to
be a great one, don’t miss it!
Membership is on the Agenda for June 6th Meeting
The agenda for June 6th EEHDA Board/Members meeting will call
for a discussion of membership. Board Members and Members at
Large will have an opportunity to explore all aspects of the association’s responsibility to residents of the East End Historical District.
Be prepared to discuss the issues of membership in general, how
to move forward with the process of adding new Members and
determine how a committee could be structured and who will lead
the effort.

Telephone Update
Communication with EEHDA members, City of Galveston departments, City services, tourism officials, etc. is critical to the efficient
operations of the association. The EEHDA will be subscribing to a
new phone service which is less expensive and will provide added
features, some of which are: Call forwarding, Remote access, 3 way
calling, caller ID and more. This will give the EEHDA the flexibility
of assigning someone the responsibility of answering the phone in
real time and forwarding a caller to the appropriate person.

I’d like to dedicate this issue of Neighborhood News to the
memory of Carlos Guerguin and all he has done for us here in the
East End. Join us for a celebration of the life of our “Block Party
Czar” at Noon - 2 p.m. Saturday June 1st in Darragh Park. See the
Events Calendar for more information. Also please see the message
from Pam Windus who is organizing a fund to establish a permanent memorial in the Garden by The Cottage that Carlos so loved.

Carlos Guerguin Memorial
Pam Windus
Long time compadres and new friends of Carlos Guerguin have
suggested that we establish a specific fund in Carlos’ memory. Our
thoughts are to have a bench or some other type of permanent
memorial to be placed in his beloved East End Cottage garden.

At the May 16th GAIN meeting, UTMB announced they are looking for volunteers 64
years of age and up to participate in a Community Dialogue Research discussion group
for a six week period. This study will help
develop Patient Based Medicine policy. Those

At the May EEHDA Board Meeting, our
City of Galveston Councilmember Elizabeth
Beeton advised residents to pay attention to
upcoming changes in Federal flood insurance. FEMA is conducting workshops and
open houses on June 15th and 26th in Webster
(Harris County) but residents in Galveston
County should consider attending to learn the
changes planned for Flood Insurance. See the
Events Calendar for more details.

Friend to the East End, Friend to All
Carlos L. Guerguin, age 90, born February 17, 1923 in San
Antonio, Texas to Margaret (Wheeler) and Carlos Guerguin died at
home May 1, 2013, after an extended battle with Alzheimer’s and
related memory loss.
Carlos is survived by his loving partner of 53 years, John C.
Crossman, Jr.; sisters Marilyn Gregory and Carole Graber and their
families of Georgetown, Texas; brother William Tucker of Spain; beloved cousin Hester Turner of New York City and her family; cousin
Stephen Gilmour of San Antonio and many other cousins.

A Remembrance of Carlos Guerguin
Meet Carlos Guerguin, a true treasure of the East End Historic
District Association. He was born on February 17, 1923 in San
Antonio. His great-great-grandfather lived in the King William District of San Antonio and his grandmother had a home on the river
there. His mother was a practitioner in Christian Science. His father
was Episcopalian and when he became ill he was made better by
a Christian Science practitioner and, thus, became a Christian Science member and met Carlos’ mother.
Carlos was five years old when his parents divorced and spent a lot
of his time as a youth in his grandmother’s home. This rich beginning produced a talented and productive young man.
Carlos graduated from Jefferson High School in San Antonio in
1939 at the age of 16. This was a new school and ushered in a

new era for high schools in the country. Jefferson High School was
featured in Life Magazine, March 7, 1938, with feature articles and
pictures including one of Carlos and many of his friends.
He attended Corpus Christi Junior College and joined the Army Air
Corps in the early 1940’s, a turbulent time in the life of this country. He worked in personnel at Harlingen Air Force Base in Mercedes, Texas. He was sent to the Philippines and was on Okinawa
when the atomic bomb was dropped on Japan.
In the meantime, John Crossman, another dear member of EEHDA
and Carlos’ friend, joined the Army Air Corps on April 12, 1945,
the day President Roosevelt died. He was in Japan
with the 5th Army Air Corps Fighter Command
while Carlos was there with the 5th Army Air Corps
Bomber Command. They did not know each other
during this time. Both were discharged in 1947,
Carlos going to the University of Texas and John to
the University of Houston.
Immediately, Carlos became active in GHF and EEHDA, serving as
president several times. But his love was the EEHDA Block Party.
He worked to enhance this important activity working with the city
and neighborhood captains to send out flyers and plan the monthly
meetings. He quickly became “The Block Party Czar.” He also
could be depended upon to look dapper at our Homes Tour and the
GHF Homes Tour.
Carlos was a beloved and respected member of EEHDA.
Whenever you asked, “How are you?” the answer was
always “Charming as ever.” And, indeed, we are lucky to
have had such a “charmer” as part of our lives.
Carlos graduated from UT in 1949. His grandmother advised him to go to Houston to make a
living, thinking there were better opportunities
in Houston than in San Antonio. In Houston he
worked in the insurance industry and soon formed
his own company, Sentinel Insurance in the River
Oaks area. He also met John when he came to
Houston.
Being the social person we all know and love, he
became very active in the Junior Chamber of Commerce, working with other notables such as Jim
Earthman, Marvin Zindler and Louis Welch.
He enabled Fidel Castro to come to Houston soon
after his assuming power in Cuba. Castro and his
entourage stayed at the newly opened Shamrock
Hotel and caused quite a stir as one might imagine.
In 1985, one of Carlos’ neighbors wanted to sell
their house in Galveston. John had ties to Galveston, his family had lived here since before the 1900
storm. Carlos bought the house where he still lives.
This wonderful house had three apartments which
were leased to medical students. In the early 90’s,
when the lease on one of the upstairs apartments
expired Carlos moved to Galveston. Now John has
an apartment in the house, also.

