Welcome to the 2015 edition of Oxfordshire Support
Finder, a support and care guide for adults.
Oxfordshire County Council supports people to live
their lives as successfully, independently and safely as
possible.
We believe that people, regardless of age or ability,
are best placed to determine the help they need to lead
successful lives.
Oxfordshire Support Finder tells you about support
services across Oxfordshire to help you or a loved one
lead the lives you want to. It is designed to give you help
and advice so that you can find your own way to meet
any needs for support and care.
You might want to know about support to live at
home, how to find out about support and care and how
much you might pay for it, or how you can find the right
place for you to live. If you look after someone else who
needs support and care, Support Finder can help you
find the support you need for yourself.

Community Information Networks
Get involved, get informed, get in touch
Do you want to find out about opportunities and
support to help you remain independent and well?
The Community Information Network is a service to
help you find the information you need more easily.
Your local Community Information Worker can
provide free, independent face-to-face information and
advice on social care, finances, local support services
and much more. They’ll also let you know about
activities and opportunities in your area.

Good Neighbour Schemes
If you want help with transport, odd jobs, gardening,
general errands, or someone to chat to, a Good
Neighbour Scheme is for you.
Good Neighbour schemes are local voluntary groups
which offer a service in their community for those in
need of help and support. The service aims to help you
to stay independent, safe and well.
Oxfordshire County Council is encouraging Good
Neighbour Schemes in Oxfordshire to form and develop.
There are now over 50 schemes up and running in
Oxfordshire and new schemes are emerging all the time.

Voluntary and community organisations
Oxfordshire Community and Voluntary Action can
put you in touch with voluntary and community
organisations across Oxfordshire. They’ll be able to tell
you about activities and services in your local area as
well as volunteering opportunities.

Day centres
Day centres offer a range of activities, from computer
classes to lunches, exercise groups to film clubs. They
serve as community hubs where people can get social
care and health advice and information and can provide
a valuable break for carers.
Oxfordshire County Council runs seven Health and
Wellbeing Centres that support adults of all ages with
physical disabilities, older frail adults, and older adults
with dementia, mental health problems and learning
disabilities:

of retired ‘but not retiring’ people who come together
to learn. They do not run formal courses and no

Get free impartial advice on a range of transport
options for those wanting to get out and about. Call

Oxfordshire Dial-a-Ride
This minibus service, for people with mobility problems,
will pick you up from your home. You can catch a
minibus between 9am and 5pm but you must book in
advance.

You must be eligible to apply for a bus pass. To find

Blue Badges
The national Blue Badge Scheme helps people with
severe walking difficulties that travel as drivers or
passengers to park close to their destinations.

Parking
Oxfordshire County Council may provide a disabled person’s
parking place on a public road where there is a need.
Residents can apply for one of these parking places
to be provided close to their homes or work. To apply,

Oxfordshire Community Transport Scheme
For a free directory of Oxfordshire’s community
transport schemes, car schemes and community

information about the work of this charity that brings
together people who care about local village life.
Oxfordshire Accessible Transport and Access Group
The group works with bus and rail companies to
make sure transport in Oxfordshire is accessible and
affordable. It raises issues affecting disabled people
with County and District councillors, works on national
disability issues and contributes to a fortnightly
disability column in The Oxford Mail.

complaint, the group will look into it for you and try

Railcards
A Railcard will give you discounts on rail fares, online
or from a staffed rail station. There are several schemes
for passengers with different needs, including carers. To
buy your card online, find out about ticket prices or get
help planning your journey go to

Shopmobility
Shopmobility is a free service offering loan of
wheelchairs and electric scooters to people who need
them for shopping and sightseeing.
Shopmobility services are available in various
locations around Oxfordshire. To find out about services

Public toilets - including accessible toilets
Your District Councils (contact details on page 32) have
a list of all public toilets in your area and can tell you
how accessible they are. They’ll also let you know about
local shops and businesses which have accessible
toilets.
The Changing Places website has a map of toilets
that are fully accessible and have the equipment that
disabled people may need. This can be found at
www.changing-places.org
Some businesses in Oxford have agreed to let
members of the public use their toilets whether they
are buying anything or not. A full list can be found on
Oxford City’s website www.oxford.gov.uk
Some accessible toilets require a Royal Association
for Disability and Rehabilitation (RADAR) key. To buy

Disability, mental health and
loss of sight or hearing
Mental health
Oxford Health NHS Foundation Trust provides specialist
mental health services and physical health care to
patients in Oxfordshire. Their teams, made up of
psychologists, community mental health nurses, social
workers and occupational therapists, provide mental
health services to adults in the community.

