and Lubao Mayor Mylyn
Pineda-Cayabyab signed
a memorandum of agreement with James Mackay,
chairman of the Pampanga Green Management
Inc. (PGMI) and the MacKay Green Energy Inc. for
the establishment of a
US$63-million facility that
will convert the province’s
garbage into electricity.
The facility will not entail any cash-out from the
provincial government
while the Lubao municipality will provide the site for
it at its central materials
recovery facility in Barangay Sta. Catalina.
The facility is expected to be completed within
four months from the signing of the agreement.
Through the process
dubbed as “treating metropolitan solid waste and
using the refuse derived fiber to produce renewable
energy,” 800 metric tons of
garbage a day will go

sa nasabing subdibisyon na
siyang pangunahing dinadaanan ng mga residente papasok
at palabas sa nasabing barangay.
Sa halip na tuluyang isara
ang gate sa likod ay nagkasundo ang dalawang grupo na
maglagay na lamang ng
takdang oras kung kailan dapat buksan at isara ang gate.
“Natutuwa ako na kahit
papaano’y nakatulong tayo sa
pagresolba ng isang proble-
mang umabot ng halos isang
dekada. Malaki din ang naitulong ni Mayor Edgardo Pamintuan upang magkasundo ang
dalawang panig,” ani Sangil.

ang dahilan ng pagsasara noong
una sa gate ay upang mapanatili ang seguridad ng mga nakatira sa subdibisyon.
Sinabi niya na ginagawang
daanan ang likuran ng subdibisyon ng mga magnanakaw at
ibang mga criminal dahil laging
bukas ang gate dito.
“Lahat kami sa homeowners ay gustong ipasara ang
gate, pero dahil nagkaroon ng
maayos na paguusap ay gumawa tayo ngayon ng kasunduan
para rin sa kapakanan ng mga
residente ng Amsic,” ani De
Jesus.
Kasama sa paglagda ng kasunduan (memorandum of
agreement) ay sina Kapitan
Gerome Costales at ibang mga
opisyales ng barangay; mga
opisyales ng Plaridel 2 homeowners association; at si Kon-
sehal Sangil bilang saksi.
Kasama din sa nilagdaang
kasunduan ay ang pagtatalaga ng mga security guards,
pagbibigay ng mga identification cards (IDs) sa mga residente ng Amsic, pagbibigay ng
mga stickers para sa mga may
sasakyan, at ang mga nasabing gates ay bubuksan mula 5
a.m at magsasara naman ng
10 p.m.
“Nagpapasalamat tayo sa
kooperasyon ng mga opisyales
at miyembro ng Plaridel 2 homeowners association. Bagamat mayroon silang sariling
Magna Carta ay pinili nilang
makipagtulungan sa pamahalaang lokal upang masolusyunan ang prublema,” ani
Sangil.

