PROBLEM DEFINITION
Requests have been made to add additional Feature Code Attributes (FACCs) to the CDB
specification. The feature code data dictionary of CDB v3.0 is currently limited to the FACCs
provided by the DIGEST 2.1 Feature Codes1. Users have expressed an interest in a broader
feature code data dictionary, one which would embody most (if not all) of the feature codes
encountered in the commonly used Geomatics standards.
PROPOSED SOLUTION
Feature Code Data Dictionary
The Feature Code Data Dictionary has been extended to include Feature Codes from
additional geomatics standards. A total of 635 new Feature Attributes have been added to
the CDB Feature Code Data Dictionary; these new codes come from several commonly-used
(U.S.) governmental geomatics standards.
Note that when considering Feature Codes for inclusion into CDB, those Feature Codes that
referenced time-variant features were excluded from consideration given that they fell
outside the stated mandate of the CDB. Furthermore, Feature Codes that were redundant
with CDB 3.0 were also excluded from consideration (i.e the CDB feature data dictionary
already handled the Feature Code).
The new Feature Codes have been assigned codes that use the same coding approach as
used in the previous CDB specification (v3.0), namely a 5-digit FACC supplemented by a 3digit FSC.

provide features with sub-categories. The CDB Specification provides sub-codes such
AD010: Power Plant, AL015: Building, AL120: Missile Site, EC030: Trees, etc.

COMPATIBILITY
CDB 3.1 offers 635 additional FACCs/FSCs to its Feature dictionary. These Feature Codes are
supported by the DGIWG FDD and the ISO/IEC 18025 data dictionaries. The new Feature
Codes use the same coding approach as used in the previous CDB specification (v3.0),
namely a 5-digit FACC supplemented by a 3-digit FSC.
Backward Compatibility Requirements: In order to be backward compatible, v3.1 CDB
generation tools and v3.1 CDB client-devices must:
a) Interpret all of the FACCs/FSCs of v3.0 plus the additional FACCs/FSCs proposed in v3.1
Forward Compatibility Requirements: In order to be forward compatible, v3.0 CDB
generation tools and CDB client-devices must:
a) Cope gracefully with the additional FACCs/FSCs (e.g. ignore them).
A NOTE ON COMPATIBILITY
Data does nothing in the absence of an interpreter (such as database generation tool or a
client-device); as a result, the notion of backward and forward compatibility does not apply
to the CDB itself, it only applies to software that reads or writes the CDB.
Backward compatibility refers to the ability of a database generation tool or a client-device
implemented to version n of the specification to accept a CDB compliant to version (n-1) of
the specification. By transitivity, if version (n-1) is also backward compatible with version (n2), which in turn is backward compatible with version (n-3), then version n is backward
compatible with the oldest version that is not backward compatible with its predecessor.
Forward compatibility is the ability of a software program to gracefully accept input
intended for a later version of itself and pick out the "known" part of the data. Forward
compatibility is harder to achieve than backward compatibility because a software
program needs to cope gracefully with an unknown future data format or requests for
unknown future features.
ALLOCATION OF ATTRIBUTES TO DATASET
COMPONENTS
PROBLEM DEFINITION
Several inconsistencies wrt attributes to the CDB Dataset Components were found in
version 3.0 of the CDB Specification. The errors were introduced due to the fact that the
information regarding attributes appears in several areas of the CDB specification and is
sometimes contradictory.
Examples of such conflicting information include:
a) Whether an attribute is instance-level and/or class-level
b) Whether the usage of an attribute is mandatory vs optional
c) The allocation of the Dataset Components to each attribute
In v3.0 of the CDB specification, this information appears in nine distinct areas as follows:

Clarification regarding the Usage of CDB Attributes
In version 3.0, the usage guidelines for each attribute were confined to whether the
attribute was mandatory or optional.
Version 3.1 of the specification expands and clarifies this concept to the following four
categories:
Mandatory: A mandatory attribute is an attribute whose value must be
provided for all of the features of a specified dataset, ie. a producer of CDB data
(e.g. tools) is required to generate values for mandatory attributes. Consumers
of CDB data (tools and/or simulator client-devices) can rely on the availability of
mandatory attributes. A CDB with missing mandatory attributes is considered
non-compliant by this Specification.
Recommended: A recommended attribute is an attribute whose value should
be provided for all of the features of a specified dataset. Consumers of CDB data
(tools and/or simulator client-devices) can always rely on the availability of
recommended attributes since the attribute value is either provided explicitly by
the CDB or provided implicitly as a defaulted value. A CDB with defaulted
recommended attributes is considered compliant by this Specification; however,
the performance of one or more of the client-devices (commonly found on
simulation devices) may be adversely affected.
Optional: An optional attribute is an attribute whose value may (optionally) be
provided for all of the features of a specified dataset. Consumers of CDB data
(tools and/or simulator client-devices) cannot rely on the availability of optional
attributes. A CDB with missing optional attributes is considered compliant by this
Specification; however, the performance of one or more of the client-devices
(commonly found on simulation devices) may be enhanced by including the
optional attributes.
Dependent: A dependent attribute is an attribute whose value depends on
another attribute, be it mandatory, recommended, or optional. The attribute is
considered mandatory if the attribute it depends on is mandatory. Likewise, the
attribute is considered recommended if the attribute it depends on is
recommended. Finally, the attribute is considered optional if the attribute it
depends on is optional.
The following table summarizes the evolution of the CDB attribute usage from v3.0 to v3.1.
Note that in v3.1, the Attribute generation process is less onerous on CDB generation tools
because many of the attributes that were prescribed as mandatory have now been reduced
to either “recommended” or to “optional”.

Clarification of the Allocation of CDB Attributes To Dataset Components
The CDB Specification limits the applicability of each of the CDB attributes to certain
Datasets Components. This approach primarily helps to reduce the number of columns
(hence reduces the size) of the *.dbf instance- , class-level and now to the extended-level
attribution files (see addendum titled Additional Attributes).
To this end, v3.1 of CDB specification provides a comprehensive table which assigns each of
the CDB attributes to the applicable Dataset Components; the table also provides
information to indicate whether the attribute is mandatory, recommended, optional or
dependent on other criteria.

that was “optional” or “not used” in CDB v3.0 has been upgraded to “mandatory”. They are:
a) The APFN attribute for the AirportNetwork Lineal component of the RoadNetwork
dataset is upgraded to Mandatory. This was a specification omission in the CDB v3.0
b) The JID attribute for the HydrographyNetwork Lineal Figure Pt component of the
Hydrography dataset is upgraded to Mandatory. This was a specification omission in the
CDB v3.0
In order to be backward compatible, v3.1 CDB generation tools and v3.1 CDB client-devices
must:
a) When reading, v3.1 CDB generation tools and client-devices must be able to process the
APFN and JID attributes in conformance to the attribute usage requirements specified in
v3.1.
b) When writing, CDB generation tools must now generate the APFN attribute for the
AirportNetwork Lineal component of the RoadNetwork and JID attribute for the
HydrographyNetwork Lineal Figure Pt component of the Hydrography dataset.