Dementia support
A number of services offer support to people living with
dementia, their families and friends. There are Memory
Cafés, training courses for carers, and opportunities to
socialise.

Community-based dementia advisers and support
workers are available across Oxfordshire. They provide
tailored information, advice and support to help people
live well with dementia.

The Home Library Visiting Service
The Home Library Service is a free service from
Oxfordshire County Council working with Age UK
Oxfordshire and Royal Voluntary Service that brings

basis. The service is offered to people of any age who
are housebound and can’t get to the library due to
disability, illness or full time caring responsibilities.

The Oxfordshire Reablement Service
If you have been ill or had an accident or injury which
has left you feeling less able and less confident than
before, the Oxfordshire Reablement Service can help
you get back to living your life as independently as
possible. It is designed to be a short-term service of
only one or two weeks and can be extended up to a
maximum of six weeks.
Delivered by Oxford Health NHS Foundation Trust,
this service:
•helps people to maintain or regain their
independence by learning or re-learning the skills
necessary for daily living;
•assists in the accurate assessment of people’s needs
for on-going social care support;
•is free at the point of delivery up to a maximum of six
weeks for Oxfordshire residents over the age of 18,
who need and can benefit from the service and meet
the eligibility criteria;
•is delivered to people in their own homes; and
•is available to people living in the community or who
have recently been in hospital.

NHS continuing healthcare is free care outside of
hospital that is arranged and funded by the NHS. It is
only available for people who need ongoing health

NHS Health Checks
NHS Health Check is a national programme that aims to
prevent vascular disease. Once every five years patients
between 40 and 74 years old are invited to have a
free Health Check at their GP to assess their risk of
developing heart and kidney disease, stroke, diabetes
and other diseases.
Once assessed, you are given the advice and support
to help you reduce or manage that risk and you will
receive free personalised advice about what you can

NHS 111 is a new service that is being introduced to
make it easier for you to access local NHS healthcare
services in England. You can call 111 when you

Support and care – where do I start?
This Guide will give you a good starting point to
help you think about options and provide you with
information so that you can find solutions yourself to
help you to remain independent and well.
If you have access to the internet, visit Oxfordshire

The Care Act
The Care Act outlines how care and support should be
provided in England. It came into effect on 1st April 2015
and replaced all existing adult social care legislation.
The law focuses on promoting wellbeing and health
with emphasis on personal dignity, physical and mental
health, protection from abuse and neglect and control
over day-to-day life. This has been Oxfordshire’s approach
for a number of years.
The Care Act introduced a nationally agreed level of
care and support needs that all councils consider when
assessing the support they can give to individuals. It also
introduced the right to an assessment for carers (see
page 17) and independent support from an advocate if
you have difficulty with participating in assessments or
planning for your needs.

Assessments
If you have difficulty with day-to-day activities such
as getting washed and dressed or getting yourself
something to eat, you may be eligible for support from
Oxfordshire County Council.
Being ‘eligible’ means that, because of illness or
disability, you need support and care to manage some
of the basics of everyday life, such as eating, using the
toilet, maintaining relationships or keeping yourself safe
at home. There are national criteria for the Council to use
to work out if you are eligible.
To find out if you are eligible you can have an
assessment. This is an opportunity to understand your
situation, the needs you may have and your strengths
and capabilities, and will involve talking to you, your
partner, carer, relatives or friends as appropriate to
consider the factors that affect your health, wellbeing
and independence.
The assessment will include the outcomes that
you want to achieve in your day-to-day life as well as
consideration of any needs you may have for care and
support. The assessment will also consider how the
provision of care and support could help you achieve
those outcomes and promote your wellbeing.
You have the right to have an assessment regardless
of your ability to pay for the support you may need.
The assessment may be over the telephone or face-toface, and in the future you will also be able to choose to
complete the assessment online.

or for someone else:

If the assessment finds that you do have needs for care
and support which are eligible to be met by the Council,
you will be helped to make a support plan. This will
include the Council telling you how much meeting your
needs is likely to cost – known as a Personal Budget.
Having a Personal Budget helps you to have control
over your life, identify your needs and the things you
want to do and, if you wish, to manage your own
support. You can choose to have your Personal Budget
paid to you as a Direct Payment, which means you can
plan exactly how to use it to meet your needs.
A Direct Payment is money paid into a person’s bank
account – you have to spend it on meeting your care
needs.