MALOLOS CITY – Former President Joseph Estrada and Senate President Juan Ponce Enrile will be given commendations
along with 10 other former senators who rejected the renewal
of the United State military bases
in the country 20 years ago.
The awarding will be held at
the Club Filipino today, in time
for the 20th anniversary of the
Senate’s decision on September 16, 1991.
The other awardees include
former senators Wigberto Tañada, Jovito Salonga, Ernesto
Maceda, Aquilino Pimentel, Victor Ziga, Teofisto Guingona, Rene
Saguisag, Butch Aquino, Orly
Mercado, and the late Sotero
Laurel.
“We must always remember
them for their contribution to our
national sovereignty,” said Red
Constantino of the Constantino
Foundation.
He said that the 12 senators
voted against the retention of US
military Bases in Zambales and
Pampanga in 1991.
The said military bases
namely, Subic Bay and Clark
Field, have been converted into
freeport zones.
Constantino said, if the 12
senators did not make a stand
against the US bases in 1991,
the country will never see the
fruit of sovereignty.
He said that as of last year,
the former US military bases
earned over $50-billion in revenues, compared to the promised
$200-million annual assistance
of the US to the Philippines.
He added that thousands of
Filipinos can now freely roam
Subic Bay and Clark as tourists
and visitors, unlike before.
Earlier, Felicito Payumo,
chair of the Bases Conversion
Development Authority (BCDA),
said that over 120,000 Filipino
workers are now employed in
the two freeports and more will
be employed outside.
This is due to investments
that spilled over outside the two
major freeports since the opening of the Subic-Clark-Tarlac
Expressway that links them and
the Hacienda Luisita in Tarlac.
Payumo disclosed that a
Laguna-based solar power manufacturer mulls establishing a
plant at the Bataan Technology
Park in Morong town.
The Bataan Technology Park
is just outside the Subic Bay
Freeport; and about 30 minutes
drive from the Clark Freeport via
SCTEX.
Payumo said that another
company that manufactures
electronics recently held a
ground-breaking activity at the
nearby Hermosa town, also in
Bataan province.
He said the investments will
generate more than 3,000 job
opportunities.
“There are others that expressed interest in establishing
plants in Porac-Floridablanca
area, and at near Hacienda Luisita,” Payumo said.
He added that converting
Subic Bay and Clark Field into
freeport zones has become a
model for other countries.
“As far as conversion of
former military bases, ours has
become a model throughout the
world,” Payumo said.
He also said that there are
former military bases within the
United States that were converted into industrial areas, but
failed.
As major US military bases,
Subic Bay served the naval forces of the United States, while
the former Clark Field was used
as an airbase.
Both military bases were
abandoned by the United States
in 1991 when Mount Pinatubo
erupted.
But the Philippine government converted it into freeports
and linked with the SCTEX in
the hope that both will become
international logistics hub in
Asia.

Thousands of Cabalens qualify for jobs abroad
CITY OF SAN FERNANDO –
Out of the 1,700 applicants online, some 1,271 job seekers
from various towns in Pampanga and Tarlac have qualified to
work abroad especially in Taiwan, Japan and United Arab
Emirates.
Luningning Vergara, head of
the Public Employment Services Office (PESO) in Pampanga, said the 1,700 job seekers
submitted their application online.
“We now have the unified
system for recruitment of workers under the ‘government to
government’ scheme,” she said.
Vergara added that those
who qualified for jobs abroad are
now waiting for calls for interviews and evaluation from their
employers.
The Public Employment Services Office (PESO) and PESO
held a three-day jobs fair on
September 8 to 10 at the Benigno Aquino Memorial Hall, capitol compound here.
Noting that at least 74 percent of the total number of applicants qualified to work
abroad, Vergara said that they
have extended the deadline for
job seekers until the end of
October this year.
She also stressed that under the “government to government scheme,” they will not be
charging any placement fees.
However, qualified applicants
should pay the P5,000 processing fee and medical expenses
once their evaluation has been
completed.
Vergara said that most employers abroad need technical
assistants, factory workers, dormitory supervisors/managers in
Taiwan-based companies, nurses, caregivers in Japan; and
emergency medical technicians
in United Arab Emirates.
Jonathan Lintag, PESO focal person for youth affairs, said
that another special jobs fair will
be held on September 16 from 8
a.m. to 5 p.m. at the Benigno
Aquino Memorial Hall. “This is
in close coordination with the
International Skill Development,
Inc.”
He added they will be accepting applications for merchandisers and shelf-fillers in Dubai and
United Arab Emirates.
Other job openings include
assemblers, concrete pump,
ice plant, mobile crane manlift,
scissor lift, tower crane and skid
loader operators, dispatcher,
auto electric, mechanic and
mobile crane foremen, grade
checkers, transmixer, tractor
and heavy duty drivers, heavy
machine and truck mechanics,
service man, auto electricians,
tireman, turners, and welders for
the Muscat International Airport
project.
Vergara said that officers
and members of the Regional
PESO Managers Federation initiated the conduct of the said
activity. The managers joined a
three-day study tour and benchmarking mission to Taiwan Employment Service Center early
this month.
At least 21 PESO managers from various provinces in
Central Luzon, including municipal officers of Mexico, Apalit,
Lubao, Angeles City and provincial PESO, joined the activity.
“Governor Lilia G. Pineda’s
administration is serious in its
commitment to provide ample
employment and livelihood opportunities to its constituents,”
Vergara said.
She also lauded the efforts
of various government agencies
and departments of the provincial government which include
the Provincial Action Center for
OFW Concerns, Provincial Cooperative for Entrepreneurial
Development Office, and others.