The cottage at 1709 Ball was built by widow Dorothea Juneman for
her daughter Lena, who married William Edis Smith on December
6th, 1892. William was a clerk for L & H Blum, importers and
wholesale dealers. The Smiths resided in the cottage until 1928.
My partner, Gary Don Foy, and I purchased our new home in
October 2012. We had actively “looked” for two and a half years
to find a manageable 1900 Storm Survivor with a complementary
streetscape. We found both in the 1700 block of Ball, along with a
marvelous coterie of welcoming neighbors.

The 1892 William and Lena Juneman Smith Cottage at 1709 Ball
Avenue has a second name. We learned from the previous owner
that our raised Queen Anne style 1132 sq.ft. dwelling is called The
Easter Egg House of Galveston. The pastel multi-colored overlapping fish scale shingles on the front gable, and the pale main colors
lend credence to this claim.
Dorothea Juneman and her husband George were immigrants from
Germany who resided at the corner of 18th and Ball and amassed
most of the 1700 block of Ball during their lifetimes. Married in
1875, George Juneman died in March 1892.

walk-through windows on the front, and a large pocket door with
its original key. But, in our opinion, a major sympathetic historic

added; rotten wood replaced; the brick support beams repointed;
and new landscaping was designed and planted, front and back.

Rober t’s Rule of Order
There has been a lot of discussion about the use of Robert’s Rule
of Order in recent meetings of the City of Galveston City Council.
This manual, officially called Pocket Manual of Rules of Order for
Deliberative Assemblies, is a collection of rules regarding parliamentary procedure, published in 1876 by Henry Martyn Robert.
Our raised cottage is one of three “sisters” (1709, 1711, 1721);
all on Ball Avenue ½ lots, and all by the same Galveston builder,
William M. Pautsch. These three gable-fronted tenant cottages, all
built for Dorothea Juneman (costing +/- $1200 each), are each
faced with three-bay verandas.
Their decoration-filled arches (notice the similarities of the jigsaw woodworking causing a triplicate effect), turned posts, and
x-paneled rails, as well as the shingle-surfaces of the gable fronts,
give the three cottages the architectural presence their high-end
1890’s East End setting required.
1709 Ball Avenue was featured prior to its restoration in a January
8th, 2010 episode of designer Bill Stubb’s – Moment of Luxury.

Born 1837 in South Carolina, Robert was son of an absolutionist
minister who moved the family up north to Ohio. Robert graduated from West Point in 1857 and was assigned to the Corp of
Engineers and later the Union Army’s Division of the Pacific. Among
many harbor and ship lane projects, he also oversaw construction of
locks and dams on the Cumberland and Tennessee Rivers.
He wrote the Pocket Manual of Rules of Order for Deliberative Assemblies after a meeting he conducted at the First Baptist
Church in New Bedford, Massachusetts came to blows; he vowed to
learn parliamentary procedure before attending another meeting.
Robert was made brigadier general and was appointed Chief of
Engineers shortly before his retirement in May, 1901. Subsequently
he chaired the board of engineers that designed the Galveston
Seawall. Most certainly his knowledge of parliamentary procedure
served him well as the project was completed, despite the fact that,
unlike his native South Carolina, Galveston is not too large to be an
insane asylum.

Then and Now
Betty Tichich and Ellen Beasley teamed up in the nineteen
seventies to document the “Corner Stores of Galveston”, a project
sponsored by the Galveston Country Cultural Arts Council, underwritten with an NEA grant. Today these Tichich photographs are in
the Smithsonian Collection.
In Mark Rice’s book “Through The Lens of the City: NEA Photography Surveys of the 1970s” he writes that Tichich and Beasley
strongly believed that corner stores played a vital economic and
social role which was intricately woven in the community fabric.
Yet, even in the time these photographs were taken, it was clear
the corner stores would fade into a nostalgic memory.
The pendulum has now swung back. The need for community never
really diminished. We see that ever more clearly today with the
resurgence of things like the slow food movement or eating local
and in the appearance of farmer’s markets all across the country.
So once again there is a place to meet... at the Galveston’s Own
Farmer’s Market, on Sunday mornings.

Each Sunday they bring together the farmers and food vendors –
mostly from The Island, Santa Fe, and Alvin – who present fresh
seasonal produce of all kinds, as well as jams, pickles, salsas, eggs,
grass fed beef, olive oil and vinegars, juice and coffee, local raw
honey, edible starter plants, kombucha, artisan pasta, prepared
vegetarian foods, and goat cheese.
So take the time to take in the sights, meet your friends and make
new ones; enjoy the kids playing Hula Hoops and the occasional
string band.
It’s good to be nostalgic for our times as well.

At press time, the Cottage Food Bill, HB 970, has passed the Texas State Legislature
and is now on its way to the Governor’s desk. If not vetoed, the bill will go in effect
September 1st. It will allow home bakers (who attend a $10 two-hour food handling
class) to sell non-refrigerated home baked goods, as well as nut butters, popcorn,
cereal, granola, vinegars, dried fruits and vegetables, mustard, pickles, coffee and tea.