One of the ways in which you could meet your
needs could be to engage a Personal Assistant. Personal
Assistants can help with everyday tasks like going to
the shops, as well as personal care such as washing and
getting dressed.

Looking after someone
Caring can be very stressful but you are not alone. At any
one time in Oxfordshire over 60,000 people are providing
unpaid care for a family member, friend or neighbour. It
is very important that you take time to look after yourself
while you are caring for someone else.
You may not see yourself as a ‘carer’ - you see yourself
as a son, daughter, partner, friend or neighbour. But if you
regularly support and care for someone who could not
manage without you then you are a carer and there is help
available to support you to carry on with this vital work.
If you provide unpaid support to someone who could
not manage without your support, the law says you have a
right to have your own needs assessed, even if the person
you care for has refused support services or an assessment
of their own needs.
This assessment, called a ‘Carer’s Assessment’, gives you
the chance to say what you need as a carer, and to find out
what support might be available to help you.
The assessment can also give you information about
services available, and other ideas for supporting you in
your caring role. Your Carer’s Assessment will show if you
qualify for support services from the Council. Many carers
will be entitled to receive a support plan and Personal
Budget in their own right, for services that enable them to
continue in their caring role while still being able to pursue
their own interests or lifestyle. Carers will not be charged a
contribution to services arranged through the Council.
Carers Oxfordshire
Carers Oxfordshire is an organisation set up for carers
which provides free information and advice, specialist oneto-one support, a quarterly newsletter, the carer’s discount
card, access to support groups, training opportunities
including ‘Confidence to Care’, moving and handling, and
first aid plus support to help you balance work and caring

carers promoting carers’ interests, supporting their needs

South and Vale Carers Centre
The South and Vale Carers Centre provides free and
confidential face-to-face information, advice and
support to unpaid carers of all ages living in South
Oxfordshire and Vale of the White Horse.
It gives unpaid carers who are struggling financially,
practically and emotionally access to the support they
need so their quality of life improves and so they never
feel alone in their caring role.
The support they offer includes:
•help with benefit checks and forms;
•ongoing emotional support;
•trips and activities for adult carers;
•practical support to unpaid carers with issues such as
discharge from hospital, accessing disability aids and
equipment, and entitlement to social care;
•representation of unpaid carers at disability benefit
appeals and tribunals
•support to children and young people aged eight
to 17, who live with a parent or sibling who has a
physical illness or disability, a mental health problem
or is dependent on drugs or alcohol;
•emotional support to young people and children;
•free trips and activities for children and young people;
and
•outreach with local employers so that unpaid carers
who are trying to juggle their caring responsibilities
at home with paid employment do not miss out on
support.

Respite at home
Home-based respite services give carers a break from
their caring responsibilities.
A care worker comes in to look after the person you
care for, so you can have some time to yourself.
Respite at home is considered to be a service for
the person you care for. If they have a Personal Budget
for their own needs (see page 16) they could use that
money to pay for it. A financial assessment of the
person being cared for will confirm whether they need
to pay towards the cost of this service.
Benefits you may be entitled to as a carer
Carer’s Allowance
If you care for someone for at least 35 hours a week
and you are over 16 you may be entitled to Carer’s
Allowance. However, you cannot claim it if you are in
full-time education or employment and it can affect
other benefits or pension you receive.
Carer’s Premium
If you are over 65 you may qualify for Carer’s Premium.
This can entitle you to an increased amount of incomerelated benefits (such as Pension Credit, Council Tax
Benefit and Housing Benefit).
Carer’s Credit
Carer’s Credit is a National Insurance credit which will
let carers build up qualifying years for the basic State
Pension and additional State Pension. This means that
there will be no gaps in your National Insurance record
if you have to take on caring responsibilities.

Help in an emergency
Emergency Carers’ Support Service is a support service
for adult carers of adults in Oxfordshire. Experienced
staff look after the cared-for person when the carer
has an emergency and is unable to do so. Care can
be provided from one to 48 hours and, in exceptional
circumstances, up to 72 hours.

help quickly and efficiently when you need it and can

Living at home
For many people it is important to stay in their own,
familiar surroundings near to friends and family and to
retain their independence. But some of us may need a
little extra help.
Adapting your home
Oxfordshire County Council occupational therapists can
make recommendations for adaptations to your home
and work with you to arrange these. Adaptations include
over-bath showers; level access showers; access ramps;
stair lifts and grab rails.