IMPRESSIVE. THE presidency of Atty. Felipe
Antonio Remollo at the Clark Development Corp.
is starting to look that way. At least where power is
concerned.
Just the other day, the CDC announced that it
has fixed a date – this December — for the
construction of the P3-billion Phase III project of
the Mexico-Clark dual transmission lines.
This coming soon after the completion of other
power transmission projects that has resulted to
what Remollo said as “a steady and reliable power
supply” at the Clark Freeport.
These power projects include: 1) Phase I-A and
I-B 69 kilo volt (KV) line and load-end sub-station
for Texas Instruments; 2) Phase II of the ClarkConcepcion dual 230KV Grid sub-station; and 3)
Phase III-A of the New Clark Grid sub-station and
load-end sub-station for Phoenix Semiconductor
of the Philippines Corp.
Once the Phase III project completes the
transmission grid by December 2012, power
interruption and fluctuation will be minimized
substantially.
So there shall be no more complaints of wasted
tires at Yokohama, chips at the semi-conductor
plants, cut calls at Sutherland, delayed shipments
at L&T, and general inconvenience everywhere at
Clark the briefest outage, the slightest fluctuation
in power inevitably always wrought.
Moreso, the old dual 69KV line, which have
already served its economic life, can “be retired”
and sold to the local electric distribution utilities.
Power generation enhanced and stabilized at
the Freeport means in turn generating more
investments and more employment.
Yes, the Remollo presidency at the CDC is
starting to look really impressive. As impressive as
hearing the former mayor of Dumaguete City
during the concelebrated Mass at the 55 th
anniversary coronation of the Virgen de los
Remedios lectoring on the second reading in
perfect Capampangan, with no trace whatsoever
of his native Cebuano tongue.
Starting today, we shall stop clamoring
“Capampangan pamu” at Clark.
Keep it up, Bay.

UPBEAT FOR Pampanga is Manny V. Pangilinan of Apalit town.
That is MVP, as in most valued president of just about every
corporation of note in the country, from expressways to media,
power to water, medical centers, and communications on the global
scale.
That is MVP, as in most venerable, if not venerated, patron of
the arts, and sports – from badminton to basketball: from San
Beda in the NCAA to Ateneo in the UAAP, and Talk n Text in the
PBA.
MVP’s Metro Pacific Investments Corp has long expressed
interest in investing in the total development of the Clark airport:
the construction of Terminal 2, an LCC (low cost carriers) terminal,
city air terminal to serve as transit point for Clark passengers coming
from Manila, and a high-speed rail system linking Clark to Manila.
The rail system, MVP said, “should be an
integral part of the Clark airport” as foreign carriers
will not be enticed to base in Clark unless there
is an express train that will take passengers to
Manila in less than an hour.
MVP has the Northrail in mind for the highspeed train, notwithstanding the controversy the
project is currently enmeshed in. Ah, yes, the PNoy administration is reported to have decided to
“re-configure” the Northrail program, with the
Chinese government totally in approval of it.
Two things, MVP said, his group is eagerly
awaiting: the bidding for the Clark airport projects,
and government being definitive in making Clark
airport as premier gateway.

Beyond Clark, there is the province of
Pampanga in MVP’s development radar.
Last Tuesday, MVP signed two memoranda
of understanding with Gov. Lilia “Nanay Baby”
Pineda in what could be considered a major PPP
– that is private-public partnership, as express
core values of the Aquino administration. The
MOUs will be pursued at no cost to the
government.
The first, with Maynilad Water Services, for a
study of the safety, quality and availability of water
in view of the increasing population and
industrialization of the province.
The feasibility of tapping surface water for
household and commercial needs will be part of
the study, given the depletion of the aquifer and
the resultant liquefaction noted in some areas of
the province.
The second, with the Manila Electric Company
Meralco, for a full development study on electric
distribution utility in Pampanga.
The study seeks to “determine the electricity
demand, financial, operational, regulatory, legal
and market requirements, and the total investment
required in improving, upgrading and enhancing
the quality of electric service to the end users”
within the province.
This is in line with the provincial government’s
agenda to ensure steady and efficient power
supply to households, commercial and industrial
establishments.
Over sumptuous Capampangan culinary
delights at the Bale Dutung of artist-gourmet
Claude Tayag, where the signing of the MOUs
took place, talks of power as easily shifted from
electric to politics.
What with MVP giving cognizance not only to
the presence in the ritual signing but also to the
contribution to making the MOUs possible of
“Congressman Yeng Guiao” of the 1st District and
“Congressman Jerry Pelayo” of the 4th District.
MVP was emphatic in expressing his support
for the two congressmen-awanting, enough to
make Cong Jerry give his best John Lloyd Cruz
smile and Cong Yeng to caution the newsmen
present not to make a great issue of it as to cause
Cong Tarzan to lose his blissful sleep.
Indeed, MVP was emphatic in expressing his
support for Cong Yeng and Cong Jerry. Only, he
did not say if it is limited to the moral kind.
Still, a good day was had by all.

Gandhi begins fast in
protest of caste separation
ON THIS DAY in 1932, in his
cell at Yerovda Jail near Bombay, Mohandas Karamchand
Gandhi begins a hunger strike
in protest of the British government's decision to separate India's electoral system by
caste.
A leader in the Indian campaign for home rule, Gandhi
worked all his life to spread his
own brand of passive resistance across India and the
world.
By 1920, his concept of
Satyagraha (or "insistence
upon truth") had made Gandhi
an enormously influential figure for millions of followers.
Jailed by the British government from 1922-24, he withdrew from political action for a
time during the 1920s but in
1930 returned with a new civil
disobedience campaign. This
landed Gandhi in prison again,
but only briefly, as the British
made concessions to his demands and invited him to represent the Indian National
Congress Party at a round-table conference in London.
After his return to India in
January 1932, Gandhi wasted
no time beginning another civil disobedience campaign, for
which he was jailed yet again.
Eight months later, Gandhi
announced he was beginning
a "fast unto death" in order to
protest British support of a
new Indian constitution, which
gave the country's lowest
classes--known as "untouchables"--their own separate political representation for a period of 70 years.
Gandhi believed this would
permanently and unfairly divide India's social classes. A
member of the more powerful
Vaisya, or merchant caste,
Gandhi nonetheless advocated the emancipation of the untouchables, whom he called
Harijans, or "Children of God."
"This is a god-given opportunity that has come to me,"
Gandhi said from his prison
cell at Yerovda, "to offer my life
as a final sacrifice to the
downtrodden."
Though other public figures
in India--including Dr. Bhimrao
Ramji Ambdekar, the official
political representative of the
untouchables--had questioned
Gandhi's true commitment to
the lower classes, his six-day
fast ended after the British government accepted the principal terms of a settlement between higher caste Indians
and the untouchables that reversed the separation decision.
As India slowly moved towards independence, Gandhi's
influence only grew.
He continued to resort to
the hunger strike as a method
of resistance, knowing the
British government would not
be able to withstand the pressure of the public's concern for
the man they called Mahatma,
or "Great Soul."
On January 12, 1948, Gandhi undertook his last successful fast in New Delhi, to
persuade Hindus and Muslims
in that city to work toward
peace.
On January 30, less than
two weeks after breaking that
fast, he was assassinated by
a Hindu extremist on his way
to an evening prayer meeting.

Ang kondisyong inilatag ni Alvarado ay nakapaloob sa anyo ng

Kabilang dito ay ang pagtuligsa sa kabuktutan sa lipunan at
paglalantad sa mga kabulukan sa pribado man o sa gobyerno.
Bukod sa mga ito, hinamondin ni Alvarado ang
mga mamamahayag na huwag magpadala sa mga
tukso, huwag pumayag ang mabusalan ang bibig;
at huwag kunsintihin mga AC/DC na inilarawan
niya bilang “pinakamakamandag na bisyo ng ilang
enterprising media men sa kasalukuyan.”
Ayon kay Alvarado, ang AC/DC ay
nangangahulugan na “attack and collect/destroy
(defend, sic) and collect— na isang garapalang
anyo pangingikil gamit ang lisensya ng press
freedom upang pagka-kwartahan ang isang
pambayan o pansariling usapin.”
Para sa ilang mamamahayag sa lalawigan,
ang tinuran ng gobernador ay isang pag-atake sa
hanay ng mga mamamahayag.
Sabi nila,” hindi naman kami AC/DC.”
Teka, bakit sila nagre-react. Wala namang