Equipment, aids and gadgets
Assistive Technology - devices to help you stay safe
and independent
Assistive Technology refers to devices that can be used
to increase your independence and safety and help you
with day-to-day tasks. It can also give you, your family,
carers or professionals the peace of mind that help is
available when you need it and can help determine
how you are managing at home if you have memory
problems. Assistive Technology can help you to:
•do something, such as remember to have something to
eat or drink, take medication or go to an appointment;
•keep safe at home, through smoke, flood, or fall
detectors;
•request immediate help;
•keep safe when you’re out and about; and
•reassure family, friends and carers that you are safe when
they are not with you.
Assistive Technology ranges from very simple gadgets,
such as medication aids (boxes with compartments for
particular days of the week and times of day), to Telecare
(devices that can automatically and remotely monitor
emergencies and call for help).
Telecare
Telecare is a term used to describe devices (for example,
movement, flood, gas, and smoke or fall detectors) that
automatically send a signal when a problem is detected
and calls for assistance. Personal pendants are also
available as part of Telecare; when pressed, a fully trained
operator assesses the nature of the emergency and reacts
accordingly.
Simple gadgets
A range of gadgets exists to remind or enable you to do
something, or alert a family member or carer living with
you that you need help. These gadgets are sometimes
referred to as standalone Assistive Technology. Here are
some examples of gadgets that Oxfordshire County
Council can help to provide:
Memory prompts
These are used to assist people with memory difficulties
by providing daily memory prompts using personally
recorded voice messages at specific times of the day to
do specific activities, for example, ‘take medicine’ or ‘eat
lunch’.
Movement activated memory prompts
A movement activated message player allows a message
to be recorded and played back when a person walks
past the sensor, for example, ‘take your keys with you and
lock the door’ or ‘make sure you have turned the cooker
off’.
Location devices
Location devices are designed for people who may be
at risk of getting lost when they go out on their own and
can help them to return home safely. They can be used to
locate a person when needed, allow the wearer to call for
help and alert friends and family if a person goes outside
of areas they know and feel safe in, has a fall or uses
transport. People can also have two way conversations
using these devices.
Will I have to pay for my Assistive Technology?
If you arrange this through Oxfordshire County Council
they will undertake a financial assessment to work out
what, if any, contributions you would need to make
to the cost of Telecare. Gadgets (standalone Assistive
Technology) are provided to you based on your need for
the equipment and do not require a financial assessment.

Occupational therapy
Oxfordshire County Council’s Social and Health Care
team takes referrals for occupational therapy, which
can help identify if you would benefit from any pieces
of equipment, from simple solutions such as a walking
aid or a second stair rail, to major adaptations such as
walk-in showers.
If you have difficulty with day-to-day activities such
as getting washed and dressed or getting yourself
something to eat, an assessment by a social worker
can help you find out if you are entitled to a Personal
Budget to pay for the support you need.

Improving your home
Each District Council in Oxfordshire provides the
following assistance to help residents remain safe, secure,
independent and warm in their own homes.
Disabled Facilities Grants
A Disabled Facilities Grant can help eligible disabled
people to adapt their homes to make their day-to-day
life easier. This is a means-tested grant - whether you
can receive it depends on your other sources of income.
To apply for a Disabled Facilities Grant you must first be
assessed by an occupational therapist (see above).
Essential Repair Grants
This is a means-tested grant for home owners. An
Essential Repairs Grant of up to £5,000 can be made
available to help with essential repairs to the home.
Flexible Home Loans
This loan scheme for owners and occupiers aged 60 and
over is designed to help improve the comfort, safety and
security of, and help with repairs to your home.
Small Repairs Service
Available to owners, occupiers and tenants who are aged
60 and over, disabled and suffering from a long-term
health condition. This service covers small plumbing,
electrical and basic household repairs. The labour charge
is £15 + VAT plus the cost of any materials used.

All home care providers are regulated and inspected by
the Care Quality Commission which publishes inspection
reports and new quality ratings on its website

a good idea to check their report.
Before you make any decisions regarding the
provision of care, be sure to contact several providers
and ask for a ‘Service User’s Guide’ and their charges and
a draft contract between you and the care provider.
Daily support and care
A carer can call in daily to assist with day-to-day tasks.
Visits are generally available from 7am to 10pm. Some
people will need more than one visit per day. Night
services can also be provided. The hourly rate depends
on the services required, the time of day and the