Ito ay dahil sa alam nila na hindi sila ang
tinutukoy ng gobernador.
Hindi biro ang pahayag ni Alvarado hinggil sa
mga mamamahayag na ayon sa kanya ay AC/

Ito ay isang malinaw na pag-aakusa.
Ngunit bilang isang beteranong pulitiko, alam
ng marami na maingat si Alvarado partikular na
sa pag-aakusa.
Ito ay nangangahulugan na mayroon siyang
basehan. At bilang beteranong pulitiko, posible
rin na mayroon siyang karanasan sa mga AC/
DC.
Sa kalagayang ito, hindi dapat kuwestiyunin
kung bakit inilarawan ni Alvarado ang ilang
mamamahayag sa lalawigan bilangmga AC/
DC.
Sa halip, ang dapat linawin kay Alvarado ay
kung sino ang mga tinutukoy niyang AC/DC.
Kung magkagayon man, tukuyin nga kaya ni
Alvarado kung sino ang mga AC/DC sa lalawigan?
Mas malamang na hindi.

PETITION
PETITIONER AMADO SANTOS, by counsel, unto this Honorable
Board, most respectfully states:
1. Petitioner is legal age, married, Filipino, with residence address
at Centro I, 313 Del Carmen, City of San Fernando, Pampanga where he
may be served with the process of the Board.
2. Respondent Progressive Specialists Lending Investor, Inc.
(Progressive, for brevity) represented itself to be a duly constituted
corporation under Philippines laws. Under its Articles of Incorporation, it
has principal place of business at the City of San Fernando, Pampanga,
without specification of its exact address. Attached hereto as annex “A”
is a copy of its SEC Certificate of Incorporation.
a. Several efforts have been extended to locate the whereabouts of
the said corporation, but to no avail.
b. Under the present circumtances, said corporation may be notified
and served with summons by publication in a newspaper of
general circulation in the province in such manner as the Board
may direct.
3. Respondent Register of Deeds is impleaded as a nominal party,
being the repository of titles and the government office which shall effect
the cancellation of the adverse claim prayed for in this petition. It may be
served with summons and notices at the Register of Deeds Building,
Capitol Compound, Sto. Nino, City of San Fernando, Pampanga.
4. The petitioner is the registered owner of a parcel of agricultural
land situated at Del Carmen, City of San Fernando, Pampanga cobtaining
an area of 15,708 square meters and more particularly covered by
Transfer Certificate of Title No. 1912 issued pursuant to Emancipation
Patent No. 00770079-094408 of the Register of Deeds of Pampanga,
Attached hereto is a certified copy of the said title, marked as Annex “B”.
5. That on May 12, 2006, respondent Progressive caused the
annotation of an Adverse Claim on the aforesaid title, claiming rights and
interests over the said property. The certified copy of the Adverse Claim
is hereto attached as Annex “C” while the entry thereof on the title is
marked as Annex “B-1”.
6. The petitioner is unaware and has no knowledge of any claim
against his property, especially any claim coming from Progressive,
Inc. In fact, until this date, no complaint or petition or any sort of action
has been filed by said respondent against the petitioner to protect the
alleged claims and rights over the property.
7. Under Section 70 of Presidential Decree No. 1529 (Land
Registration Decree), any adverse claim shall be effective for a period of
thirty (30) days from the date of registration. After the lapse of the said
period, the annotation of adverse claim may be cancelled upon filing of
a verified petition therefore by the party in interest.
8. Considering that the adverse claim was registered on May 12,
2006, under the law, it has ceased to be effective after a period of
30days. Necessarily, it becomes the right of the petitioner to have the
same cancelled by way of this petition.
PRAYER
WHEREFORE, premises considered, it is respectfully prayed that
the petition be GRANTED by ordering the Register of Deeds of Pampanga
to cancel the Adverse Claim of respondent Progressive Specialists
Lending Investor, Inc. appearing under Entry No. 8183 on TCT No. 1912
(Emancipation Patent No. 00770079-094408).
Such other relief, equitable under the premises, are likewise prayed
for.