Live-in care
24-hour live-in care can help people who have ongoing
complex needs. It can also provide respite for regular
carers and short-term support following a hospital stay.
The standards you can expect
If you receive support at home from a care agency, these
standards will set out what you can expect. If you are a
care agency, these are the standards that are expected
from your staff and the standards that Oxfordshire County
Council will use to monitor the quality of your services.
Home care staff will:
•introduce themselves when they arrive;
•know you and your support plan;
•be trained to deliver the support you need; and
•always deliver support to a good standard.
When your home care worker visits you, they will:
•focus their attention on you;
•be pleasant and treat you with dignity and respect;
•do their very best to arrive on time and let you know by
telephone if they are going to be late;
•tell you when they are leaving;
•check to see how they can best support you at the start
of each visit;
•not rush you - they will help you at a pace that suits you;
•carry out all agreed tasks;
•make sure that you are comfortable at all times;
•communicate and discuss topics that interest you;
•check that you are happy with the support you are given

Sheltered or retirement housing
Sheltered and retirement housing is provided by
housing associations and some District Councils.
Sheltered housing, which is mostly available for rent
only, is a practical step if you would like more security
and companionship and, for some, additional help and

Extra Care allows people to have their own home to rent,

what type of care you’re looking for, while taking into
account your personal needs and interests.
Money and paying for support and care
Care funded by the Council
Do I qualify for local authority financial assistance?
If you have been assessed as needing a care home
place and your capital is below £23,250 (correct at 1st
April 2015 but may change) you may be entitled to
financial support from your local authority. To find out
more, contact Oxfordshire County Council’s Social and
Health Care team on 0845 050 7666.
What if a home costs more than the local authority
is prepared to pay?
The local authority will allow a third party to top-up
your fees as long as they are able to do so for the long
term. You are not allowed to top-up the fees yourself
from capital below £23,250 (correct at 1st April 2015
but may change).
Do I have a choice of care home if the Council is
paying?
Yes and it can even be in a different county. The home
you choose must be suitable for your assessed needs,
comply with any terms and conditions set by your
local authority and not cost any more than they would
usually pay for someone with your needs.
My partner needs care, how does this affect me
financially?
The Council will do a joint financial assessment for
you and your partner, and will also carry out individual
assessments on whoever needs care. The contribution
you are asked for will be whatever the lower amount
is from these assessments. If you receive joint benefits
you will only be offered a joint assessment.
Paying for your own residential care
If you are funding your own care because you are not
eligible for local authority funding there are other forms
of financial assistance you may be entitled to. The
important thing is not to try to do it alone, always seek
professional advice.
My Care My Home
My Care My Home offers a free telephone and face-toface advice service through home visits aimed at helping
people find a suitable home care provider, or care in
sheltered or Extra Care schemes and care homes. They are
also able to visit people who are currently in hospital and
require a package of care before they can be discharged.
My Care My Home offers referrals to Independent
Financial Advisers exclusively from Carematters
(www.carematters-uk.com).

Keeping warm in winter
You could get between £100 and £300 tax-free to help
pay your heating bills if you were born on or before 5th
January 1952. This is known as a ‘Winter Fuel Payment’.
If you are a new claimant contact the Winter Fuel
Payments helpline on 0845 915 1515. The line is open
Monday to Friday, 8.30am to 4.30pm.
Protecting vulnerable adults
Far too many adults suffer abuse and neglect, often at
the hands of relatives or people in trusted positions. A
vulnerable adult is a person aged 18 years or over who
may be unable to take care of themselves, or protect
themselves from harm or from being exploited.
Abuse can be physical, sexual, psychological,
emotional or financial, or it can arise from neglect.
Institutional abuse is where one or more people
are affected by the action, or lack of action, of an
organisation, or of an individual working within an
organisation where this is not addressed by the
management.

The Kingfisher Team is a specialist team of police and
social workers who work with children and young
people at risk of sexual exploitation. The team can be

Sexual assault
If you have been raped or sexually assaulted and report
it to the police they can refer you to a Sexual Assault
Referral Centre, a service providing medical care and
forensic examination following assault or rape which
makes sure clients receive counselling and sexual health
services. Doctors will carry out the medicals. There will
also be crisis workers on site to support victims.

Having your say
How to make a complaint or comment
If you are unhappy or worried about any adult social
care services, it is important to let someone know.
Usually talking to someone in the service can put it
right. You can talk to the people who provide your care
or their managers. They will have a process in place for
managing complaints and listening to concerns that
are raised.
Wherever you raise a concern it should be listened to
and taken seriously. The good and bad things people
raise can help improve services for everyone. You will
not be treated unfairly because of anything you raise. It
is never wrong to give the service a call.