Public-Private Partnership in Pineda-Pangilinan Pact

of the private sector, Manuel V. Pangilinan, chairman, president, CEO of a
conglomerate of companies in communications,
power and water supply,
media, expressways,
among others.
Their own kind of PPP,
the Pineda-Pangilinan
partnership was forged in
two memoranda of understanding (MOUs) signed
at the Bale Dutung here.
The first is a study of
the water resources of the
province by Pangilinan’s
Maynilad Water Services,
specifically on the safety
and quality of water and
the increasing demand for
potable drinking water for
the residents as well as for
industrial use.
The study likewise
seeks to address the depletion of the aquifer as
well as the problem of liquefaction that has been
noted in some areas in the
province.
“While subsequent
courses of action will take
a longer time to implement
once the study is completed, the provincial government has decided to take
a pro-active stance by
commissioning a feasibility study on additional
sources of bulk potable
water,” the Pampanga
public information office
said.
The feasibility of tapping surface water sources like the Pampanga River is said to be also a part
of the study which is ex-
pected to take all of six
months.
The second MOU is for
the Manila Electric Company (Meralco) to conduct
a three month “full development study” on electric
distribution utility in Pampanga.
The study aims to determine the electricity demand, financial, operational, regulatory, legal and
market requirements, and
the total investment required in improving, upgrading and enhancing the
quality of electric service

all tested negative for avian flu,” he said.
Of the total, 280 samples were from Central

Candaba swamp in Pampanga where tens of thousands of wild birds, which
could carry avian flu virus,
migrate at this time of the
year.
The laboratory here
was established in 2007
with
funding
of
US$340,000 from the New
Zealand government.
Manalili noted that all
the blood samples were
taken from ducks which, he
stressed, could carry the
avian flu virus while not dying from it. “They’re unlike
chickens which die if they
contract avian flu,” he said.
He said that government teams have again
been alerted to monitor areas which serve as abode
for migratory birds from
colder countries in Asia.
In Candaba, Mayor Jerry Pelayo has dispatched
teams to crack down on
the selling of wild birds,
even as he imposed a buffer zone between migratory birds and tourists who
usually visit his town to
observe the different varieties of fowls at the Candaba swamp.
Malacañang earlier
said the government is prepared against bird flu threat
following the warning of the
United Nations’ Food and
Agriculture Organization
(UN–FAO) that Asia could
be hit anew.
Deputy presidential

who is keen on issues
under his department.”
“The FAO has warned
of the bird flu virus and we
are on guard against the
entry of products which
may contain the virus,” she

The UN–FAO has
urged governments to
heighten preparedness
and surveillance amid
signs that a mutant strain
of the deadly bird flu virus
is spreading in Asia.
According to the UN
agency, areas recently affected by the virus were
found in Israel and the
Palestinian territories, Bulgaria, Romania, Nepal,
and Mongolia. The FAO
has also expressed concern on virus’ resistance
against vaccines in China
and Vietnam, noting that
it poses a direct threat to
Cambodia, Thailand, and
Malaysia as well as Korea
and Japan.
Bird flu or avian influen-

at least 63 countries starting in 2003. About 400million chickens had been
culled, leading to economic losses of over $20 billion to the world’s poultry

about 565 people infected
all over the world, 331 of

Hanjin launches two new vessels

SUBIC BAY FREEPORT
– Hanjin Heavy Industries
and Construction Co.-Philippines
(HHIC-Phil)
launched two newly-built
bulk carriers during a vessel-naming ceremony held
at its shipyard here on
Saturday.
The vessels, which
were named M/V Star Borealis and M/V Star Polaris, have an individual
capacity of 180,000 deadweight tons and a gross
tonnage of 93,681 tons.
Both vessels are 292
meters long, 45 meters
wide and 24.75 meters
deep.
The ships were purchased by Star Bulk Carriers Corp., a global shipping company based in
Athens, Greece, providing
worldwide seaborne transportation solutions in the
dry bulk sector.
Subic Bay Metropolitan Authority (SBMA)

Ahn, as well as Star Bulk
president Spyros Capralos graced the event. Nicoletta Panayiotopoulos and

In his message, SBMA
Chairman Garcia extended his appreciation to
HHIC-Phil for continuing to
contribute to Philippine
economic development
through its shipbuilding
operations in this freeport.
“As you maybe well
aware of, because of Hanjin’s presence in the Philippines in the past few
years, the Philippines has
come from nowhere to become the fourth largest
shipbuilder in the world.
And I congratulate President Ahn and his staff for
the magnificent job that
they have done here in
Subic Bay,” he said.
Garcia also welcomed
Hanjin’s plans to expand
the shipbuilder’s presence
in Subic Bay, saying that
the SBMA has already reserved an additional 200
hectares for such purpose.
“We hope that in a few
years, the Philippines will
go from number four to
number one in the world,”
Garcia said.
“We hope that you will
continue to contribute to
the economy, not only in
terms of the production of
ships but also in creating,
especially, more jobs for
Filipinos,” he added.
For his part, Star Bulk
president Spyros Capralos
extended his gratitude to
Hanjin for making topquality ships for his company.
“Today’s ceremony is
of high importance because Star Borealis and
Star Polaris are the company’s first new-building
vessels ever,” he said in
his address. “We are very
pleased, not only with the
superb construction quality, but also with the safety record of the construction since there were zero
incidents.”
Officials of the Subic Bay Metropolitan Authority and local government units in Olongapo City and
Zambales join owners of M/V Star Borealis and M/V Star Polaris for a ceremonial picture-taking

Capralos also said that
Star Bulk and Hanjin share
the same vision for better
and more effcient ships
that will suprpass the
strictest global safety and
environmental standards.
“We acknowledge the
efforts made to ensure
that our vessels were de-
signed with low-waste levels and highly-efficient
plans and equipment to
support low-energy operation. Improving energy efficiency is critical not only
because it reduces emissions, but also because it
directly affects our stability,” he said.
After the unveiling ceremony, both vessels were
blessed in a Greek Orthodox Church religious rite.
A tour of the vessels and
a ceremonial horn-honking
immediately followed the
blessing.
HHIC-Phil, which is located at Subic’s Redondo
Peninsula, has the two
largest drydocks in the
world. Its operations here
now make the Philippines
the fourth largest shipbuilder in the world.
The Subic shipyard
currently employs 22,000
skilled workers from various local communities.
Binay’s son: ‘I and Kris are good friends’

MALOLOS CITY – Makati City Mayor Junjun Binay
once again denied speculations of any romantic relationship with the President’s youngest sister, actress Kris Aquino.
But he admitted that last Monday, they were together.
In an ambush interview after he represented his
father Vice President Jejomar Binay in the 113th anniversary of the opening of the Malolos Congress,
the younger Binay said that he and Kris are just
friends.
“It’s no secret na kaming dalawa ay magkaibigan
and we have common friends,” he said. “We’re good
friends.”
But this was not enough to probing journalists who
mobbed him with a barrage of questions on the nature of their relationship.
A bachelor, the younger Binay said that their families have known each other for a long time.
“Speculations lang yung romantic relationship,” he
said and added “kasama ko lang siya nung Monday.”
As an actress, Kris Aquino started her career in
the late 80s despite former President’s Cory Aquino’s advice not to enter the industry.
For his part, the younger Binay started his career
in politics as a member of the youth council in Makati
City in the early 90s, then served as three-term city
councilor before being elected as mayor in the last
elections.
His father, former Mayor Jejomar Binay, was elected vice president in last year’s automated elections;
while Kris’ only brother, former senator Benigno Aquino III was elected President.
As their kin are serving in the two highest offices
in the country, Kris and Junjun’s worlds became
smaller.
Many speculated that they might be in a romantic relationship since Kris’ well publicized break up
with former husband James Yap, a star basketball
player.
The said speculation is further fueled by the fact
that Vice President Binay is planning to run for President in 2016 in the hope to succeed President Aquino.
